Planning process has been conducting with a participatory approach. Several workshops, seminars, on
site surveys and analysis and focus group meetings. With that sense; representatives of public authori-
ties, researchers of the universities, representatives of professional chambers, NGO’s, local authorities,
local communities and visitors have given importance for inclusion of the process.
Dardanelles and Gallipoli Historical Site Plans and Site Management Plan Project
The project covers preparation of historical site plans and site management plan with aims,
strategies, methods and decisions to conserve historical site with its national and spiritual significance,
to develop, to manage and to introduce the site, to determine principles for conservation and use, to
increase social and economic welfare of the locals through rehabilitation and renewal of the site,
identification of open space and enabling pedestrian access, design of infrastructure facilities.

Gallipoli Peninsula, which covers diverse values, is known worldwide as the place of the Gallipoli
Campaign. In Word War I, Gallipoli Campaign has a special place in the history of military and humanity.
Within the scope of Gallipoli Historical Site Plans and Site Management Plan, integrated conservation
approach is embraced for Gallipoli Historical Site that contains signs and memories of Gallipoli
Campaign. In this regard; to conserve heritage values as a whole with their historical layers and forms,
and to sustain outstanding universal value, authenticity and integrity are crucial. At the same time,
developing a socio-cultural organizational structure, which has a significant role on conservation, and
developing economic structure with respect to heritage values are also regarded.
The core aim of the planning studies is transferring outstanding universal value that contains historical,
cultural, archeological and natural values to the next generations. With this aim, introducing the site to
the international society, encouraging educational and academic studies, conserving its cultural, social
and economic context, and converting the site into an open air museum as an outstanding universal val-
ue are determined as main objectives. With this conceptualization, interpretation and presentation of
Gallipoli battlefield are focused to expand historical heritage supra-program.
It is important to expand visiting time in the Historical Site for visitors to understand values
comprehensively and to prove better connection with historical reality. For that sense, historical,
cultural-archeological and natural thematic routes are identified as visitor routes.
The site conceptualized in 5 zones that covers several assets. First one is Eceabat-Kilitbahir covers Ece-
abat district, Kilitbahir and Behramlı villages and Havuzlar area and Soğanlı Valley. Second zone Seddül-
bahir-Kirte covers Seddülbahir and Alçıtepe villages, in where battles occued in southern front. Arıbur-
nu-Conkbayırı is the third well-known zone, where is the place of Anzac Landing as well as struggles
around Chunk Bair. The forth one is Anafartalar Zone at the northern part of the peninsula. Suvla Lake
is the fifth zone contains natural significance and memories of the past.
Historical Heritage Tour Route covers three main battle zones, naval warfare zones and supportive
area. At Eceabat-Kilitbahir zone, naval battles within Dardanelles and Gallipoli Campaign is to be
interpreted. In the second zone, Seddülbahir-Kirte, amphibious operation and land battles in southern
front is planned to be interpreted. In the third zone, battle zones at Arıburnu-Conkbayırı will be
interpreted. The tour covers forth zone, named Anafartalar Battle Zone and the rear-guard reserve
area.
Natural Heritage Tour Route covers, Bigalı, Büyükanafarta and Küçükanafarta villages, forest areas
that are hinterland of these settlement, Ece Limanı, Suvla cove, Tuz Lake, Büyükkemikli and Küçükke-
mikli points, Havuzlar area, Soğanlıdere valley, coves and cliff, Kocadere Camping Site, Kum Port, and
alike.
Cultural Heritage Tour Route, on the other hand, connects rural settlements and archeological sites.
Several properties are Sestos Castle, Akbaş Cove and Kilye Cove, Kilye Castle, Kilitbahir Castle, ÇAburnu
Castle, Havuzlar area, Limnai Ancient City and its necropolis located around Büyükkemikli and Küçükke-
mikli points, Alopekonnesos Acient City and Eion Ancient City.

2.91% of the planning area is comprised of residential areas, 50.67% of urban-regional open-green areas, 32.32% of areas where current land use is to be maintained, 3.59% of public ser-vices and social facilities, 3.21% of urban working areas, 1.05% of tourism areas, 1.17% of tech-nical infrastructure usage and roads. A large part of the plan-ning area consists of open-green areas and the current land use is to be maintained and protected areas, which cover 83.84% of the planned area.

