Introduction

Bersatu Games is an annual sporting tournament fully conducted by Malaysian students forMalaysian students studying in all tertiary institutions throughout New Zealand. It also serves as

the largest and is a hugely anticipated annual gathering of Malaysian students in New Zealand.

Just as the name suggests, the Bersatu Games tournament symbolizes unity in diversity

where all Malaysians regardless of race, religion, or background come together in the spirit of

true sportsmanship and friendship. Nevertheless, just like in any true sporting event, the

ultimate aim is to be the best they can and emerge the overall winner! For this very reason and

more, the tournament is the perfect medium for the Malaysian students in New Zealand to

embody the values of 1Malaysia on a large scale.

Over the years, the Bersatu Games tournament has succeeded in attracting participation from

all over New Zealand from the various universities that come together under their respective

student organisations. These include:

1. Union of Malaysian Students of Auckland (UMSA)

2. Kelab UMNO Auckland

3. Massey University Malaysian Students Association (MUMSA)

4. Wellington Malaysian Students Organisation (WMSO)

5. Lincoln Malaysian Students Society (LMSS) & Christchurch Malaysian Students Association

(CMSA)

6. Otago Malaysian Students Association (OMSA)

Due to participation from such a wide group of organisations, we have an overall

number of Malaysians to be around 450500 people including 301 participants and supporters,

volunteers and even local residents of the town. Conclusively, the Bersatu Games is a very

muchanticipated event by Malaysians from all around New Zealand and attracts a large

number of Malaysian students.

Aim

The underlying aim of the Bersatu Games 2013 is to bring about improvement in the

performance of all participating parties, be it in the sporting events or in the behind-the-scenes

process. We want to create a safe but competitive environment in which everyone is thrilled to

be part of the tournament and just pushing for nothing but the best. We aspire to achieve this

aim by creating an egalitarian, responsive and systematic atmosphere where everyone can

function to their best.

Speech

The Bersatu Games 2013 was a product of a collective effort which required months of planning

and groundwork. The foundation was built as early as possible; just weeks after the 2012s

edition dropped its curtains. However, rigorous planning and ample time put into refining the

details does not always mean that everything will go smoothly and faultless. This is just the

nature of a project; especially the ones of this scale.

The Bersatu Games 2013 Organising Committee understood this from the very beginning and

based on this understanding, we have initially set up a Documentation Committee which

functioned as the manager and mediator of the post-mortem process. We believe that

reflection is a great opportunity for learning. We also believe that sharing our triumphs,

difficulties and strategies will help a lot of people. Especially for the next host, we hope that thisdocument can help shed light on what is important, what should be done, what to avoid, and

what can be improved or introduced in the next Bersatu Games.

In WMSO, we believe that doing our best for the Club and for the community is imperative. We

believe that trying our best is the only option, but we also understand that we cannot be

perfect. This document is also very important for the Organising Committee as it helped us see

our strengths and weaknesses in a new light. It is my sincere hope as the Director of this

Committee that we all have gained something from this experience and that we can benefit

from this report and hopefully, together we can shape a better Bersatu experience for the

next batch of participants.

A year became a month, a month became a week, and then a week became a day. Now, Bersatu Games

has gloriously ended. I still remember how hectic it was towards the last few days for the final

preparation before the 2ndof July 2013 arrived. The phone didnt stop ringing, texts kept on coming in,

every question needed a relevant answer, and every conflict and problem required a quick solution.

And yes, the journey was undeniably challenging, yet these little things are the moments that matter the

most for all of us who had given our very best effort for another prestigious Bersatu Games. As we look

back on the memories, WMSO is forever honoured and privileged to be the host of the Bersatu Games

2013. We feel grateful for all those whove participated and given their support for the Bersatu Games is

not one without the rest. And along the journey we faced bumps and trials, and thus in hopes to

smoothen out these bumps this post mortem will hopefully provide a guide for the next host and at the

same time give acknowledgment from the simplest roles to the directors of the Games. Of course the

hard work and effort is not without its supports and sponsors.

Our heartiest gratitude thus goes to our main sponsors; Victoria University of Wellington, Badan

Perhubungan Negara Kelab UMNO Luar Negara, Western Union and the University of Canterbury. The

Wellington UMNO Club (WUC) who is our main partner has been a tremendous support and addition to

this year's tournament. Last but not least, we would like to express our deepest appreciation to the

Education Malaysia New Zealand especially the Director, Mr Mohd Erfino Johari and our Education

Attache, Puan Hajah Salmah Kassim who have been working so hard with us for the past months.

On behalf of WMSO, I wish everyone had a wonderful and memorable experience here in the coolest

little capital of the world throughout the BERSATU Games tournament! We want each contingent to

know that we too enjoyed your company no matter how brief it was. We look forward to the next Bersatu

Games 2014 held in Palmerston North! As we turn towards the next chapter in the future, hopefully each

supporter, athlete and contributor may look back remembering that we were the games, we are the

games and we will always be the games

Greetings to everyone

It has been a great pleasure to be able to be part of the prestigious games after 17 years. It was

here in Wellington I took part as a participant in Bersatu Games 1996.The feelings was specialthen because it was a glorious and memorable moment for all Malaysians students to gather in

the spirit of Bersatu. Indeed, through sports we were able to unite regardless of the race or

religious background.

