O uxo dominante do comrcio global ocorre no Hemisfrio Norte, no sentido leste-oeste, vericando-se a
desvantagem geogrca do Brasil comparativamente s principais rotas martimas mundiais. Relativamente
ao uxo norte-sul, o Brasil j referncia na movimentao de contineres tendo atingido 4.467.124 uni-
dades no ano de 2007. Objetivando incrementar a insero do pas no mercado mundial de contineres, os
terminais aliados ABRATEC efetuam contnuos investimentos e utilizam tcnicas de gesto moderna.
The dominant ow of the world commerce occurs in the Northern Hemisphere, in the east-west direction,
there being a geographical disadvantage for Brazil, as compared with the main routes. Regarding the north-
south trade, Brazil is already a reference in container throughput, having moved 4,467,124 units in the years
2007. Aiming at the enhancement of the countrys participation in the world container market, the ABRATEC
terminals are making continued investments and using modern management techniques.

sempre oportuno ressaltar a importncia de um
setor porturio adequadamente regulamentado e
eciente para que o comrcio internacional brasi-
leiro atinja o nvel de suas potencialidades. Ainda no
foram esquecidas a precariedade das instalaes e a
inecincia operacional de nossos portos que antes
da privatizao dos servios em 1995 eram os princi-
pais obstculos enfrentados pelos agentes do comrcio
exterior em busca de competitividade.
A crescente utilizao dos contineres no intercmbio
comercial entre os pases exigiu investimentos expres-
sivos para a criao de um novo sistema porturio
essencialmente privado a cargo de empresas con-
cessionrias de terminais de uso pblico especializa-
dos nos servios de movimentao e armazenagem de
contineres.
No Brasil, essas empresas j investiram US$ 1,5 bilho
em obras civis (construo ou ampliao de beros de
atracao e retroreas), aquisio de modernos equipa-
mentos, tecnologia de informao para controles ade-
quados e capacitao de mo-de-obra especializada.
Esse aporte de recursos est permitindo a insero do
pas no mercado global de contineres.
Igualmente importantes para o aperfeioamento dos
servios porturios so: (i) a manuteno do atual mar-
co regulatrio; (ii) a continuidade da expanso dos
portos pblicos para atender ao crescente uxo de
mercadorias e ao transporte de novas cargas em con-
tineres; (iii) a eliminao dos gargalos existentes nosacessos rodovirio, aquavirio e ferrovirio aos portos
ocenicos e (iv) a plena utilizao do REPORTO para
a aquisio de equipamentos porturios nacionais e
importados.

it is always useful to stress the importance of a prop-
erly regulated and ecient port sector which will
enable Brazilian foreign trade to reach the level of its
possibilities. Still well remembered are the precarious
facilities and operational ineciency of our ports that
before the privatization of the services in 1955 were
the main obstacles faced by the Brazilian foreign trade
agents in their quest for competitiveness.
The ever growing presence of the containers in the
commercial interplay between the nations demanded
signicant investment to put in place new port envi-
ronment, essentially private, by the companies which
are the concessionaires of the container handling and
warehousing services.
In Brazil, those companies have already USD1.5 billion
in civil works (construction and extension of mooring
berths, as well as warehouses and yards), acquisition of
modern equipment, computer technology for adequate
controls and the training of specialized workers. This al-
lotment of resources has allowed Brazils inclusion in the
global container market.
Equally important for the improvement of the port ser-
vices are: (i) the permanence of the extant government
ground rules, (ii) the continuous expansion of the public
ports in response to the growing merchandise ows and
to the carriage of new cargoes in containers, (iii) the
elimination of bottlenecks in the motorway, railway and
waterway accesses to the ocean ports and (iv) the full
utilization of the REPORTO for the acquisition of portequipment, both made in Brazil and imported.

