Action plan versus reality

Action Plans: PPD as a process implies that there is abeginning and an end to an issue.

Process implies that there is a logical sequence of events that leads from issue identification to solution.

Who is involved: champions in public and private sector. •Self made men and women in public or private sector.•Brave people; people who know what it is to suffer and work hard for their countries.•People prepared to come forward.•People who are prepared to try something new•PPD can be inspiring because of the people involved.

So, PPD is inspiring because the people we work with are often brave, tenacious, dedicated and share a vision for a better future for their country.

Complex

They have knowledge, capacity, interest, passion, feel love,have vision, empathy…

… they also have ambition, ego, are thin skinned / thick skinned,competitive.

Whether in public or private sector they are busy, time constrained and under pressures from all types of competing forces.

Action Plans and people in PPD are great.

Action Plans + People + Logic = well, plans go awry…

Why? A quick look at a basic WG process…

Agenda design: Work with private sector.Issues: Who works on private sector agenda? •Sector competitors•Rivals•Ideological foes•Competing BMOs

Participants are weary of each other. So, they don’t attendmeetings.

What does that do to the Action Plan? It means that there is noagenda so there is no WG. This is not helpful but has to be overcome.

PSWG meeting takes place but consensus means time….

So, we have solved all the PSWG issues and have had meetings.

The Action Plan has been changed to accommodate new meeting dates.

However, to send the agenda to the Government it needs:•Consensus•Research and analysis for specific issues•A legitimate review period

The above can mean that the action plan gets kicked back by weeks.

WG is arranged…

… but the Minister wont appear.

The private sector Co Chair refuses to appear without the Government Co Chair = Stalemate.

Finding a solution can takes time. At least it throws the action plan off for a month until the WG is rescheduled.

Delaying the WG means a delay in post WG follow up. It can also mean a delay to the plenary Forum.

Delays and changes are to be expected..

All kinds of affairs conspire to break an Action Plan.This makes medium and long term planning challenging.Yet, it does not mean that PPD does not continue.

oPPD is flexible. oDelays can be part of the implementation process.oPart of being new means changing behaviors.oNeed to be sensitive to the decision making process.oThere are many ways that PPD can take place so be flexible and work out how the PPD can open the door to change.

It can take time to implement a PPD rhythm but don’t stop working.

Continue to work

Don’t let delay get in the way of implementation. There is plenty of work to be done.

•Continue to meet with public and private sector.•Undertake analysis and circulate widely•Get agendas and information to the government•Encourage PPD on different levels•Make PPD a resource for all•Make sure that policy makers are getting a fair and honest •opinion from the private sector.•Make sure that where PPD has access to information that it is passed to the private sector.
