• 8 vessels were detained in European ports

• as a direct consequence of charts either expired or not updated and voyage or passage plans not as required. This resulted in 41 lost chartering days.

A typical detention…….. My own view is that inspectors detain on charts and publications because it 1. bulks up the reasons for detention (3 reasons are better than 1) and 2. it’s an objective cop – can’t argue……

SOLAS Deliveries have slowed but are expected to recover

Historically, IHS has overstated forecasts for deliveries the first 6 months of its

forecast by ~20% to 30%, as this includes vessels in shipyards due for imminent

delivery. In reality this ‘stock overhang’ is a constant. The assumption is that the

2015 outturn will be ~2.4K.

Customers interviewed expect to retain on average ~25% of their paper portfolio in a steady state post-mandation

• “We retain some paper charts, but not a complete back-up for the entire voyage but as a kind of second source of information for areas where there is traffic like the English channel/Singapore strait, etc.”

• “We keep a “get me home folio”, which is approximately 120 charts and it also covers areas where ENCs are not available, like Venezuela or Colombia - basically any area that doesn’t have sufficient ENC coverage where we have to carry paper charts. In a paper-only world, we would have had 600-700 charts per vessel, and now that is about 120 paper charts left. That will be flat over next 5-6 years”

At times, this is driven by company policy. Other shipping companies see less need for paper retention given their trading pattern

• “We have created an emergency folio as company policy with 200 charts as back-up and this will be placed on-board and always be updated…this will remain indefinitely”

• “As a company policy we have decided to equip our ships with 70-80 paper charts covering the entire coast line as a coming home service”

• “We will not maintain any charts – we have something that can be used in emergency but generally we have the same trading pattern so there is no need to keep it”
