This report was prepared by the New Jersey State Data Center (NJSDC). The NJSDC is a cooperative project of the State of New Jersey and the US Census Bureau. Serving data users in the public, private and academic sectors, the NJSDC has three main objectives:

PL94-171 (Redistricting) Data The objective of the PL94-171 data is to meet the requirements of Public Law 94-171. Under the provisions of the law, the Census Bureau was required to provide each governor and the majority and minority leaders of each state legislature with Census 2000 population totals for counties, American Indian areas, cities, towns, county subdivisions, census tracts, block groups, and blocks within a year following Census Day (e.g. April 1, 2001). New Jersey also received data for local voting districts, state legislative districts and congressional districts. These Census 2000 Public Law 94-171 Redistricting Data include population totals by race, Hispanic origin, and voting age. Data Definitions Race – The Census Bureau complies with the Office of Management and Budget's standards for maintaining, collecting, and presenting data on race, which were revised in October 1997. They generally reflect a social definition of race recognized in this country. They do not conform to any biological, anthropological or genetic criteria. For the first time in history, respondents were allowed to select one or more of the following six racial categories included in the Census 2000 form: § American Indian or Alaska Native. A person having origins in any of the

original peoples of North and South America (including Central America), and who maintains tribal affiliation or community attachment.

§ Asian. A person having origins in any of the original peoples of the Far East, Southeast Asia, or the Indian subcontinent including, for example, Cambodia, China, India, Japan, Korea, Malaysia, Pakistan, the Philippine Islands, Thailand, and Vietnam.

§ Black or African American. A person having origins in any of the black racial groups of Africa. Terms such as "Haitian" or "Negro" can be used in addition to "Black or African American."

§ Native Hawaiian or Other Pacific Islander. A person having origins in any of the original peoples of Hawaii, Guam, Samoa, or other Pacific Islands.

§ White. A person having origins in any of the original peoples of Europe, the Middle East, or North Africa.

§ Some Other Race. Persons not included in the race categories described above.

The Census 2000 data indicated that approximately 2.5 percent of New Jersey residents (213,755 persons) selected more than one race. They are excluded in any of the “race alone” tabulations, but are included in the “race alone or in combination” tabulations. The “race alone or in combination” includes persons who reported one race only or in combination with one or more other races. Therefore, multiracial individuals were counted more than once under this broad definition of race. For example, a person who is “white and Asian” is included both with the “white alone or in combination” and “Asian alone or in combination” categories.

Hispanic origin - In general, the Census Bureau defines ethnicity or origin as the

heritage, nationality group, lineage, or country of birth of the person or the person's parents or ancestors before their arrival in the United States. Persons of Hispanic origin included those who classified themselves in one of the specific Hispanic origin (or Latino) categories on the Census questionnaire — “Mexican or Chicano,” “Puerto Rican,” “Cuban,” or “other Spanish/Hispanic/Latino.”

Hispanic origin (ethnicity) is considered a separate concept from race. People who identify their origin as Spanish, Hispanic, or Latino may be of any race.

Population by Race and Hispanic origin New Jersey, Counties and Selected Municipalities

1980, 1990 and 2000

For the first time in history, Americans were allowed to identify themselves as members of more than one race on their Census 2000 form. In addition, “Asian and Pacific Islanders” were split into two racial categories in 2000 — “Asian” and “Native Hawaiian or other Pacific Islander.” The Census 2000 data by race are, therefore, not directly comparable with data from previous censuses. Unless otherwise specified, the analysis by race refers to those who identified only one race on their Census 2000 forms. Due to the volume of information, race and ethnicity data for municipalities with less than 35,000 population were not tabulated or analyzed in this publication, but may be found online at http://www.state.nj.us/labor/lra.

State and County Highlights

Number of Hispanics and Asians increased substantially in New Jersey.

According to the 2000 Census, the number of Hispanics (who may be of any race) and Asians increased substantially in New Jersey during the 1990s, reflecting the state’s popularity as a destination for foreign immigrants. If their population growth trend continues at the same rate as in the 1990s, Hispanics could outnumber African Americans in New Jersey as early as 2001. Hispanics accounted for more than one-half of the state’s population growth and were concentrated in two counties.

