After graduating from Florida State Uni- versity, the couple relocated to the family ranch, where they eventually had three sons: Alton “Lee” Adams III, Michael Adams and Robert Adams. PORT ST. LUCIE – The City Council, in its role as the Government Finance Corporation, voted unanimously May 13 to approve a con-tract giving West Palm Beach-based Tambone Companies the exclusive right to market 84 acres of land within the Southern Grove Jobs Corridor.

The city first began negotiating a development agreement with the company last July and result-

ed in a letter of intent from its principal Richard Tambone, which Community Redevelopment Agency Director Wesley McCurry presented to GFC Board members March 25.

Staff hammered out an agreement with Mr. Tambone over the next several weeks that would enable his firm to provide development services and an option to sell or purchase lands directly.

Mr. McCurry told GFC members that the pro-posed agreement would last for a two-year peri-od and could be potentially extended for a total of five years in one-year increments afterward.

ST. LUCIE COUNTY – The City of Fort Pierce and the entire Southeastern Florida ranching community lost a piece of its heart and a good chunk of its old southern heritage with the passing of Doro-thy “Dot” Snively Adams on May 4.

Mrs. Adams, 91, was the wife of iconic rancher Alto “Bud” Lee Adams Jr., who carved out his own unique niche in the Florida cattle industry with the suc-cessful creation of the Braford, a new breed of heat-resistant beef cattle. Aside from that fact, Mr. Adams, who died at 91 on Sept. 22, 2017, would have told anyone his other most amazing feat was to marry “the most beautiful girl at FSU”, which he did in 1949. Mr. Adams did say his mother never really learned to horseback ride, but even so, would bite the bullet and get in the saddle so the family could participate together in the annu-al Sandy Shoes Festival Cattlemen’s Parade. She was also an avid hunter, having grown up accompanying her father on hunting trips near Winter Haven.

“My mom enjoyed living on the ranch and was at home with the snakes and alligators,” Mr. Adams said. “She was not involved in the working of the cattle but always supported the family by making a good ranch home. And she did like to hunt wild turkeys.”

LeeAnn Simmons, the daughter of Mrs. Adams’ firstborn son Lee, said she has fond memories of her grandmother from a very young age.

“My first memory of her would probably be swimming in her pool or her teaching me to play the piano,” she said.

Now 36, Mrs. Simmons lives in Floral City but still works remotely on the conservation easements for Adams Ranch and in its Natu-ral Beef Program. She always lived close to her grandparents until moving to Tallahassee to study at their alma mater in 2002 and sub-sequently marrying and resettling in Citrus County. She said her grandmother was pas-sionate about family.

“One thing my grandmother loved to do was take us to Winter Haven to visit her rela-tives,” she explained. “She was always talking about them and went to visit whenever she could. She loved spending time with her granddaughters – she had five – and would take us shopping and to Winter Haven. Another thing we did together was organize her photos. She loved family photos, and we

spent a lot of time looking through her old photos from college, her wedding and their trips.”

Mrs. Simmons said her grandmother was first diagnosed with Alzheimer’s in the early 2000s while she was still in Tallahassee. She, along with her Uncle Robert, helped care for the matriarch of the family in her final days at home.

“Of course, it affected our relationship because she could not communicate the way she used to,” she explained. “However, she never stopped smiling at me – the same smile always.”

Ms. Simmons’ best memory of her grand-parents together is reminiscent of the 2004 film, The Notebook, in which a husband tries relentlessly to reignite his wife’s memories of him through reading the story of their com-plicated romance.

“The fondest memory I have of my grand-parents would have to be the way he wanted to care for her until he could no longer do it by himself,” she said.  “His greatest concern his last years were who would take care of Dot if he were to pass before her.”

Mrs. Adam’s decades-old friend Betsy Yates agrees with Mrs. Simmons that even though her grandmother gradually lost the ability to communicate, some things about the iconic rancher’s wife never changed.

