PNP OPERATIONAL ACCOMPLISHMENTS 1 st Semester 2017 The PNP, in response to the directive of President Rodrigo R Duterte to address the worsening problem of illegal drugs in the country, implemented the Anti- Illegal Drugs Campaign Plan:“Double Barrel” with two approaches: the Project Tokhang and Project High-Value Target (HVT) on July 1, 2016. The relentless operations against illegal drug personalities and dismantling of drug syndicates aim to clear all drug affected barangays in the country. The campaign yielded a considerable number of personalities in illegal drugs in the first three months. However, the President realized the severity of the problem that he deemed the need to extend his self-imposed deadline of three months to six months to solve crime and the illegal drugs problem. For the police to further improve and strengthen the campaign against illegal drugs, the PNP National Oversight Committee on Anti-Illegal Drugs evaluated and validated the accomplishments of PNP lower units in implementing the campaign plan. The results showed the respective peculiarities and conditions in the areas of operation, as well as the aspects that require further attention. Considering the findings of the Oversight Committee and the President’s six- month extension to rid crime and illegal drugs, the PNP concurrent with its mandate to support the Philippine Drug Enforcement Agency (PDEA) pursuant to Republic Act No. 9165, expanded the Anti-Illegal Drugs Campaign Plan “Double Barrel” to Anti - Illegal Drugs Campaign Plan “Double Barrel” ALPHA. The Anti -Illegal Drugs Campaign Plan “Double Barrel” ALPHA focused more on the accounting of HVT Personalities involved in illegal drugs and progressing towards the Government’s ultimate objective of clearing all drug-affected barangays nationwide. On January 29, 2017, the President directed the PNP to temporarily stop all anti-illegal drug operations following an unfortunate incident that involved some anti- narcotics operatives. Thus, the Chief, PNP dissolved the Anti-Illegal Drugs Group (AIDG), all anti-illegal drug units, from the national, local to the police station level effective January 30, 2017. In the meantime, the PNP will go after rogue policemen and will form a counter-intelligence task force against rogue cops. During the suspension of the PNP’s anti -illegal drugs operations however, a number of local government units and the public reported that illegal drug personalities had resurfaced and continued their illegal drug trade. Crimes, particularly murder, rape, theft and robbery likewise increased during the period. Fearing that the situation may worsen and adversely affect peace and order in communities, local government executives and concerned groups clamored for the return of the anti-illegal drug operations to the PNP. Hence, the PNP resumed its anti-illegal illegal drug operations in close coordination with the Philippine Drug Enforcement Agency (PDEA), as ordered by the President through “Project Tokhang: Revisited and “Project HVT: Revalidated”.

This vigorous, unrelenting and deliberate campaign against illegal drugs focuses on clearing operations of drug affected barangays.

Hereunder are the operational accomplishments of the PNP:

On Law Enforcement

Campaign against Illegal Drugs From the start of the campaign from March 1 to June 30, 2017a total of

1,309,776 illegal drug personalities have surrendered to police stations nationwide; 86,030 were arrested and 3,264 died in police operations.

Among the notable accomplishments for the 1st Semester 2017 include the

following:

A. Dismantling of Shabu Laboratories/Warehouses Dismantling of clandestine laboratory at No. 5 Caroline Street, Brgy.

Baesa, Quezon City on May 30, 2017. Found in the area were Controlled Precursors and Essential Chemicals (CPECs) as well as mixers used for manufacturing Methamphetamine Hydrochloride also known as shabu and estimated to produced 200 kilograms of shabu per cycle with an estimated DDB value of more or less Php2 Billion; and

Dismantling of clandestine shabu laboratory at Amadeo Street, Phase 3, Vista Verde, Brgy. San Isidro, Cainta, Rizal and the seizure of CPECs and laboratory equipment with suspected shabu residue utilized in the production and manufacturing of methamphetamine hydrochloride on March 14, 2017. The Chemist determined the scale of production that the equipment and CPECs can produce 50 kilograms of shabu per week with an estimated DDB value of Php250 Million.

