Policy advice for supporting CAADP implementation PEM is carrying out a major assignment to support the implementation of the Comprehensive Africa Agriculture Development Programme (CAADP) which is Africa's policy framework for agricultural transformation, wealth creation, food security and nutrition, economic growth and prosperity for all. PEM is providing two international advisers and up to eight local experts who will be supporting the creation and updating of National Agricultural Investment Plans (NAIPs). GIZ (2018/19) contract value Euro 500,000. Evaluation of EU support for regional integration in EASAIO PEM in association with ADE led a major evaluation of EU cooperation in regional and economic integration, trade facilitation, peace and security as well as natural resources management. The evaluation covered five regional economic communities /regional bodies: COMESA /EAC /IGAD /IOC /SADC. Field work was undertaken in 10 countries: Botswana, Zimbabwe, Zambia, Rwanda, Tanzania, Ethiopia, Djibouti, Mauritius, Madagascar, Kenya. The evaluation covered an expenditure of over Euro 3 billion. EU (2016/18) contract value Euro 500,000, PEM ~50%. Support to the P4G – partnering for green growth and global goals 2030 PEM supported Danida and the World Resources Institute to formulate and programme the P4G programme. P4G is a network of world leaders seeking breakthroughs in green economic growth. It targets game-changing actions to supply humanity’s greatest needs: food, water, energy and healthy cities. The partnerships bring together the best minds in business, government and civil society to develop high-impact, market-driven solutions for a just, inclusive world. with a focus on the financial mechanisms and on operational manuals. Danida (2017/18) contract value DKK 300,000.

Formulation of the Danish country programme in Ethiopia PEM supported Danida in the formulation of the overall country programme for Ethiopia (2018 – 22), which has a DKK 420 million budget. PEM also supported the formulation of three out of the four thematic programmes under the country programme; 1) Agricultural Commercialisation Clusters (ACC), 2) Productive Safety Nets and Resilience (PSNP), and 3) Climate Resilient Livelihoods (CRFL). ACC is the largest thematic programme (DKK 243 million;)with the objective to promote: Market-driven value chain development for the benefit of small holder farmers through an inclusive and environmentally sustainable approach. Danida (2018) contract value DKK 930,000.

Evaluation of SIDAs International Training Programme on Quality Infrastructure PEM conducted the evaluation of SIDAs International Training Programme on Quality Infrastructure which was implemented by the Swedish Board for Accreditation and Conformity Assessment in three different regions (Africa, Asia and Mena). The evaluation assessed two programmes, namely the ITP 304 - Quality Infrastructure in Support of World Trade, focussing on Sanitary/Phyto-Sanitary measures, and the ITP 305 - Quality Infrastructure for Food Safety, focussing on Technical Barriers to Trade. t Country visits to South Africa, Sri Lanka, and Egypt were conducted. The evaluation will guide future implementation of trade related programmes. SIDA (2018) contract value SEK XX.

Evaluation of SIDAs International Training Programme on Private Sector Development

PEM contributed to the evaluation of the Swedish International Training Programme on Private Sector Development. The programme has two components and groups of participants, namely business leaders who participate in the Strategic Business Management, and government officials and business membership organisations participating in the Private Sector Growth Strategies. The training programmes are interlinked running in parallel with common sessions which open up the potential for dialogue between the two groups. SIDA (2017) contract value SEK 478,948.

Mid-term evaluation of Smallholder Agriculture Reform through Enterprise Development (SHARED) Project, iDE Zambia PEM with Niras-Indevelop is undertaking an evaluation of an agriculture reform project that aims to to reduce rural poverty and promote livelihoods of farmers in Zambia by strengthening the role of the private sector service provision to the farmers through a network of farm business advisors. The rationale is that the NGO, International Development Enterprise (iDE) identifies, trains and coaches farm business advisors into becoming successful micro entrepreneurs, who in turn support their own network of client farmers in accessing inputs, advice, credit and markets. The project engages private sector firms in targeted value chains and supply chains to work with farm business advisors as an integral part of their business models for servicing the smallholder sector.
