Councillor Oke was invited by the Changwon Municipal Government to chair a Mayors’ roundtable discussion as part of the program for the ‘12 th International Congress of Educating Cities’ - theme ‘Green Environment, Creative Education’. 3. The Congress brought together more than 2000 representatives from city councils, national bodies, embassies and specialists in the field from more than 40 countries. The Congress was structured to follow three themes: 3.1. Policies, Green Urban Planning and Sustainable Infrastructure in Educating Cities; 3.2. Inclusive Governance, Social Justice, Community Empowerment and Capacity Building in Educating Cities; and 3.3. Green Economy, Green Jobs and Green Energy System and Technologies in Educating Cities. 4. The Mayors’ Roundtable considered the role of local authorities in environmental issues. Led by Cr Oke, discussion with the Mayor of Changwon, South Korea, the Mayor of Phuket, Thailand and the Deputy Mayor of Tampere, Finland examined each city’s environmental challenges and the strategies to tackle them, sustainability targets, the role of legislation to change habits and awareness of residents and businesses in relation to their environmental footprint. A copy of correspondence from Pilar Figueras, General Secretary, International Association of Educating Cities (IAEC) regarding the City of Melbourne’s involvement in the Congress is attached (Attachment 2). 5. Delegates adopted the ‘Changwon Declaration’ at the end of the IAEC congress. The declaration called for details to implement plans to help ‘humans and nature’ co-exist and the strengthening of international partnerships to rebuild infrastructures for ‘green cities’ (Attachment 3). Smart Cities Conference, Sydney 6. Immediately following the Congress, Councillor Oke attended the ‘Smart Cities Conference’ in Sydney on 30 April. Cr Oke was invited to present at the Conference, which brought together experts in the areas of urban and strategic planning, with a focus on the concept of smart growth. 7. Councillor Oke’s presentation ‘City of Melbourne: An Eco City reflects and engages in the lead up to Rio+20’ mapped Council’s Eco City achievements and highlighted key policies including Urban Forest Strategy, 1200 Buildings Program, Transport Strategy and City as a Catchment. Purpose and background

1. To report to the Future Melbourne Committee on the travel undertaken by Councillor Cathy Oke to Changwon, South Korea between 25 and 29 April 2012 to attend the ‘12th International Congress of Educating Cities’ and Sydney for the ‘Smart Cities Conference’ on 30 April 2012. Councillor Oke’s participation in both events was approved by the Future Melbourne Committee on 13 March 2012.

8. Other presentations focussed on urban planning and policies, city re-design and renewal strategies, capital city strategic planning and planning for sustainable success. Rob Moore, Council’s Manager Urban Design and Docklands, also presented on the topic ‘Melbourne: Designing for a sustainable city’.

9. The Lord Mayor of Parramatta gave a presentation on ‘Parraconnect’, an Australian-first project where participants use smartcards, or Near Field Communication (NFC) mobile phones, to access car parks, work buildings and libraries, purchase items from local businesses and access loyalty programs. Users will be able to pre-order parking, borrow books from the library, shop from participating retailers and more. Inquiries are currently being made about how information regarding this technology can be shared with Council’s Retail Advisory Board.

10. A copy of Councillor Oke’s presentation (Attachment 4) and the conference program (Attachment 5) are attached.

Recommendation from management

11. That the Future Melbourne Committee note the report and incorporated summary of outcomes associated with Councillor Oke’s participation in the ‘12th International Congress of Educating Cities’ held in South Korea between 25 and 29 April 2012 and the ‘Smart Cities Conference’ in Sydney on 30 April 2012.

SUPPORTING ATTACHMENT

Finance

1. Costs associated with airfare and accommodation for the ‘12th International Congress of Educating Cities’ were reimbursed by the Changwon Municipal Government. Incidental costs of $189.55 were incurred. The return airfare included Councillor Oke stopping in Sydney for the ‘Smart Cities Conference’ which took place immediately following the Congress, as well as the flight back to Melbourne. Councillor Oke met accommodation costs for her time in Sydney and no incidental costs were incurred.

Conflict of interest

2. No member of Council staff, or other person engaged under a contract, involved in advising on or preparing this report has declared a direct or indirect interest in relation to the matter of the report.

Relation to Council policy

3. The Manager Governance Services has confirmed that the travel costs accord with the requirements of the travel guidelines outlined in the Councillor Expenses and Resources Guidelines.

Environmental sustainability

4. City of Melbourne involvement in both the Congress and Conference allowed Cr Oke to participate in discussions that promoted Council’s sustainability objectives and further enhanced Melbourne’s reputation as a leading sustainable city. The carbon emissions impact of the flights were reduced through the purchase of carbon offsets.