B. Buy-bust, Raids and Service of Search Warrant

Arrests of Almujir U Sabtal a.k.a. Ogie, Carmin Aliakbar Maluddiny and Sakur Jimo and seizure of three pack size of more or less three kilograms of shabu with an estimated DDB value of Php60 Million at Vallerosa Subdivision , Brgy. Sinunuc, Zamboanga City on June 24, 2017;

Arrest of Teofilo Omalsa Bantungan a.k.a Nonoy and seizure of 200

grams of shabu with an estimated DDB value of Php2.3 Million in Ubujan, Tagbilaran City, Bohol on June 19, 2017;

Seizure of MOL 72 packs approximately one kilogram each containing suspected shabu with an estimated DDB value of Php360 Million at

Unit B, Block 3, Tiongquiao Street, B.F. Martinville Subdivision, Brgy. Manuyo, Las Piñas City on June 13, 2017;

Seizure of MOL three kilograms of shabu with an estimated DDB value

of Php15 Million at JW Entertainment Center, Madre Isabella Rosis Street, Multinational Village, Brgy. Moonwalk, Parañaque City on June 7, 2017;

Arrests of Vien Arvin Cruz Santos and Jerry Angelo Panzo and seizure

of four kilograms of shabu with an estimated DDB value of Php20 Million at the parking lot of St Peter Chapel, Commonwealth Avenue, Quezon City on May 27, 2017;

Recovery of more or less 600 kilograms of high grade shabu with an

estimated DDB value of Php6 Billion in F. Bautista Street and Aster Street, Brgy. Paso de Blas, Valenzuela City on May 26, 2017;

Recovery of 3.5kilograms of shabu with an estimated DDB value of

Php17.5 Million during anti-illegal drugs operation at the open parking lot along Mckinley, Bonifacio Global City, Taguig on May 20, 2017;

Arrest of Welberto Aytona Bentulan a.k.a. Bakla and seizure of 90.09

grams of shabu with an estimated DDB value of Php1.6Million at Sitio Sun-ok, Brgy. Ibabao, Cordova, Cebu on April 11, 2017;

Arrest of Arj V Mercadejas a.k.a. Ar-ar and seizure of 150 grams of shabu with an estimated DDB value of Php1.7Million in a Bus Terminal in Surigao del Norte on January 23,2017;

Arrest of Allan Redondo Yamba and seizure of 95 grams of shabu with

an estimated DDB value of Php1.1Million at P-2, Brgy. Holy Redeemer, Butuan City on January 21, 2017; and

Arrest of Ariel Repeso and Nicky Ogayon and seizure of 130 grams of

shabu with an estimated DDB value of Php1.5Million at AVP Lodge, P-2 Holy Redeemer, Butuan City on January 21, 2017.

C. Uprooting and Destructions of Marijuana

Marijuana Eradication at the boundary of Brgy. Sapdaan, Santol, La

Union and Brgy. Mocgao, Kibungan, Benguet that resulted in the uprooting of 25,600 fully grown marijuana plants and 30 kilograms of newly harvested dried marijuana leaves with an estimated DDB value of Php8.8 Million on April 15,2017.

Campaign against Carnapping. Carnapping incidents were reduced by 39% from 5,504in 2016 to 3,357 in 2017. Of the total reported incidents, 868 vehicles were recovered which translates to a recovery efficiency rating of 26%. In addition, 454 suspects were arrested and359cases were filed in courts.

Notable among the accomplishments in this campaign was the police intervention by the PNP Highway Patrol Group that led to the busting of a syndicate engaged in a multi-million peso scheme involving loans secured from unsuspecting individuals and financial firms using rented motor vehicles as collateral. One hundred seven motor vehicles were recovered by HPG from the 457 “rented” cars, and several suspects were arrested.

Campaign against Criminal Gangs. Thirty criminal gangs (CGs) were disbanded with 551 leaders and members, of which534 were arrested and 17killedin police operations nationwide. Also,285 firearms were confiscated/recovered and 225 cases were filed in courts. Notable accomplishment on this campaign was the arrest of Solayman Dimaporo@Jomar, @Muslimen Utap y Dimawan, a High Value Target level 2 suspect and the Team Leader of dreaded Notorious Martilyo Gang/UTAP Group. Subject was arrested in the vicinity of Saging and Strawberry Streets, Brgy. CAA, Las Piñas City on May 9, 2017.

Campaign against Kidnapping for Ransom. Nine kidnapping incidents were reported. Of the total incidents, 25 personalities were neutralized and five cases were solved. This campaign resulted in the arrest of SPO3 Ricky Sta. Isabel and surrender of SPO4 Roy Villegas and Ramon Yalung on January 20, 2017, and PSSupt Rafael P Dumlao on April 25, 2017.They were involved in the kidnapping for ransom, and murder of Korean national Jee Ick Joo.

The campaign also yielded the neutralization of a KFR syndicateled by an

Indian national victimizing fellow Indians doing businessin the country. The PNP arrested Indian national Gurmeet Singh,one of the syndicate leaders involved in the kidnapping ofHarvinder Singh on March 9, 2017 in Nueva Ecija and was freed on March 25, 2017. Other group members arrested in separatefollow-up operations in Nueva Ecija were Jerry Cabading y Caasialias Tolox; Francis Castro y Cristiobal alias Gorilla; and GregorioPeña y Mina alias Jun-Jun. Three handguns, a grenade and thePhp600,000.00 cash ransom were recovered from the suspects.

