Australian Pork Limited (APL) –Pork industry year in review

The year just gone has been anotherchallenging one for the industry andAustralian Pork Limited (APL).

Resource limitations due to the erosion of our levy income by inflation (aswell as the shrinkage of the industry sincethe profitability crisis of 2007–08) hasmeant that we have had to adjust how weperform some of those services that areexpected of us by our constituents, Australian pork producers.

Nevertheless, there have been some posi-tive and important outcomes for the indus-try during the past year contributing to ourgoals for a competitive, sustainable andresponsible Australian pork industry.

Market issues

Pork prices over the past year have againshown a significantly different trend to whatwe are traditionally used to. In contrast tothe normal dip in prices during the middleof the year, the last two years have seen amuch flatter price maintained through thefull 12 months.

The new stability that we see is likely dueto a number of different factors, including agreater proportion of our production beingcontracted through dedicated supply chains(itself perhaps facilitated by the different and

changing standards of production demandedby major players at the retail end of the market).

Pig slaughter numbers have been slowlygrowing during the year and has resulted inaround 85,700 slaughters more than a yearago (to the end of October), which is growthof around 1.8%.

Pig meat production meanwhile hasgrown for the calendar year at 2.5%.

The impact of the different standards ofpig production being sought by the twomajor retailers will continue to be felt in themarket, but not always in a predictable way.Compensation for the differentiated productis hopefully one factor supporting prices andwill continue to do so.

Export business remains relativelydepressed into our most interesting markets, Singapore and New Zealand. Thestrong Australian dollar and competitionfrom other markets (including from cheapfrozen product) continues to limit ouropportunities.

Asian and Pacific markets are the desti-nation of higher volumes of lower-valueexport products such as offal. This results inthe total value of our export trade declining.

Imports are as strong as ever, which isdisappointing considering that there havebeen signals in the market that our share ofAustralian consumer processed pork prod-ucts may have been increasing.

Movements in trade stocks can provide some explanation of trends in appar-ent product consumption, so we will be con-tinuing to monitor our successes in securing increases in share ofAustralian product, especially in the process-ing sector (ham, bacon and smallgoods)highlighting the significant differencebetween Australian grown and importedpork.

The differences we will point out will be

things such as higher welfare standards, lead-ing the world on sow stall free, environmen-tally friendly less carbon foot print and thelike; all significant points of difference com-pared to imported pork.

Global grain market dynamics

The most significant concern for theindustry looking forward is the steep rise inglobal grain prices since the end of June. Weknow that when this last happened in 2007,the industry went through a very stressfulperiod of financial losses resulting in an exo-dus of producers and 15% of our produc-tion base disappearing.

What is clear is that pork prices in theshort term unfortunately have almost noth-ing to do with costs of production. Only when financial strainforces a shift in production volumes will wefully see the price compensation necessary tocover the increase in grain prices.

In our pork industry, this takes sometime due to the lag between the decision notto mate a sow and the result in the marketthe best part of a year later when pig num-bers are subsequently reduced.

We will however be trying to buildawareness in the market as to the impact ofthe grain prices on forward supplies. Thiscan hopefully result in more forward con-tracted buying positions being taken,impacting positively on today’s pig prices.

Strategic plan 2010-2015

Within our present operating environ-ment, there are two significant and notewor-thy deviations from the assumptions in theAPL Strategic Plan 2010–2015.

Firstly, at the time of drafting theStrategic Plan, there had been an assumptionof a marketing levy increase of $0.75 perslaughter pig, to come into effect on the 1stJuly 2012.

In the discussions at board level leadingup to seeking the approval of the industry tothis increase, it was decided that a phasing inof the increase over four years was likely tobe seen as more acceptable by pig producers.

This has now been achieved with thefirst tranche of the levy increases of $0.30per slaughter pig implemented as of the 1stJuly 2012.

Australia’s pork industry fared betterthan most in 2012, with relatively staticprices at reasonable levels and feed costsgenerally under $350/tonne, although thedrought in the USA pushed grain pricesconsiderably higher in the latter part of theyear and 2013 will be more challenging.