Hence, Allah is great, He had a well-planned event for me and my family as for the past 3 years,

since 2011 my family too had a chance to participate in 3 Bersatu Games. They have been

taking part and represented in Bersatu Games through WMSO, MUMSA and OMSA. We have so

much to talk about Bersatu Games this time. Only Allah knows how special Bersatu Games is to

me and my family. Although I did not play any game this time and was only the facilitator, but

after all these years to see Malaysians still united through games is a dream come true. We

were all striving hard to enjoy the glorious moment in this foreign land. We exhibited the true

'Bersatu' spirit to the local kiwis and other internationals. We should all be proud of ourselves.

I would like to take this opportunity to congratulate WMSO for their excellent management of

Bersatu Games 2013 and you should be proud of yourselves for such a fantastic performance.

The hard work and tremendous effort that you have all put in must be commended and you

deserve a pat on the shoulder. Hats off to every single one of you!

I am sure this experience will be a memorable one to you. To all Participating Teams from

UMSA, CMSA, OMSA, LMSS, AUC and WMSO, a sincere gratitude for your cooperation and

sporting spirits. I am sure you have many memories to giggle and talked about. Treasure this

moments and keep in touch with one another. I am grateful to Allah for I have personally

experienced 4 Bersatu Games in my life. What makes is more special is to be with all of you

through these three wonderful years.

I wish you all the best and I hope we will continue to forge strong ties as fellow Malaysians,

even when we are back home later on. Carry the Bersatu spirits and adhere to the real meaning

For many people, output is everything. For me, it's the strength of input that outlines the

output. BERSATU GAMES 2013 has delivered a brilliant output which serves us with an

achievement that recognise talent, potential and effort, apart from obviously seen as a winning

of full unity, solidarity and teamwork.

I strongly believe that creditable output is based on firm input of achievable target, incredible

pure intention and extendable mutual bond among students. This is what BERSATU GAMES

2013 has successfully shown. Each medal represents the energetic pulse of aspired Malaysian

General Affairs

Protocol

1. SCOPE OF WORKFor Protocol, we divide our scope of work into three divisions which are Opening Ceremony,

Bersatu Games, and Closing Dinner.

1.1Opening Ceremony- Technical includes lighting and sound system for the ceremony- Invitation to VIPs- Flow of the ceremony (in collaboration with WMSO executives)- Contact, inform and brief Master of Ceremony about the flow, script and VIPs names

and positions

- Contact, brief and explain ushers and runners their responsibility1.2Bersatu Games

- Timeline for all games each day; where all committees should be.1.3Closing Dinner

- Invitation to VIPs- Flow of the ceremony- Registration for all athletes- Ushers and runners during the dinner

2. ACCOMPLISHMENT2.1Opening Ceremony

- Event manage to finish on time- VIPs are all well manage- All performances accept from Tongan group manage to come and performed.- The use of walkie talkie helps to make the event flow better

2.2Bersatu Games- Every game manage to either finish early or on time

2.3Closing Dinner- With limited workforce, we still manage to handle this event well- Also ended on time

3. PROBLEM AREAS:3.1Opening Ceremony

- During the Opening Ceremony, there were some problems technically. For example,video would not show on the projector, video went mute, and the home screen of

the technical persons laptop were shown on the projector.

- During the Opening Ceremony too, some teams doing performances were late to getready behind the stage. However, they managed to get on the stage on time

3.2Games- Some games during the tournament do not follow the time allocated for the each

game.

- This dragged other games as well

3.3 Closing Dinner

- After invitations were sent, VIPs may accept the invitation and decline it the night before the

event depending on their situation and vice versa

4. FUTURE SUGGESTION/RECOMMENDATION:4.1Opening Ceremony

- The technical person-in-charge has to be prepared to any kind of problem. Problems

regarding the technical had to be overcome fast and the person cannot be panic. Think

fast and act fast. Have contact on other technical person for back-up

- if the team doing performances were not ready, urge them and let them know that the

event is important

4.2 Bersatu Games

-When times were dragged, find a way to finish the game fast. For example, if the plan

of the game is to play it on a single court, make it double. This reduces the dragging ofthe time for other games.

4.3 Closing Dinner

-VIP is always right. Keep in touch with their current situation and always have a back-up plan if

the VIP could not make it to the event. For example, what to do if the person officiating the

event is late or could not make it?

Programme Book

1) Accomplishment- Successfully outlined all the information needed for a programme book with assistance of the

Director and the Deputy Director of General Affairs

- Produced a programme book which is very useful for the athletes and supporters who are not

familiar with the city and provides the information they need during the whole period of

Bersatu.

- Able to produce a fresh and cool look programme book with the help of Arif Dzul.

2) Problem Area

- Unsure of information that the athletes require

- There is no template from previous Bersatu organizer for guidance

- Problem with last minute changes of timetable that require additional cost of printing

3) Future consideration

- Earlier planning if possible.

- Search for a cheaper printing shop

- Make sure all the information is finalize and checked properly before printing to avoid extra

printing cost.

Team Media & Publicity

1. Scope of Work (covers for Team Media & Publicity, Photography and Videography)- Responsible to record the events, namely for the opening and closing ceremony, andcertainly the sport games (either photos or video, or both) for documentation and

archiving.