“She had her smile and her beautiful skin right up until the day she died,” she said. “And she had the most beautiful blue eyes.”

A retired Lawnwood Hospital nurse, Mrs. Yates, 74, said she first met Mrs. Adams when she married one of Mr. Adams’ hunting bud-dies Bill Yates.

“Bill would hunt with Bud and they would go to Mexico and hunt,” she explained. “Dot already had the boys, and she was very busy with that, and it wasn’t until the ’70s when I saw more of her. She was a beautiful, soft-spo-ken and kind lady. Her main focus was her

marriage, her family and the community, and she was involved with many organizations.”

Mrs. Yates said she got to know Mrs. Adams even better after the latter’s boys had grown and she began volunteering for differ-ent entities, including the Lawnwood Hospi-tal Auxiliary, whose members were more commonly known as the Pink Ladies. They both served together on the Philanthropic Education Organization, which was devoted to providing financial assistance and scholar-ships so young ladies with families could go back to college. Describing Mrs. Adams as “a beautiful, soft-spoken and kind lady,” the for-mer nurse said her late friend’s passion and dedication were some of her most outstand-ing attributes.

“The devotion to her family and to the dif-ferent causes really stood out to me,” Mrs. Yates said. “Once you raise your children, then you look to do the things you enjoy. She loved the woods, the hunting and that life, but she also enjoyed being with people and friends, and that’s when she got involved with PEO.”

Fort Pierce attorney Frank Fee III said although he’d known of Bud and Dot Adams as far back as his high school days, he really got to know the former after graduating from law school in 1969 and going to work for First Federal Savings and Loan in Fort Pierce. He called Mrs. Adams a “true southern lady.”

“In the 1970s, I began to hunt with him [Mr. Adams] and some other common close friends, and that’s when our friendship really grew and I came to know Bud and Dot,” he said. “She was a hunter and enjoyed doing that with her husband.”

Mr. Fee eventually took on the role as gen-eral counsel for the Adams Ranch Corpora-tion and became even more intimately involved with the family. He said the couple’s contributions to St. Lucie County, the ranch-ing community and the environment in gen-

eral were too numerous to list. “As far as environmentalism and commu-

nity activism, he’s been on all the boards and received all the awards,” he explained. “Dot was always a very valuable asset to Bud, and I know she was very involved in hospital work. She was simply a vital part of Bud’s persona, and he couldn’t accomplish what he did with-out her.”

Mrs. Yates, who helped watch over Mr. Adams in his final days at home, was asked by the family to say a few words at the private graveside service for Mrs. Adams at Harrison Cemetery. In her brief tribute to her old friend and her husband, she said Mr. Adams’s devotion to his wife before he died shone through as clearly as that expressed in The Notebook.

“Bud was very good at writing letters and notes, and he wrote to Bill over the years,” she said, quoting from her funeral tribute. “I looked at them yesterday, and he would con-sistently write ‘my beautiful wife is still beau-tiful and although she cannot talk, I know she loves me.’ It is always hard when you lose a friend and he loved her, and I admired both of them.”

Their youngest son affirmed his father’s devotion to the love of his life.

“Dad was able to care for her for a long time,” Mr. Adams explained. “He was always by her side and gave comfort. The family pro-vided care at first, with myself and her Grand-daughter LeeAnn very involved. Later we hired two special ladies that provided round-the-clock care for Dad and Mom. So, she and Dad stayed at home to the end.”

Mrs. Simmons agreed. “She and my grandfather both passed away

peacefully at home, the same home they had been in since they were married,” she said. “We were so fortunate to  have the best care for them at home.”

Michael Jeremiah, 68, of Fort Pierce, was arrested May 11 and charged with driving while license suspended with knowledge (3rd or sub-sequent offense).

Michael Love, 28, of Fort Pierce, was arrest-ed May 12 and charged with tampering with/fabricating physical evidence, and possession of marijuana under 20 grams.