Indeed, herd feed efficiency will be amajor factor determining success in 2013and Pork CRC research suggests the twoareas to concentrate on are using AusScanto measure grain digestible energy (DE) andto ensure grains are processed to maximiseenergy/nutrient utilisation.

A large grain breeding project conductedacross Australia by DAFWA and others further confirmed the massive variability inwheat and barley DE levels and prettymuch established that using average orbook values in diet formulation is largely awaste of time and almost certainly leads topoor, or unpredictable, growth performanceand poor cost effectiveness.

Along similar lines, a number of surveysof milling practices showed that many millsand producers are not grinding their grainsadequately, which leads to poor grain utili-sation. Based on our knowledge, grainsshould be milled to an average particle sizebetween 0.65 and 0.75 mm to ensure nearmaximum feed efficiency.

Pork CRC benchmarking results for2011-2012 showed that, on average, repro-duction is improving, but herd feed efficiency has remained rather static, withthe better herds achieving excellence inboth areas.

So, we know Australian producers can

achieve world class performance and it isnow a matter of getting everybody doing itand this will be the challenge for ourbenchmarking project in 2013.

The major objective of the CRC forHigh Integrity Australian Pork is, of course,to work with industry to differentiateAustralian pork based on how our pigs arehoused and raised (enhanced welfare), thequality of our pork, reducing the carbonfoot-print and reducing antibiotic use inthe industry.

The four Programs in the CRC forHigh Integrity Australian Pork are:1. Confinement free sow and piglet management (Program Leader: Dr RayKing)2. Herd health management (ProgramLeader: Dr Brian Luxford)3. Healthy pork consumption (ProgramLeader: Dr Darryl D’Souza)4. Carbon-conscious nutrient inputs andoutputs (Program Leader: Dr Rob Wilson)

We are already seeing increased demandfor pork from sows housed in ‘confinementfree’ systems and by differentiating how weproduce pork we will have a genuineopportunity to increase demand forAustralian fresh pork and to recapture someof the manufacturing market currentlydominated by imported pork.

I also wouldn’t rule out capturing someof the top end international markets, butthis depends on ensuring Australian pork ishigh integrity and unique.

Initially, the changes will revolvearound the housing of gestating sows andwe learned from the two group housingsolutions workshops held in Toowoombaand Melbourne in 2012 that group housingcan be made to work and that there is nosingle right way of doing it.

I believe the workshops took the fearout of transitioning from stalls to grouphousing and we’ve since learned that manyproducers who’ve made the change areachieving their best ever reproduction levels.

The question is which system mightprovide the greatest market and animal welfare advantages in the longer term and

what are the ‘secrets’ to success in each system.

The Pork CRC R&D program in thisarea is quite expansive and in 2013 we willprovide the industry with the relative welfare and reproductive merits of theindustry and Coles definitions of stall-freeand, hopefully, identify the constraints andopportunities for each.

We will also inform industry of theeffects on sow performance and welfare offactors such as floor space, diets and feedingstrategies, mixing strategies and other simpleinterventions at mixing.

Longer term projects are looking at thegenetics of group housing, so much activityis underway and the workshops haveallowed the Pork CRC to align with industryin the area of housing and managing gestating sows.

The Pork CRC also has a number ofprojects on alternative farrowing accommo-dation, because it is almost certain that confinement free production will eventuallyencompass the farrowing component ofproduction and we need to get ahead of thecurve.

In Program 3 we’ve completed the firstphase of a comprehensive evaluation of eating quality pathways for Australian pork.

The work by the University ofMelbourne has established the effects ofnumerous factors, including sex, aging,cooking, and cut (meal) on the ranking ofpork by consumer panels.

The outcomes demonstrate that porkhas a relatively high fail rate (not desired byconsumers) and that this is affected by sex(higher for intact males), the cut (higher forthe loin than other cuts) and cooking temperature.

Interestingly, however, was the fact thatcuts from all sexes and across all categorieswere ranked as premium or even platinumquality (very desirable).

The information is the first available tothe industry on how pork is perceived andon the factors that affect this perception.

It is now a matter of tracking the path-ways that lead to pork ending up in the different eating quality categories and establishing how the proportion ranked inthe higher quality categories can beincreased and/or the pork labelled and soldaccordingly.