- Responsible to provide still pictures, promotional and informational videos, posters,

banners and other printed material for promotion.

- Cooperate with BG2013 official graphic, logo and branding designer for promotional

issue.

- Use social network site facebook as the medium to promote and publicize the event

by changing profile picture, cover photo and background photo which are related to

Bersatu Games 2013 (BG2013).- Prepare enough people to take photos and videos.

- Find opportunities to publicize the event to other people outside the circle.

2. Accomplishments- We managed to meet with the official BG2013 designer, Syed Ameerul Shakir in the

third week of April to discuss about the designs for promotional poster, banner and

bunting.

- Promotional posters were widely spread through social network site facebook

starting from the first week of May until two weeks before BG2013 kicked off.- There were a total of seven promotional posters which represents some of the sports

played in the BG2013. Also, each poster comes with sporty themes which are:

Unbreakable, Teamwork, Glory, Precision, Fearless, Victory and Focus.

- For the banner and bunting, when the design has completed, we ordered the banner

and the bunting from Vistaprint.com. There were two banners and three buntings were

ordered.

- During the event, we managed to put the bunting at the Wellington Airport and at

contingents accommodation; Xbase to welcome them for BG2013. The banner and

bunting was hung at the ASB Sports Centre and VUW Recreation Centre during thegames.

3. Problem Areas- Due to the weather, one of the banners was torn.

- Coverage of event by newspapers such as The Dominion Post and university magazine

Salient could not be done due to last minute notification by us to these authorities.

- On personal notes, we tend to wait for instruction from the higher committees for anytasks. This is so because we were instructed from the beginning. Thus, we are not sure

of what we have to do next as the previous matters were instructed and decided by the

higher committees.

4. Future Suggestion/Recommendation- Perhaps the team will be more productive if we were included in the what -to-do list

concerning media & publicity rather than only monitoring the task.

- As a consequence of this problem we were encountering (waiting for instruction from

other people), so we could not contact the external media beforehand to do coveragefor the event.

- Promotion of the event could be improved by spreading the word to other people

close to us who are not part of the BG committees so that they can join the crowd and

come to cheer or simply watch the sport events held.

- It would probably be best to give the job scope to all committees in advance, and the

team brainstorm all tasks together with the head of department supervise and give

suggestions.

Team Photography

1. Scope of Work (Please refer to Team Media & Publicitys)-Responsible to record the events, namely for the opening and closing ceremony, and

certainly the sport games (either photos or video, or both) for documentation and

archiving.

- Responsible to provide still pictures, promotional and informational videos, posters,

banners and other printed material for promotion.

- Cooperate with BG2013 official graphic, logo and branding designer for promotional

issue.

2. Accomplishments- Took good pictures and some videos during the opening ceremony (Abu).

- Good distribution of work and teammates!

- All sports are covered.

3. Problem Areas- Camera video is needed for opening ceremony, debate, important moments (goals,

supporters reaction).

- Luckily Hansel has good lenses that are suitable to be used during the games. Lenses

can be a problem if there is no one has the right lens for the right sport. Such as field

soccer game needs higher focal length camera.

4. Future Suggestion/Recommendation- WMSO should really consider having a video camera to record ceremonies or etc.

Camera can be used, but it is quite hassle for the camera owner if they need to record

videos and take pictures at the same time as video recording is space and battery

consuming.

Accommodation

1. Scope of Work

- Looking for the best and suitable yet cheap and comfortable place for the athletesand supporters to reside during the Bersatu Games

- Contacting the selected accommodation and getting a quote from them- Ensuring the process of checking in into the accommodation chosen runs smoothly

and efficiently

- To attend to any issues or complaints from the athletes and supporter regarding theaccommodation

2. Accomplishments

- Successfully booked a backpackers that could accommodate all 205 athletes andsupporters for a cheap rate which is $22 per night per person.

- Solving issues that cropped up during the checking in process (eg. gender mix up,request of changing rooms)

3. Problem Areas

-

Miscommunication within the committees. Arrangement for the accommodation interms of payment has been made to be done during my absence, yet due to

instructions coming from all over, caused payments to be delayed and disrupted.

The payment came through just a day before the games, and till the payment came

through, the risk of the accommodation being disrupted exist, due to the delay and

inconvinience experienced during that crucial period of time. This could have been

catastrophic.

- Gender and ethnic pairing during the process of checking in. For example, some ofthe athletes and supporters highlighted that the person whos in the same room

with girls are actually boys. Relative changes were made immediately to solve theissues.

4. Future Suggestion/Recommendation

- To limit the people who can influence a decision that has been made.

Food, Beverage & Cleanliness

Scope of work:

1. To find the caterer and discuss about the menu, payment and delivery arrangement forathletes supporters and volunteers food

2. To ensure the venues is clear from thrashes after the games3. To work along with Transportation and Safety crew and Liaison Officers for food delivery

and distribution arrangement

4. To provide a report from Food, drinks and cleanliness part for Organizing committeeinformation

5. To carry out all the tasks given by the Organizing committee

Accomplishments:

1. On the first day, games took place at two different places, (ASB Sports Centre andVictoria University Recreation Centre). With help from Liaison officers and

Transportation and Safety crew, food delivery and distribution to athletes, supporters

and volunteers went smoothly.