May 12 and charged with tampering with/fabri-cating physical evidence, possession of mari-juana under 20 grams, and possession of drug paraphernalia.

Warren Whyte, 30, of Fort Pierce, was arrest-ed May 15 and charged with possession of cocaine, possession of marijuana over 20 grams, and driving while license suspended with knowledge.

Jose Vasquez, 18, of Fort Pierce, was arrest-ed May 15 and charged with aggravated bat-tery – offender knew/should have known victim was pregnant, and battery.

Brianna Peterson, 18, of Tallahassee, was arrested May 15 and charged with aggravated battery – offender knew/should have known victim was pregnant.

Javaris Allen, 20, of Fort Pierce, was arrest-ed May 15 and charged with murder (not pre-meditated during specific felony), and aggra-vated battery with a deadly weapon.

Regarding “Most Voters agree to raise taxes for schools”

I was very pleased to see the results of the vote concerning increased funding for schools, and specifically for increasing the salaries of local teachers. I come from the olden days when teachers may not have been paid very much but at least they were respected mem-bers of the community.

Fast forward to today, when teachers need to know so much more than the teachers of the early 50’s, and it is obvious that they need to be paid more for their increased expertise and wider range of responsibilities. In addition, they need to be treated like the Professionals they are.

I could not help but notice, toward the end of the article, the statement by the Education Association President that local citizens have been voting to tax themselves more in order to support public schools, which one might think is a controversial subject by the way the legis-lature approaches it. Indeed, the article notes that the legislature lags far behind citizen sup-port for local public schools (and is in fact directing tax money more and more toward “Charter Schools” etc.)

What that mismatch of priorities indicates to me is that the legislators are NOT reflecting, or even paying attention to, the values of their constituents, whom they are supposed to be representing.

Another example being the current push by the Legislature to prevent “Returning Citizens” from exercising their right to register and vote as was upheld overwhelmingly by the voters in the 2018 elections. An older example was the way the Legislature fought to keep the Gerry-mandered districts which support their constant re-election from being made more representa-tive which happened way back in 2014. I know people’s memories are short, but it is another example of the will of the people being ignored by the people which their votes put into posi-tions of power!

I do not understand why voters keep putting the same people back in office every year and then often find themselves in disagreement with those elected officials. Do they not under-stand that they can vote for someone else who might actually care what they want and strive to

represent the will of the people and not the will of the Special Interest groups?

Should Pit Bulls be euthanized?

First I would like to give my sincere condo-lences to the family that lost their mother by a dog attack at the Humane Society. Recently, I have visited both of the Humane societies in Ft. Pierce, including Indian River and Palm city. I was shocked by how over run all the Humane Societies are by these pit bulls and other aggressive large dogs. There would only be three or four small dogs and the majority of them adoption was already pending. Years ago I easily adopted two small dogs at the Ft. Pierce Humane Society the same day I visited. No one can adopt pit bulls if you’re a home owner for liability reasons nor do people want these dogs because their dangerous. My dad’s dog was killed by pit bulls. I have never seen anything like it in my life at the shelters. I even asked them “What the heck is going on?” Why all these aggressive dogs and no small dogs available.” So I’m going to say it like I feel. Pit bulls, need to be euthanized and a law in place that prohibits breeding any type dangerous dog. No more bleeding hearts for large danger-ous dogs period. These dogs are loving one moment and will turn on you in a second.

Not participating in food drive

After several years of leaving canned food out by my mailbox in a plastic bag for the post offices’ annual food drive and having the mail carrier refuse to take the food each time, I will no longer participate in the food drive.

Kudos to the Social Security Office

I am giving a great big kudos to the Port St. Lucie Social Security Office. We went in two weeks ago as there was a typo in my hus-band’s first name (yes, check your information,-carefully. The typo probably occurred when he became Medicare eligible). We did arrive early as we could not get an appointment. The entire process took less than half hour. In at 9 a.m.

and out before 9:30. We received the new Social Security card exactly one week later, and his new insurance card four days later.

