• Individuals responded to our enquiries and told us they want progressive, meaningful opportunities to:
– work in whatever way is meaningful to them– be part of their community – develop and maintain skills– continue doing the things that matter to them
• The market told us that the current model doesn’t allow innovation and progressive offers

In spring 2017, we held a series of events to engage with the market.
You fed back on various issues. We have taken these away, reflected on them and developed our model and some highlights we’d like to share with you are:

Proposed Framework

• We will implement a framework of providers who offer a wide range of opportunities which support people to achieve their goals and aspirations.
• Admission to the framework will be a one-stage process including minimum quality criteria that all bidders must pass to gain entry to the framework.
• The quality criteria will ensure that all minimum quality standards are met and that only safe and competent providers are part of the framework.
• From framework go live, ECC will not make any placements with providers who are not part of the framework.
• Arrangements for existing placements will remain unchanged until the point of the individual’s review.
• Prices submitted as part of the call-off process will not apply to existing placements.

• Essex County Council has adopted a new e-sourcing platform, BiP Delta
• The new system designed to improve the accessibility of the authority’s procurement opportunities to prospective suppliers and enhance the experience of participating in procurement opportunities
• This portal will enable providers to:– Register for a free account– Locate the Council’s current tender opportunities– Express interest in relevant procurements– Administer clarifications and submit tender responses electronically
• If your organisation is not currently registered with BiP Delta, it would be advisable to register for an account via the following link in order to gain access to potential business opportunities as they arise and engage in forthcoming procurements:
