ThedailyactofcookinghasbeenamajorhealthhazardformillionsofwomeninIndia,especiallyinruralareas,duetotheuseoftraditionalfuels.Till2014,about100millionhouseholdsinIndiaweredeprivedofcleanLPGfuelandusedtraditionalbiomassfuelssuchfirewood,driedcowdung,agriculturalwaste, charcoal etc. as cooking fuel. The toxic smoke emitted by these fuelscontainsparticulatematterandharmfulchemicalsthatareharmfultoeyesandlungs, causing acute and chronic respiratory illness, such as pneumonia andchronicobstructivepulmonarydiseases.Thesmokealsocontainscarcinogenicelementscausinglungcancer.Apartfromwomen,childrenalsosufferedfromthisharmfulkitchensmoke. * According to Late Professor Kirk Smith , Professor of GlobalEnvironmentalHealth,UniversityofCalifornia,Berkeley,inhalingthisharmfulsmokeisequivalenttosmoking400cigarettesperhour.Women and children also had to walk afar to collect firewood in remote andsecludedplaces,whichwasnotonlyastrenuoustaskbutalsoriskyfromthepointofviewofpersonalsafety.PradhanMantriUjjwalaYojana(PMUY)was launchedtoprotect Indianwomenfromthisdrudgeryandmaketheirliveshealthier.

ReleaseofPMUYConnectionbyShriNarendraModi,PrimeMinisterofIndiaston1 May2016atBallia,UttarPradesh.

NeedforPMUYPradhanMantriUjjwalaYojana(PMUY)waslaunchedwiththeaimtosafeguardthe health of women and children byprovidingthemwithcleancookingfuel,sothattheydon’thavetocompromisetheirhealthinsmokykitchens.The PMUY schemewas launched byHon’blePrimeMinister,ShriNarendraModi from Ballia district in UttarstPradeshon1 May2016.PublicSector

OilMarketingCompanieswereinitiallygivenatargetofprovidingdeposit-freeLPG connection to adult womanmembersof 5CroreBPLhouseholdsstby31 March2019.Rs.8000Crorewasallocatedforthescheme.The scheme targetwas subsequentlyrevised to 8 Crore LPG connections,withanadditionalbudgetaryprovisionofRs.4800Crore.


FinancialSupportUndertheSchemeOneoftheconstraintsofusingLPGonasustainedbasiswasthehighupfrontcost. To ease this constraint, a cashassistanceofRs.1600perconnectionwas provided to the beneficiaries byGovernment of India (GoI) whichcoveredthecostofacylinder,pressureregulator, LPG hose, consumer card

andInstallationchargesforavailingtheconnection.Besidesthis,anoptionforloan was a lso extended to thebeneficiariestocoverthecostofstoveand first refill. A total of 6.24 CrHouseholds (78%) availed the loanfacility.DetailsofCashAssistanceprovidedperconnectionreleasedunderthescheme

GoIOutreachProgramReachingout to thedeprived familieswas a mammoth task as they weremostlyresidingintheruralandfar-flungareas.Thechallengewas tocorrectlyidentify the beneficiary so that thebenefitsreachthedeprivedhouseholds.TheLPGdistributorsandthefieldforceofOMCsworkedinclosecoordination

to identify thebeneficiariesandenrollthem under the scheme. Besides, adistrictnodalofficerwasappointedbyOil Marketing Companies in eachdistrictto monitortheprogressofthescheme at grassroots and ensuresmoothimplementation.

LPGPanchayatSince the PMUY beneficiaries weremostly first-time users of LPG, theywere apprehensive about the safehandlingofLPGattheirhomes.Hence,creatingawarenessaboutsafeuseofLPGamongstPMUYbeneficiarieswasofprimaryimportance.LPG Panchayats were envisioned todiscuss safe handling of LPG, andbenefits of using LPG over traditionalfue ls . Des igned as communi ty

meetings, the Panchayats served asplatformsforLPGconsumerstointeractwitheachother,shareexperiences,andpromotemutuallearning.Itbringstogethervariousstakeholdersfrom the LPG ecosystem such asOMCofficials,distributors,mechanics,deliverymen, etc. LPG Panchayatsprovide opportunity for consumers tointeract with them and share theirquestionsandapprehensions.

HealthAccording to WHO estimates, withnearly5lakhdeathseveryyear,indoorair pollution accounts for the highestnumber of deaths in India, after highblood pressure. Using LPG savesbeneficiariesfromrespiratorydiseases.EconomicCostThe burden of gathering, processingandtransportingofwoodaskitchenfuelgenerally falls on women and girlchildren,contributingtodrudgery.Sincecooking continues to be women’sresponsibility primarily, they end upcompromising on the time spent onhousework, paid work, and leisure inordertomeettheenergyneedsof thehousehold. Incaseofyounggirls, thistranslates into poor attendance andevendroppingoutofschool.UsingLPGsavestimespentoncookingandalliedactivities,whichwhenputtoproductiveandeconomicuse,canleadtowomenachievingabettereconomicstatus,bothwithinthehouseholdandinthelargercommunity.