aidia de consolidar unidades menores de carga
em outras de maiores dimenses e de tamanho
padronizado levou Malcolm McLean, na dcada de
50, criao do continer, que mudou completamente,
nos anos 60, o conceito de transporte martimo e o perl
operacional das empresas de navegao e dos portos.
O continer foi adotado como acondicionamento pa-
dro da carga geral e representou uma profunda re-voluo tecnolgica, reduzindo custos e dando novo
formato logstica multimodal que, devido expanso
e globalizao dos mercados, tornou-se fator crucial na
competio entre empresas e pases.
Ao criar unidades padronizadas de carga geral, o con-
tiner permitiu a combinao dos processos de apro-
veitamento mximo dos recursos logsticos, resultando
na melhoria organizacional dos portos. A uniformidade
da carga acarretou ainda o desenvolvimento de equipa-
mentos especcos, capazes de aumentar a segurana
e a velocidade das operaes de carga e descarga
e da movimentao em terra (produtividade). Nesse
contexto, a economia de escala tornou-se condio
imprescindvel, tanto no transporte de cargas quanto
nas operaes porturias.
O uso do continer tambm reduziu consideravelmente
os danos s mercadorias transportadas e o perodo
de atracao dos navios para carga e descarga, com
reexos importantes no valor do frete.
Para incluir o Brasil no sistema mundial de transportesde cargas em contineres, os terminais privados de uso
pblico realizaram investimentos expressivos em mo-
dernizao operacional, que permitiram atingir a cifra
de 4,4 milhes de unidades movimentadas em 2007 e
criar capacidade de reserva para acompanhar futuros
aumentos da participao das mercadorias contineri-
zadas no comrcio global. Essa participao aumentou
de 21,6% em 1980 para 65,1% em 2005, com projeo
de 74,8% para 2010.

The idea of consolidating smaller cargo units in
others with larger dimensions and of standard size
led Malcolm McLean, in the decade of 1950, to
create the container , which revolutionized, in the fol-
lowing years, the concept of marine transportation and
the operational prole of the shipping companies and
that of the ports.
The container was adopted as the standard generalcargo packing and represented a deep technological
revolution, by cutting costs and re-shaping multimodal
logistics which, due to the expansion and globalization of
the markets, became a crucial factor in the competition
amongst companies and countries.
By creating standard general cargo units the container
allowed the combination of procedures aiming at the
best possible use of logistic resources with organiza-
tional improvement at the ports. Cargo uniformity also
brought about the development of specic equipment
which enhanced the safety and speed of loading and
unloading operations and of on shore handling (pro-
ductivity). In this context, the scale savings became a
paramount feature, both of cargo transportation and
cargo operarations
The use of the container also reduced considerably the
damages to the carried goods and the mooring time of
the vessels, with signicant eects on the value of the
freight.
To include Brazil in the world container transportationsystem, the private terminals made huge investments in
operational updating which made it possible to reach the
gure of 4.4 million handled units in 2007 and to create
reserve capacity for dealing with a future increase of the
participation of containerized goods in world trade. This
participation jumped from 21,6% in 1980 to 65.1% in
2005, with a forecast of 74.8% in 2010.

acrescente utilizao do continer no comrcio
mundial e o interesse dos armadores na obteno
de economias de escala tm levado ao constante
aumento do porte dos navios especializados. A conse-
qncia, no que diz respeito aos portos, a necessidade
de adequar os beros de atracao e as retroreas dos
terminais brasileiros a esta nova realidade.
Respondendo ao desao, os terminais de contineresliados ABRATEC aumentaram, entre 1998 e 2007, a
extenso agregada dos cais de atracao de 3.313m
para 7.049m e o espao total disponvel para manu-
seio e armazenagem (retroreas) de 940.141m2 para
2.538.966m2. As projees para 2015 so de 11.965m e
3.446.068m2, respectivamente.
Os terminais de contineres de uso pblico tambm
produzem benefcios sociais signicativos na medida em
que atualmente geram 8.100 empregos diretos.

The steady increase in the use of the container in
world trade and the shipowners interest in ob-
taining scale savings have led to the sustained
growth of the size of the vessels specializing in container
transportation. The consequence, as respects the ports
is the need to adapt the mooring berths, yards and
warehouses (retroreas) of Brazilian terminals to the
new reality.
Rising to the occasion, the ABRATEC aliated container
terminals increased, between 1998 and 2007 the aggre-
gate length of the mooring quays from 3,313m to 7.049m
and the total space available for handling and ware-
housing (retroreas) from 940,141m2 to 2,538,966m2.
The forecasts for 2015 are 11,965m and 3,446.068m2,
respectively.
The public use container terminals also produce signi-
cant social benets, as they generate 8,100 direct jobs.

no primeiro semestre de 2008, o comrcio exte-
rior brasileiro alcanou o supervit de US$ 11,3
bilhes, resultado de US$ 90,6 bilhes em expor-
taes e US$ 79,3 bilhes em importaes. Com isso,
o intercmbio comercial do Brasil atingiu a expressiva
marca de US$ 169,9 bilhes, o que representa recorde
histrico para este perodo. A previso da corrente de
comrcio exterior brasileiro para o ano de 2008 de
US$ 370,570 bilhes.
Os terminais de contineres aliados ABRATEC so
diretamente responsveis pelo escoamento de produtos
semimanufaturados e manufaturados que possuem alto
valor agregado e correspondem atualmente 65,82%
da pauta de exportaes.
Para que o Brasil alcanasse resultados to expressivos,
devem ser considerados os investimentos realizados
pelos 14 terminais de contineres aliados ABRATEC,
que, juntos, somam US$ 1,5 bilho.

