Compensation & Benefits

The annual salary range for this position is $123,132 - $188,976 Benefits include: Retirement. PERS; “Classic” 3% @ 55 for existing CalPERS members hired on or after April 2, 2012. “PEPRA” 2.7% @ 57. Employee contribution varies based on benefit.

Health Coverage. City-paid medical and dental insurance coverage for employee-only; the City pays ninety percent (90%) of the cost for employee plus dependent(s). The City’s contribution is capped at the amount of the premium sharing formula for the HMO plan rate for employee plus dependents. A medical insurance waiver program is available for employees covered by medical insurance other than the City’s medical insurance.

Deferred Compensation. Employees receive an additional two percent (2%) of their base salary as part of the City’s management contribution into a deferred compensation plan.

Vacation. Vacation leave accrues at a rate of seventeen (17) days per year. This increases to twenty-two (22) days per year after nine years of service. A cash-out option exists for accrued vacation time.

Holiday. There are ten (10) paid holidays per year.

Sick Leave. Sick leave accrues at a rate of ten (10) days per year. All accrued sick leave is deposited into an RHS account upon separation from service or if elected during employment via a cash-in option. (Certain exceptions apply). The value of sick leave varies based on the date it accrued.

Tuition reimbursement. Tuition reimbursement of qualified expenses of up to $1,000 per fiscal year, subject to budget availability.

Retirement Health Savings Plan. The City deposits a monthly pre-tax contribution of one hundred dollars ($100) into an RHS account.

Life Insurance. $50,000, including coverage for Accidental Death and Dismemberment and Long-term Disability.

One Shopper Parking Permit. Management employees receive a Shopper Parking Permit free of charge. Permits allow for free parking at eligible City meters and pay parking lots.

Administrative Leave. The City Manager may grant a maximum of eighty (80) hours of administrative leave per fiscal year. Administrative leave is re-examined annually at the time of an employee’s review.

Flexible Spending Account. A flexible spending account program is available to employees on a pre-tax basis to pay for eligible health and dependent care costs.

Auto Allowance. – This position is associated with a monthly automobile allowance of $350.

MISSION STATEMENT The mission of the Laguna Beach Police Department is to be sensitive and responsive to the needs of the community through the delivery of professional police services for the purpose of enhancing the quality of life within the City of Laguna Beach.

About Laguna Beach Incorporated in 1927, the City of Laguna Beach is well known as a unique coastal community and artists’ colony, with seven miles of City beaches within its 8.84 square miles. The 23,000 residents enjoy the ambiance provided by the clean ocean, sandy beaches, canyons and coastal hills. In the summer season, the population swells, as several million tourists visit Laguna’s picturesque beaches, art festivals and the Pageant of the Masters. The city’s village upscale shopping district, bluff top walkways and trolley system create a pedestrian environment and scale which is unique in Southern California. Laguna Beach is a General Law City and operates under a council-manager form of government. The five council members are elected at large and serve staggered four-year terms.

The Chief of Police is a working manager who reports to the City Manager and leads a department comprised of 86 positions, of which 49 are sworn police officers. There are also over 50 seasonal employees and volunteers. In addition to Field, Investigative and Support Services, the department oversees Parking Enforcement and Animal Services. The Communications Services Unit processes calls for Police, Fire, Marine Safety, and Animal Services. The Department’s annual operating budget is $14.7 million. The City operates a small jail. The Police Department staffs the Emergency Disaster Preparedness Committee, the HIV Advisory Committee, and hosts a popular twelve-week Citizens Academy designed to foster community involvement and provide residents with a better understanding of the Laguna Beach Police Department. The Chief of Police is part of the management team and is expected to work collaboratively with the other City Department Heads. The chief must be an excellent writer and speaker, as he/she will be required to prepare a variety of documents, including agenda bills, resolutions, and staff reports and present at various public forums and City Council meetings as needed.

In preparation for the search for a new Chief of Police, the City Manager solicited input from the City Council, the community and the employees on the characteristics and traits they believe the new chief should possess. The Ideal Candidate It is imperative the new chief be an experienced and proven leader who is committed to setting a new tone for the department and improving community interactions. The ability to approach problems in a collaborative manner with imagination, creativity and perseverance is essential. The new chief will be an integral participant in the City management team and work collaboratively with the team to identify and address community issues and carry out City Council priorities. The new chief will embody the principles behind community-oriented policing and ensure that professional standards and community values are transformed into appropriate actions and behaviors. The chief must promote excellence, collaboration, accountability, compassion, and respect within the department while adhering to the highest law enforcement standards. The department will benefit from an individual who will stimulate and support the implementation of a new direction. The position requires a Bachelor’s degree in Public Administration or a related field. A Master’s degree in a related discipline is preferred. The selected candidate will possess a valid California Driver’s License and acceptable driving record.
