Denny Substation Project Powering Seattle through the 21st Century A LOOK BACK―PUBLIC OUTREACH―NETWORK CONSTRUCTION QUARTERLY REPORT 4TH QUARTER | 2015 The Denny Substation Project achieved many significant milestones in 2015! In January, we published the Environmental Impact Statement (EIS). In August, the Seattle City Council unanimously approved the Denny Substation final design. In October, the ALL RISE temporary art program, which had kept the Denny Substation site active during the previous 18 months, came to an end to make way for upcoming construction. Finally, in December, Seattle City Light hosted two open houses—one online and one in-person—to introduce Shimmick Construction, the contractor who will build the underground distribution network that will carry power from the substation to customers. The “World’s Coolest” substation design couldn’t have been achieved without involvement from community groups and neighboring businesses and organizations. The team is grateful for the feedback we received and for our stakeholders’ ongoing engagement with the project. And now, it’s full speed ahead with construction of the Denny Network beginning as soon as February and construction of the Denny Substation in late spring. INSIDE: COMING SOON! INSIDE:

FULL SPEED AHEADSeattle City Light will soon begin construction of the Denny Network in city streets throughout the South Lake Union and Denny Triangle neighborhoods. A highly reliable underground electrical distribution system, the network will improve service to customers. It will have redundant components such as transformers and feeders so that loss of any one component will not result in the loss of full power.

STAGE 1 Network construction will begin with the installation of two large vaults—one on Minor Avenue and one at the north end of Stewart Street. Work will take place on Minor Avenue between Virginia and Stewart streets, then continue on Stewart Street from Minor Avenue to 6th Avenue. Stage 1 is expected to be complete in summer 2016.

Advance notice will be provided prior to the start of construction in each zone.

MEMORABLE MOMENTS THROUGHOUT THE YEARFINAL APPROVALTwo years of extensive community involvement contributed to the design of a one-of-a-kind substation. In July, the project team held a community forum to share updated project information before presenting to Seattle City Council. Council granted final approval of the substation design, master use planning permit and street improvements.

DOOR–TO–DOORWith Denny Network construction on the horizon in 2016, our outreach team hit the streets early to inform businesses and residents about what to expect during construction. We spoke with 219 businesses, residents and non-profits throughout the South Lake Union and Denny Triangle neighborhoods.

DENNY NETWORK CONTRACTORIn October, Shimmick Construction Company, Inc. was awarded the Denny Network Phase 1 and 2 contract. Shimmick is a general engineering contractor with a focus on heavy civil engineering.

FAIRS & FESTIVALSThe Denny Substation team conducted outreach at the South Lake Union Pike Place Express Market. The team shared the latest project information, handed out project materials and gave away City Light swag.

90% DESIGN PRESENTEDIn February, the Denny Substation team presented the project’s 90% design and public benefits package to the Seattle Design Commission. The Commission unanimously approved both.

ALL RISE TEMPORARY ART PROGRAM For 18 months, the ALL RISE temporary art program enlivened the Denny Substation Project site with artwork, sculptures, dance and improvisation. ALL RISE was administered by the Seattle Office of Arts and Culture and funded by the Seattle City Light 1% for Art Fund. It featured artists of all kinds—including hungry ruminants!

FINAL EIS ISSUEDCompletion of the final EIS marked the end of a two-year process of evaluating potential environmental impacts associated with each of the substation alternatives.

In December, the project team hosted two open houses to educate the public about the upcoming construction of the Denny Network. The team promoted the events with over 20 social media posts, 3 email blasts and a project postcard mailed to 7,500 addresses. The events were successful and allowed people to engage with the team, ask smart questions and share valuable comments.

Denny Network construction will take place in South Lake Union and Denny Triangle beginning in early 2016. Utility relocations in preparation for this work began in November 2015.
