We have come to the end of NSCA’s 2015-16 term and my second term as NSCA President. We accomplished a lot this year, and all of our accomplishments could not have been fulfilled without the dedication of the entire NSCA Board and other volunteers. Thank you for putting your trust in me & the Board. We look forward to continuing our service to the North Springfield community next term.

Our work this term can mainly be broken down into four categories:

Community: Reinvigorated our Neighborhood Watch with greater structure; reinstituted a Senior Citizens Committee & coordinated snow shoveling for our seniors during the winter; arranged for a tour of the Washington Post Springfield Plant; hosted a Reflections of Original Residents event and a Shop Local Expo; secured funding to revive and expand a community service youth awards program; hosted a bike rodeo & safety workshop; collaborated with Congressman Gerry Connolly’s office to address postal delivery issues (ongoing); continued and enhanced (when possible) NSCA’s signature events like Community Day at the Pool & National Night Out, Grand Illumination, Holiday Toy Drive, and Clean Up Day.

APRIL NEWSLETTER – WHOOPS!Still looking for your April newsletter? Chances are, many of you won’t find it in a paper copy. Because of a miscommunication between us and our printer, there was no way that we would have been able to get the April newsletter printed in time for our April general membership meeting. As such, we opted to offer it in an online format with less than 50 hard copies printed for households without email access. Some of the content from last month’s newsletter is repeated in this month’s edition. We apologize for any inconvenience this may have caused you. Did you know that you can access past newsletters dating back to 2004 on our website? You can find them here: http://nscivic.org/newsletters/newsletters.htm.

We are also slowly working on digitizing the newsletters from our archives (the oldest one dating back to March 1959). We are missing several from the 1990-May 2004 time period. If in the off chance you have any old newsletters from this time stored in your attic, garage, closet, or elsewhere, we would love to borrow and return them once we have scanned them. An announcement will be made when the full archives are complete. Please contact us if you would like to help with the effort. We have been fortunate to have had two of our high school students assist with this effort to help satisfy their school’s community service requirements.

SUMMER eNEWSLETTERSince our May 4 meeting is our last meeting until October 5, we may try putting out a summer newsletter to provide some updates during NSCA’s 5-month recess from meetings. MAY 4: PARTY LIKE IT’S 1955

Our May 4 general membership meeting will be a community social with refreshments. We will have minimal business items including approval of minutes, NSCA officer elections and recognition by the Virginia General Assembly. Hopefully, you will be able to attend, grab some food, and meet other residents from across the neighborhood. But wait…

there’s more! We will also have raffle prizes that are a little higher end than usual (wine tasting, concert tickets, and a Potomac cruise voucher). After all, it is our 60th anniversary. Bring a friend, and see you on May 4 at 7:30pm!

COMMUNITY SERVICE YOUTH AWARDS PROGRAMNSCA is pleased to announce the launch of the NSCA Community Service Youth Awards. They will recognize elementary (grades K-5), middle (grades 6-8), & high school (grades 9-12) youth (one per level) who demonstrate community service & civic engagement, particularly in the North Springfield community. The award recipients will receive a certificate of recognition and a cash prize of $100 for the elementary category, $200 for middle, and $300 for high school. NSCA hopes this will encourage young residents to become more involved in and see the value of volunteerism inside and outside of their neighborhood.

NSCA is putting the finishing touches on the details, and all the pertinent information will be made available via the NSCA website and Facebook page as soon as possible. The format will be an essay or video blog and a letter of recommendation from a non-related adult. These awards are open to all public, private, and home school students living in the NSCA service area. The deadline for submissions this year is May 31, and they will be judged by NSCA Board-appointed leaders from the outside the North Springfield community to ensure impartiality. Judges will be actively engaged in community service themselves. Awards will presented at the National Night Out event on August 2. Although a tight window for this year, we will offer greater lead time next year.

This is a revived and expanded version of an award NSCA administered from 1975-1985. It is being offered as part of our 60th anniversary celebrations and is made possible through a generous sponsorship by Eagle Bank (www.eaglebankcorp.com); we are grateful for their support. TIME CAPSULENext month, NSCA’s year-long 60th anniversary celebrations will be coming to an end, and what better way to culminate things than by burying a time capsule? Details are still being planned as to the location, contents, and open date, but the time capsule will be buried on Saturday, May 21 at 2 pm. All residents are welcome to attend. Funding for the time capsule were made possible through donations to NSCA’s 60th anniversary fund by Todd & Nancy Kaegi (in honor of Maureen McGarey) and Frances Kurtz (in honor of Frederick Kurtz). NOMINATING COMMITTEEThe Nominating Committee has met and is identifying qualified candidates for officer positions (President, Vice President, Secretary, and Treasurer). The full slate of candidates and their bios will be posted on our website and disseminated via our e-mail list as well as Facebook once they have been identified. This will be done in advance of the one-week public notice of the May meeting dictated by the NSCA bylaws.

