2016-17 SPED FINANCE STATEWIDE FIELD TEST OVERVIEW OF THE JUNE 1, 2016 DEADLINE February 25, 2016

June 1 Application • This presentation is just an overview. An Instruction
Guide will be released in March. • The new June 1 Application deadline is for any
educational facility receiving Title VI, Part B funds, section 611 and/or section 619 and State Preschool funds.
• This includes: • School Districts • Charter Districts • State Agencies • Educational Cooperatives 2
Spring School Board Meetings

The June 1 deadline will require a spring School Board meeting for approval of the application and signature on forms.
June 1 deadline is for Title VIB, Federal and State Preschool
• The June 1, 2016 Application is for Title VIB both School Age and Preschool and State Preschool.
• The Application is based on the 2015-16 Preliminary VIB amount. • June 1 application forms will be available on the Indistar/ACSIP web
site March 30, 2016. • When the June Application Parts I & II are completed by the
district/co-op, the district/co-op uploads the application forms into the SPED folder(s) posted on Indistar/ACSIP before the June 1 deadline.
• After the upload is complete, districts hit the Submit button under the Submit Forms Tab.
• SPED Finance reads for accuracy and communicates to districts by email concerning corrections.
• Districts should address corrections within a 48 hr. period, so as not to disrupt flow of funds. Corrections are emailed to SPED Finance.
• Application approval must be completed before funds can be disbursed.

June 1 Application is uploaded in Indistar/ACSIP
The completed June 1 Application Parts I & II must be scanned, uploaded then submitted into Indistar/ACSIP in the appropriate SPED folder before the June 1 deadline. Districts and Co-ops must obtain an Indistar/ACSIP password in order to be able to participate. Federal Programs has been using Indistar/ACSIP for the past year. Districts should already have a password. Please check with your Federal Programs person. Educational Cooperatives will receive passwords from SPED Finance. 6

Submit Form Tab When districts have completed the upload of the Parts I and II of the June 1 Application, districts will need to click the submit button for SPED under the Submit Forms Tab. This sends an email to SPED Finance that the district has uploaded the application.

June Review of Applications • The purpose of the June 1 Application is to
approve the grant application in order for funds to be disbursed.
• SPED Finance staff review applications during the month of June.
• A short turn around period for district /co-op corrections is key. Districts must reply no later than 2 days after receiving a correction request with all corrections and documents completed.
• Corrections are emailed to SPED Finance.

October 1, 2016 APSCN cycle 1 Fall Amendment
The October 1 deadline looks much the same as past years. October 1, 2016 will be the submission deadline for the APSCN cycle 1 pull using the 2015-16 carryover and 2016-17 preliminary amounts announced by Commissioner’s Memo. This is an amendment to the June 1 approved application. • SPED Finance will review State/Local, VIB, Medicaid and
ARMAC, as well as, Preschool budgets. • FY 1617 Request forms are due for Equipment purchases and
FY 1516 Report of Equipment Purchased forms are still required. Bus forms and Construction/Renovation forms are still due before October 1.
• The AFR MOE data is due October 1 in MYSPED. • There is no longer a Budget Checklist.