Project Proposals
Several international and EU founded project are applied. To illustrate, concepts notes for the
projects “Town Twinning Action between Turkey and the EU Grant Scheme (TTGS)” and
“CSO Partnerships and Networks on Strengthening Cooperation Between Public Sector and CSOs
Grant Scheme (CSPN)” founded by EU, and Foundation Program for Local Projects founded by
Embassy of Japan are written.
Town Twinning Action between Turkey and the EU Grant Scheme (TTGS)
A project titled “Strengthening Town Twinning via Sustainable Tourism with Participatory Approach
in Kuşadası and in Sinaia” is proposed, with the lead applicant Kuşadası Municipality.
Overall objective: To improve administrative and implementation capacity of local authorities and
related stakeholders through establishing sustainable tourism platform for stimulating exchange
between sister cities.
Specific objectives: 1. To improve capacity of local authorities and related stakeholders in town
twinning relations and international cooperation. 2. To organize and strengthen town-twinning
process in which city institutions and civil society organizations participate to represent themselves
and their interests to one another. 3. To constitute an approach of town-twinning relations for
Kuşadası and Sinaia cities through developing City-to-City (C2C) Cooperation Program base on
sustainable tourism.
CSO Partnerships and Networks on Strengthening Cooperation Between Public Sector and
CSOs Grant Scheme (CSPN)
A project titled “Effective Participation of Municipality and CSOs in Rural Development in Kuşadası”
is proposed, with the lead applicant Kuşadası Municipality.
Overall objective: To support rural development which fosters sustainable livelihoods and
democratic participation of related stakeholders in decision making and policy development pro-
cesses through good governance practices.
Specific objectives:
1.To promote to local economic development and to conserve authenticity of settlements with
preparation of step-by-step process of rural development by efficient participation of stakeholders
for Kirazlı, Caferli, Yeniköy, Yaylaköy, Çınarköy rural neighbourhoods in Kuşadası.
2.To constitute a new field of cooperation among Kuşadası Municipality (Turkey), Gorce Petrov
Municipality (Macedonia), Strumyani Municipality (Bulgaria) and Sinaia Municipality (Romania) and to
strengthen CSOs’ effective participation in this field.
Foundation Program for Local Projects founded by Embassy of Japan
A project titled “Provision of Local Services and Developing Vocational Training Skills for
Disadvantaged Groups through development and coordination of Çaycuma İstasyon Neighborhood
Society Center”, with the lead applicant Zonguldak Municipality.

Project of Need Assessment of Gaziantep-Şanlıurfa-Kilis-Hatay Municipalities for Capacity Building This study is carried out under “Supporting Impacted Communities by Syria Crisis in the GAP
Region” Project by the United Nations Development Programme and the GAP Regional Development
Administration (GAP-RDA) with the European Union’s financial support (UNDP), and coordinated by
AFAD. As a sub-component of the project, “Mitigating the Impact of Syrian Crisis in Southeast Anatolia
Region” technical assistance project have been put into practice with aim to building service capacity
of Gaziantep, Sanliurfa, Kilis and Hatay Municipalities that are mostly impacted provinces by Syria Cri-
sis.
Within this perspective, determining current capacity of these municipalities in such areas; sew-
erage, drinking water, public transport, environmental management, social services and identification
of priority and response areas comprise main subjects of the study.
Between January 4th, 2016 and January 15th, 2016, interviews with relevant senior public offi-
cials and departments has been made in Sanliurfa, Kilis, Gaziantep and Hatay municipality, and certain
documents that set out the current situation of the municipalities are obtained. Prior needs and re-
sponse areas of departments have been defined.
With this study, current situation of the most affected municipalities by Syria crisis has been
updated and informed about prospective studies. The study will play a role to determine the possible
cooperation areas between municipalities and UNDP and contribute to mitigate the effects of the
Syrian crisis as the main objective of the Project.
Main Objectives of the Project - Determination of requirements for enabling respond capacity of Hatay, Gaziantep, Şanlıurfa
and Kilis Municipalities to Syrian Influx
- Capacity development of related municipalities in means of urban infrastructure, transporta-
tion, social services and planning for improvement of living conditions of locals and Syrians
- Coordination the site visiting including the organizations that are established by Municipali-
ties, NGO’s and Syrians and conducting semi-structured interviews
- Determination and prioritization of needs of public administrations at local level, and coordi-
nation of process analysis report and preparation of comparison tables of provinces
Methodology of Study This work is conducted with aim to determine short / medium and long-term capacity building
need assessment of Gaziantep, Sanliurfa, Kilis and Hatay, as well as the demands of the communities
living within the municipal boundaries.
Field study was conducted in January 2016. For the work that has been lasted since January
and conducted in four cities; Sanliurfa, Hatay, Gaziantep, and Kilis, common questionnaire has been
developed and questionnaire has been applied to relevant municipal departments and certain local
branches of public institutions.