2. There was a complaint about the food and we have referred this problem to theManager of Flavours caf at ASB Sports Centre immediately. The manager promised to

make it better on the next day.

Problem areas:

1. There was a miscommunication about the order from WMSO contingent. This problemhappened as some of the athletes did not order the food through the form provided.

2. There was a complaint about the rice that was not well cooked.3. There was lack of man power to re-organize and collecting the thrashes at the venues

after the games

Future consideration:

1. Be prepared to provide food for vegetarian. Should include the option for them inregistration form.

2. Go the caterer that you are familiar with. It would be easier for you to communicatewith them and most of the time would meet your expectation too.

3. If you are dealing with new caterer, if possible, try to get the food tested before makingorder.

4. Arrange for the food preparation (if the caterer is non-muslim), delivery and distributionclearly.

5. Check if the games take place in two different places.6. It should be better if Cleanliness part to be a separate entity from Food and Beverages

exco.

Registration

1. Scope of Work- Prepare the registration form for individual and team which are to be distributed to

each participating contingents.

- Get the participants from all contingents to register as an individual and as a team.

- Keep the records of the athletes and the supporters details.

- Brief the liaison officers on the athletes records andthe registration.

- Be the centre of communication between the liaison officers and the High Committee

of Bersatu Games 2013.

- Provide a wristband for each athlete for each game they were participating in during

the game registration.

2. Accomplishments- Manage to collect the data and process them within the time frame with the help from

the liaison officers

- Manage to tally the data collected and the amount of money received from each

contingent.

- Successfully done the individual registration on the day and ensure each and every

participant receive their lanyards.

-Successfully done the team registration on each day before the games starts with the

distribution of wristbands to the registered players.

3. Problem Areas- The changes made on the accommodation, transportation, food, and dinner after the

due date create an issue on the money transferred earlier.

- Some minor issues being raised up by the participants such as misspelled names,

missing photos and inaccurate details on the lanyard received.

- The individual registration for the athletes was not going well because some of them

arrived late and there was a problem to find them to complete the registration.

- Missing of tag data of 29 AUC athletes on the first day of registration.

4. Future Suggestion/Recommendation- Online registration would reduce the mistakes done by both parties, either the

committee or the respective contingents. Also, the data received will be more accurate

and reliable.

- Make sure the sport officers from each contingent have an updated soft copy of thedata (such as accommodation, transportation, food, and dinner) and send them to the

Bersatu email with the registration form. Plus, ask them to ensure that the data are tally

with the amount of money they have transferred.

- Also, to make individual registration easier, get the sport officers to provide the travel

details of their contingents so that the committee know roughly the date and time of

their arrival.

Liaison Officer CMSA

1. Scope of works:a. Arrange and pre-order the contingents athletes and supporters information details with

the exco of administrations.

b. Provide face to face information to contingent from the organizing committee.c. Coordinates the movements of contingents athletes from the accommodation to sports

venues according to schedules.

d. Provide details and information to contingent 24 hour a day during the BERSATU games.e. Accommodate the contingents with relevance information such as sports venues,

timetables and transportations.

2. Accomplishments:a. The contingent was well informed with every detail of timetables.b. The contingent was able to follow the schedule thoroughly, even though there were

unexpected small changes in the timetable.

3. Problem areas:a. Due to mistake during the administration, the details of one of the athlete was incorrect

(the gender was mistaken), causing the accommodation to slightly change their

arrangement.

b. The contingent does not inform the committee of their arrival, causing slight changesfor their transportation to the opening ceremony. Several athletes from the contingent

arrived approximately at 5.30pm at the accommodation, causing the registration team

to prolong their schedule. The check in times at the accommodation was also delayed

for an hour.

4. Future recommendation and suggestion:a. Create a more efficient administration system, such as an online registration form.b. Suggest to every contingent to make sure they give every details of arrival before the

dates of the game starts.

Liaison Officer MUMSA

1. Scope of Work- Acting as middle man for Organizer and the selected contingent.

- Collecting all details from the contingent, sort it out according several criteria.

- Compiling the details and prepare it in readable, reachable form (spreadsheet, worddocument)

2. Accomplishments- Managed to fetch the contingent during their arrivals.

- Succeeded in handling few problems aroused before the games (transportation, photos,

supporting documents, food pack)

- Succeeded in handling few problems during the games (missing lanyard, did not receive the

lanyard)

3. Problem Areas- Some athletes preferred not to stay at backpackers. They wanted to go the venues from their

own place (Palmerston North)

- Only one athlete chose to take food pack although all of the athletes have been told to take it

throughout the event.

resulted in documentation problem.

4. Future Suggestion/Recommendation- Ask the Sport Officer to recheck the documents before submit it to the organizer.

the organizer and the contingent.

1. Scope of Work- Go to the accommodation every morning to make sure everyone take right bus to the sport

venues.

- Cater the needs of all athletes such as providing medication, and information about thetransportation around Wellington.

- Distribute the lunch pack to those who subscribe it.

2. Accomplishments- All the members of the contingent were punctual.

- Everyone went to the right place and used the right bus.

- No complaint about food, accommodation, and transportation.

3. Problem Areas- Some athletes asked something that I did not know (out of my field) such as transportation forthe same athletes to move to different venues on the same day, and registration of new

members who arrived later.