It’s exciting research and the first step inensuring consistency in the quality ofAustralian pork.

The second and third tranches of the same amount are due tobe implemented in two-year intervals thereafter on the same date in2014 and 2016. KPIs derived from expectations of the increasedexpenditure made possible by the levy increase have been adjusted inline with the new levy increase arrangements.

Secondly, the past few years of initiatives under core objectivethree – ‘Efficient Value Chains’ – has shown that our engagementwith the supply chain is more difficult than just with the produc-tion base, due to their different drivers and motivators. This hascompromised some of the outcomes of the planned programs andprojects, to the point where we have put activities under this coreobjective on hold.

This in no way represents any diminishing of the perceived importance of Core Objective 3, or any change to ourlonger-term aspirations to work hand in glove with this part of theindustry. There remain projects involving the supply chain, but in our forward plans these have been captured in core objectives other than three.

Our five-year strategic planning cycle dictates that we will needa new “Strategic Plan 2015–20” by mid 2014. The development ofsuch a plan is normally allocated a full year of consultations withproducers and deliberations with the Board. The process to developthis plan will therefore be kicking off at the start of financial year2013–14.

Levy increase after 18 years

At APL, we have been proud of our ability over the years to con-tinue to provide a high level of services into the industry through pro-ductivity improvements whilst our real income was decreasing. Werecognised a few years ago that eventually our services would have tobe compromised if resource limitations were not addressed. With thesupport of the Board, we embarked on an initiative to work withindustry to increase the levy payable under the ‘Marketing’ categoryfor the first time since 1994.

Our consultation around the proposal to increase the marketinglevy was highlighted through our producer meetings around thecountry. This was a great opportunity to discuss with those producers present the marketing initiatives thatwe undertake on their behalf and the results we measure for theindustry overall.

It is never easy to ask producers to pay more through their com-pulsory levies, but in the end, we were very appreciative of the sup-port we received through the process. This included the eventuallevy vote, where around 73% of the industry (on a production vol-ume basis) supported the reasoning to increase the levy in three separate tranches as describedabove. The vote result was, of course, not unanimous, and we seethis as a challenge to not only continue to create value for the indus-try, but also to demonstrate better that value. We also recognise asignificant difference between larger and smaller producers in termsof what they know about APL, how engaged they are in APL activi-ties and whether they see APL as effective for their business.Producer confidence and support for our activities is important forus in being an effective representative body, so we see still some workto do in this area.

Progress on ‘Shaping Our Future’Pig production in Australia is now going through significant

change, much of it due to our initiative to phase out voluntarily the use of sow stalls. The historic resolution at the 2010Annual General Meeting of APL committed producers to significant

iestment and a difficult transition in produc-tion arrangements.

It is arguable that the most powerful driver of the shift away from sow stalls is,however, the market itself where the twomajor retailers are demanding sow stall freepork for the future – whether it comes fromoverseas for processed product or fromdomestic producers.

The challenge we have faced over thepast year is going to remain for future years– that is to maximise the value of this initia-tive to the industry through the differentia-tion power it gives us for the brand‘Australian Pork’.

We have already seen some benefitscoming back to the industry as a result ofour stand on sow stalls, such as retailer com-mitments to standards for all pork supplies,increased pressure on smallgoods processorsto support the Australian industry, improvedgovernment relations as a result of their see-ing us in a leadership role on welfare andcredit coming from welfare agencies such asthe RSPCA.

There is a lot more to be done beforeour job is complete around ‘Shaping OurFuture’. What gives us leverage in gainingbenefits from this commitment is the continued industry progress in meeting it.As of November (2012), an industry surveyshowed that 55% of Australia’s sow herd isoperating under ‘sow stall free’ conditions,which is an impressive result after just twen-ty four months.

We expect this type of progress to con-tinue, which will certainly help us to demon-strate that the industry is walking the talkaround looking after our animals.

Carbon and the environment

Our industry has also demonstrated itscredentials over the past year in emissionsand environmental management. We weresuccessful in working with the Departmentof Climate Change and Energy Efficiency inhaving the first methodology for a reductionin emissions approved under the CarbonFarming Initiative.