Improving Livelihoods and Decent Work Opportunities for Syrian Refugees and Host Communities ProjectInstitutional and Technical Capacity Development Multidimensional effects of the Syrian crisis, that is not only limited to Syria’s neighbouring coun-
tries but also turned into a problem with an international dimension, has been directed into inter-
national institutional cooperation. In this content, “The ILO Response to the Syrian Influx in Turkey
Project” conducted by the United Nations and other development organizations are carried out as
a part of Regional Refugee and Resilience Plan (3RP). In the content of the plan, protection, food
security, education, health, basic needs and providing livelihoods has been determined as main ti-
tles. ILO has started the studies within the context of the project “Improving Livelihoods and Decent
Work Opportunities for Syrian Refugees and Host Communities” at 30th September 2015.
The project of “Improving Livelihoods and Decent Work Opportunities For Syrian Refugees and Host
Communities” has contained components which are to develop institutional and technical capacity
at local level in Şanlıurfa and Kilis, to increase the ability of employment of Syrian refugees and host
communities, to raise awareness of Syrian refugees and host communities about legal regulations
and opportunities in labour market.
1. Current Situation of Institutional and Technical Capacity
Meetings with national authorities: Focus group meetings and in-depth interviews were conduct-
ed in order to define new responsibilities and duties within the division of labour within the institu-
tional capacity after the coming into force of new regulation on work permit of foreign ensuring the
temporary protection and to determine problematic areas related to these issues. Within in-depth

Workshop with national authorities in Ankara: This workshop organised with the participation of General Directorate of Ministry of Labour and Social Security, General Directorate of Turkish Labour Agency,
General Directorate for Life-long Learning and General Director of Migration Management, aimed to determine different fields of needs of related institutions and authorities, to discus first findings detecting
during the workshop with local authorities and finally to develop solution recommendations.
2. Trainings for Institutional and Technical Capacity Building
Trainings constituting a significant part of the growth of the technical and institutional capacities were organized between 9 - 10 May 2016 with the participation of local authorities representatives located in
Ankara. They were based on the findings, recommendations, fields of needs, training subjects identified during the workshops with local and national authorities. Contents and the assessment of the training
methods for local institutional participants were planned according to the education needs and application methods that were a part of the ILO’s “Evaluation of the Present Situation and the Analysis of Institu-
tional Capacity Needs” report.
3. Preparation of the guide resuming responsibilities and duties of institutions
One of the final results of this project is the preparation of the guide that will have the fundamental information regarding these subjects and be a source for developing the problem solving propositions as well
as developing the capacity of these propositions.

Structure and Goals of the Project“The ILO Response to the Syrian Influx in Turkey Project” conducted by the United Nations and other
development organizations are carried out as a part of Regional Refugee and Resilience Plan (3RP).
ILO plays an important role in employment opportunities and livelihoods. ILO has launched “The ILO’s
response to the Syrian Influx in Turkey Project” in order to contribute to the solution of problems re-
lated to Syrian crisis with its impact on Turkey as of June 2015.
The targets of the projects are identified as increasing decent work opportunities both for refugees
and host communities; facilitating the Tripartite Consultations (between the government, employee
and employer) on job opportunities that ensure better working and living conditions, and to protect
refugees that are potentially more vulnerable, like women and children.
In order to decelerate the project and gather related stakeholders at central level, an opening meet-
ing held at 30 June 2015 in Ankara.
Senior representatives from Turkey, Lebanon, Jordan, Iraq and Egypt have gathered in the meeting
on The Impact of the Syrian Refugee Crisis on the Labour Markets in Host Communities in İstanbul in
28-29 July.
“ILO Response to the Syrian Influx in Turkey” Project consists of four pillars:
1. Strengthening institutional capacities at central and local level
2. Improving the knowledge base
3. Supporting Employment of Syrians and host communities
I4. Awareness raising activities
Within the framework of communication strategy established; Syrian refugees, host communities,
stakeholders at central and local level, employers and workers would be informed on the issues of
new regulations, rights and obligations in working life.
Problems and needs central and local authorities were faced with while providing services
for Syrian refugees were examined and identified to solve the problems.
• Some key findings that played a significant role in the launch of the “Need Assessment for Institutional
Capacity” project report are summarised below.
• Neighbouring cities which are host to thousands of Syrians are faced with infrastructural problems which
restrict host communities’ access to basic services (health, shelter, education etc).
• Whereas Syrians staying in temporary protection centers are able to access to basic services and are regis-
tered. However, there is not enough information on whether Syrians who live in cities are able to access to
basic services (housing, health, education, food) and their living situations or their population.
• Significant coordination problems among institutions exist.
• Syrians under temporary protection regulation are generally unregistered workers in agriculture, industry,
construction and service sectors with low pay.
• Unemployment rate by host communities in Şanlıurfa, Kilis, Gaziantep, and Hatay increased as a result of
unregistered Syrian workers, and this situation creates tension among the Syrians and host community.
• Because of low generated employment by Eastern and South-eastern provinces, encouraging international
and national investment in those places through the revision of regional development policies are required
to implement.
• Developing corporations with trade associations, employers’ organizations, chambers and NGOs on the
employment of Syrians needs to be enhanced by means of benefitting from chambers’ actual experiences
and capacity in vocational courses.

