Regional Context: AFUSAFUS Immediate Objectives:
– Consolidate, develop and promote the exchange of experiences between African
cities/towns
– Develop practical tools for the implementation of urban crime prevention and safety
policies and initiatives, preventing crime, violence and insecurity.
– Develop exchange and collaboration mechanisms between the various municipal
safer cities coordinating teams
– Develop a regional position and capacity for local government involvement in the
global and regional initiatives on crime prevention, peace building and governance
THEME - 2019 Learning Exchange
“Advancing the safety discourse for the implementation of the New Urban Agenda – Towards Safer Cities for
Teenage Girls and Women in Africa”
OBJECTIVES
• To establish a mechanism of exchange and collaboration between cities,
research institutions, and networks of women for the prevention of
violence against teenage girls and women in African Cities and Local
Governments;
• To raise the profile of central, sub-national and local governments efforts
towards addressing teenage girls and women’s safety in Africa;
• To conduct training on promising practices and tools to support local
authority-civil society partnership for delivering urban safety programmes;
• To present innovative tools and approaches to advance safety of teenage
girls and women at the local level.

reactive approaches rather than proactive approaches

organised under national associations to establish national “community of
practice” where safety planning matters and safety of teenage girls and
women is discussed, ideas shared and programmes co-developed, lessons
shared – building from existing programmes

to support effective programme as per AFUS Strategic Agenda
– Delivery of all AFUS-Durban Legacy Project milestones by December 2019 – State of safety
report (in draft), Reviewed City-wide safety strategy, Establishment of City Safety Laboratory,

establish AFUS as Standing Committee – Executive Committee Meeting, June 2019, Cairo, Egypt –

• Presentation and formal adoption of AFUS Research – AFUS Exco and UCLG-A Exco
• Share the AFUS Learning Exchange Report with UCLG-A – presentation by AFUS Chair to UCLG-A
Executive Committee;
• Facilitate agreement on the delivery of follow-up actions emanating from the Learning Exchange 2019
including recommendations from AFIS Research Report
• Discussion of the theme for next AFUS Learning Exchange and modalities for hosting the Learning
Exchange
EVIDENCE-BASED APPROACH▪ Developing local capabilities to collect data in cost effective and
timeously manner - to advance strategy, policy and strategy
▪ Collectively develop and agree on indicators and outcomes - to guide
the work of the Coalition towards safety of teenage girls ad women
▪ This will then lead to development of local capabilities for monitoring and
evaluation and reporting
▪ Accountability – annual state of safety reporting demonstrating how the
City has developed local governance for implementation of safety
programmes in general and particularly for to advance safety of teenage
girls and women

▪ Knowledge Management (KM) – vast knowledge, skills
and experience exist; however not easily accessible –
This has been long-outstanding – Virtual AFUS Portal
▪ This is a virtual repository of promising practices, list of
experts on safety planning, list of NGO, FBO and CBOs
involved in safety planning and governance
KEY CONSIDERATION MOVING FORWARD
▪ Knowledge Management (KM) – development of safety planning and
governance content and courses to enhance capacity of all practitioners on
safety planning and governance – empowered residents and local
governance
▪ Facilitate partnership with capable organisations in different African sub-
regions for the hosting of capacity building session
▪ Host capacity building sessions in different sub-regions of the African
continent as guided by AFUS Strategic Agenda and local context
