RESUME

The Russian polypropylene market is quite difficult for analysis. Our

analysts have been working on the studies of that market for more than six

months. In the long run, we did our best to make the most professional report

allowing close tracing of the history of the polypropylene market, as well as

assessing its prospects for the nearest five years. The Report “Polypropylene in

Russia – 2007” contains the maximum detailed market analysis carried out in

compliance with the internal standards of MRC. Prior its preparation we studied

many researches conducted by other companies and revealed a number of

common shortcomings that had not allowed obtaining an objective assessment of

the Russian polypropylene market.

Now, you are able to get the most detailed information on the market.

Because:

1) The Report includes general data on shipments of PP to Belarus. The

prevailing mistake of many researchers was that the overall PP consumption

in Russia was calculated without taking into account export shipments of

polypropylene to the Republic of Belarus. Indeed, Russian customs

authorities do not record export of the Russian PP, regarding it as internal

supplies. On the other hand, finished goods made of PP, say, BOPP films of

Mogilev ZIV, are imported back to the Russian Federation, and these supplies

are not recorded by the official statistics either.

2) If you take the Russian statistics of production of finished goods made of

polypropylene, then, unfortunately, your assessments of individual

polypropylene sectors would be incorrect in principle. Thus, the Federal State

Statistics Service of the Russian Federation does not take into account

production of PP films by many big manufacturers. In our opinion, it is not

correct to take account of production of PP films used further in the

production of PP filament as the production of PP films. The similar situation

is with the production of polymer pipes. The official statistics record

production volumes of only 42 manufacturers. Only two of them produce PP

pipes. The situation with the official statistics in the injection molding market

is absolutely catastrophic. Data on output volumes are recorded only by

one tenth of producers. Taking into account the aforementioned, the data we

obtained on polypropylene consumption by processing sectors significantly

differ from all other assessments made earlier.

3) Indeed, in compliance with prevalent reports, in the structure of general

polypropylene supplies, about 15% belong to the production of packaging,

22% - production of films and almost 9% belong to a mysterious sector of

cultural and household goods, as if films could not be packaging, and, for

example, buckets were not household goods. Can we, using this structure,

define, which polypropylene processing technologies are applied in the

market? No, we cannot. Can we, using this classification, tell polypropylene

suppliers, which brands and for which processing sectors (or, at least, with

which MFI) shall be offered to the market? No, we cannot. As a result, almost

unambiguously related to either one or another technology of its processing

accepted in the world.

4) In order not to mislead players in the Russian polypropylene market, we

collected detailed statistics of PP supplies by all manufacturers represented in

the Russian market in the context of each polypropylene brand. We analyzed

sales of all 470 polypropylene brands, represented in the Russian market

during the recent seven years. At the same time, if analytics of supplies of

imported brands can principally be collected in the market, then the brand

mix of Russian polypropylene producers can be found only in our report.

5) Having collected and analyzed final data on sales of certain PP brands we

were able to define polypropylene consumption volumes in each processing

sector with high probability. Thus, the final data we obtained on production of

soft polypropylene packaging in Russia are almost three times different

from the official statistics.

6) As it was expected, we faced difficulties analyzing the 01030 (21030) brand

produced by manufacturers in the Russian Federation, Turkmenistan and

Ukraine (analogues of the 30th brand under A marking). According to the

existing GOST standards, this brand can be used in practically all PP

processing sectors: from film, sheet and pipe extrusion to injection molding.

Though this brand has significant limitations in processing sectors, it is often

blended with other PP brands in injection molding of accumulators, furniture

or tableware. It was especially difficult to equate processing of the 30th brand

of the Moscow Refinery (Neftechemiya/Inteco Group) with small and medium

converters dealing with the production of small-size molded goods (buckets,

basins, clothes-hangers, combs, brushes for paints, etc.), who do not submit

statistics and, as a rule, sell their products in street markets.

7) We studied sales of PP traders and tried to focus on end converters of

polypropylene. For that we used more than a dozen of different information

sources, including detailed statistics on foreign trade, financial indexes and

domestic shipments in the Russian Federation.

8) Big difficulties arouse during the analysis of supplies of equipment for either

one or another PP processing sector. It was especially difficult to distribute

injection molding machines because they can be used in processing of HDPE,

PVC, HIPS, GPPS, ABS, etc. While distributing injection molding machines we

took into account several criteria: converters’ sectors, the trademark of

injection molding machines and recommendations of producers on use of

these machines. As a result, in our analysis, each converter was related to

either one or another processing sector with either one or another brand of

polypropylene sector. Individually for each sector we made up the rating of

the most significant investments made by converters. Therefore, using the

dynamics of capital investments into equipment we judge about perspectives

for further growth in each polypropylene processing sector.

