This position will assist in advancing the change agenda of the organisation and will also play a key role in collaborating with all levels of management in implementing, monitoring, and reviewing organisational strategy. This includes ensuring inter-departmental collaboration beyond individual portfolios, particularly in carrying out organisational improvement initiatives and risk management processes. About the Role

Work Plans and identified projects, whilst maintaining a high level of service for business as usual activities.

Maintain effective communication with direct reports to ensure advice provided and decisions made are well informed.

Hold direct reports accountable to their responsibilities and results.

Financial Management

Ensure the integrity and reporting of the organisations statutory, regulatory, management and taxation obligations, and respond to recommendations made as a result of external audit processes.

With the support of the Finance Team, monitor, control and report on accurate financial information, including the annual budget, revenue, expenditure and tenders, to meet the needs of external and internal stakeholders such as the Audit Finance and Risk Committee, auditors, managers and funding bodies.

Develop, implement and maintain a financial management framework and financial models for RAQ which promotes effective budget management and fiscal responsibility.

Develop plans that respond to organisations future needs relating to use of capital works and assets, whilst ensure principles of value for money are applied.

As carried out by the Finance Team, oversee the development and implementation of finance, accounting, billing and auditing procedures.

Compliance and Quality Management

Lead activities and regularly monitor the achievement of deliverables that ensure the maintenance of the Human Services Quality Framework Accreditation and ISO 9001 Accreditation.

Oversee the application of the Quality Management System, and review when required to ensure that requirements are met from a legal perspective, in addition to compliance with the Human Services Quality Framework and ISO 9001 requirements.

Implement and review the Risk Management Framework and provide regular reporting relating to the Risk Management Register.

Provide organisational direction by undertaking risk analysis of the internal and external environment that affects RAQ and identifying continuous quality improvement.

Promote regular and ongoing opportunities for employees to give feedback.

Information Communication Technology

Highlight ICT risks and issues to the Audit, Finance and Risk Committee.

Develop and implement strategies that enable the identification, readiness and response to areas of risk associated with ICT infrastructure.

With the support of the Head of ICT, develop strategies and execute the use of corresponding architecture that is consistent with organisational objectives.

Provide guidance to the Head of ICT to ensure the implementation of identified ICT projects that meet established deadlines.

Ensure the provision of effective ICT performance, client support, application development and processes.

Communications

Foster a culture of transparent, effective, timely and appropriate internal and external communications, including by the implementation of Communications Plans, as supported by the Manager – Communications.

Communications cont’d Provide guidance to the Manager – Communications regarding external stakeholder relationship development, marketing and public relations, to ensure a positive, strong brand is maintained.

Oversee the development, implementation and regular review of a website and social media plan, as carried out by the Manager – Communications, which seeks to ensure RAQ digital presence meets the current and future needs of clients, potential clients and key stakeholders.

About You

To be successful in this position you will have:

Required Highly Desired

Qualifications Possession of a postgraduate qualification in business or other area specific to the functions held in the Corporate Services portfolio.

Possession of Certified Practicing Accountant, Chartered Accountant, or Chartered Institute of Management Accountant membership or similar.

Experience Substantial experience and record of achievements at a senior management level in the not-for-profit sector, and significant experience in managing and leading employees.

Previous experience and success in the delivery of work plans, to assist in the achievement of organisational strategic plans.

Knowledge

An understanding of financial, technological, risk and compliance requirements for a medium sized enterprise.

Familiarity with relevant funding body streams including health service governance and reporting requirements.