COMMUNITY DAY IS ON THE WAYNSCA’s Community Day Celebration will be held again this year in conjunction with the North Springfield Pool Club opening on May 28 from 11 am – 3 pm. Everyone is invited to enjoy the pool and other activities; entry is free for all residents. It’s our last official event celebrating our 60th anniversary so from noon to 3 pm the DC 4 Band will perform many of your favorite classic rock songs from the 1960s through 1990s; check them out at www.dc4band.com. We’ll also serve free hot dogs, lemonade and chips. We look forward to seeing everyone.

SWIM CLUB NEWSMay marks the grand re-opening of our brand new bath house at North Springfield Swim Club (NSSC), located at the intersection of Leesville Rd. and Earlehurst St. We are all proud and excited that our 60 year old structure (one of the original in Northern Virginia) has gotten a ‘face lift”. There is still time to help make the pool look fantastic. Join us for the last few clean-up days: May 7, May 14, May 15, May 21 and 22 (hours posted at www.ns-sc.org). Membership fees are due May 15. You will want to put Saturday, May 28 on your calendars. Festivities begin at 10:30 am with an opening and ribbon cutting ceremony. At 11 am, there will be the “Big Splash” when kids (of all ages!) are signaled by the blowing of the first whistle of the season to jump in the pool. From 11 am - 3 pm, neighbors are invited to our “Community Open House”. You do not have to be a member to enjoy the live band (sponsored by the NSCA), hot dogs, face painting, crafts and of course swimming. Questions? DOES YOUR ROAD NEED PAVING?Tired of the poor condition of the North Springfield roads? Well we previously announced that two streets were getting repaved. Then we announced in the last newsletter an additional nine streets had been added. At the last NSCA meeting, we announced that the number has ballooned to every street in North Springfield. Yes, you read that correctly. EVERY street, including Woodland Dr & Larrlyn Dr (but not Granberry Way and Woodland Estates Way, which are technically private roads according to VDOT). While we were only given a very broad timeline of “sometime before the end of the year (weather permitting),” at the time of this printing, paving is under way on Woodland Dr. and Larrlyn Dr. and there are marquee signs on Heming Ave. near Braddock Rd. and Leesville Blvd. near Backlick Rd. that say milling & paving began around April 18th. Many thanks to former NSCA board member Maryann Germaine, Delegate Vivian Watts, & Deb Sherman of Delegate Watts’ office for working with VDOT to make this reality.

PTA SWAP MEET & NSCA YARD SALE DAYThe North Springfield Elementary School (NSES) PTA will host a Vendor Fair and Flea Market on Saturday, May 14 from 8 am – noon in the NSES parking lot. Residents and outside businesses are invited to sell business products, wares, and yard sale items for a $25 space fee. Space is limited to 30 spots, and the initial registration deadline (including payment) is April 30. Please make checks payable to NSES PTA. Items for sale must be legal and child appropriate. The PTA reserves the right to book first paid and not double book multiple vendors (same company). Please contact Heidi Miller at [email protected] or (703) 774-8269 for a registration form and with questions. (NOTE: NSCA will not be coordinating an annual yard sale day this year because of this event. Those who wish to hold a yard sale are encouraged to support this PTA fundraiser.)

CLEAN UP DAY VOLUNTEERSFairfax County will provide refuge trucks in the NS Elementary School main parking lot between 8 and 11:30 a.m. on June 11. Please pay strict attention to those times. This is a great opportunity to get rid of old appliances, sheds, tires, lawn mowers, lumber and other junk. This service is free. The County will not accept explosive materials, business construction materials, paint or any dangerous items. For more information about hazardous waste disposal, listen to a recording at (703) 324-5068 or check www.fairfaxcounty.gov.

We need volunteers. Some of our residents have items that are large so we ask for volunteers with trucks who are willing to pick up from homes and bring the items to the school. Also we need help handing out

membership forms and collecting dues since many residents pay their $15 dues on clean up day. You don’t have to work the whole time. Even an hour or two will be appreciated. Please contact Tricia Barnes at [email protected] or (703) 354-0134.