Planning process basically covers surveys and evaluations for current situation, identification of spatial
organization process, analyses on physical structure and environmental sources, demographic analyses,
analyses and evaluations on physical structure, domain usage, transportation and property ownership,
determination of village design guide and identification of spatial development strategies.
With a participatory approach, focus group meetings (women, children, teens and senior citizens), and
meetings with the governor and the village council were organized.
For that sense, not only spatial patterns, but also social and economic structures are handled for
development.
The main aim of the guide is based on identification and conservation of natural, cultural, social,
economic and architectural assets and transferring them to future generations. The guide
contributes on adoption of possible new developments in rural spatial structural organization. With
that sense, it also response needs and expectations of vulnerable groups, vitalization of rural economy.
Spatial Design Guide and Spatial Development Strategies for Geneyik Neighborhood
Geneyik neighborhood administrated by Gaziantep Metropolitan Municipality based on the law
numbered 6360 Metropolitan Municipality Law, has a rural characteristic. In a broader sense,
the guide aims to response

conditions, and relatedly rural
population. The Guide is an
initial part of rural development
concept within national and
regional plans and policies,
aiming to identify adoption of
these plans and policies at
local level.

Ecological Urban Plan, Revision of 1/5000 and 1/1000 scaled Plans and Ecological Urban Guide
The planning zone on the southern axis of the city of Gaziantep has been declared as an urban trans-
formation and development area in order to conduct the means of implementation of the ecological
urban approach by the public.
The planning area is spreading along Kilis Road starting from Burç Crossroad which is the en-
trance point of the southern axis. The planning area lies on the plateau formed by the steep high
peaks of the southern hill. The lower elevations of the planning area have the facade to Kilis Road.
Planning area, especially part of between the Burç Crossroad and Kızılhisar village, is formed with
scattered and irregular residential areas. The irregular houses in peanut areas are mainly used as
a house on weekends. The revision plan covers an area of approximately 2100 hectares.

The Project of Enhancing Municipal Capacity On Service Provision For Dis-abled People Union Of Municipalities Of Turkey/SALAR
• Improving the service policies for disabled people of Çankaya Municipality and increasing the cor-
porate capacity of the municipality
• Conducting focus group meetings with Foundations for Visually and Hearing Impaired, Physically
Disabled People and reporting
• Analyze the budget of Çankaya Municipality and reporting on the distribution of the budget per
year for the needs of disabled people
• Reorganizing institutional structure of the Disabled People Union of Çankaya Municipality and de-
ciding on intervention policies
Focus Groups• Physically Disabled Focus Group Meeting was held in the Disabled People’s Association of Tur-
key, Ankara Branch. The meeting was held with the accompany of Necip Yaşar the head of Ankara
Branch. Physically disabled participants in the meeting cited the difficulties for the physically dis-
abled people in everyday city life. The participants emphasized on the importance of accessibility
and universal design principles.
• Visually Handicapped Focus Group Meeting was held with the attendance of Hasan Tatar the head
of Six Dots Foundation for the Blinds Ankara Branch. The participants subscribed the difficulties
and barriers they faced in Ankara and mentioned their expectations from the municipality.
• Focus group meeting was held at the Sightless Culture and Union Association which was organized
by the head of the institution Mehmet Yüksel. The blind participants evaluated the municipal ser-
vices and emphasized on accessibility and attainability.
• The head of the Disabled Confederation, Turan İçli was visited. Turan İçli was asked for his opinion
and suggestion for the ongoing project “Enhancement of Municipal Service Delivery Capacity for
the Disabled” lead by the Union of Municipalities of Turkey.