In the rst semester of 2008. Brazilian foreign trade
operations reached a USD 11,3 billion surplus, with
USD 90.6 billion exports against USD 79.3 billion im-
ports. Thus, Brazils overall commercial turnover hit the
signicant value of USD 169,9 billion, a historical record
for the period. The forecast of the countrys overseas
trade in 2008 is of USD 370,570 billion.
The public use container terminals aliated to ABRATECare directly responsible for the outow of manufac-
tured and semi-manufactured products, which have
high aggregate value and represent currently 72% of
Brazilian exports.
To reach such impressive results, the investments ef-
fected by the 14 public use container terminals aliated
to ABRATEC, totaling USD 1.5 billion, were of the utmost
importance.

at o advento dos contineres, as cargas trans-
portadas por via martima estavam divididas em
trs categorias: (i) Granel (slido ou lquido), em
que as mercadorias sem embalagem eram colocadas
em pores ou tanques; (ii) carga geral normalmente
manufaturas com ou sem embalagem, estivada nos
pores ou no convs das embarcaes; (iii) bens que
exigem condies especiais de transporte, como gases,
substncias qumicas sensveis ou produtos que neces-sitem de controle de temperatura, para os quais so
usados navios especializados.
Os contineres comearam por absorver parte dos fre-
tes de carga geral e sua participao nesse segmento
vem aumentando a cada ano, em virtude da proteo
que oferecem s mercadorias e da maior rapidez nas
operaes de carga e descarga, que reduz a estadia
dos navios no porto e resulta em economia para os
embarcadores e consignatrios em virtude de um custo
de frete mais favorvel.
Atualmente, o leque das mercadorias transportadas em
contineres est se expandindo para incluir minrios apro-
veitando fretes de retorno, cereais cujo volume no justi-
que o transporte a granel ou produtos alimentcios como
soja em gros, lecitina de soja orgnica, farelo e leo de
soja, banana desidratada e outros que, se estivados nos
pores dos navios como carga geral, correm risco de der-
rame, vazamento, suor de poro, contaminao, etc.

prior to the arrival of the containers, goods carried
by sea were divided in three categories: (i) Bulk
cargo (solid or liquid) where merchandises with-
out packing were stowed in holds or tanks; (ii) general
cargo chiey manufactures with or without packing,
carried in the holds or on the deck of the vessel; (iii)
goods requiring special transportation conditions, such
as gases, sensitive chemical substances and products
needing temperature control, for which specialized ves-sels are used.
The containers began by absorbing part of the general
cargo and their participation in this segment has been
growing every year, due to the protection they oer to
the merchandises and the greater speed in loading and
unloading operations which reduces the lay time of the
vessels in the port and result in savings to shippers and
consignees due to a more favorable freight cost.
Currently, the number of containerized goods is expand-
ing to include ores , taking advantage of return freight
rates, cereals with a volume not warranting bulk trans-
portation or groceries like soybean, organic soybean
lecitine, soybean bran and oil, dehydrated bananas and
others that, if stowed in the vessels hold as general
cargo, are subject to risks such as spillage, leakage,
moisture condensation, contamination etc.