NO DIRT BIKES ALLOWEDResidents have reported seeing people riding dirt bikes in the neighborhood. Two laws pertain to motor-driven cycles, which include among others dirt bikes and mopeds. First, Virginia Code§ 46.2-911.1 states, “No person shall operate a motor-driven cycle on or over any public highway in the Commonwealth.” Second, Virginia Code permits individual municipalities the ability to create legislation that further restricts the use of motor-driven cycles. As such, Fairfax County Code §82-4-30 states:

(a) It shall be unlawful in Fairfax County for any personto ride, drive or operate any validly licensed andregistered motorcycle on the sidewalks of thisCounty, on any County property or other publiclyowned property except for motorcycles owned bythe Police Department and used by policemen infurtherance of their duties; provided, that any personmay operate such a motorcycle on public drivewaysand highways unless otherwise prohibited by law.

(b) It shall be unlawful in Fairfax County for anyperson to operate any motorcycle which does notcomply with the State and County registration andlicensing requirements on the public highways, onthe sidewalks of the County, or on the drivewaysor premises of the County or other publicly-ownedproperty open to the public including but notlimited to a school, recreational facility and/orbusiness property.

DO YOUR PART FROM THE START! —PREVENT AND PROTECT AGAINST MOSQUITOESMosquito season is here. Prevent mosquitoes around your home and protect yourself from bites by taking the following steps:

Control mosquitoes in your yard: • Eliminate standing water.

Check your yard weeklyfor containers that areholding water.

• Treat standing water witha larvicide* if it cannot be eliminated.

• If mosquitoes are biting you may want to sprayyour yard with an insecticide*, particularly theplaces where mosquitoes like to hide, such as bushygreen plants, ivy, other ground-covering plantsand bamboo. (Insecticides are available at yourhardware or home and garden stores.)

• Organize a neighborhood clean-up.

Protect yourself and your family from mosquito bites:• Wear insect repellent* containing DEET, picaridin,

oil of lemon eucalyptus or IR 3535.

• Wear loose-fitting, light-colored long-sleeved shirtsand pants.

• Keep doors and windows closed and make surescreens are in good repair.

* Use EPA-registered insecticides, larvicides andrepellents. Follow label instructions.

Watch for the symptoms of mosquito-borne diseases such as Zika and West Nile virus. Zika symptoms include fever, rash, joint pain, muscle pain, headache and conjunctivitis (red eyes). West Nile virus symptoms range from mild (fever, headache, body aches or a skin rash on the upper body) to serious (high fever, headache, neck stiffness, stupor, disorientation, tremors, convulsions, weakness, paralysis or coma). If you think you have a mosquito-borne disease, consult your physician.

NSCA PAST PRESIDENTS DINNERAs part of the NSCA’s 60th anniversary celebration, six current and former NSCA presidents (and two spouses) enjoyed a nice Past Presidents Dinner at Foxfire Grill at the corner of Braddock Rd. and Little River Tnpk. Attendees were Al & Betty Royer (1974-76), Norma Heck (1989-92, 99-02, 03-07, 09-14), Ron Kinzer (1995-99), Dorene Haney (2002-03), Scott & Michelle Pratt (2007-09), and Ken Balbuena (2014-present). Other past presidents/spouses who

wished to attend but were unable to because of health reasons and/or schedule conflicts were Fu-Ho Chan (1962-63), Mina Eggerton (spouse of Al Eggerton 1966-67), Bea Clark (spouse of Don Clark 1978-79), Val McWorter (1979-81), Kurt Kroeger (1983-85), Tricia Barnes (1986-89) and Bill Houston (1993-95). It was a great evening that, of course, included conversation about some of the past challenges NSCA has overcome and some of the ‘unique’ requests NSCA presidents have received over the years.

1. GRASS: Fairfax County Code §119-3-1 restricts grass or lawns fromexceeding a height of 12-inches. It is recommended that grass be cutfrequently, so lawns do not look unsightly, particularly during the monthsof March-November.

2. LANDSCAPING/GREENERY: Residents are encouraged to keepbushes and other greenery trimmed to a reasonable height. This isespecially important with regard to invasive plants such as ivy alongproperty lines. Residents are also asked to periodically drain standingwater in things such as bird baths, wading pools, and clogged gutterssince they are breeding grounds for mosquitoes.

