EST. 1957 Deputy Director of Development & Operations Position Overview Deputy Director - Development & Operations Salary: DOQ Description of Duties The Deputy Director is responsible for managing Development, Construction Services and Park Operations sections. Development: Directs the agencies capital development section, designs construction and contracts, manages staff, develops policies and procedures for this section. Updates project lists to coincide with approved allocated funding. Oversees construction projects including new, remodel, historic, water/wastewater, infrastructure, structural and maintenance. Reviews/approves construction documents, code compliance review, historic preservation review/approval of cost estimates and pay applications, on-site inspection for compliance with construction documents and codes. Construction Services: Manages design and construction projects for the agency. Manages projects, planning, programming, and establishes goals and objectives. Creates budgets and schedules, prepares professional contracts, bid documents and communicates with park staff, consultants and other State or Federal agencies. Manages construction projects, review/approves construction documents, code compliance review, cost estimates, pay applications, and on-site inspections for compliance with construction documents and codes. Architecture tasks by preparing building assessment reports, and approves compliance with SHPO requirements for historic architecture. Park Operations: Plans, develops and maintains priorities for the parks. Mentors operation and development staff. Establishes budgets, prepares contracts, bid documents and communicates with Park staff. Develops, reviews, implements existing and evolving plans, policies and procedures to address changes in administrative, legal, and operational environments. Collaborate and reports regularly to Executive Staff & Director on park management plans, goals, targets and performance. Selective Preferences • Works to support and implement the agencies Strategic Plan and Arizona Management System (AMS) goals, through the collection and organization of related data to generate regular reports. • Manage projects and develop plans, goals and objectives. • Review/prepare scopes of work, control and track the progress and close-out of projects. • Facilitates, plans, programs, designs, construction and maintenance activities statewide. • Provide consultation services to advisory committees, governmental agencies, organizations and the public regarding resource planning, management and policy issues. • Negotiate and administer partnership agreements, contracts, reviewing evaluating and rating grant applications and proposals. • Use professional judgment in applying the Secretary of Interiors Standards for Historic Preservation and coordinate agency historic building assessments, hazardous materials reports, key plans for buildings, and master plans for parks. • Prepare and present regular project updates to Board, Committees and State Legislature meetings “Collaboration” • The ideal candidate for this position will have 10+ years of experience in park operations and development. Dynamic, motivational, and visionary leader with an adaptive/situational leadership style, able to communicate effectively while demonstrating fiscal responsibility. • Strong background in the planning principles for environmental, cultural and natural resource protection and Park development, as well as the knowledge of the technical requirements for design and construction of buildings, grounds and utilities is also required. • You must possess the ability to articulate and inspire support for the agencies vision of the future.