opleno aproveitamento do progresso obtido com o
uso dos contineres e com a permanente melhoria
dos servios porturios , em muitos casos, di-
cultado pela existncia de pontos de estrangulamento
na malha viria terrestre especialmente nas proximi-
dades dos portos que precisam ser eliminados me-
diante planejamento de que participem as autoridades
porturias e as entidades responsveis pelos modais
ferrovirio e rodovirio.
Ao mesmo tempo, as decincias existentes nos aces-
sos aquavirios sero resolvidas pelas autoridades por-
turias. Recursos provenientes do Plano de Acelerao
do Crescimento (PAC) sero utilizados para a eliminao
dos gargalos.
O Plano vai aplicar, em quatro anos, um total de in-
vestimentos em infra-estrutura da ordem de R$ 503,9
bilhes. O aumento na aplicao de recursos em infra-
estrutura fundamental acelerao do desenvolvi-
mento sustentvel.
A Secretaria Especial de Portos da Presidncia da Rep-
blica possui uma srie de projetos previstos no PAC. Tais
empreendimentos, que priorizam a manuteno, recu-
perao e ampliao da infra-estrutura porturia, daro
ao setor maior competitividade e dinamismo, reduzindo
os custos do transporte aquavirio e contribuindo para
o desenvolvimento do pas.
Ao todo, diversos portos recebero investimentos em
torno de R$ 2 bilhes, dos quais, R$ 1,4 bilho ser in-vestido em operaes de dragagem que vo aprofundar
os canais de acesso aos terminais, que podero receber
navios de maior porte. Isso aumentar a produtividade
e a capacidade de movimentao de carga. Do total
previsto para as dragagens, R$ 977 milhes j possuem
destinao e o restante est sendo denido pela rea
tcnica da SEP/PR.
Outros R$ 722,3 milhes sero aplicados na construo
e recuperao da infra-estrutura porturia e na melhoria
dos acessos terrestres.

The full exploitation of the progress obtained with
the use of the container and with the permanent
improvement of the port services is, quite often,
hindered by the existence of bottlenecks in the onshore
road system particularly in the vicinity of the ports
which must be spotted and eliminated by means of
joint planning actions with the participation of the port
authorities and agencies responsible for the railway and
motorway systems.
Concurrently, the existing shortcomings in the water
accesses will be addressed by the port authorities. Re-
sources from the PAC (Growth Acceleration Plan) will be
employed for the elimination of such bottlenecks.
In four years time, the Plan will invest in infra-structure
projects something around R$ 503.9 billion. The increase
of the commitment of resources to infra-structure is fun-
damental for accelerating sustainable development.
The Special Ports Secretariat of the Presidency of the
Republic (SEP/PR) has a number of projects contem-
plated in the PAC, Such undertakings, that give priority
to the maintenance, overhauling and expansion of the
port infra-structure, will make the sector more com-
petitive and dynamic, reducing the cost of waterborne
transportation and contributing to the development of
the country.
In all, several ports will receive investments round about
R$ 2 billion, of which 1.4 billion will be allotted to dredging
operations, increasing the depth of the access canals tothe terminals, which will be able to accommodate larger
vessels. This will enhance productivity and cargo han-
dling capacity. Of the amount allotted to dredging, R$
977 million are already committed and the rest is being
dened by the technical area of the SEP/PR.
Some R$ 722.3 million more will be used for construc-
tion/overhauling of the port infra-structure and im-
provement of land accesses.

desde a implementao, em dezembro de 2004, do
Reporto (Regime Tributrio para Incentivo Mo-
dernizao e Ampliao da Estrutura Porturia),
que estabelece iseno e suspenso de impostos sobre
a aquisio de equipamentos porturios nacionais e
importados, as empresas liadas ABRATEC investiram
recursos no valor de US$ 250 milhes em modernos
equipamentos.
Os terminais de contineres necessitam continuar in-
vestindo para incrementar a produtividade, que j au-
mentou 525% se comparada com a performance da ati-
vidade porturia quando estatal. O objetivo permanente
dos terminais atender o uxo do comrcio exterior,
que dever crescer em torno de 31,75% este ano.
Deve-se ter em conta que as atividades do setor envol-
vem decises sobre projetos exigindo elevados gastos
em equipamentos e que boa parte deles requer longo
perodo para sua produo, a exemplo dos portineres
e dos transtineres. O Reporto atualmente em vigor ter-
mina em 31 de dezembro de 2011. Sua plena utilizao
indispensvel para que tenham continuidade a expan-
so e a atualizao tecnolgica dos portos brasileiros.

since the implementation, in December 2004, of the
REPORTO (Tributary Regime for the Moderniza-
tion and Expansion of the Port Structure), which
establishes the exemption and suspension of taxes on
the acquisition of B,razilian and imported port equip-
ment, the ABRATEC member companies have invested
resources in the amount of USD250M in modern equip-
ment.
The container terminals need to go on investing to in-
crease productivity, which has already grown by 525%,
as compared with the previous governmental port
activity. The permanent goal of the terminals catering
to the abroad commerce turnover, which is expected to
grow 31.75.% this year.
It should be considered that the activities of the sector
involve decisions about projects requiring huge outlays
for equipment and that a considerable part of them need
a long period for production, as occurs with portainers
and transtainers. The REPORTO currently in force expires
on the 31st December 2011 and its use is indispensable
for the continued expansion and technological updating
of the Brazilian ports.

