TheCross-borderCooperationProgrammePoland–Belarus–Ukrainehasstartedanewimplementationstage.OnNovember23rd,2010,theJointMonitoringCommitteeapprovedthelistofprojects,whichmayreceivefinancingunderthefirstCallforProposals.Implementationoftheprojectswillstartsoonandsothelocalbordercommunitieswillenrichthemselveswithnewcontacts,withadditionalopportunitiesforeconomicdevelopmentandwithnewsocio-culturalvalues.Itisthereforeourprioritytohavethegrantcontractssignedandtotransferthefundstothebeneficiariesasquicklyaspossible.

It’sbeenayearsincethefirstCall forProposalswasannounced.Wedevotedthistimeto build effective cooperation among the states which are functioning in different legaland administrative systems. Due to the fact that the Programme implementation ruleswerecompletelynew,theallocationforthefirstCallofProposals(setat16.1mlnEUR)representedasmallpartofthetotalbudget.Now,withthepreciousexperience,weintend

toeasetheprocessofapplicationforthenextcallsforproposals.ThereforealltheorganisationsthatfailedtoobtainfinancingunderthefirstCallaremorethanwelcometoapplyinthenextcallsforproposalsplannedforthefirsthalf-yearof2011.

Astheresultofourjointwork,57organisationshavebecomethebeneficiariesoftheProgramme.BesidesprojectsselectedforfinancingunderthefirstCall,wewillalsofinancestrategicinvestmentsinthebordercrossingpoints,i.e.thefirstso-called“largescaleprojects’acceptedbytheEuropeanCommission.Thesearetwosymmetricprojects,related to the development of the border crossing Polowce-Peschatka on the Polish-Belarusian border. Otherstrategicprojects,amongwhichtherearePolish-Ukrainianinitiatives,arebeingdeveloped.Allthestrategicprojectsareofthegreatestimportanceasthelowcapacityofthebordercrossingpointsisoneofthemainbarriersblockingdevelopmentoftheborderregions.

In2010theBranchOfficeoftheJointTechnicalSecretariatinLvivwasalsocreated.ThisisoneofthefirstinstitutionsofthiskindamongallENPIcross-bordercooperationprogrammes.ThisinstitutionwillensurebettersupportforbothapplicantsandbeneficiariesoftheProgramme.ThesimilarBranchOfficeoftheJTSsoonwillbeopenedinBrestinBelarus.

LookingbackandcomparingthecurrentProgrammewithitspredecessor-NeighbourhoodProgramme,IwouldliketounderlinethatthecurrentsolutionsforapplicationprocedureshaveenabledaconsiderableincreaseinparticipationoftheBelarusianandUkrainianpartners.Thisisthekeychangeeveryoneexpectedandwhichbringsjoytoallofus.BelarusianandUkrainianpartnershavetheopportunitytoimplementtheinfrastructuralprojects,thereisasignificantincreaseintheamountofthefinancialmeansavailableforthem.WhileanalyzingtheresultsofthefirstCall, it isimportanttonoticethatoutofthe57institutionsinvolved,30areBelarusianorUkrainianpartners,someactingastheLeadPartnerintheproject.

IwishtoallthebeneficiariesoftheProgrammethatallactivitiesrealisedthroughthecross-bordercooperationstayinyourmemoryasthepositiveexperienceandresultinnewsuccessfulcooperationprojectswiththeneighbours.

AfteranumberofNGOs,governmentalbodiesandpublicentitiesfromPoland,BelarusandUkraineansweredtotheCallforProposalsbysubmitting307applications,ithasbeentheresponsibilityoftheJointTechnicalSecretariatto register,check,correctandsend letters toapplicants regarding theadministrativeandeligibilityverificationofthereceivedprojects.TherequirementsforadministrativeandeligibilitycheckarebasedontheprovisionsoftheGuidelinesforApplicants,approvedbytheJointMonitoringCommitteeaswellasthePracticalGuidetoContractProceduresforEUexternalactions.

During its first meeting the Evaluation Committee (EVC) approved the report from the opening session andadministrativeandeligibilitycheck.ThelistofprojectsrecommendedforfurtherevaluationopenedthewaytostarttheStep2–qualityevaluation,whichwascarriedout by EVC with the suport of the internal andexternal assessors. The Evaluation Committeeapproved a ranking and reserve list. Projectsrecommendedforsupportarethosethatfollowingthe quality evaluation received the minimumscoring envisaged for the whole project as wellas for therequiredsections.Noprojectproposalfailingtopassthequalityassessmentthresholdsmaybeapprovedforfinancing.

The Joint Monitoring Committee during its thirdmeeting (which took place on 23-24 November2010)decided toapprove the listof21projects,which shall be funded within the 1st Call forProposals. The maximum total value of theselectedprojectsexceedsthebudgetallocatedforthe1stCall.

introduction

Cross-borderCooperationProgrammePoland-Belarus-Ukraine2007-2013providesthatinmeasure2.2co-financingofthestrategicprojectsconcerningthenewbordercrossingsandmodernizationoftheexistingbordercrossingsisplanned.Accordingtoarticle4oftheENPIImplementingRuleslargescalecross-borderinvestmentprojectsarenotselectedthroughtheopencallsforproposals,butareidentifiedjointlybyparticipatingcountries,inagreementwiththeEuropeanCommission.

