Report by Deputy Lord Mayor

Purpose

1. To report to the Finance and Governance Committee on the travel undertaken by the Deputy Lord Mayor to Istanbul (9 - 15 April 2008) to attend and deliver a speech at the 1st Istanbul Symposium on Local Governance.

Recommendation

2. That the Finance and Governance Committee note the report for travel undertaken by the Deputy Lord Mayor to Istanbul to attend the Istanbul Symposium on Local Government and the summary of benefits and outcomes.

Background

3. At its meeting on 11 March 2008, the Finance and Governance Committee recommended the Lord Mayor approve the proposal for the Deputy Lord Mayor to attend and deliver a speech at the 1st Istanbul Symposium on Local Governance.

4. The Symposium was attended by mayors and vice mayors of 40 cities from 30 countries, including Vienna, Cologne, Dublin, Thessaloniki, Lisbon, Tehran, Damascus, Cairo, Cape Town, Addis Ababa, Houston, Seattle, Singapore, Kolkata, Busan and Melbourne. Melbourne was the only Australian city represented.

5. The Symposium focused on issues and challenges facing local governments, such as city governance, economic development, environment, social and international cooperation. 10. The Director – Commerce and Marketing, has confirmed that the travel undertaken does accord with all the requirements of the Councillor Travel Guidelines.

Outcomes / Benefits

11. A briefing paper summarising the benefits and outcomes of the travel undertaken is included as Attachment 1 to this report.

Finance

12. There was no cost incurred by the Deputy Lord Mayor for the travel. Airfare and accommodation costs were borne by the organisers of the Symposium. Incidental costs were borne by the Deputy Lord Mayor.

VISIT TO ISTANBUL BY DEPUTY LORD MAYOR OUTCOMES AND BENEFITS

OUTCOMES

The following is the list of outcomes arising from the travel, including the means by which the matters raised are progressed within the Council, eg a report to the relevant committee/s.

• Deputy Lord Mayor addressed the Symposium on the topic of "City and Collaboration Challenges" and participated in the panel discussion with the following delegates:

o Mr Hikmet Sahin, Mayor of Bursa (Turkey)

o Mr Omar Maani, Mayor of Oman (Jordan)

o Mr Rudolf Shicker, Vice Mayor of Vienna (Austria)

o Mr Hairuddin Mohd Amin, Vice Mayor of Johor Bahru (Malaysia)

o Dr Wubshet Berhanu Nigusie, General Manager of Addis Ababa (Ethiopia)

o Mr Nicola Oddati, Vice Mayor of Napoli (Italy)

• The Symposium was an effective platform to establish and renew linkages with cities around the world.

o Deputy Lord Mayor discussed our sister city relationship with Mr Nikolaos Papagiannonpoulos, Vice Mayor of Thessaloniki and the upcoming celebration for the 25th anniversary celebration. Deputy Lord Mayor discussed our past cooperation with Councillor Nick Licata, City Council of Seattle.

o Deputy Lord Mayor met with Executive Vice Mayor of Cape Town Mr. Grant Haskin. During the meeting, Deputy Lord Mayor briefed Mr. Haskin on Council's governance structure, global positioning strategy, policies on sustainability development and Council House 2 (CH2). Mr Haskin indicated to send a delegation from Cape Town to learn more about CH2 and Melbourne’s experience in staging major sports events.

o Deputy Lord Mayor briefed Mayor of South East Singapore Mr Matthias Yao on the CH2 project. Further information has been forwarded to Singapore. Mayor Yao is likely to send a delegation to Melbourne to to learn more about CH2.

o A delegation from the Union of Municipalities of the Marmara Region will visit Melbourne on 12 May 2008. City of Melbourne is providing briefing on topics of local governance structure, sustainability and waste management.

• The Symposium presented an excellent opportunity for Melbourne to showcase Council's leadership in the areas of international partnership and environment sustainability in front of a truly international audience, including mayors and senior representatives from over 40 cities in 30 countries.

BENEFITS

The following is the list of benefits arising from the travel

• Deputy Lord Mayor called on the Mayor of Istanbul, Mr Kadir Topbas on 12 April 2008. During the meeting, Deputy Lord Mayor provided a brief update of the recent development in Melbourne and invited the Mayor to visit Melbourne at the time of his convenience.

• Deputy Lord Mayor, during the Symposium, also had discussions with Vice Mayor of Vienna and Vice Mayor of Cologne.

• Deputy Lord Mayor met with Mr David Pitchford, General Manager – Palm Jumierah, Nakheel Asset Management, during a stop-over in Dubai and visited the Palm Development. Given Dubai and the United Arab Emirates are increasingly conscious of environmental sustainability, a high demand on green buildings (similar to CH2) is anticipated. Deputy Lord Mayor and Mr Pitchford discussed how Melbourne may be able to assist Dubai in this area by sharing Melbourne's expertise and know-how.