Persons of Hispanic origin (or Latinos) increased by 377,330 in New Jersey from 739,861 in 1990 to 1,117,191 in 2000, accounting for approximately 55% of New Jersey’s total population growth. Their 51 percent growth rate far outpaced their non-Hispanic counterparts’ rate of 4.4 percent. They represented 13.3 percent of the state’s population in 2000, up from 9.6 percent in 1990. Approximately 12.5 percent of the nation’s total residents were persons of Hispanic origin as of April 1, 2000. New Jersey had the 7th largest Hispanic population in the nation in 2000, next only to California, Texas, New York, Florida, Illinois and Arizona.

More than one-third of the state’s Hispanic population resided in Hudson and Passaic counties. Hudson (+58,658) and Passaic Counties (+48,400) gained more Hispanics during the 1990s than any other counties in New Jersey. These two counties also had the highest proportion of Hispanic residents in 2000 (39.8% and 30.0%, respectively). Four other New Jersey counties had greater-than-the-state average of 13.3

percent Hispanics: Union (19.7%), Cumberland (19.0%), Essex (15.4%) and Middlesex (13.6%). Some New Jerseyans identified themselves as multiracial.

For the first time, individuals could identify themselves as being of more than one race in Census 2000. Approximately 2.5 percent (or 213,755 persons) of New Jersey’s population in Census 2000 identified themselves as multi-racial. Among the multiracial persons, 203,207 (or 95%) were biracial. The majority of New Jersey’s biracial population were White and Some Other Races (88,184), African-American and Some Other Races (25,831), African-American and White (23,611) or Asian and White (22,701). About 2.4 percent of the nation’s total population were multiracial, according to Census 2000.

There were more Native Hawaiian or Other Pacific Islander in combination with one or more of the other five races listed (6,736) than persons reported as Native Hawaiian or Other Pacific Islander alone (3,329) in New Jersey, based on the Census 2000 counts. American Indian and Alaska Native is another race that has more in combination with other races (29,612) than one race alone (19,492) in New Jersey. The number of white in combination with other races (156,482) was greater than any other race in combination. However, they accounted for only one in every 40 persons reported as white alone or white in combination. About 5.8 percent of blacks and 8.4 of percent Asians identified themselves as multiracial.

The counties with the largest multiracial population were Hudson (34,295), Essex (27,155), Bergen (19,958), Passaic (19,788) and Middlesex (19,497). Nevertheless, the multiracial population in these counties represented only a small share of total population — 5.6%, 3.4%, 2.3%, 4.0% and 2.6%, respectively. As in the state, most of the multiracial population in these counties identified themselves as White and Some Other Races (20,056 in Hudson county, 11,435 in Passaic County, and 9,885 in Essex County), African-American and Some Other Races (7,635 in Essex County and 3,350 in Hudson County), African-American and White (2,433 in Hudson County and 2,081 in Middlesex County) or Asian and White (3,292 in Bergen County and 2,531 in Middlesex County). Asians were the fastest growing racial group and were concentrated in three counties.

Based on those individuals who identified only one race on their Census form (about 97.5%), Asians were by far the fastest growing racial group during the 1990s in the state, up by 77.3 percent (or 209,437 persons). With a population of 480,276 in 2000, Asians represented 5.9 percent of New Jersey’s total population, up from 3.5 percent in 1990. The Asian population increased 48.3 percent in the nation as a whole during the 1990s. They accounted for 3.7 percent of the nation’s total residents who identified only one race in Census 2000 (about 97.6%). According to Census 2000 counts, New Jersey’s Asian population ranked 5th in the nation, trailing California, New York, Texas and Hawaii.

More than one in every two (53.2%) New Jersey Asians were concentrated in just

three counties in 2000 — Middlesex (104,212), Bergen (94,324) and Hudson (56,942). In 1990, Bergen was the only New Jersey county with more Asians than blacks or Hispanics. By 2000, the Asian population also became the largest minority group in Middlesex County. The Asian population grew fast in every New Jersey county between 1990 and 2000 (from 5.3% in Salem county to 169.7% in Atlantic county). This group accounted for more than 10% of total residents in both Middlesex (14.3%) and Bergen (10.9%) counties. Other New Jersey counties with greater than the state average Asian share of population (5.9%) were: Hudson (9.9%), Somerset (8.5%) and Morris (6.4%). The number of African Americans grew faster than total population.

