System for Web Access to Results of the Population Census in the Republic of
Belarus

The population census in the Republic of Belarus took place on October 14-24, 2009
The Law of the Republic of Belarus as of July 13, 2006
‘On the population census’ is the legal framework to perform collection and processing of personal data as well as distribution of the census results
Computation of the census zoning
The following registers were presented in E-form:
The register of residential buildings that comprises 4,3 mil. dwelling houses;
The list of 23,5 thous. rural settlements.
The System’s objectives:
Provide complete automation of data input process and increase the quality of the information
Reduce the number of employees involved
Reduce the time needed to edit the data due to the use of the census forms in E-form
Processing of the population census results:
Stage I Personal data input
Stage II Generation of the population census database
Stage IIIForming the repository of the output regulation charts and
the aggregated data warehouse
Stage IV Distribution of the census summary information
Personal data input: Registration of the census portfolios submitted
Scanning of the census forms
Preliminary processing and recognition of marks and symbols
Verification and correction of the marks and symbols recognized
Personal data input: Automated coding and logical control of personal data
Editing of personal data
Coding of respondents’ responses on their occupation and type of economic activity
Loading of personal data to the census database
The population census database is a unique information resource

The database contains the complete data about
the following:
Distribution of the census summary information: approaches applied
Statistical digests and bulletins
Output regulation charts
Thematic maps presented as cartograms and diagrammatic maps
Business Intelligence technologies helped to specify the following:
Territorial distribution of the population
Demographic characteristics
Educational attainment of the population
Socio-economic characteristics
Ethnic composition and the languages used
Migration characteristics
Households’ characteristics
Living conditions of the population
Business Intelligence technologies helped:
To reduce the time needed to form the output regulation charts
To receive up-to-date information for filling in bulletins and data books
To generate data for their further integration with the GIS database
To present the information for users’ non-regulation queries without specialized IT
support