Open a homeless shelter

Would the City of Port St. Lucie please open

a homeless shelter, preferable at the Civic Center on US1? It is a public building directly on the bus route, has restrooms with showers, and could be easily staffed with volunteers. There is a serious homeless problem in Port St Lucie - especially in St Lucie West. Homeless people are camping out at the 24 hour SLW Walmart and living in the McDonalds in the store, riding (and sleeping on) the buses and even one living out his car in the parking lot of CareerSource Research Coast on University Blvd. Many of the homeless are veterans so veteran services could also be provided - since the VA is now offering mental health services to dishonorably discharged vets. Instead of ignor-ing the problem and pretending like it doesn’t exist, please address it. The homeless problem is growing in Florida.

result in increased marketing of the prop-erty at no cost to GFC, allow GFC to main-tain oversight of disposition of the proper-ty, potentially increase valuation through the developer’s marketing and develop-ment efforts and provide for sharing of sales revenue between the developer and GFC.”

The CRA director also described the economic benefit the agreement would provide to the city over the next two years and potentially through 2024.

“Upon entering into the agreement, the developer will make a payment to GFC in the amount of $763,966, which is the approximate carry cost on the property for the initial two-year term,” he explained. “Any extension of the term would require a reopening of that contribution in the amount equal to the carry costs on the property that remains under the agree-ment. All expenses, costs and fees in con-nection with marketing, planning and development of the property are the sole responsibility of the developer.”

According to the terms of the contract, Tambone Companies will be required to provide both an annual marketing and sales plan and master conceptual plan for review and approval by GFC over the next two months. Protections incorporated into the contract include the requirement of city approval for any proposed sale and purchase price and the ability for the GFC to remove lands from the agreement for economic development purposes and

reimburse the developer for its contribu-tion. The GFC and Tambone Companies will split the proceeds of any sale 50/50.

Board Member Jolien Caraballo asked Mr. McCurry a series of what she referred to as “rhetorical questions” so the public would understand that Port St. Lucie would not be repeating its failed economic development efforts of the past with this new agreement.

“There’s always that gut reaction, what does this mean and is this anything that looks like the past,” she said. “That being said, what is the risk to the city in involving this kind of contract or deal? Is there any risk at all?”

“No more risk than that is associated with a normal sales transaction,” Mr. McCurry responded. “In fact, it’s probably less risk because most of that risk is being placed on the developer for marketing the property, coming up with a marketing pro-gram, the marketing materials and what have you as it relates to the 84 acres.”

In response to the councilwoman’s fur-ther questioning about who currently pays the property taxes and special assessment district fees on the land in question, the CRA director emphasized that the money comes out of city coffers.

“The taxes and assessments are currently being paid by the GFC,” he answered. “It’s part of all the different taxing authorities as well as the special assessments that are imposed against this property.”

Councilwoman Caraballo emphasized that Mr. Tambone’s contractual obligations would actually provide financial relief to the city over the next couple of years.

“He’s incurring the costs of the SADs for

the next two years of the contract, so we’re going to take away that carry cost from the city and the taxpayers,” she said. “If he extends the contract, let’s say another year if necessary, what happens to the SADs? Does he also pay those upfront prior?”

“Yes, it gets paid upfront prior for what-ever land remains under the agreement,” Mr. McCurry answered.

GFC President Gregory Oravec admit-ted during the March meeting he’d been impressed with Mr. Tambone’s successful real estate transactions and charismatic personality upon first meeting him more than 18 months ago and has hoped the city could come to some sort of agreement with the investment firm founder. He also plied Mr. McCurry with a couple of questions to show the public that the area being handed off to the marketer did not include any of the city’s own recent successes in the jobs corridor.

“As you mentioned Mr. McCurry, this is the area around City Electric,” he said. “So, would it be fair to say this is the remainder of the Tradition Center for Commerce, that section of Southern Groves?”