Based on those individuals who identified only one race in the 2000 Census (97.5% of total), the number of blacks or African-Americans in New Jersey increased from 1,036,825 in 1990 to 1,141,821 in 2000 for a gain of 104,996 (or 10.1%). The proportion of blacks in the state’s population increased from 13.4 percent to 13.9 percent from 1990 to 2000. Nationally, the African American population increased 15.6 percent from 1990 to 2000, and represented 12.3 percent of the nation’s total residents who reported only one race in Census 2000.

The largest increases in the state’s black (or African American) population during the 1990s occurred in Union (+15,786), Middlesex (+14,838), Essex (+11,062) and Camden (+10,394) counties. Essex County still had the highest proportion of black residents (42.7%) while Sussex County had the lowest (1.1%). Four counties accounted for more than one-half (53.4%) of the state’s black population: Essex, Union, Camden, and Hudson. American Indians and Alaska Natives also grew substantially in New Jersey but from a very small base.

Based on those individuals who identified only one race in their 2000 Census form (about 97.5% of total), the number of American Indians and Alaska Natives grew substantially (30.2%) in New Jersey during the decade. However, this group accounted for only 0.2% of the state’s resident population. The American Indian and Alaska Native population increased in 18 New Jersey counties during the 1990s (except in Burlington, Cape May and Sussex) albeit from a small base.

The counties with the largest American Indian and Alaska Native population were Hudson (2,547), Passaic (2,166) and Essex (1,861). The county with the highest proportion of American Indian and Alaska Native residents was Cumberland (1.0%). The counties with the largest Native Hawaiian and other Pacific Islander population were Essex (417), Hudson (383) and Mercer (352).

For the first time, Native Hawaiians and other Pacific Islanders were broken out separately in Census 2000. They were combined with Asians as a group in previous censuses. They totaled 3,329 in 2000 or 0.04 percent share of the state’s population. The county with the highest proportion of Native Hawaiian and other Pacific Islander residents was Mercer (0.1%). The white population declined somewhat in the state.

Based on those individuals who identified only one race on their 2000 Census form (about 97.5% of total), the state’s white population declined somewhat (-25,670 or -0.42%) from 1990 to 2000. Consequently, New Jersey’s proportion of non-white population increased from approximately one in every five (20.7%) in 1990 to more than one in every four (25.6%) in 2000. However, the state’s white population would have increased by 2.1 percent during the 1990s if the number of persons who said they were part white were also included in the comparison.

The counties with the highest growth rate in white residents (based on those who identified only one race) during the 1990s were Ocean (+15.2%), Somerset (+11.7%) and Hunterdon (+10.4%). Those counties with the largest increases were Ocean (+62,682) and Monmouth (+35,984). Ten counties lost white population during the decade. Counties with the largest decline were Essex (-45,165), Hudson (-42,155) and Middlesex (-36,708). Those counties with the highest proportion of white residents in 2000 were Sussex (96.8%), Warren (95.7%) and Hunterdon (94.9%).

Municipal Highlights A turnaround of urban municipalities was observed during the 1990s. The number of New Jersey municipalities with 35,000 residents or more increased from 47 to 60 during the 1990s. The 2000 list included fourteen new entrants and one dropout. Willingboro Township, Burlington County had 36,291 residents in 1990, but was removed from the list when its population size decreased to 33,008 in 2000. Total resident population declined during the 1980s in 20 of the 60 municipalities. The majority of them were cities and towns located in the state’s urbanized northeastern counties. However, all the 1980’s “declining” municipalities, except Newark City, Trenton City, East Orange City and Irvington Township, gained population from 1990 to 2000. Population increased substantially in seven municipalities. Ocean County’s Lakewood Township (+15,304) and Dover Township (+13,335), Middlesex County’s South Brunswick Township (+11,942), Hudson County’s Jersey City (+11,518), Union County’s Elizabeth City (+10,566), Camden County’s Gloucester Township (+10,533) and Somerset County’s Bridgewater Township (+10,431) led the population growth with more than 10,000 gains from 1990 to 2000.