9) Each processing sector has ratings of converters, made up on the basis of

our own assessments of polypropylene consumption, as well as ratings of

sales of each PP brand in each sector. That was done so that you could

define which polypropylene brands are the most popular today, as well as

how to form your brand mix in the most efficient way tomorrow.

10) The Report contains our forecast on development of the polypropylene

market up to 2011. Apart from domestic data on production, export, import

of raw materials, as well as on investments made by converters, we also

applied the method of analogies, so that to understand how the Russian

market would develop in the future reasoning from trends observed in other

countries of the world. As analogies we deliberately selected markets of those

countries which in terms of their feedstock potential (Saudi Arabia, Iran),

dynamics of economic development (China, Brazil, India), latitudes (Canada)

and existing economic relations (Poland, Turkey) are the most suitable for

comparison with the market of Russia.

11) We also described general development trends in the market of

polypropylene on the whole, and in each region using data of the leading

world analytical companies such as CMAI, Nexant and Townsend.

Furthermore, we analyzed dynamics of prices for PP during 2004-2006, using

data of ICIS and Platts.

12) We did our best to study business of each big converter by six key indexes:

- output volumes in 2006;

- export volumes in 2006;

- volumes of domestic direct shipments by railway in 2006;

- investment volumes during 2000-2006;

- import of polypropylene during 2000-2006;

- sales of polymer products in value terms.

Having analyzed six key business indicators of each converter, we compiled the

rating of 50 biggest Russian polypropylene converters in 2006.

World

Today, the world polypropylene market demonstrates stable consumption

growth rates. According to the preliminary estimations, the world polypropylene

consumption constituted 43.7 mln. MT in 2006; it is going to increase up to 53

mln. MT by 2010 (D. 0.1).

Asia remains the biggest consumer; its share constituted about 38% of

the overall polypropylene consumption in 2006 (D. 0.2).

The countries of Central and Eastern Europe (the market capacity

constitutes 1.6 mln. MT) demonstrated significant growth of about 10.8% in

2006. That growth, in many respects, was conditioned by the transfer of

polypropylene production facilities from Western to Eastern Europe, first of all, to

the Czech Republic, Poland and Hungary.

The main world polypropylene production capacities are concentrated in

North-Eastern Asia, Western Europe and North America. In 2005, their shares

constituted 28.3%, 21.7% and 21.3% of the overall world capacities,

correspondingly.

15.9% and 16.2% of the world PP production capacities distribution structure by

2010, correspondingly (Table 0.3).

The average world per capita PP consumption increased from 5 kg in 2000

up to 6.4 kg in 2005. The per capita PP consumption in South Korea is the highest

and constitutes 32.8 kg (in the Czech Republic this figure makes up 30.5 kg), in

Western Europe this index is lower – 21.5 kg. In Russia, the average per capita

consumption is one of the lowest in the world – about 3.2 kg per person.

1.1.1 General State of the Polymer Market in Russia

The Russian market of the four base large-capacity polymers was growing

on average by … % a year during 2000-2006. In 2006, the estimated

consumption of polymers exceeded the level of … mln. MT a year. According to

Polypropylene holds the third place in terms of polymer consumption in

Russia. The average annual per capita consumption of polypropylene in Western

Europe exceeds 20.6 kg, whereas in Russia it still constitutes …kg a year. The

overall polymer consumption structure in Russia somewhat differs from the

European model. Polypropylene consumption volumes in Russia are lower (in

relative terms), whereas PVC and PET consumption volumes are higher (see D.

1.1.1.2, 1.1.1.3).

The lack of the most demanded polymers in the Russian market is the main

constraint for further development of the processing sector. Decreasing

consumption growth rates can be affected by more intensive competition of

domestic products with the import of finished goods because domestic products

lose its main competitive advantage – attractive price – due to increasing

feedstock prices. Gradually, owing to expanding production capacities, the

situation in the polymer market will improve.

1.2.1 Current State of the Market

The Russian polypropylene market exceeded the level of 454 KT in 2006,

which was 11% more than the consumption in 2005. The average annual PP

consumption growth rate constituted 17% during 2000-2006. According to our

assessments, the PP consumption will exceed the psychological barrier of 500 KT

in 2007 (D. 1.2.1).