3. VEHICULAR PARKING: Fairfax County Zoning Ordinance 11-100 does not permit grass parking in the front yards of homes, anddriveways on lots the size of those in North Springfield may not exceedmore than 30% of the front yard. Parking must be done in surfacedareas such as driveways and or the street. Additionally, Virginia Code46.2-889 requires that vehicles must be parked facing the direction ofthe travel lane. Inoperable motor vehicles may not be kept uncoveredoutdoors, per Fairfax County Code §110.

4. OUTDOOR STORAGE: Fairfax County Zoning Ordinance 10-100does not permit outdoor storage of items (junk, debris, or otherwise)in the front yard, including under carports. Storage must be done inaccessory structures (i.e. sheds) located “on the rear half of the law,screened from the view from the first story window of any neighboringdwelling, and the total area for such outdoor storage [must] not occupymore than 100 square feet.” Curbside trash must also be disposed ofwithin a week, per Fairfax County Code §109.1-3-1. This may require aspecial collection arrangement through your private trash collector.

5. FENCES: Fairfax County Zoning Ordinance 10-100 restricts fenceheight to no taller than seven (7) feet from the highest point on theside and rear of the yard with the exception of corner lots, which arerestricted to a height of four (4) feet.

6. BUILDING PERMITS: The Fairfax County Department of PublicWorks and Environmental Services provides a list online of whenpermits are needed for construction projects. They should be consultedbefore any additions or work to your home is done in order to avoidcostly penalties on top of construction costs.

7. DAMAGED AND BLIGHTED PROPERTY: Part III of the VirginiaUniform Statewide Building Code requires that the interiors and exteriorsof homes be maintained. Damaged homes that include broken windows,fallen gutters, missing siding, and significant damage to the insidecan be reported to the Fairfax County of Code Compliance. Similarly,

blighted properties (i.e. properties in a dilapidated condition or no longer regularly maintained) should also be reported.

8. OCCUPANCY: Fairfax County Zoning Ordinance 2-500 regulates thenumber of occupants in a home. Suspected boarding houses should bereported to the Department of Code Compliance. Generally speaking,the following is permitted:

Option 1: A married or blood-related family with any number of children provided there are no more than two occupants per room.

Option 2: Two (2) single parents or guardians with not more than a total of six (6) of their dependent children provided there are no more than two occupants per room.

Option 3: A group of not more than four (4) persons not necessarily related by blood or marriage.

Option 4: An elderly and/or disabled resident, a live-in caretaker (one or both of whom own the dwelling unit) plus one (1) family

9. ANIMALS: Fairfax County Code §41 and Fairfax County ZoningOrdinance 2-512 regulate the kinds of animals residents may own.Residents are encouraged to stay within the parameters of thesegoverning documents. Wild animals should not be fed.

10. NOISE: Fairfax County Code §108 regulates the level of noiseresidents can make and the hours when noise-producing activities (i.e.cutting grass, loud music, etc.) can be done. Depending on the activity,quiet times are required to be between 9 or 10pm and 6 or 7am.

11. HOME-BASED BUSINESSES: North Springfield is first andforemost a residential area. Fairfax County Zoning Ordinance 10-300details acceptable home-based businesses and includes regulationssuch as a prohibition on customer traffic and only one commercialvehicle. Fairfax County Code §82-5.7 prohibits commercial vehicles fromstreet parking with the exception of one (1) taxi or limousine.

12. SNOW: While Fairfax County does not require residents to shovelsnow from their driveways and sidewalks, residents are encouragedto do so. Several children walk to school, so slipping on ice is a safetyissue. Neighbors are asked to assist senior citizen and/or disabledresidents who may not be able to shovel by themselves. NSCA produces a Teen Jobs List of area teenagers who can help with orcharge a small fee for shoveling services. Residents are also asked toclear the area around fire hydrants.

The North Springfield community has been a well-kept neighborhood for over 60 years because of the pride its residents have taken in making it an ideal place to live. Yards have been maintained, and properties have largely been kept free of clutter. When the community was originally founded in 1955, covenants were put in place to protect the “value and desirability” of the homes in the neighborhood. The covenants reflect Fairfax County zoning laws at the time they were written. Since these covenants are frequently no longer conveyed during home sales as they were originally intended to be, NSCA is establishing a list of recommended neighborhood standards that we are asking residents to live by.
