1970 1972 1990

GAC Corporation proposes Poinciana as a new community to cover 47,000 acres in Osceola and Polk Counties.

Polk County adopts Poinciana PUD. (PUD 71-10)

“Parker Highway” added to MPO 2010 Long Range Transportation Plan as a privately funded project.(New 2-Lane Facility with 6-Lane ROW)

1990 - 1992 Early 1990’s

BoCC adopts Polk County Comprehensive Plan. Poinciana is vested for land use and assigned a “Pre-DRI” future land use category. Lots of Record (buildable lots) are vested for transportation concurrency. Parker Highway included in Traffic Circulation Element.

30% Design PlansInitial environmental permits issued for Parker Highway.

2003 - 2004

Avatar completes toll study for “Poinciana Parkway.” Final design plans are completed. Corridor shifted to the east to coincide with Marigold Avenue.Avatar funds major intersection improvement at Cypress Parkway and Marigold Avenue to relieve traffic congestion and support construction of Poinciana Parkway.

2006

Avatar enters into agreement with Osceola County to construct Poinciana Parkway as a toll road by a date certain (date later amended to require start of construction by February 2012). Agreement resolves dispute over transportation concurrency.Avatar enters into agreements with Osceola and Polk Counties for public acquisition of rights-of-way (ROW) using Avatar funds.

2006 2006 - 2010

Polk County begins four-lane widening of CR 54 (Ronald Reagan Parkway). Road is widened to address a projected short term (0-5 years) LOS deficiency. Project traffic and design anticipate future construction of Poinciana Parkway.

Construction of Poinciana Parkway is delayed due to downturn in economy.

2011- 2012

Avatar seeks public-private partnership to provide funding necessary to construct Poinciana Parkway.Poinciana Parkway Working Group formed to explore funding options. Parkway divided into three segments:Osceola Project Area: Cypress Parkway to Eastborne Avenue (4.17 miles)Poinciana Toll Road: Eastborne Avenue to Polk County Line (4.15 miles)Polk Project Area: Polk County Line to US 17/92 (1.34 miles)

Endorse the intersection of Poinciana Parkway and US 17/92 as priority project of regional significance with benefits to FDOT Districts 1 and 5.

Request FDOT to provide funding for this intersection improvement without adversely impacting currently programmed projects.