Before October 2006, the production capacities of the three Russian

polypropylene producers constituted 300 KT, which is obviously too little to meet

the growing market demand. The produced PP brand mix does not meet current

requirements of Russian converters, either. Therefore, about ... % of the PP

consumption belonged to imported brands last year (Table 1.2.1.).

The polypropylene production had been growing right up to 2005. There

was an abrupt decrease in PP output in 2005. That decrease was caused by the

reduced output in Ufa happened because of changes in owners of the company. In

2006, in spite of the launch of additional production facilities in Nizhnekamsk in

October 2006, the output remained at the level of 2005 (for more details see

Section “Statistics of Domestic Production”).

During 2000-2006, due to the increasing domestic consumption, export PP

shipments were constantly decreasing. Today, Tomskneftechem is the key

exporter of polypropylene. China, Kazakhstan, Uzbekistan and Ukraine are the

main export markets (for more details see Section “Export Statistics”).

We would like to draw your attention to the fact that in 2006 there appeared

first signs of deficit accompanied by a significant rise in prices. High activity of

Russian converters contributed to the increase in import supplies; the favorable

situation in the domestic market allowed significant increase in import volumes

even taking into account high prices in Western Europe and Asia (D. 1.2.2).

Import supplies increased in April 2006 due to the scheduled maintenance

at Neftechemiya (the group Moscow Refinery/Inteco). However, the market was

still tough. Problems with the PP production in Kapotnya in June, as well as

further scheduled maintenances in Tomsk and Ufa in July and August,

correspondingly, extended the lack of PP right up to November. Production

capacities in Nizhnekamsk were launched in mid-October. At the end of

November, they started major shipments of polypropylene from Nizhnekamsk to

the domestic market.

1.2.1.2 Investments into Polypropylene Processing

After the financial crisis of 1998, the Russian polypropylene market began

to grow rapidly. However, three years ago, none of the PP producers could predict

how fast the PP processing sector, as well as other polymer processing sectors on

the whole, was going to develop.

Today, the growth of PP consumption is favored by several factors. First of

all, the import of finished PP goods is being actively replaced with Russian

products. This is demonstrated by creation of Russian plants that produce goods,

which previously could only be imported: BOPP films, sacks and big-bags, large-

size molded goods, caps for PET bottles, etc. However, in spite of the fast import

replacement, the absolute figures on import of PP finished goods had been

growing right up to 2006. In 2006, overall import supplies still exceeded 100 KT

(or almost 22% of the overall PP consumption) – for more detailed information

see Section “Import Statistics”.

Secondly, consumer and investment expenditures in Russia keep on

growing. According to the results of 2005, the GDP per capita in terms of

purchasing-power parity (PPP) in Russia exceeded the similar figure in Turkey

(see Section “Comparison of the Russian Market with Markets of Other

Countries”). However, the per capita PP consumption in Russia is still aback of

Turkish or Polish figures. If in the Russian Federation it makes up about 3.2 kg,

then in Turkey it constitutes already 13.6 kg.

Thirdly, and probably this is the basis for the current development of the

polymer market, Russian converters keep on actively investing into processing

facilities. As we have already mentioned, their overall investments during the

recent seven years constituted more than USD 2 billion, which is almost four

times more than the investments made by polymer manufacturers. According to

the results of 2006, they invested about USD 600 mln. into polymer processing

(D.1.2.5).

estimations, the peak of investments was observed in 2005, when Russian

production units in Russia in 2005. In 2006, investments into PP processing

equipment were somewhat lower and constituted about USD ... mln. (D. 1.2.6).

According to our estimations, investments into PP processing equipment

will make up about USD ... mln. Together with growing investments, costs of

purchased equipment were increasing as well. Thus, if in 2000 the average cost of

a unit of equipment constituted USD ... thous., then in 2006 it made up already

USD ... thous. (the growth made up more than 2.5 times) – see D. 1.2.7.

Polypropylene processing is characterized by the similar dynamics. If in

2000 the cost of one complete line did not exceed USD ... thous., then already in

2005 that figure exceeded the level of USD ... thous. (taking into BOPP film lines)

- Table 1.2.2. There is a simple explanation for this: when Russian converters

were just beginning their businesses they tried to purchase the most acceptable

equipment in terms of price. As a rule, only used lines met that criterion. Today,

they, on the contrary, try to invest into high-tech equipment. During the recent

seven years, Russian converters put into operation about ... thous. complete lines

– extruders, injection molding machines, thermoforming machines – used for

polypropylene processing.