The site covers 1942,66 hectares with 520,76 hectares of core zone and 1421.90 hectares of buffer
zone. Nominated property conceptualized in 6 zones that are Diyarbakır Castle and Walls, İçkale, Di-
yarbakır Walls Protection Band, Hevsel Gardens Impact Area and Tigris River Public Shore Usage.
Accordingly, characteristics of each zone are identified, and policies are developed in a diverse aspect.
Diyarbakır Fortress and Hevsel Gardens Cultural Landscape Site Management Plan
The Diyarbakır Fortress and Hevsel Gardens Cultural Landscape is located on Upper Tigris River Basin.
The fortified city with its associated landscape has been an important centre and regional capital during
the Hellenistic, Roman, Sassanid and Byzantine periods, through the Islamic and Ottoman periods to
the present.
Diyarbakır Fortress and Hevsel Gardens Cultural Landscape inscribed on UNESCO World Heritage List
in 2015. The Site Management Plan, which is one of the requirements for the nominated property,
prepared with a vision of “to conserve and to manage outstanding universal values of Diyarbakır
Fortress, Hevsel Gardens and Tigris River with a participatory approach and in cooperation, and to
transfer the values to the future generations”.
Furthermore, the contents of applications of 50 fundable projects that are a part of field management
boundaries are identified. Participatory planning approach is embraced.
Planning objectives, strategies and ac-
tions are developed under 6 themes,
which are “conservation of tangible and
intangible cultural heritage”,
“constituting and managing economic
sectors”, “coordination and manage-
ment of spatial planning process of the
site”, “risk management”, and
“institutional organization and capacity
building in site management”.
With that regard, conservation attitude
for tangible and intangible heritage is
constituted, economic market setting
and essential improvement strategies are
identified in compatible with heritage val-
ues, spatial functions and spatial planning
policies are determined, a perspective for
preparing the risk management plan is
developed, corporate organization and
administrative sufficiency strategies in a
democratic, transparent and
participatory way are constituted.

2014-2023 Regional Development Plan Process of Şanlıurfa-Diyarbakır Region
Regional scale gains importance on economic and social development in time.
For that sense, analyzing effects of the cities on its region, and assessing regional scale to identify
investment decisions for cities are crucial. On the other side, regional level enables a desired
environment for local actors to participate in decision making process in public policies, and provides
embracement of the decisions in a broader sense which helps implementation.
The main aim of Karacadağ Development Agency is to contribute on minimizing uneven
development among and within districts, and empowering local actors in decision making
through participatory process.
Workshops are conducted regarding Diyarbakır and Şanlurfa provinces in sectoral aspects at district
level for preparation of Regional Plan 2014-2023. For that sense, 48 workshops are held under 4
prominent sectors. The workshops are completed in total 18 days through 2 months.
With embracement of participatory approach, public institutions, private organizations and civil
society organizations are the key participants of the workshops.
As a method, firstly presentations on the sectors are made by Karacadağ Development Agency, then
discussions are conducted with the help of moderators. Participants illustrate their perceptions on
regional development process, suggestions and expectations.
The most valuable contribution of workshops in the districts are the discussion of development
problem of disadvantaged districts at locals and enabling discussion environment for Region
Plan with decision makers at local.
Main Tasks :
• Reports on agriculture, tourism, industrial development perspective of the Şanlıurfa-Diyarbakır
Region
• Community-based studies and provinces development models at sectoral mode in tourism,
agriculture, industry sectors and service provision models for disadvantaged groups (handicapped
and drug-addicted, children and youth, women)
• Activities in two Region for Karacadağ Development Agency at NUTS level 2 and NUTS level 3
• Economic and social workshops with the participation of more than 650 stakeholders
(National, Government, Local Authorities, Chamber of Commerce, NGOs, Universities, Entrepre-
neurs, Associations and Trade Unions)
• Tourism, industry, agriculture and social services sectored strategic development master plans for
26 provinces, and Şanlıurfa and Diyarbakır cities