South Brunswick Township (+46.3%) and Lakewood Township (+34.0%) were the fastest growing municipalities during the 1990s, in terms of the rate of population growth. Six additional municipalities experienced more than 25 percent growth in population in the past decade. They were: Mount Laurel Township, Burlington County (+32.9%), Bridgewater Township, Somerset County (+32.1%), Marlboro Township, Monmouth County (+30.1%), Jackson Township, Ocean County (+28.8%), Hillsborough Township, Somerset County (+27.2%), and Howell Township, Monmouth County (+25.4%). Hispanic (or Latino) population grew in all but two municipalities. Hispanic population increased during the 1990s in every municipality except Irvington Township, Essex County (-1,369) and Hoboken City, Hudson County (-2,253). Each of the 60 large municipalities also gained Hispanic population during the 1980s except Hoboken City. Municipalities with the largest Hispanic population, as of April 1, 2000, were: Newark City (80,622), Essex County; Paterson City, Passaic County (74,774); Jersey City, Hudson County (67,952); Elizabeth City, Union County (59,627); Union City, Hudson County (55,226); Passaic City, Passaic County (42,387); West New York Town, Hudson County (36,038); North Bergen Township, Hudson County (33,260); Perth Amboy City, Middlesex County (33,033) and Camden City (31,019), Camden County. These municipalities were also the top ten municipalities with Hispanic population as of 1990. Population growth in leading municipalities fueled by substantial increase of whites. Among the seven leading population gainer municipalities of the 1990s, substantial influx of whites, especially non-Hispanic whites, were prominent in Lakewood Township, Dover Township, South Brunswick Township, Gloucester Township and Bridgewater Township. In addition to the whites, the black (or African American) and Asian populations also grew substantially in Gloucester Township and Bridgewater Township, respectively. White exodus in large cities was compensated for by the influx of Hispanics. In spite of their substantial loss in white, non-Hispanic population, Jersey City and Elizabeth City had a net gain of more than 10,000 total residents during the 1990s, due largely to the substantial influx of Hispanics. The number of Hispanics increased by 16,577 and 12,557 in Elizabeth City and Jersey City, respectively, from 1990 to 2000. The City of Paterson (+17,063) and City of Trenton (+5,861) also experienced a substantial influx of Hispanics during the 1990s. However, Trenton’s net gain in Hispanic residents was not large enough to offset its net loss of Non-Hispanic whites (-11,506).

About 40% of the state’s African Americans resided in seven cities. Essex County’s Newark City (146,250), East Orange City (62,462) and Irvington Township (49,566); Hudson County’s Jersey City (67,994); Passaic County’s Paterson City (49,095); Mercer County’s Trenton City (44,465) and Camden County’s Camden City (42,628) had the largest number of black (or African American) residents among the state’s 566 municipalities. Together, these seven municipalities accounted for approximately 40 percent of the state’s total blacks in 2000. The decline of black residents constituted a major portion of Newark City’s (total –1,675, black –10,501) and Camden City’s (total –7,588, black –5,138) total population losses during the 1990s, although the “white exodus” was also substantial in these two cities. Without the substantial increase of black residents, total population would have declined in Franklin Township (total +8,123, white –1,053, black +4,655), West Orange Township (total +5,840, white –3,910, black +6,264), Union Township (total +4,381, white –6,468, black +6,517) and Irvington Township (total –323, white –8,241, black +8,966). The influx of the Asians (+3,792) also contributed to the population growth in Franklin Township. Asian population exceeded 10,000 in five municipalities. Hudson County’s Jersey City (38,881); Middlesex County’s Edison Township (28,597), Woodbridge Township (14,054) and Piscataway Township (12,519); and Bergen County’ Fort Lee Borough (11,146) had more Asian residents than any other municipalities in the state, as of April 1, 2000. Each of these five municipalities had more than 10,000 persons of Asian origin. The substantial decline of white population in the 1990s was common among these five municipalities. However, the large influx of Asians had prevented them from a total population decline between 1990 and 2000. Jersey City’s population growth during the 1990s was also attributable to the substantial influx of Hispanic population to the city. Data Availability