“It’s a good chunk of it, yes,” the CRA director responded.

“So, it’s not City Electric, obviously, it’s not Oculus Surgical, it’s not the Career/Tech Academy, but it seems like it’s the area outside of that,” the president continued.

“Yes,” Mr. McCurry said. President Oravec then invited Mr. Tam-

bone to address the GFC, who thanked the members of the city staff and the Econom-ic Development Council of St. Lucie Coun-ty for all their hard work.

“We very much look forward to working

with all of you for the next two years and hopefully for many years thereafter, and we’ll be keeping you updated throughout the process as well,” he said. “Thank you very much for the opportunity.”

The president then unsuccessfully tried to get the Palm Beach County investor to reveal his hand on any prospects so far.

“How many of these 84 acres do you have on the board?” he asked.

“I look forward over the next couple of weeks working with Wes and Russ [City Manager Blackburn] for a good portion of that acreage,” Mr. Tambone answered.

Ms. Caraballo subsequently made the motion to approve, which was seconded by Board Member Stefanie Morgan. Right before the 3-0 vote with Board Member John Carvelli and Vice-President Shannon Martin absent, the GFC president joked about Mr. Tambone’s reluctance to share any details but believed the GFC was mak-ing the right decision in offering him the contract.

“He kept his cards a little tighter to his chest than I was expecting him too, but I’ll bet you that he’s got at least half of it hand-shake allocated,” President Oravec said. “Even if we wanted to enter into a simple brokerage relationship, we would have to pay a broker a commission to market the property. I don’t think we would find a broker who’d be willing to carry the prop-erty for upfronting it. So, I look forward to seeing what comes in as a result of this partnership, and there certainly is plenty of opportunity out in the Southern Groves Jobs Corridor.”

TREASURE COAST– Wildfire dangers are elevated this week due to forecast hot and dry conditions and the Florida Forest Ser-vice, Okeechobee District wants to remind residents to burn responsibly. Burning yard waste does not require a burn authorization from the Florida Forest Service as long as your burn meets specific requirements and there are no local, city or county ordinances in place that prohibit burning.

In some urbanized cities, open burning is prohibited; check with your local Florida Forest Service office before you burn. The Florida Forest Service can provide you with the specific requirements and burning hours before you strike that match. To burn yard waste you must at a minimum locate the fire 25 -feet away from your house and 150 -feet from any other occupied building, 50 -feet from paved public roads, and 25 -feet away from forests/brush.

“Additionally, keep your yard waste fire no more than eight feet in diameter and create a fire break -- a bare dirt area around the burn area,” explains Senior Forest Ranger Gary Davenport with the Florida Forest Service. “Keep your fire small by adding to the fire as it burns down rather than burning every-thing at once in one large pile.” Before you ignite your fire, get a hose ready and keep a shovel and metal rake on hand. A shovel

allows you to smother sparks and fire with dirt in an emergency while the rake allows you to quickly move logs or branches that roll off the fire.”

Burn only yard waste from your own prop-erty, such as leaves, small branches, grass, and other yard clippings. It is illegal to burn household garbage such as plastic, paper products, pesticides, plastics, rubber materi-als, tires, used oil, paint and aerosol contain-ers, and any treated wood. It is also illegal to burn construction garbage such as asbestos containing materials, roofing materials, and asphalt.

Fires need your constant attention so plan to burn on a day when you can be there the whole time. Don’t leave, even for a minute without getting someone to watch it for you. When you’re finished burning, douse the fire with water and spread out the coals. Keep dousing and spreading the coals until the entire area feels cold to the touch.

Most importantly, if your yard waste fire escapes, you may be held liable for costs of suppression and damages that occur.

Note: Piles greater than eight feet in diam-eter will require: 1) authorization from the Florida Forest Service, 2) suppression equip-ment on scene, and 3) meeting additional setback requirements.