Employment and Social Support Services Coordination and Implementation Model for the
Integration of Disadvantaged Persons
The overall objective of the project is to increase the employability of disadvantaged persons,
facilitate their access to labour market, and eliminate barriers for their entrance into the labour market.
The purpose is to contribute sustainable integration of the disadvantaged persons into the labour
market by establishing and implementing a model for coordination and implementation of
employment and social support services within the target Municipalities under supervision and
guidance of UMT.
A functioning service model for social integration of disadvantaged persons within below
Municipalities:
Bursa Metropolitan Municipality, Diyarbakır Metropolitan Municipality, Kahramanmaraş Municipality
Kars Municipality, Kayseri Metropolitan Municipality, Şanlıurfa Municipality, Trabzon Municipality
Van Municipality, Ankara Altındağ Municipality, Diyarbakır Sur Municipality,
Mersin Toroslar Municipality, Bursa Yıldırım Municipality

disadvantaged persons increased.

Ecological Planning Process / Gaziantep Kızılhisar District
On the purpose of preparation of a concept for ecological settlement model, definition of organization
model according to implementation of concept, and determination of general principles of development
plans, Ecology-Focused Vision has been prepared in the area that covers 3200 hectares extending from
Zodiac Crossroad to Zeytinli Crossroad in Gaziantep Province, Şahinbey and Şehitkamil Districts. In the
extent of components of the plan vision, conceptual framework and world examples are examined. The
vision of settlement is determined as “A brand settlement integrated with the unique identity of Gazian-
tep, supported by ecological principles, shaped by a natural and sustainable development model that is
sensitive to the environment, in the context of potentials that will make a difference in the global scale”.

Technical Assistance for Supporting the Municipalities of Diyarbakır, Şanlıurfa, Gaziantep and Er-
zurum for the Solution of Economic and Social Integration Problems, Turkey (EuropeAid/123640/D/
SER/TR) funded by European Union
The project titled “Technical Assistance for Supporting the Municipalities of Diyarbakır, Şanlıurfa,
Gaziantep and Erzurum for the Solution of Economic and Social Integration Problems” targets to
mitigate negative affects of migration in urban areas through embracement of multi sectoral and
participatory approach, is founded by EU and by the municipalities mentioned.
Tartget groups of the projects are;
• Diyarbakır, Gaziantep, Erzurum and Şanlıurfa Municipalities and Governorships
• Pilot Management Teams which provide social services
• NGO’s and Media Organizations which support economic and social harmony and participation
• Migrants who are targeted to access the provision of urban services
Within the project, strategic action plans are prepared with the projections for 5, 10 and 15 years.
Main objective of the strategic action plans is on “harmonization and participation processes of the

Main Tasks:
• Discussing and Agreeing on with the Strategic Action Planning Groups on the list of public goods
and services to be included in the review and the projections
• Identifying the most suitable way to gather data on availability, quantity and quality of such goods
and services (interviews with public officials responsible for the provision of relevant services,
• Gathering information and data available in public offices; on-site visits to relevant districts and
neighborhoods; interviews with mukhtars or district municipality officials, etc.)
• Gathering relevant data, with possible disaggregation’s where possible (at district / first-tier
municipality level)
• Identifying the districts and neighborhoods where available services are below the average
(or where certain services are not available)
• Producing a preliminary report on the results of the review and assessment of existing public goods
and services as well as presenting/discussing it with the Strategic Action Plan Groups
• Elaborating a study on future demand and supply of identified public goods and services,
including several scenarios for use of decision-makers at local level based on accepted standards
and national/regional average data, as well as on population projections provided by another
related expert.
The project helps to capacity development of the municipalities to provide public services in a planned,
organised and well managed way for the growing population. Ultimately, effective institutional
framework with an emphasis on urban migration issue is developed both at the municipalities and at
the platform connects them. The project also contributed for identification of local needs through a
method of encouraging partnership between institutions and NGOS in municipal services. Accordingly,
project planning and implementation capacities of the governorships and the municipalities are
developed.

Atatürk Farm Forest Areas is conceptualized as “cultural landscape” and site management plan prosed
with a vision of “to re-plan the site as production focused, targeting to share knowledge produced
through investigations and studies on the site according to public interest, aiming to response
urban poverty, conserve historical, ecological, natural and cultural assets, and to manage the site
in equitable and transparent way”