- One of the athletes demanded medicine at night, asking me to deliver the medicine to the X-

base.

- Keep on asking about accommodation check-in, registration which I had no idea about those

things.

4. Future Suggestion/Recommendation- Inform all the contingents clearly about what they have to prepare by themselves.

- State earlier on what will be provided and what will not.

- Acknowledge whos who (registration, accommodation, transportation, medication, etc) so

that all the guests do not expect the LO to know everything.

1. Scope of Work- Providing places for pray in ASB Arena and Rec Centre.- Providing prayer mat, prayer clothes, qiblat direction and prayer time.

- Make sure the places for praying are clean and tidy before and after used.

- Providing place for Friday prayer (Student Islamic Centre) with khaatib. We have

invited brother Musab Umair to be theImaam for Jumuaah prayer.

2. Accomplishments- All Muslims participants can pray in a provided place without disturbing public spaces.

- The praying places were near the games spot and toilets for ablution.

3. Problem Areas- It will be better if this position has a male exco as well because it is easier to contact

with the imaam and deal with the males during Friday prayer.

4. Future Suggestion/Recommendation- This position can be combined to other scope of work (e.g: lost and found/discipline/

etiquette/ cleanliness/safety)

Sports Officer

1. Accomplishments and Improvements from previous Bersatu Gamesa. Efficient Usage of Booking Slots

i. All sporting events were finished at the right time (or even earlier thanthe targeted time) which suggests a form of efficiency by the working

committees for each games

ii. Despite of complaints that games did not start on time and other type ofdelays, all games finished at the right time

iii. This is due to the fact that the sports committee has provided timeprovisions for each match of each type of game to cater for these type of

inefficiency

b. Increase in number of sports using independent referees which helps to increasethe level of independency and remove any form of biasness towards any

contingent

i. Selection of referees with no close-relationship of any form to the hometeam

1. Referees were selected with the help of Victoria University ofWellingtons volunteering bodies, Victoria International

Leadership Programme and Victoria Plus Award Programme

c. Using methods to mitigate biasness by contingent refereesi. If let say a group consists of AUC, WMSO AND UMSA, the matches of this

group can only be refereed by contingent referees from MUMSA, CMSA

and OMSA. This is a departure from the method used from previous

Bersatu in Canterbury where any randomly selected contingent referee

can be the official of any game which I believe can introduce a form of

biasness should the wrong person be selected

d. Method to evade participation problemi. Wrist tags were used to identify players who were registered for certain

type of games. This would help committees to identify which players

were ineligible to play in certain gamesii. Import of players will only be allowed if opponents allow

hiring independent referees with no close-relationship with any competingcontingents which led me to believe it is simply unworthy to entertain these kind

of complaints

c. Weaknesses in format used [eg. Match time for Basketball] due to lack ofdiscussion with other contingents before the commencement of BG2013

i. But we have provided provisions for match time which allowed us tomanipulate the match time after discussion and agreement with all

contingent captains before the first Basketball game of BG2013

commenced

This example shows the fact that we, the BG2013 committee,have taken a stand to only allow changes to the original format, if

and only if, there are highest form of consensus such that EVERY

contingent captains agrees to the proposed change and this must

be done before the commencement of the first game of the event

to remove any form of foreseeable complaints

d. Lack of clarification and understanding of rules and formats by contingentreferees due to the fact that most of them were selected only during the event

day

i. Committee had initially formed a method to evade from encounteringthis sort of problem such that each contingent were sent an email to

provide a list of contingent referees they would send for the required

games. This is thought to be the best method as these referees were

initially planned to be briefed before BG2013 commences.

ii. However, only one contingent [AUC] provided the list but the list was notadhered to as different contingent referees were sent by AUC during the

event day.

e. Timekeeping and refereeing tools and other problemsi. Improper devices [hand phone stop clock] were usedii. Last minute volunteers were recruited to do timekeeping jobsiii. Unexpected problem regarding whistles in certain games

3. Suggested Solutions for Next Bersatu Gamesa. Refereeing issues

i. Try to hire as many [if not all] independent referees for each game1. Make sure these referees are not connected to any contingent at

any point of relation; for example the referee for hockey inBersatu Otago 2011 were found to be the OMSA hockey team

coach

b. Try to reach a consensus for games formats and rules before the start of Bersatui. This is difficult to achieve actually since there will be a lengthy argument

as have been experienced from the past Bersatu games. This is why we,

the BG2013 committees, have taken a position to create our own best-fit

rules and formats which were also affected by suggestions by other

contingents [point to note we did consider and agree to some

suggestions but that does not mean we have to accept whateversuggestions given to us]

c. Clarification of rules and formats by contingent refereesi. We have outlined [refer 2 (d)(i)] a method to mitigate this problem. The

only way to avoid this issue is to ensure the method is adhered to by all

contingents.

d. Scorekeeping and refereeing toolsi. Must be sorted and prepared before start of eventii. Specific volunteers must be recruited for timekeeping jobs

TEAM MEDALS GIFTS & SOUVENIRS

1) Scope of Work Establish a small team of 3 people Responsible to order all the medals and trophies for the games played and the

awards contested.

Receive and confirm the list of games and awards that must be sent to thesupplier. Ensure that all of the orders correspond to the number of games and

awards played.