EnvironmentUsingtraditionalcookingfuelssuchasfirewood and coal puts immensepressure on the environment as well.Thesootandsmokeproducedbybio-massisdamaging.Useofbio-massalsocontributestodeforestationandoveralldegradationoftheenvironment.EmpowermentPradhan Mantri Ujjwala Yojana waslaunched with the aim of providingwomentheirright:righttocleanenergy,and right to a life free from drudgery,smoke&illhealth.Sinceitslaunch,thescheme has been slowly and steadilychangingthelivesofmillionsofwomenacrossthecountry.

SafetyThebenefitsofLPGcanberealizedonlywithsafeandresponsibleuse.Toavoiduntowardincidents,eachbeneficiaryisgiven a safety card that details theDo'sandDon'tsofLPGuse.


AchievementofPMUYthThe 8 crore PMUY connection washandedoverbyHon’blePrimeMinisterthon 7 September 2019. This was amomentous achievement for thePSUOilMarketingCompanies,asthetargetwas achieved in a record time of 40months,muchaheadofitsdeadline.

ImprovementinLPGCoverageWith the release of 8 Crore LPGconnectionsundertheschemeinsucha short duration of time, the LPGcoverage in the country has alsoincreasedsignificantly.The LPG coverage in India hasstimprovedto99.8%.ason1 April2021,stascomparedto62%ason1 May2016.

PMUY has transformed the lives of8 crore poor women in our country.Women in the states of UttarPradesh, West Bengal, Bihar,Madhya Pradesh & Rajasthanhavebeenthebiggestbeneficiariesofthe smokeless kitchen initiative ofHon'blePrimeMinisterofIndia.

To ensure sustained use ofLPG, the following initiatives wereundertaken:1.Defermentofloanrecoverythroughsubsidy2.Refill Option with 5 kg cylinder toreducetheupfrontcostoftherefill.3. AugmentationofLPGBottlingCapacity4.CommissioningofAdditionalBottlingPlantsAdaptability:Masscampaignswereundertaken to improve awarenessaboutthebenefitsoftheschemeandofusingLPG.SHGs/SDPs/NGOswereengagedtocarry out extensive door- to-doorcampaign in the rural areas whichfurtherpromotedtheadoptionofLPG.


GlobalRecognitionofTheSchemeTheschemehasbeenapplauded bytheInternationalEnergyAgency(IEA),asa"majorachievement"inimprovingtheenvironmentandhealthofwomen.PMUYalsogarneredpraiseinareportbyWorldHealthOrganisation(WHO)in2018.TheReportmentions thatwhileairpollutionlevelsacrosstheworldarehovering around the danger mark,there are a few countries that havetaken the matter seriously and haveinitiatedstepstotackleit.“While the latest data showambient air pollution levels arestill dangerously high in mostpartsoftheworld,theyalsoshowsomepositiveprogress.Countriesare taking measures to tackleand reduce air pollution fromparticulate matter. For example,injusttwoyears,India’sPradhanMantriUjjwalaYojanaSchemehasprovidedsome37millionwomenlivingbelowthepoverty linewithfree LPG connections to supportthemtoswitchtocleanhouseholdenergyuse,”theWHOreportsaid.

ImpactoftheSchemePMUYhashadanenormous impacton the livesof thebeneficiariesand theirfamilies.ThebenefitsofadoptingLPGoftenextendtosubsequentgenerationsofthefamilies.Someofthetangiblebenefitsaccruedare:Significantdirecthealthbenefitsforthefamiliesandfreedomfrombronchitis,asthma,influenza,pneumonia,tuberculosisandotherrespiratorydiseaseandinfectionscausedbyexposuretohouseholdairpollution(HAP)

Reductioninemissionsofpollutantssuchasmethane,blackcarbonandorganiccarbonreleasedbyinefficientsolidfuels.LPGhasledtoreduceddrudgeryincollectionoffuelandcooking.Thishasopenedupopportunitiesforalternativeengagementineducation,otherproductivelabourandsocialactivities-smallbusiness,part-timejobs,socialactivities,otheropportunitiestogetfinancialbenefits,spendqualitytimeforfamilywelfareandeducationforself/children.

Astheconnectionsarereleasedinthenameofthewomeninthehousehold,PMUYhasempoweredthembothsociallyandeconomically.Byempoweringwomen,PMUYhasbeenabletobridgethegenderinequalitywithrespecttorights,access,andeconomicempowerment.

PMUYisoneofthesteppingstonesinthenation'sjourneytocleanenergy.Thescheme has successfully freed morethan8Crorewomenfromtheblackandsmokykitchens.Ujjwala, as it is popularly known, hasnowbecomeasecondnameforwomenemancipationandempowerment.

In i ts relentless pursuit to freeremainingwomen from thedrudgeryand smoke of unclean fuels, thegovernmenthasnowannounced thesecondphaseofUjjwala.AnadditionalOneCrorePMUYconnectionswillbereleased under "Ujjwala 2.0" by thePSUOMCs.Thiswillsoonusherinanera of universal access to cleancookingfuels.