descarga dos navios, nos ptios ou armazenados
nos terminais liados ABRATEC esto cobertos
por um seguro de responsabilidade civil especicamente
destinado a garantir os embarcadores e consignatrios
contra danos materiais, furto ou roubo. Isso permite que
as perdas sejam indenizadas diretamente aos usurios
(sem deduo de franquias) ou prontamente ressarcidas
aos seguradores de transporte internacional, evitandoque o coeciente sinistros/prmios destas aplices se
deteriore, com eventual aumento de suas taxas.
A indenizao pelos sinistros no afasta a possibilidade
de problemas causados por atrasos nos cronogramas
de projeto ou de produo, bem como pelo descumpri-
mento de acordos comerciais, no caso de mercadorias
destinadas a comercializao. Por esse motivo, as em-
presas liadas ABRATEC concedem especial impor-
tncia ao gerenciamento de seus riscos operacionais,
particularmente no que se refere preveno de perdas,
avarias e limitao de suas conseqncias.
Entre as medidas tomadas com referncia aos danos
fsicos, contam-se: (i) o treinamento dos operadores de
equipamentos ministrado pelos fabricantes; (ii) o em-
prego de detetores de fumaa e sistemas de chuveiros
automticos (sprinklers) e (iii) a manuteno de briga-
das de incndio preparadas para ao imediata.
Mercadorias perigosas so armazenadas separada-
mente. Medicamentos e outras cargas que necessitem
de baixas temperaturas so colocados em recintos es-peciais com temperatura e umidade controladas ou
mantidos em cmaras frigorcas. A permanncia nos
ptios monitorada por vigias e circuitos fechados de
televiso.

Goods and merchandises in the process of being
loaded on or unloaded from the vessels, in the
yards or inside the warehouses of the terminals
aliated to ABRATEC are covered by a liability insur-
ance specically designed to guarantee shippers and
consignees against physical damage, theft or robbery.
This allows that the losses be paid directly to the clients
(without deductible franchises) or promptly made good
to the marine insurers involved, thus avoiding a deterio-ration of the loss/premium ratio of these policies and an
eventual increase of the rates.
The payment of the claims does not remove the possibil-
ity of problems caused by delays in the project or pro-
duction time frames, as well as by the lack of compliance
with commercial agreements in the case of goods sold
to third parties. For this reason, the companies aliated
to ABRATEC pay special attention to the management
of their operational risks, particularly as regards the
prevention of losses and damages and to the limitation
of their consequences.
Among the measures adopted with regard to physical
damages are manufacturer sponsored training programs
for equipment operators, the use of smoke detecting
devices and sprinkler systems, as well as the keeping in
place of re brigades prepared for immediate action.
Dangerous goods are separately stored and pharmaceu-
ticals or other merchandises requiring low temperatures
are put in climatized enclosures or kept inside frigoric
chambers. The permanence in the yards is monitored bywatchmen and closed television circuits.

no quadro geral do gerenciamento de riscos nos
terminais de uso pblico incluem-se os danos ao
meio ambiente, especialmente no que se refere
poluio das guas por leo e contaminao do solo
por resduos txicos.
No setor porturio, a responsabilidade imediata pela
obedincia legislao ambiental e s recomendaes
de entidades internacionais como a International Mari-time Organization (IMO) cabe s administraes portu-
rias, encarregadas de criar, nas respectivas jurisdies,
uma Agenda Ambiental Institucional, cujo papel denir
uma poltica ambiental e zelar por sua implementao.
As situaes especcas de cada porto so objeto de
uma Agenda Ambiental Local, que dene os compro-
missos dos agentes porturios nas reas da sade, do
meio ambiente e da segurana do trabalho. As agendas
ambientais locais especicam tambm as aes neces-
srias para o melhor desempenho ambiental, o papel de
cada agente porturio, as metas e os prazos para seu
cumprimento. Em nvel das administraes porturias,
existem Planos de Emergncia Individual, voltados, so-
bretudo, para o derramamento de leo.
Para os terminais de contineres de uso pblico, o as-
sunto transcende o mero cumprimento de exigncias
legais ou administrativas e transforma-se em matria
de conscincia ambiental. Com isto, est sendo criado,
no mbito da ABRATEC, um Grupo de Trabalho especi-
camente voltado para o estudo do controle dos riscos
de poluio e de suas conseqncias. Sua principalatribuio ser desenvolver uma doutrina padro de
gerenciamento de riscos ambientais, que sirva de sub-
sdio a todos os terminais.