Prepare a team of VIPs and committees to give away the prizes. Work in close proximity with the Opening Ceremony, Closing Ceremony and

Protocol and Invitation team to know the flow of the programme and the most

suitable time to give away the prizes to the winners. Provide souvenirs or token of appreciation to give to the Heads of Contingent

during the Closing Ceremony.

Responsible to handle and provide the token of appreciation for the VVIPs duringthe Opening and Closing Ceremony.

Responsible to provide souvenirs for EMNZ, Victoria University of Wellington,sponsors and outer agencies.

Conduct a post-mortem meeting after the games. Prepare a full report of the work done for future references of the Bersatu

Games 2013 Managing Committee.

Carry out the decisions and consensus of the Bersatu Games 2013 ManagingCommittee.

2) Accomplishments We managed to get a trusted and reputable supplier who had experiences in

supplying medals and trophies for big events such as SUKMA 2010 in Malacca,

and events organised by Universiti Sains Malaysia (USM) and MAXIS.

The communication between the AJK and supplier was smooth as the messagesand requests were delivered correctly.

The medals and trophies reached the committee before the event had started. The products were of high quality and fulfilled the committees expectations.

3) Problem Areas It was quite difficult to find suppliers that are willing to deliver their products

overseas.

Difficult to find suppliers that are efficient, cooperative and can be trusted. Had quite a hard time finding suppliers that offer a reasonable price for themedals, trophies and the shipping cost. Difficulty in explaining the designs of medals through emails as email is the only

form of cheap communication available.

There were many late and last minute awards requested by the highercommittee. Example: Best Male Athlete, Best Female Athlete, Token of

Appreciation for the representative of Victoria University.

There was an award that was forgotten to be taken to the Closing Ceremony.

4) Future Suggestion/Recommendation Be sure to finalise the number of awards that needs to be given. The failure of

doing this will cause a slight confusion to the team and humiliation to the

committee.

Prepare the specific design for medals early in the form of softcopy so that thetime taken to describe the design to the supplier can be reduced.

Recommended to finalise the list of prizes to be given during the summerholidays so that it will be easier for the team to start early preparations of

finding suppliers and deciding what sort of medals or trophies that needs to be

ordered.

Ensure to appoint at least one person to count and manage the medals andtrophies before they are delivered to the Closing Ceremony venue.

Make sure that a list of the prizes are prepared and checked early All of the prizes are placed at the same place.

Technical, Games and Venue

Scope of work

Accomplishments

1. Bersatu games go on successfully with no major issues involving this committee duringthe games.

2. All games finish managed to finish before the times on the schedule except for MenFrisbee and Netball. No games are delayed and have to be postponed to the next day.

3. We have not received any complaints about the works of our committee throughout theGames.

Problems

1. Committee members are not familiar with the rules of the games

Rules for some of the games that is uncommon for Malaysians like Frisbee and touchrugby are not familiar for some of the committee members.

We have players who come to ask rules for the games but cannot satisfy their queries.

2. Some committee members came late for the games.

Since the committee is in charge of the scheduling and briefing, chaos ensued for otherBersatu AJKs on the ground for not knowing which team shall start first.

3. No one is in charge of timekeeping or scorekeeping.

BIGGEST mistake. Due to our committee oversight, we did not get this sorted before thegame. We thought referee would do the timekeeping, but since referees for most

games are not professional referees(they are athletes from other contingents) they do

not keep the time and have to rely to a timekeeper.

We did not appoint who will do the timekeeping, so on the day of the games we had torecruit volunteers to do it.

Timekeeping mechanisms used are ipads,phones. While it works, it did not lookprofessional.

4. No tools for scorekeepings and referees

Another oversight from our committee. We did not sort out whistles before the games.Thankfully, the venue that we rented have whistles available but these are in poor

conditions (not loud enough).

5. Not all team captains agree for the rules of the games - delayed start times

Although we've given out the official rules for all the sports played in Bersatu , that didnot mean each captains for each games will agree.

Confusions and disagreements over games rules often ensue, like what happened forhandball games. To solve this issue, we get an ASB(the indoor stadium)s personnel to

clear the confusions and outlined the rules for the games.

This delayed starting time.

6. Scheduling problem

No games started on time (as expected) Causes of delays are not always due to our inefficiency, but includes things that are

beyond our committees responsibility,e.g late arrival of the athletes bus, athletesneeding time to test the court, debates over rules of the games, etc

Frisbee games lasted out far longer than it is expected to finish due. Due to ASB Arenarequested that we switched courts.

7. It is not easy to get all the teams to start the games to keep to the time

Need to be strict. Although we need to consider giving athletes time for rest or time topractice before games start, be careful to keep to the scheduling time.

8. Protest/Objection by other contingent

One issue arised during netball games. One contingent(A) pointed out to me that theother contingent(B) imported athletes from another different contingent (C). Contingent

C did not send in any team for netball. So team B borrowed a player from C to

participate in netball. Captain of team A doesnt like this, and complained.

The way we settled this is to call out each captains from all participating teams, andbrief them about this problem, then proceeded to ask them to vote whether to allow

this team B having one player from C or not. In our case, most captains agreed to allow

this.

Solutions

1. Committee need to be well versed for all the games (or if this proves too hard,need to be

familiar)

At least have the technical know-how on how the games will be played, and some basicrules.