We also led a consortium of livestockindustries in applying for funding under theCarbon Farming Futures ‘Filling theResearch Gap’ program, worth around $3million over the next few years.

I was privileged to be part of the launch,by Parliamentary Secretary for ClimateChange and Energy Efficiency , the HonMark Dreyfus QC MP, of Australia’s firstcarbon farming piggery, Blantyre Farms atYoung NSW.

Blantyre Farms was the first farm inAustralia to be given the green light to earn

carbon credits from destroying methane generated by pig manure. I am aware thereare a number of other piggeries also close tofinalising work on this type of environmentalinitiative.

We believe the pork industry has a lot tooffer in terms of reducing emissions andgood environmental practice and this alsoneeds to be a recognised part of our brand‘Australian Pork’.

Government R&D Policy Statement

The federal government has released its“Rural Research and Development PolicyStatement” in response to the ProductivityCommission inquiry into Rural Researchand Development Corporations and theRural Research and Development CouncilInvestment Plan.

We expect that the implementation ofthe policies within the statement will havesome future implications for how APL, andthe other rural R&D corporations, willwork.

We look forward to working with gov-ernment as one of our most importantinvestors and stakeholders in making thenecessary changes to the way we operate,whilst retaining our core roles of delivery forindustry in an efficient and effective manner.

The fresh pork threat from afar

As legal decisions currently stand inNew Zealand, pig producers there couldhave fresh pork competition from importswithin a matter of months. The decision toallow fresh pork imports seems to us unfath-omable, considering the potential for theoutbreak of exotic disease – in particular,Porcine Reproductive and RespiratorySyndrome (PRRS) – which today exists inneither Australia nor New Zealand.

The big pork exporting nations of theworld – mainly Europe and North America– will see this as a win for their exportingobjectives and we will be the next opportu-nity in their sights.

The impact of a disease outbreak such asPRRS in Australia would be an absolute disaster for our industry, and we intend todefend the scientific basis for the presentimport protocols with all resources availableto us.

It is clear that the pork exportingnations of the world have no interest in ourclean herd health status (in fact, for them, itis a competitive disadvantage) and they willbe trying to get their product into our market for sale as fresh meat.

APL Operations

The year 2012 saw other achievements

on behalf of the industry, including thedrafting of the APIQ Free Range standards,continued uptake of the APIQ system generally on farm and the continuation ofour iconic ‘Get some pork on your fork’ TVand radio advertisements.

We also moved offices in Canberra earlier in the year to manage costs andimprove efficiency and staff amenities.

More than 30 staff turn up at those APLoffices each morning to do their work forour industry. Many of them will never beknown to our producers.

They do a great job, sometimes in verydifficult circumstances, and without broaderacknowledgement, in making our industrybetter, year by year. I would like to recogniseand thank them for their efforts.

There have been some changes to theAPL Board with the appointment of MrGeoff Starr as a Specialist Director for an initial three year term.

Mr Starr has an impressive backgroundin marketing and the food industry. Hisappointment followed the retirement ofProfessor Robert van Barneveld after eightyears on the APL Board.

Looking to the next twelve months weplan to keep challenging ourselves to findwhat it takes to keep the industry moving ina positive direction in the years to come.

We held our first Stakeholders’ Meetingin conjunction with the Pork CRC AGM inMelbourne in November 2012.

The meeting, attended by representa-tives from almost all participant organisa-tions, was informed of the latest outcomesfrom the four R&D programs and whereeach is headed.

We received excellent feedback on participant expectations and potential R&Dpriorities and how participants can con-tribute to the R&D and commercialisationoutcomes of the Pork CRC.

The event was very professionally facili-tated by Professor Rob van Barneveld andwill become part of our annual calendar.

I wish all participants and everyoneinvolved in Australia’s pork industry, especially producers, a happy, healthy, safeand prosperous 2013.

Managing feed costs and maximisingfeed efficiency will be the secrets to successin 2013, while further differentiatingAustralian pork will help ensure betterprices in 2013 and the sustainability of theindustry.

I look forward to working with every-one on both areas.
