1. Transport infrastructure in Poland

The transport infrastructure in Poland includesroads, rail, airports, seaports, inland waterways,pipelines and combined transport. The Polishtransport infrastructure requires much more invest-ment in order to make Poland more attractive forforeign capital.Poland has signed international agreements con-cerning European transport networks:– European Agreement on Main International

Traffic Arteries (AGR),– European Agreement on Main International

Railways Lines (AGC),– European Agreement on Important Internatio-

nal Combined Transport and Related Installa-tions (AGTC),

According to these agreements, there are fourmain transport corridors running through Poland:– European route E67 from Helsinki (Finland) to

Prague (Czech Republic) – within Poland, fol-lowing the A8 highway and the DK8 Natio-nal Road

– European route E30 from Cork (Ireland) toOmsk (Russia) – within Poland, following theA2 highway and the DK2 National Road

– European route E40 from Calais (France) toLeninogorsk (Kazakhstan) – within Poland, fol-lowing the A4 highway and the DK4 Natio-nal Road

– European route E75 from Vardo (Norway) toSitia (Greece) – within Poland, following theA1 highway and the DK1 National Road

The Polish transport network includes 4,700 kmof state-owned roads (including planned motor-ways and international routes), as well as a 5,500km rail network, 8 airports and 4 seaports, whichbelong to Transport Infrastructure Needs Assess-ment (TINA). TINA is a part of the TranseuropeanNetwork – TEN, including infrastructure of trans-port, telecommunications and energy networks.• Road transportRoad infrastructure in Poland includes 550 km ofmotorways, 230 km of expressways, and other pro-vince, district and communal roads. The total lengthof state-owned roads in Poland is 379,455.5 km.The profile of overall roads in Poland and themotorway network is shown on the maps above.In a few years Poland will have the newest motor-way network in Europe. According to the PolishGovernment programme, the completion dates forparticular motorways in Poland are as follows:

• Railway transportThe total length of railway lines in Poland was20,253 km in 2005, which was only 3 km morethan in 2004. The railway network is the densestin the west of Poland. Polish railway operators

offer a high level of service, especially on suchroutes as Intercity (IC). Travelling around Polandby express train is safe, comfortable, and quick.The time between Warsaw and other cities (200to 400 km away) is 2 to 5 hours.

The total length of electrified railway lines inPoland in 2005 was 11,884 km, which was133 km less than in 2004. The best-electrifiedrailways lines are located in central and south-ern Poland.• Air transportPoland is much better equipped now in airportinfrastructure than it was just a few years ago.During the last two years, the number of civilairports servicing international air connectionshas increased. After liberalization of the airtransport market in 2004, most of the regionalairports (chiefly those located in major cities)have developed their own international con-nections, particularly with the support of cheapairlines.The largest Polish airport is the Frederic ChopinAirport in Warsaw. It offers many more foreignair connections than the other Polish airports.Poland has regular connections with 32 coun-tries and 56 cities all around the world. Accord-ing to Central Statistical Office (GUS) data, thenumber of regular routes from Polish airports in2005 was 107, of which 97 were internationalconnections. Examples of connections in 2006are presented in the following table.

• Maritime transportThe main and largest Polish Baltic seaports arelocated in Gdańsk, Gdynia, Szczecin and Świ-noujście. Significant smaller seaports are locat-ed in Darłowo, Elbląg, Kołobrzeg, Łeba, Police,Władysławowo, Ustka and Stepnica.The Polish maritime economy produces 2.5% ofGDP, and the sector’s share in exports is 6%.The main Polish seaports have transport connec-tions with the most important international sea-ports in the world. Maritime ferry transport routeslead from Polish ports to Sweden, Germany andDenmark (table).The largest number of passengers travelled onthe routes Poland-Sweden (73.3%), Poland-Ger-many (15.6%) and Poland-Denmark (7.8%).• Pipelines in PolandThe main pipelines in Poland include the crudeoil pipelines Adamowo-Płock, Płock-Schwedt andGdańsk-Płock. The other ones connect industrialcentres and generally run over short distances.• Planned projects of pipeline constructionThe development plans for pipeline constructionconcern two main directions:Eastern – a third pipeline from Adamowo toPłock, which is currently under construction, willmake it possible to adjust the capacity of the Po-lish pipelines to the capabilities of the northernpart of the “Przyjaźń” pipeline. The new pipe-line, in addition to addressing important issuesconcerning the security of the country’s energysupply, will also allow the development of crudeoil transport services for other countries. The com-pletion date of this investment is set for the end of2006.Southern – the Brody-Płock pipeline is being builttogether with the Ukrainian Ukrtransnafta whichwill enable transport of up to 25 mln tonnes ofCaspian crude oil yearly.• Inland water transportInland navigation is an important mode of trans-port. The length of navigable waterways in Po-land is 3,983 km, but only 1,600 km are exploit-ed, or about 40% of the total length. The longestof the exploited Polish rivers are the Vistula, theOder and the Warta. The length of the Vistula is1,047 km. The length of the Oder in Polish territo-ry is 742 km, and the Warta 808 km. Althoughthe Vistula is the longest river in Poland, it isequipped with no freight navigation.There are 16 main river ports in Poland. Most ofthem are equipped with required port infrastruc-ture like lifts, stock squares and warehouses. Theseports are adapted to service such cargo as coal,iron ore, general cargo, fertilizers, grains and thelike. The most important of them are described inthe table on the page 4.

