Infrastructure planning conclusions

• Change – EIA case law, well tested, developer comfortable with outcomes

• MMO/IPC – not tested, risk & uncertainty, high cost of applications, legal challenge

• Consultation “duty”: statutory requirements for regulators to engage but developer confidence

• Government consultation on regs, policy statements, Acts - overload