Basic information about lsP in PBU

Asarule,themaximumimplementationperiodoflargescaleprojects(LSP)is36months.AnLSPmustbefinaliseduntil31December2014.Recommendedminimumgrantvalueis2000000EURandtherecommendedmaximumgrantvalueamountsto10000000EUR.EUco-financingpercentage:maximum90%ofeligiblecosts.LSPsshallbedirectly related to theProgramme, itsprioritiesandmeasures,crucial for thedevelopmentof theProgrammearea,haveaclearcross-bordereffect,haveaninvestment(infrastructure)character,havesupportfromthenational/regionallevelauthoritiesinaformofawrittenstatements,becoherentwithnational/regionaldevelopmentstrategicdocuments,thebeneficiarymustbeclearlyidentifiedastheonlyonebeingabletoimplementit.

TwoJointTaskForcemeetingswerealreadyheldandfiveinformationsessionswithLSPpartnerswereorganized.Asaresult9largescaleprojectswereidentifiedwithtotalbudgetof55,8millionEUR.

Current situation

With great pleasure we would like to informthat the Cross-border Cooperation ProgrammePoland-Belarus-Ukraine 2007-2013 is the firstProgramme among all other ENPI ProgrammeswhichhasmanagedtosuccessfullyselectthefirstLSPs! The European Commission approved thefullapplicationformsoftwoLSPswhichsoonwillsigncontractswith theJointManagingAuthority.Atthesametime,untilnowsixfurtherLSPProjectSummarieswerealreadyapprovedbytheECandthe full application forms are under preparation.ThelastProjectSummaryisunderpreparation.

Modernandefficientbordercrossingsarecrucialforcross-bordercooperation

FaCes oF tHe Cross-Border CooPeration InterviewwithMrs.EwaStachowiczfromthePodlaskieVoivodeshipGovernor’sOffice,whoiscurrentlyundertakingaprojecton“MakinginfrastructureofRoadbordercrossingpointPolowce-Peschatka-StageIII(Polish-Belarusianborder)-HajnowskiDistrictPL-BrzeskiDistrictBA”.

Could you please describe the idea behind the project and who will benefit from its implementation?The intentionsof theproject fitexactly in theMeasure2.2:efficientandsecureborders.Theaimof thisprojectis to increase theeffectivenessof infrastructureandborderproceduresaswellas to increase thesafetyon thePolish-Belarusianborder,whichisanexternalborderoftheEU.Ahighercapacityoftheborderanditssafetyaretheconditions for theachievementofotherobjectivesof thewholeProgramme.Adirectgroupofentities,whichwillbenefit fromthis investmentwill include: theBorderGuard, theCustomsService, theManagementofBorderCrossingsofPodlaskieVoivodeship,residentsofHajnówkaDistrictandBrestOblastandallthepersonstravellingthroughEurope.

if we look ahead, in what way, do you think, the project results will contribute to the development the Podlaskie region? What will be the cross-border impact?The participation of Belarus in the EU programmes and in the Eastern Partnership initiative will be conduciveto stimulation of economic, infrastructural and touristic co-operation between regions fromPoland and Belarus.Completionoftheprojectwillallow,interalia,thedevelopmentandmodernizationofinfrastructure,byjointactionsoftheauthoritiesofPodlaskieVoivodeshipandBrestOblast.Completionoftheprojectwillcontributetointensificationofthecross-bordercooperation.TheextensionofPolowce-Peschatkabordercrossingwillenableinternationalmotorpassengerandfreight(upto7.5tons)traffic.

the state Customs Committee of Belarus is involved as a partner in your project, how would you characterise its performance in this project in terms of the contribution it makes?Theprojectissymmetrical.Eachpartywillcarryoutmostofactionsonitssideoftheborder.TheBelarusianpartwillparticipateinthisprojectinthescopecompletedonthePolishside,includingworkingmeetingsregardingtheco-operation.Duringthemeetingsthepartieswillexchangeexperiencesanddiscussthemattersresultingfromthecontactpointontheroadbordercrossings.

Could you name the reasons to apply for an lsP grant?Firstofallthegrantcanacceleratethecompletionoftheproject.Italsostrengthensthecross-bordercooperation,introducessimilarstandardofinfrastructureandthroughputcapacity onboth sidesof theborder,what allows fasterandsafercrossingoftheborder.Thegrantcanfacilitatedevelopment of partner relations and exchange ofexperiencesinthescopeofefficientborderclearance.AsthelastpointIwouldmentionpromotionanddevelopmentofthewholeregion.

14 December 2010 – over 270 representatives from the Ukrainian, Belarusian and Polish organisations andinstitutionsmetinLvivtoexchangeideasonprojectsfortheforthcomingcallsforproposalsplannedforthefirsthalfof2011.PotentialpartnersalsohadachancetomeettheProjectManagersfromtheJointTechnicalSecretariatandexperts from theRegionalCapacityBuilding Initiative.ThePartnerSearchForumwasorganizedwellahead theannouncementsofthecallsinordertogiveapplicantsmoretimetoworkonthepartnership.

Cross-border Forum of Journalists

On15December2010,therepresentativesoflocalandregionalmediafromtheProgrammeterritorymetinLvivtodiscussneedsoftheborderland.Morethan30journalistsparticipatedinthisevent.TheForumwasanopportunitytoexchangeopinions regarding thepossibilitiesofborderareasdevelopment, todeterminedesireddirectionsofdevelopmentofthecross-bordercooperationandtoestablishthenewformsofcooperationbetweenthejournalistsfrom neighbouring regions. Journalists expressed their readiness to further support the information plan of theProgrammeandassistinpromotingthebestpracticesfortheprojectimplementation.