use terminals are included those related to environ-
mental damages, especially as respects water pollu-
tion by oil and soil contamination by toxic residues.
In the port sector, the immediate responsibility for the
obedience to the environmental legislation and to the
recommendations of international entities such as the
International Maritime Organization (IMO) falls to theport authorities, which are in charge of creating, in the
respective jurisdictions, an Institutional Environment
Agenda (Agenda Ambiental Institucional), whose pur-
pose is dening an environmental policy and look after
its implementation .
Specic situations in each port are dealt with by a Local
Environmental Agenda (Agenda Ambiental Local) which
denes the obligations and commitments of the port
agents in the areas of health, environment and labour
safety. Local environment agendas also specify the ac-
tions for a better environment performance, the role of
each agent and the goals and time limits for compliance.
At the port authority level there are Individual Emergency
Plans (Planos de Emergncia Individual) focused mainly
on oil spillage.
As regards the public use container terminals the subject
transcends mere obedience to legal and administrative
requirements and becomes a matter ofenvironmental
awareness. With this in mind, a Work Group is being put in
place, in the ambit of the ABRATEC, specically focused
on the control of oil pollution and of its consequences.Their main task will be the development of standard
guidelines for the management of environmental risks to
be used by the terminals.

rpido desenvolvimento de nosso comrcio exte-
rior que, nas ltimas dcadas, vem acompanhando o
espetacular aumento das trocas comerciais no pla-
no internacional. Alm disso, tradicional dominncia
do Hemisfrio Norte e das rotas martimas no sentido
leste-oeste soma-se uma presena crescente dos pases
situados abaixo da linha do Equador, com destaque paraa Amrica do Sul, que tende a intensicar-se no futuro.
Por outro lado, no que diz respeito s mercadorias con-
tinerizadas, uma ampliao, inimaginvel h cinqenta
anos, da capacidade de carga dos navios est ocorren-
do, com o correspondente aumento de seu comprimen-
to e de seu calado. Os navios de contineres de primeira
gerao (1960-1970) podiam transportar algo em torno
de 1.700 TEUs. Hoje, os mega-navios j atingiram a
marca de 15.000 TEUs.
Isso exige, das autoridades responsveis, a manuteno
permanente da profundidade dos canais de acesso aos
terminais e dos beros de atracao, atravs de provi-
dncias imediatas e planejamento de logo prazo para
que os portos no se tornem pontos de estrangulamen-
to do comrcio exterior brasileiro.
A chegada dos mega-navios representa um desao para
as empresas operadoras de terminais de contineres,
em termos de ecincia operacional e disponibilidade
de cais acostveis. Os investimentos das operadoras
privadas, somados recente prorrogao do REPORTOat 31 de dezembro de 2011, iro permitir a contnua
atualizao tecnolgica dos equipamentos de carga,
descarga e manuseio, respondendo primeira des-
sas necessidades. Os recursos alocados no PAC para
investimentos na expanso dos portos atendero
segunda.

to the quick development of our overseas trade
that, in the last decades, has followed the spectacu-
lar increase of commercial exchanges at the interna-
tional level. Besides, to the traditional dominance of the
Northern Hemisphere and of the maritime routes in the
east-west direction is being added an increasing partici-
pation of countries below the equator line particularlythose from South America which tends to grow larger
in the future.
On the other hand, as regards containerized goods,
an enhancement of the cargo capacity of the vessels,
unimaginable fty years ago, is taking place, with the
corresponding increase in their length and draught. The
rst generation container ships (1960-1970) could carry
something around 1,700 TEUs. Nowadays the mega-
vessels have reached the mark of 15,000 TEUs.
This requires from the competent authorities the cease-
less maintenance of the depht of the access channels
to the terminals and mooring berths, with immediate
measures and long term planning, so that the ports will
not become bottlenecks in Brazils abroad trade.
The arrival of the super-vessels means a challenge to
the container terminal operators, in terms of operational
eciency and availability of mooring quays. The invest-
ments of the private operators, added to the recent
extension of the REPORTO to the 31st December 2011,
will allow the continuous technological updating of theloading, unloading and handling equipment, responding
to the rst of those needs. The resources allocated in the
PAC for port expansion will cater to the second one.
