INTRODUCTIONThe growth of aircraft movements during the
days of the event points to a need for greater ca-
pacity and efficiency in the provision of air traffic
services (ATS). A great event brings with it new de-
mands and a greater need for planning, making
it imperative to maintain the security, fluidity and
efficiency aspects already present in the care pro-
vided to air traffic.
The work required to achieve excellence begins
with the careful implementation of an extensive,
clear, objective and feasible planning. Thus, en-
suring maximum performance of ATS services,
management of air traffic flow (ATFM), defense
and security of air operations and management
of Brazilian airspace and, so, minimizing potential
impacts of the expected increase of air traffic.
Through decades, Brazil has consolidated a lead-
ing position in air traffic management (ATM), not
limited to investments in new equipment and fa-
cilities, but going beyond, developing proprietary
processes, emphasizing specialized training and
incorporating modern concepts with efficiency,
speed and flexibility.
This guide is only to illustrate the function and present briefly the implications and operational constraints resulting from the completion of the Confederations Cup 2013, do not constitute an official instrument of appointment. The country has the responsibility to admin-
ister the territorial airspace (8,511,965 km ) and
the airspace overlying the oceanic area, which ex-
tends to the meridian 10 W, totaling 22 million
square kilometers. Within this space, there are sev-
eral events going on at once, such as international
and domestic commercial flights, general avia-
tion, training, military operations and maneuvers
flights, flight-testing and various aero sport activi-
ties and everything should always work in perfect
harmony. The quality and effectiveness in the use
of airspace will also remain during the Confedera-
tions Cup, thanks to the work of different sectors,
including the Brazilian Air Force (FAB).
The Brazilian Air Force has designed a planning
for FIFA Confederations Cup Brazil 2013, which
had as north the safety and maintenance of a fast,
safe and orderly air traffic flow.
While the Brazilian Aerospace Defense Com-
mand (COMDABRA) made a detailed planning
of the necessary actions for the safety of the air-
space, the Department of Airspace Control (DE-
CEA), through the Air Navigation Management
Center (CGNA), produced an action plan in order to
maintain the efficiency of air traffic flow, considering
the increasing demand and restrictions on some por-
tions of airspace.
This is not the first time DECEA outlines a plan
to manage air traffic flow at a major event. During
United Nations Conference on Sustainable Develop-
ment (Rio +20), in June 2012, the Department had a
successful experience and praised, using for the first
time in Brazil a methodology and military structure in
event calendar. This methodology will be repeated in
the next huge events held in Brazil, such as Confed-
erations Cup and World Youth Day (2013), World Cup
(2014), the Olympics and Paralympic (2016).
Throughout the Confederations Cup 2013, safety
and efficiency, binomial featuring our airspace, will
leave indelible marks that serve as a legacy for Brazil.
AIRPORTS AND THEIR VOCATIONSWith the continental dimensions of Brazil, many
cities would like and be able to receive in their
airports air operations involved in FIFA Confedera-
tions Cup Brazil 2013.
The selection of airports was based on technical
criteria and, although chosen airports dont neces-
sarily meet all criteria, they certainly have a larger
set of capabilities to meet the demands of the event.
The interest and availability of the airport Admin-
istrator, distance from the host city, existing infra-
structure in the vicinity of the airport (access roads,
traffic flow, quick access to state and federal high-
ways), airport capacity (number of vacancies for
regular domestic and international aviation, general
aviation and military aviation involved in the event),
runways compound (length of landing and takeoff
runways, taxiway, resistance of the runways floor
and parking lots) and air traffic services (navigation
aids, air traffic control, meteorology, communica-
tions, aeronautical information, procedures for en-
try and exit) are essential for the provision of qual-
ity service to our visitors during the period in which
the official games of FIFA Confederations Cup Brazil
2013 will take place.

