In terms of the Polmed Rules (“Rules”) the Polmed Board of Trustees (“Board”) is made up of fourteen members. The National Commissioner of the South African Police Services (“SAPS”) designates seven of the trustees (“Employer Representatives”), and Polmed members elect the other seven trustees ("Elected Members of the Board"). Five of the Elected Members of the Board must be serving members, while the other two must be continuation members.

Polmed Rules stipulate further that the Board must be constituted in a manner that reflects the Polmed's gender and racial composition. Currently, the Polmed membership is deemed to be composed of 60% males, and 40% females, as well as 70% blacks (inclusive of Coloureds and Asians), and 30% white.

Board members are elected for a fixed term of office at the end of which they retire or are re-elected. The terms of office of one white male Continuation Members' Trustee and one black female Serving Members' Trustee will expire at the Polmed

thAnnual General Meeting (“AGM”) to be held on the 12 of July 2018, and the election process to fill the two vacancies is underway.

The election process is conducted in three phases; namely Candidate Nomination and Pre-AGM Voting and AGM Voting Phases.

The nomination phase is an opportunity for members to put forward names of willing, suitably qualified and eligible persons to become candidates for election as trustees. This phase has been completed.

thPre-AGM Voting shall take place on the 28 of June 2018 at designated police stations throughout the country, selected SAPS colleges and academies, as well as at the SAPS National and Provincial Headquarters. The full list and addresses of designated voting stations is included in this Voting Information Sheet.

The AGM Voting Phase will be conducted before the Polmed Annual General Meeting (AGM) that will take place on the th12 of July 2018 at the SAPS Academy Paarl, 429 Main Road, Paarl, Western Cape. Voting at the AGM will be opened only to

Polmed members who would not have voted during the Pre-AGM Phase.

During the Pre-AGM Voting Phase, Polmed members will be given an opportunity to cast their votes at any of the designated stations.

In an effort to ensure that voting is accessible to as many members, the Polmed Board has decided to introduce the option of electronic voting at selected voting stations (“Internet Voting Stations”) throughout the country.

At these stations, members will have an option of voting either using paper ballot papers, or through supervised internet voting. The stations designated for the purpose of the Internet Voting are highlighted in Yellow on the list of voting stations.

Ballot PapersThe names of candidates standing for the election have been collated into two ballot papers; one for the Continuation Members' Trustee and the other for the Serving Members' Trustee. Both ballot papers appear on single sheet. (See ballot paper image below).

Voting will take place at the following times:

To be eligible to vote, members must be in possession of at least one of the following forms of identification:

a. Polmed Membership Card andb. Barcoded Identity Document (ID) orc. Drivers License, or d. Police Appointment Certificate (Police ID)

The voting process is administered by KDBS Consulting (“KDBS”), who are an independent and impartial elections management company. At each voting station, the staff of KDBS will guide members through the voting process.

The election results will be announced at the AGM, once voting and counting has been completed.

Brigadier Nieuwoudt retired from SAPS end July 2014. He served 41.5 years at SAPS Financial Administration, at the Head Office in Pretoria. His academic qualifications are BA Honours Degree in Public Administration, BA (Pol) Degree and National Diploma in State Accounts and Finance. He has been involved with the Elderly Care Fund for retired Police officials since 1994 and is the current Chairperson of the Fund. The focus of the ECF is the direct and indirect promotion of the social welfare and the protection of the interest of the retired Police officials in terms of the Older Persons Act. As a serving member of SAPS, he served on the Board of Trustees of Polmed. Emanating from his responsibilities at the ECF he has good relations with Polmed Management. His aim is to protect the medical benefits of the retired SAPS official.

His career in the SAPS grew through the ranks from 1967 – 2001 inclusive of Uniform, Dog unit, Task Force, Special Branch and lastly Training, for all Uniform and Detective Branches with a AUD in Education, Training and Development (Cum Laude) at Potchefstroom University and specialization in Research Methodology, Curriculum and Organizational Development, Philosophical Perspectives, Communication and Training Practice. Served the last seven years of his career as Provincial Training Manager (PTM) in the Western Cape with the managerial oversight responsibility of all Training courses, inclusive of the financial outlays within budget restraints, planning and foreseeing the execution of all courses across the spectrum of Police Officials, irrespective of rank or standing. Presently the Chairperson of the League of Retired Police Officials in the Boland region with the co-operation of five outer region representatives, with the total dedication of seeing to needs of all retired and elderly Police families.

MAJOR-GENERAL (DR)(ADV) MULDER VAN EYK SOE; SOE(G)

Major-General (Dr)(Adv) Mulder van Eyk has dedicated his life to serving people through motivation, education and a good example. His career started at age 16 with a standard 8 certificate. During his 44 years of service in Gauteng, North West, KZN, Head Office and Bophuthatswana, in all ranks from Constable to Major-General, he guided members, protected their interests and enabled them. He has managed a private school in Durban which saw 4500 people pass matric. He has lectured at various universities enabling scores of members to obtain degrees until his retirement in 2013. He holds a National Diploma (Police Admin), BA (Pol Science), LLB, MTech, PhD and LLD degrees. He used his 29 years as an advocate in protecting people.