• Intermodal transportThe infrastructure of intermodal transport involvesmaritime and land intermodal terminals (mainlycontainer), as well as logistics centres.Intermodal transport may involve:– combined rail-road transport– combined rail-ship transport– combined rail-air transport– combined road-ship transportMost types of intermodal transport involve rail-ways, which are the most advantageous forthis mode of transport. Intermodal transportprovides important prospects for growth infreight transportation as well as a higher mar-ket share for rail businesses in the Europeantransport sector.The main players in the Polish sector of intermodaltransport are PKP Cargo S.A., Spedcont, Polscont,Polzug, Trade Trans, Cargosped, and the Polishseaports, especially the Baltic Container Termi-nal in Gdynia.The first private carrier which started to competewith the monopolist on the intermodal transportmarket, PKP Cargo, is PCC Containers. However,PKP Cargo still handles 98% of intermodal trans-port in Poland.

2. Characteristics of logisticsin Poland

• Employment in logisticsAccording to the latest research, employment inlogistics is becoming much more interesting in thelast few years than in many other sectors. Thereare two groups of workers in the logistics sector.The first is the group of people who are responsi-ble for logistics in manufacturing companies, andthe second is people who work directly in the lo-gistics sector.Work associated directly with logistics includeswork in sub-sectors such as transport, shipping,warehousing, customs, and so on.There is no need to have a logistics education towork in the sector, but it could be necessary inthe future, as the sector is dynamically develop-ing and the recruitment requirements are rising.On the Polish market there are more and moreyoung people qualified in the logistics area,especially in transport. However, it can be usefulin this sector to have professional experience intrade or sales, as well as negotiation and analyt-ical skills.

• Salaries in logisticsThe average gross wages in logistics are relativelyhigh, comparable to those in the construction andenvironmental protection sectors, and higher thanin trade or services. In 2005 the average grossmonthly salary in logistics was PLN 2,500 (table).

3. Cargo and passenger transportin Poland

The total number of passengers transported in2005 was 1,045,827. The majority of passen-gers (75%) travelled by road. The fewest travel-lers used maritime transport.

In 2005 the total tonnage of transported goodswas 1,422,585,000 tonnes. The majority ofgoods were carried by road transport, whichaccounted for 76%.

4. Road transportIn Poland about 80,000 companies include trans-port activity in their registration documents. How-ever, this is not the main activity of most of thesecompanies. Only a fifth of them are engaged intransport, including nearly 8,000 in road trans-port abroad.About 92% of carriers are in private hands, of whichmore than 74% possess from one to four vehiclesand employ up to 5 people. Only 26% of transportcompanies in Poland employ more than 5 workers.

5. Railway transport1

There is only one national railway registered in Po-land, which is Polish State Railways (PKP). PKP SAwas established on 1 January 2001 as a result ofcommercialization of the state-owned enterprisePKP. Its exclusive shareholder is the Polish Treasury.

Network length, gauge and electrification (2005):• standard gauge, electrified at 3000 VKM is a new company, operating local trainsaround Warsaw. It has taken over trains and em-ployees from PKP.

SKM – SKM Warszawa Sp. z o.o.Network length, gauge and electrification (2005):• standard gauge, electrified at 3000 VSKM operates commuter services around War-saw using hired PKP electric trains.

WKD – Warszawska Kolej Dojazdowa(Warsaw Commuter Railways)

Network length, gauge and electrification (2001):• standard gauge, electrified at 600 VThis company operates light rail trains around War-saw. It used to be a subsidiary of PKP, but was soldto the Mazovia regional authority at the end of 2004.

They now (also) operate open-access freight trains throughout Poland. In 2005 theCTL group carried 2 billion tonne-km net of freight.

The compa-ny offers complete service and exploitation of rail-way sidings, railway transport of bulk commodities,forwarding and shipment as well as transport logis-tics. The company also specializes in repair andconstruction of track systems, repair of diesel loco-motives and freight cars of various kinds as well aselectric appliances and communication system de-vices. Earth work plays a significant role in the com-pany’s activity, including mining waste dumping andtechnical and biological land reclamation.The company holds a licence for providing railwaytransport of bulk commodities, ISO 9001:2000Certificate and Certificate of Safety. It has beenawarded a European Medal for railway transportand complete operation of sidings as well as landreclamation. Its customers include coal mines, sugarplants, power plants and many others.

RP – Rail PolskaNetwork length, gauge and electrification (2004):• standard gauge, not electrifiedIn 1999 Ed Burkhardt (well-known from EWS inthe UK and Eesti Raudtee in Estonia) founded thisfreight railway company. In 2003 the companybought up the Polish companies Kolex andZEC-TRANS, which mainly operated coal trainsfrom mines to power stations.

TS – Transoda Sp. z o.o.Network length, gauge and electrification (2004):• standard gauge, not electrifiedThis company, based in Inowrocław, operatesfreight trains between Inowrocław/Janikowo andGdańsk Kanał Kaszubski.

6. Air transport• AirlinesAir transport is still one of the most expensive modesof transport. Nevertheless, more and more air car-riers operate on the Polish market, especially smallcompanies with foreign capital. Thanks to them,prices offered to consumers are on a significantlylower level than during previous years.The largest Polish airline is LOT Polish Airlines,67.79% of which is held by the State Treasury.The remaining part is held by the bankruptcytrustee of SAirLines and by LOT employees.In addition to LOT, there are a number of other carri-ers operating in the Polish air transport services mar-ket. They are presented on the graph on the page 7.

7. Maritime transportThere are a total of 118 ships in the Polish fleet,of which 12 are under the Polish flag and 106under a foreign flag.

8. Courier services market in PolandIn 2005 the turnover of the market for courier,packaging and express (CPE) services in Poland

was nearly PLN 8 billion, of which around PLN2.6 billion came from courier and express mailservices and PLN 5.4 billion came from parcelpostal services. The CPE market in 2005 grew atan impressive average rate of 17-18% and wasmuch higher in the foreign post segment.During 2005 the total number of delivered post-al items was 1.9 million. 4,078,000 registeredletters were sent from Poland abroad, and1,421,000 were sent to Poland from abroad.The current division of the Polish CPE market resultsfrom progressive market consolidation, impressivegrowth of sales, especially sales by medium-sizedcompanies, as well as an increasing share of out-sourcing in sales. The Polish courier services mar-ket, ranked by sales, is shown in the graph below.

9. WarehousingAccording to a CB Richard Ellis report fromthe first half of 2006, total warehousing space inthe second quarter of 2006 grew by 2.3% in com-parison with the first quarter. Currently warehous-ing space in Poland amounts to 1.9 million sq m.The majority of new warehouses are located inKatowice, Łódź, Poznań and Wrocław. However,Warsaw remains the largest warehousing marketin Poland. Nearly 75% of all warehouses in Po-land are located in the Warsaw area.The future of this sector seems optimistic. Pricesare expected to drop because of a growth of sup-ply and the growing number of new developercompanies. The vacancy rate in the second quar-ter of 2006 was 11.72%, lower by 1.94% than inthe first quarter of 2006.Developer companies are particularly interestedin three Polish regions:• central Poland including Łódź,• the Silesia region,• Poznań surroundings.Central Poland is located near the crossroads ofthe A2 and A1 highways, which are part of Euro-pean routes from Norway to Greece and fromIreland to Russia.The Silesia region is interesting especially becauseof the proximity of the crossroads of the plannedA1 and A4 motorways as well as the Czech Re-public, Hungary and Germany. In this regionAIG/Lincoln has developed its project DiamondBusiness Park Gliwice, which provides about40,000 sq m of warehousing space.Among other developers interested in the Silesiaregion are Parkridge, Raben and Tiner Poland.Poznań is an attractive location especially be-cause of the proximity to the German border andthe A2 motorway.The profile of present and planned warehousingspace in the most attractive regions in Poland isshown in the table on the page 8.••••• Duty-Free CentresDuty-Free Centres are a part of the Polish cus-toms area. Companies operating in duty-freezones can take advantage of numerous prefer-ences. Goods and raw materials imported toa duty-free zone from abroad may be stored inthe zone for an indefinite period and processedwithout making any payments or providing cus-toms and taxation security. Goods exported fromthe zone abroad are also exempt from duties andtaxes. Thanks to Duty-Free Centres, the State Trea-sury gains income from direct taxes. ••••• FDI in logisticsForeign direct investment in transport, warehous-ing and communications in 2004 was EUR 1,782million.••••• Prospects for Polish logisticsThe prospects for the logistics sector in Polandare optimistic. Poland is the leader in the CEE re-gion in all fields. Poland has access to qualifiedhuman resources in logistics and transport.On the other hand Poland requires more invest-ment in transport infrastructure, especially in roadsand railways, as well as in the ICT sector.Polish logistics companies have to meet custom-er requirements and adjust their offers to de-mand. This is especially required in postal ser-vices and in preparing parcels for warehousing.It is predicted that the current tendency of con-solidation on the Polish logistics market will con-tinue. Small companies will remain on the mar-ket, however, and provide services for big logis-tics corporations.