COORDINATE AIRPORTS
To maintain the balance between the demand and
declared capacities of airports, keeping the airport
system capable of absorbing the growth in aircraft
movements during FIFA Confederations Cup Brazil
2013, the CGNA along with the National Civil Avia-
tion Agency (ANAC) will coordinate the airports.
The coordination of an airport is a methodology
that consists of setting predetermined time intervals
for takeoff and landing operations of all aircraft op-
erating at the airport in order to regulate its use, pre-
venting its operating capacity be exceeded to main-
tain efficiency in the provision of air traffic services.
When an airport is declared coordinated, it means
that every flight intention will be contingent upon
obtaining ATC SLOT for landing or takeoff.
The coordination of airports will take place from
June 13, 2013 to July 2, 2013. The ANAC will allocate
SLOT for regular commercial flights (international
and domestic), no regular commercial flights (inter-
national and domestic) and flights of delegations.
The CGNA will be in charge of allocating SLOT for
Heads of State, VIP and General aviation.
To register and know the procedures for obtaining
an ATC SLOT, the user should visit the CGNA home
page on the INTERNET at www.cgna.gov.br and click
on the link SLOT.
ANAC will decide which airports will hold the con-
dition of coordinated and shall communicate to us-
ers both through a notice to airmen (NOTAM) and its
own explanatory booklet.
AIRSPACE RESTRICTIONS
During the event, we will be visited by tourists
from all over the world, businessmen, Heads
of State and Government, sports officials,
personalities from different fields and international
press. Anyway, Brazil will be the worlds center of
attention during15 days.
Following the safety criteria adopted worldwide
in events as important and great as FIFA
Confederations Cup Brazil 2013 and keeping the
level of the air traffic services provided, FAB has
created exclusion zones (reserved, restricted or
forbidden) in certain portions of Brazilian airspace
with different sizes and levels of access.
The safety and operational impact, among
others, were the criteria adopted for creation of
exclusion zones. The safety of the public, athletes,
officials, aircraft and installations, associated to
constant concern to reduce operational impacts
for users of Brazilian airspace, guided the location,
size and levels of access of those areas.
Permits for entry in segregated airspace depend
on the nature and intentions of the flight, such as
aircraft carrying officials, delegations of football
teams, commercial aircraft with regular domestic
and/or international operations, general aviation,
military use, air defense, transport of personnel

and/or material (civil or military) aircraft related to
public safety, SAR aircraft and aircraft ambulance.
The excluded areas are located in the lower
airspace of flight information regions (FIR) and
within terminal control areas (TMA) of locations
where official matches of FIFA Confederations Cup
Brazil 2013 will take place, i.e., BELO HORIZONTE,
BRASLIA, RIO DE JANEIRO, FORTALEZA, RECIFE
and SALVADOR.
The duration of the restrictions will be between
01 (one) hour before and four (04) hours after the
start of official matches of FIFA Confederations Cup
Brazil 2013, as well as all actions and restrictions
provided. Outside these periods, the use of
airspace is back to normality. In addition to this
informative booklet, all periods will be activated
by NOTAM.
DEFINITION OF EXCLUSION ZONES
RESERVED AREA
Area with defined dimensions that correspond
to lateral projections and surface vertical limits to
the upper limit of the terminal control areas (TMA)
of the localities involved. Its detailed description
will be available through geographic coordinates
and disclosed NOTAM.
RESTRICTED AREA
Area with defined dimensions with its lateral
limit of 07 NM radius centered on the football sta-
dium and vertical limit that corresponds to the
surface vertical limits to the upper limit of the TMA
of the localities involved.
FORBIDDEN AREA
Area with defined dimensions with its lat-
eral limit of 04 NM radius, with necessary
adaptations, centered on the football sta-
dium and vertical limit that corresponds to
the vertical limits of the surface to the upper
limit of the TMA localities involved

The flow of Confins airport will not be impacted
due to the activation of the area and at the Pampulha
Airport this impact will depend on the runway in use
and the climatic conditions.

Although smaller, impact on air traffic flow is
expected for approaches to runway 11L. Planning
in air traffic flow management, with the change of
runways operation pattern, and the quick action
of air traffic control organs will reduce the effect
of their activation.
Depending on the runway in use at the airport,
there may be some delay in departures. The
solution designed to maintain constant flow is a
schedule of takeoffs sequencing.

With the activation of the area, airspace capacity
around the city will be reduced in 52%. Then, it
will be necessary to develop the approach to both
airports as if they were only one that is what we
call single sequencing.
Thus, we have designed a specific plan to the
city of Rio de Janeiros air network to be run during
the Confederations Cup.

Impacts will be pretty reduced to runway 31, the
most widely used at this time of the year. However,
during the activation of the area and depending on
the runway and direction of the curve after takeoff,
the impacts observed reach departure points to all
sectors of the TMA Fortaleza, but specific actions
as it refers to airspace management will reduce
delays in departures.

The approaches to runway 18, the most widely used at this time of the year, will not be impacted, however the RED AREA complicates all instrument approaches to runway 36. The determinant wind of the runway in use will be monitored in order to optimize the use of the most favorable runway. The runway 18 is used in 97% of the time.