MUST read the rules of the games as provided by the BERSATU host.

2. The Committee need to sort out whih members to man which sports

To avoid confusion on the day of the games, where two members man the samesports, while another sports are unmanned by any members of this committee. (this is

a hypothetical scenario, it did not happen during BERSATU2013.)

3. Sort out the tools for displaying points

Is it going to be on a board or displayed on the electronic board? Sort this out with thevenue that is rented

If it is using markers and whiteboard, get it before the games starts.

4. Time keepers and person who display points

Get volunteers for this, sort this out before games begin. Brief these volunteers on what to do. If you dont do the briefing, get the referee to do

the briefing

And it is VERY important for the people in charge of taking points and timekeeping tonot engage in distracting activities. They need to focus on the games at ALL TIMES.

Points are very serious issue. You dont want to be corrected by the audience or

questioned by the players because of the mistakes made. Embarassing for the host.

5. Set up or view the place early

Familiarise yourself with the venue. Always keep in touch with the recreation center or venue manager. Sometimes, some

problems arise regarding venue(e.g. switch courts), you need to know this before thegames begin so as not to disrupt games. Even if u have already booked the place, doesnt

mean there wont be any court switching, you'll never know

E.g in ASB center, Wellington, we have booked a court but another set of groups(notbersatu) need to use the court that we have booked, due to the courts on one side of

ASB having the basketball hoops, the other sides do not. So we are made to switch

courts. Not a big deal but delays the game.

6. Any issues, settle with captains consensus

Gather all captains if there are issues arrive, and get them to come on to consensus tosettle the issue.

Volunteer

1. Scope of Work:

- Responsible for the recruitment and selection for volunteers and referees/umpires needed for

the Games. A mix of both Malaysian and foreign students to encourage cross culturalcommunication, preferably referees/umpires who are from an independent body: sports clubs,

to ensure non bias.

- Making sure that volunteers and referees/umpires understand their duties during the game

and responsible for the well-being of both the referees/umpires and volunteers.

- Working and coordinating closely with other Exco members (first aid, food and beverage,

registration, statistics etc) to ensure the smooth running of the games.

2. Accomplishments:

- Managed to secured 25 volunteers and referees/umpires for the game, 6 referees/umpires

and 19 volunteers comprising of both Malaysian students and other foreign students to help

out during the game.

- Used independent referees/umpires for games such as badminton, basketball, football,

netball, touch rugby and tackle rugby. Used contingent referees/umpires for games such as

sepak takraw, volleyball, handball, men frisbee, women frisbee and futsal, where each

contingent sends out a referee/umpire for the respective games.

- Volunteers and referees/umpires were briefed about their responsibilities and executed theirduties well. Compensated should also been given for their services with various initiatives (food

and beverages, movie vouchers etc).

3. Problem Areas

- Getting the qualified experienced referees/umpires can be tough, registered sports

bodies in Wellington finds it hard to help us because of the different rules and

regulations. Uni sports clubs finds it hard to help us because of the scheduled of the

Games during uni holidays.

- Unexpected circumstances where volunteers and referees/umpires are not able tomake it to their duties at the last minutes (sickness/flight cancelled).

- Contingents members have issues with the judgements of referees/umpires.

4. Future suggestions/recommendations:

- If possible give notices to sports clubs plenty of notice about the games so that they

can plan ahead of their schedule to help out during the games.

- Always have a backup plan for unexpected circumstances, contingent volunteers and

referee/umpires to take over actual positions if required. Always let

contingents have a list of backup referee/umpires and volunteers for this kind of

situation.

- Referees/umpires must be sourced/recruited from independent bodies not related to

host contingent, sports clubs, regional sports bodies, qualified experienced personnel toensure fairness and non bias of the games. Results and decisions made by

referees/umpires can therefore be seen as independent and impartial.

First aid and Emergency

1. Scope of Work (from Committee manual)

a) Form a sub-committee for first aid.b) Assign First aid volunteers (medical and non-medical students) to each game venue.c) Try to contact medical team/safety team from hospital to be available during the

2. Accomplishments

a) Medical students helped organizing a first aid course for volunteers who do not haveany experience in first aid.

b) We were able to prepare first aid kits, customized for sports events plus extrabandages.

c) We were to handle simple injuries such as grazes and sprains to major injury such asshoulder dislocation without needing to call for ambulance.

d) Throughout the game, we did not require any extra help from hospital andambulance service.

3. Problem Areas

a) Athletes did not listen when advised to stop playing due to injuries.b) Athletes asked for medical treatments that are contraindicated for their injuries4.

1From my experience, we do not require any medical team from hospital as the injuries during the game are not

very serious and manageable by medical students (volunteers).2Ambulance service is free in Wellington (in some places, you have to pay for the ambulance service). However, it

is not possible for them to come and standby at each venue during the game, as they are very busy and they cater

for whole Wellington region.3We can inform the hospital; however, I doubt they will do any action regarding this information. Plus, most of the

injuries are not serious and manageable by the volunteers on site.4Discussed further in blue print.

c) Non-sport related condition that can be prevented. (Some athletesdo not have breakfast before games, and ended up having tummy pain from gastric.)

d) Athletes with asthmaforgot to bring their inhalers.