World-renowned companies entered the sector of PP processing: Alcoa,

Bericap, Huhtamaki, Wavin, Weener Plastic Packaging Group, Seaguist Closures

and others. According to our estimations, their overall investments only into PP

processing exceeded USD 100 mln.

Russian manufacturers of finished PP goods are more active than their

foreign colleagues – they invested more than USD 340 mln. Among other big

investment projects on PP processing we would like to mark out domestic

converters: AvtoVAZ, Biaxplen, Biplast, Grinn, Euromet, Novatec, RosEuroPlast,

Retal, etc.

About 48% of the overall quantity of imported equipment belong to

Moscow and Moscow Region. Only 16% belong to North-Western Region, 9% - to

the Far East and 6% for Volga and Central Regions (D. 1.2.7).

1.2.2 Comparison of the PP Market in Russia with Other Countries of the World

Huge distances between key polypropylene producers and its consumption

centers in the Russian Federation, high PP consumption growth dynamics and own

potential to expand petrochemical capacities predetermined our selection of

countries-analogues that may help us forecast further development of the Russian

PP market. We selected eight countries (Canada, Brazil, China, Poland, Turkey,

India, Saudi Arabia and Iran), which by some features can be compared with the

Russian Federation.

Russia, as Iran and Saudi Arabia, has significant oil and gas resources. A

significant part of Russia, as well as in Canada, is located in northern latitudes.

The Russian economy is developing not slower than in China, India or Brazil. The

model of consumer behavior in the Russian Federation is close to the behavior of

consumers in the closest neighboring countries – Turkey and Poland.

The Russian Federation is the first country in the world in terms of natural

gas resources. According to the data of BP, natural gas resources in Russia

constituted 47.82 trillion m3 (about 27% of the world resources) at the end of

2005. Oil resources constitute 10.2 bln. MT (about 6% of the world resources).

The population of Russia is 143.5 mln. people. According to the data of the World

Bank, the population of the Russian Federation will be reducing, and it is going to

make up 140 mln. people by 2010. The GDP in terms of purchasing-power parity

(PPP) in Russia constituted about USD 1 584 bln. in 2005. At the same time, the

GDP per capita in terms of PPP constituted USD 11 thous. last year. In terms of

GDP per capita, Russia is far aback of such countries as Canada, Poland and Saudi

Arabia.

The overall PP consumption in the indicated eight countries exceeded the

level of 15.1 mln. MT in 2006. The highest per capita PP consumption is recorded

in Canada – almost 18 kg (D. 1.2.2.2).

In order to make a model of the PP

market development in Russia we chose 8 countries-analogues D. 1.2.2.1 GDP (PPP) in Russia and other countries, 2005,

Russia will remain at the average annual level of ...% during 2007-2011 9%

The overall PP consumption in Russia will increase by ... KT by 2011,

comparing with 2006. The existing production capacities were obviously not

enough to meet the domestic demand in Russia in 2006. In 2007-2008, taking

into account the launch of productions in Nizhnekamsk (180 KT) and in

Budennovsk (120 KT) the situation will certainly improve, and, most likely, the

deficit of base PP brands will be eliminated completely. The implementation of PP

projects, particularly, in Tobolsk or Omsk looks quite vague at the moment; they

can be considered closer to 2009-2010.

The share of import in the domestic consumption structure was rarely high

and constituted ...% in 2006, whereas the overall import of PP exceeded the level

of 192 KT (!). The situation shall improve by 2011; the share of import in the

overall PP consumption will decrease down to ...%.

During 2007-2011, the consumption of Homo in the Russian market will be

growing on average by ...% a year; it is going to constitute about ... KT by 2011.

The main consumption market will be the market of injection molding; its share

during this period will remain practically unchanged, and will constitute about

...%. According to our assessments, the share of Impact in the overall PP

consumption structure in Russia will be growing faster than that of Homo, and will

The most dynamic consumption of Homo will be observed in the sectors of

pipes and films. The average annual growth of consumption in these sectors

during 2007-2011 will make up ...% and ...%, correspondingly. The consumption

of Impact during 2000-2006 was growing in average by ...% annually. During

2007-2011, this figure will be somewhat lower, and will constitute ...%.

Therefore, the market of Impact will almost double by 2011, comparing with 2006

(Table 1.2.3.4).

Products of Slovnaft (Slovakia) appeared in the Russian PP market in 2005. The

main volumes belong to Homo brand Tatren HF3 22, which is used by Novatec-

Polymer to produce BOPP films. Impact of LG (S.Korea) appeared in the Russian

market in 2005 as well. The main field of application is injection molding, particularly,

casings for accumulators.