There will be no significant impact on the approaches to runways 10 and 28, when the area is active, however, there will be impact on independent takeoffs regardless of the runway in use, taking into account that the departure sector of Salvador is located precisely in the RED AREA zone. The reduction of the effects generated by this problem will result from the use of radar by air traffic control organs and from a program of takeoffs sequencing on the part of the air traffic flow management.

AIRSPACE RESTRICTIONS
RESERVED AREA
In then RESERVED AREA, called WHITE, common
to all host cities, all traffic should be known and
meet the rules provided in legislation and the
instructions of the air traffic control organs (ATC).
The operational restrictions that must be
observed in the WHITE area are as follows:
it will not be allowed, even within the Conditioned Airspaces (CFS), flight training on
IFR and VFR and on instrument approaches;
training within the traffic circuit and on touch
and go; instruction flights, maintenance, ANAC
check, acrobatic, touristic, gliders, parachute
operations, paragliders, balloons, airships, light
aircraft, experimental aircraft, hang-gliders,
agricultural spraying, aerial advertisement,
model airplanes, rockets and remotely piloted
vehicles (RPA);
all air movements should be properly identified and coordinated by the ATC before entering into
this area;
air ambulance operations evolving within the
area will be allowed after prior coordination with
the APP;
aircraft evolving within the TMA, even identified and under ATC control, if modify their
routes without authorization and head for to
unauthorized areas, as well as an unidentified
aircraft, may be classified as hostile and subject
to the Airspace Policing Measures (MPEA);
operations of fixed wing aircraft will be limited to aircraft that head for or come from the
TMA aerodromes, not being allowed to cross
the WHITE area. The aircraft with origins or
destinations within the WHITE area will meet the
profile determined by the APP;
aircraft crossing an airway below the upper vertical limit of the TMA, whose destination is
not within the own TMA, shall be directed to the
terminal lateral fixed. Aircraft cruising above the
upper vertical limit will not suffer deviations;
air movements taking place in this area should have their flight plan (FPL) submitted
and approved by the ATC organs, under the
supervision of the OCOAM P and coordination
of the TMA APP, being mandatory bilateral
communication with those organs, as well as
an operating transponder equipment. All flight
movements who break these rules will be
considered suspect and subject to MPEA, and
helicopter operations will be authorized for arrival and departure from local aerodromes or
heliports, as well as for offshore operation and
movements in airspace, obeying the restrictions
provided in the RESTRICTED and FORBIDDEN
areas. When applicable, the defined helicopter
special routes (SHR) shall be strictly used, some
of which may be suspended temporarily, which
will be informed through NOTAM. Aircraft must
submit a complete FPL; intentions of taking
off from a location devoid of air traffic service
organs (ATS) shall be previously coordinated
with the TMA APP. They must also allocate an A/C
transponder code, which will be assigned by the

ATC, since before takeoff to landing. Mind that
any transponder failure shall be immediately
reported to the ATC.
RESTRICTED AREAIn the RESTRICTED AREA, called YELLOW area,
common to all host cities, only duly authorized
aircraft will be allowed, among them aircraft
involved in the events, aircraft carrying Head of
States and Government, delegations of soccer
teams, VIP, commercial aircraft of existing regular,
recent regular and non-regular operation, besides
the aircraft cleared by the appropriate authority.
Commercial aircraft of existing regular, recent
regular and non-regular operation, which are
executing arrival/departure procedures from or
to the TMA aerodromes, shall be cleared provided
they meet ANAC safety requirements. In addition,
crew and passengers must have been subject
to civil aviation inspection, according to the
airport security program (PSA) established for the
aerodrome of origin.
All aircraft movements who break these rules will
be considered hostile and be subject to the MPEA.
FORBIDDEN AREA In PROHIBITED AREA, called RED, common
to all host cities, will be allowed only aircraft
involved in the events and previously
authorized by the Commander of the Brazilian
Aerospace Defense Command (COMDABRA).
Note: All aircraft operations are prohibited,
except for public safety aircraft, military
aircraft, aircraft SAR, ambulance aircraft and
other aircraft involved in operations, previously
authorized by the Commander of COMDABRA.
All aircraft movements who break these rules
will be considered hostile and be subject to the
MPEA.
AIRCRAFT SPECIAL ROUTES The following Aircraft Special Routes (REA) will
be temporarily cancelled:
BELOHORIZONTE
cancellation of REA SARZEDO RIODEJANEIRO
cancellation of REA BRAVO from GATE 2 to GATE 1
SALVADOR
cancellation of REA VERA CRUZ; cancellation of REA BONFIM, from the abeam position of PARIPE to the position FAROL DA

cancellation of REA AXEH, from the abeam position OF SBNR to the position FAROL DE
ITAPO.
SPECIAL ROUTES FOR HELICOPTERS
The following Helicopter Special Routes (REH)
will be temporarily cancelled:

REH MAG from the position GALEO to the abeam of the freight terminal of Antonio Carlos

SPECIAL ROUTES FOR AIRCRAFT WITHOUT A TRANSPONDER
The following No-Transponder Aircraft Special
Routes will be temporarily cancelled:
FORTALEZA
cancellation of all REAST RECIFE
cancellation of all REAST SALVADOR
cancellation of all REAST
FLIGHT PLAN PRESENTATION AND APPROVAL
To fly within the RESERVED and/or RESTRICTED
areas, during the period in which they are
activated, aircraft should be in the updated
listing of repetitive flight plan (RPL) or present
their FPL to the AIS rooms with, at least, 24 hours
in advance of the early activation of exclusion
areas. The Command and Control Centre located
at CGNA is responsible for approving the flights,
ATC SLOT allocation and coordination with
COMDABRA, control organs of major military
operations, site operation cells and ATC organs.
The Center reserves the right to reject the
intentions of flight that do not meet the
operational requirements of the event and those
that may cause imbalance in the control sectors
of any TMA or flight information region (FIR) and,
yet, exceed the declared capacity of the airports
involved.
If the aircraft do not meet the maximum
limits provided for the accomplishment of their
AIRSPACE RESTRICTIONS
flights and the ATS messages provided for in the
current legislation are not prepared, they will
have their FPL canceled, being indispensable
the presentation of a new FPL.
No flights will be allowed in areas PROHIBITED
during the time period of this plan, except
aircraft authorized by the Commander of
COMDABRA. The aircraft that do not comply with
such determination will be subject to MPEA.
TRANSPONDER USE
The transponder is the primary means of
identification for traffic evolving in the airspace
during air operations. Thus, the only flights
allowed will be of those aircraft that have
onboard and running equipment. No flights will
be allowed in the exclusion areas as it refers to
aircraft without a transponder. During times of
activation of exclusion areas, all special routes
for aircraft without transponder (REAST) will be
suspended.

FLIGHT SAFETY MEASURES Besides observing the rules and procedures laid
down in legislation and the guidelines issued by
NOTAM, all aircraft must comply with the rules
provided in flight the cleared FPL. In case there
is any need to modify flight rules, the requests
should be coordinated with the ATC.
Aircraft who break the profile or the flight rule
prescribed, without the clearance of the ATC, and/
or enter into any of the exclusion areas without
permission will be subject to the MPEA and will
be compelled to leave the restricted airspace
and/or land at aerodromes with Ground Control
Measures (CSM).
Once having permission to use the exclusion
areas, if there is any need to deviate from the route
contained in the flight plan it is essential that the
pilot immediately notify the ATC.
The pilot, who deems to have infringed any
of the airspaces RESERVED, RESTRICTED and /
or BANNED, without proper authorization from
the ATC, should immediately depart from the
same, shall contact the ATC organ and report the
AIRSPACE RESTRICTIONS
situation, keeping the transponder code that he
originally received. But if there is no success in
contacting the air traffic bodies, the pilot must
make a call on frequency 121.5 MHz and trigger
the code 7600. The control organs will always
provide full support to the pilots.
And do not forget: NEVER ENTER THE RED AREA WITHOUT BEING AUTHORIZED BY THE ATC.
Below are the procedures to be adopted by
aircraft communications failure during the
activation period of exclusion areas:
BEFORE ENTERING THE WHITE AREA DO NOT ENTER. Continue to alternate
aerodrome outside this area and set the
transponder code 7600 and follow the procedures
for radio communications failure set in legislation.
IN FLIGHT WITHIN THE WHITE AREAIf your destination is within the area YELLOW,
DO NOT ENTER. Proceed for an alternative outside
this area and set the transponder code 7600 and
follow the procedures for radio communications
failure set in legislation.
NEVER ENTER THE RED AREA Unidentified aircraft will be subject to the MPEA
and, if necessary, may face severe measures,
being subject to INTERVENTION MEASURES, PERSUASION MEASURES and DETENTION MEASURES.
An aircraft is being intercepted must
immediately follow the instructions given by
the intercepting aircraft on 121.5 MHz and /
or interpret and respond to visual signals and
equipped with your transponder, select code
7700, mode 3 / A, unless instructed unlike the
appropriate ATC organ.
The Air Force Command reserves the right to
intercept any aircraft, at the discretion of the
board of air defense or authorities responsible for
the tasks of aerospace defense.