4. Future Suggestion/Recommendation

a) It is very difficult to distinguish between first aid volunteers and supporters.Sometimes I couldnt find my first aid colleagues as they were in the middle of the

crowd. I suggest we provide vest for volunteers such as in figure 1 below. Hopefully

this will help everyone to recognise First aid volunteers.

b) We need a runner (special for first aid team only) with vehicle, possiblemotorcycle/scooter/bicycle in case we need to buy things or top up our kits in the

middle of the game5.

c) We had too many volunteersduring BERSATU games 2013, we had at least 1medical student and 2 non-medical students volunteers (NMSV) at each venues, and

most of the time the NMSVs did not do anything as we only encountered small

injuries that did not require help from NMSVs.

a. I think we if we have two medical students at a venue, we do not need anyNMSV.

b. But if we only have 1 medical student, then should have only 1 NMSV.c. Since we have limited volunteers for the games, we can relocate the NMSVs

to help other committees (efficient use of resources).

Special Affairs

OPENING CEREMONY

1. Scope of Work-to introduce the annual event to returning and new students

- to officially officiate Bersatu Games 2013

- to arrange how the officiating ceremony would be.

2. Accomplishments- Managed to invite most VIPs to attend the opening ceremony and successfully

allocated time for the sponsors to give their speeches.

- The event went smoothly and finished earlier than the expected time.

3. Problem Areas-We could not find venue to rehearse before the actual event due to unavailability of

the venues as we forgot about the need to rehearse and attempted to book the venue

at the very last minute.

- Some of the participants did not noticed the goodie bags provided as it was placed

under the seats.

- Before marching into SUMT 228, the participants gathered at hub, thus resulting in

noise made by them. Consequently, this disturbed other students who were studying atthe library.

- Transportation : The event finished earlier, which was around 9.30-9.45 pm, but the

buses were expected to arrive at 10.45pm. It was quite chaotic as the participants had

to wait for almost an hour.

- The number of participants attending the opening ceremony were uncertain. With

limited number of seats in the hall, this created problem for the opening committees to

allocate the exact number of seats for every contingent.

4. Future Suggestion/Recommendation- The rehearsal date should be decided earlier to ensure the availability of the venue.

- Possibly, in future, the goodie bags could be handed to the participants during

registration so that everyone would get it.

- Transportation wise, the respected committees could possibly negotiate with the busdrivers on their flexibility to come soonest as the event ends regardless of the estimated

time.

- For the seating arrangement purpose, it is highly recommended in future that the

participants are given an option in the registration form, whether or not to attend the

opening ceremony. This would provide the opening ceremony committees with the

exact numbers of participants attending and the seat allocation could be done easily.

Secretariat and Documentation

1. Scope of work

Work with the videography and photography committee for pictures and video for

documentation.Handles and hold committee meeting.

Hold the post mortem meeting.

2. Accomplishment

Prepare relevant materials before each meeting.

Keep detailed records for crew, athletes and supporter.

Make the 420 lanyards for all crews, athletes, supporters and volunteers.

Prepare the post mortem report for overall BERSATU games.

3. Problems

Some of the lanyard name tags have some spelling error. This is due to the confusing

handwriting in their registration form.

There are last minute withdrawal and participation from other contingents which affect the

time preparation of their name tags.

There is no post mortem report from previous organizer; therefore it makes it harder to make areport. The post mortem report does not indicate any improvement nor quality declination.

4. Solution

I would strongly suggest that the next Bersatu Games do an online registration so that it is

easier to monitor, and less error in spelling.

Make sure for each Bersatu Games, the organizer provide a post mortem report.

Exco Sponsorship

1. Scope of Work- Finding sponsors from Malaysia and New Zealand

- Sponsorships including money and goods for the whole tournament.

2. Accomplishments-managed to get $NZD6500 from Victoria University of Wellington.

-bottles from Western Union.

-sum of money from the universities in NZ, Petronas, etc.

-$NZD2000 from Kelab UMNO Luar Negara.

3. Problem Areas-It was during the time of PRU13, thus it was hard for us to deal with the governments

agency directly.

-Most of the companies and agencies dont have any link with New Zealand. Thus, there

is no benefit that we can offer them in return.

-All companies in New Zealand wanted us to offer more than just promoting their brand,

but being a non-profit organisation, that is all we can offer.

4. Future Suggestion/Recommendation- It would be better if the Bersatu Games logo is ready earlier because it is important for

the letterhead on the proposal.

-All sponsorships request should be sent by the EMNZ officers so that it will look more

reliable.

-It would be good if the host can get the sponsors to respond quickly so that it would be

easier to include their logos in the printed merchandises.

-Doing a fundraising activity can be another good way to generate money.

1. Scope of Work- preparing goodies bag for atheletes (opening ceremony)

- preparing t-shirts for BERSATU crews

2. Accomplishments- Atheletes were happy with the fridge magnet included in the goodies bag

3. Problem Areas- The number of atheletes and crews keep on increasing as time goes by so, it was quite

difficult to make orders to the suppliers

- T-shirts got stuck at the custom (they were shipped from Malaysia using air freight

Fedex)

4. Future Suggestion/Recommendation- Use goodies bag that has BERSATU logo printed on it

- Make sure to order everything at least a month earlier before the games (so that any

problems occur can be solved beforehand)

- Try to make sure the total value of each parcel is below RM1000. (The parcel that got