Campaign against Wanted Persons with Head Prize. The crackdown on

the country’s Top Most Wanted Persons (TMWPs) with head prize or monetary rewards for their capture, resulted in the arrest of nine and one died in police operations. Notable accomplishment on this campaign was the arrest of Willy Sagisag wanted for multiple murder and frustrated murder, a national level most wanted person with a reward of Php600,000.00 in Sitio Malusong, Brgy Antonio Canao, Lubuagan, Kalinga on February 21, 2017.

Campaign against Other Wanted Persons. The crackdown on thecountry’s

Other Wanted Persons (OWPs) resulted in the arrests of 21,953; surrender of 441 and demise of 27 in police operations.

Campaign against Illegal Gambling. The 7,802 anti-illegal gambling

operations resulted in the confiscation of Php6.3 million worth of bet money and other gambling paraphernalia; arrest of 16,475 suspect, and the filing of 7,824 criminal cases in courts.

Campaign against Smuggling and Piracy. PNP operations resulted in the arrest of eight suspects and the confiscation of Php457,390.00 worth of smuggled and pirated goods. The filing of cases were referred to the Bureau of Customs (BOC).

Campaign against Loose Firearms. The relentless efforts to account loose

firearms resulted in the confiscation, recovery and surrender of4,751 small arms and light weapons (SALW). The campaign likewise resulted in the arrest of 4,175 suspects and filing of 2,712 criminal cases in court for violations of Republic Act No. 10591. Campaign against Illegal Logging. There were 1,381operations against illegal logging that led to the arrest of 1,158 suspects. In these operations, a total of 968,605 board feet of logs/ lumber with an estimated worth of Php25.4 million was confiscated. Three hundred nine cases were filed in court.

Campaign against Illegal Fishing. A total of 5,796 suspects were arrested for illegal fishing and 354 cases were filed in court. The operations also resulted in the confiscation of Php115.7 million worth of fish and fishing paraphernalia. On Internal Security and Counter-Terrorism

Joint Peace and Security Coordinating Center (JPSCC). There were 53

regional, 241 provincial and 60 chartered city meetings held to further strengthen coordination and interoperability between PNP-AFP security forces.

Campaign against CPP-NPA-NDF (CNN). The PNP figured in ten

government-initiated encounters wherein four firearms were recovered. In other operations conducted against CNN, three were arrested, 38 surrendered and 33 SALWs were confiscated. Notable accomplishment on this campaign was the arrest of Promencio Cortez a.k.a Aves/Renan in La Trinidad, Benguet on February 11, 2017. He had a warrant of arrest for murder with a reward of Php4.8million for his capture.

Campaign against Southern Philippines Terrorist Groups (SPTGs). Two

government-initiated encounters were reported that resulted in four SPTGs killed in action. In other operations against SPTGs, 74 were arrested, 11 surrendered and 24 SALWs were confiscated. Notable accomplishment was the arrest of PSUPT MARIA CRISTINA NOBLEZA, Reenor Lou Dongon a.k.a Kudri/Renren, Judith Dungan, and Alima Dungan Santos during a checkpoint along Brgy. Bacani, Clarin, Bohol on April 22, 2017. Subject persons were allegedly linked to ABU SAYYAF GROUP (ASG). PNP Support to the AFP in the Marawi Incident Activation of the Crisis Management Committee and Deployment of Troops in Marawi City

Following the encounter between the government troops and the armed members of the Maute group that transpired on May23, 2017, the PNP activated its crisis management committee at the national and regional headquarters. The committee monitors the situation and provide strategic direction to the security forces on the ground. As the PNP declared full alert status nationwide, all unit commanders remain vigilant as they strengthen their respective target hardening measures on all vital installations, economic key points as well as places of convergence. Likewise, high state of operational readiness is being ensured to thwart any hostile action that may be launched by terror groups.

To support the AFP fighting troops, the PNP deployed 1,102uniformed personnel from its different units in Marawi City. Twenty-one PNP personnel had been killed and 18 were wounded in action as of June 30, 2017.

On Strengthening Linkages with Other Law Enforcement Agencies

National Law Enforcement Coordinating Committee (NALECC). The Chief, PNP chairs the NALECC that has 66 member agencies. Two regular meetings were conducted to strengthen linkages with other law enforcement agencies on Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT) National Risk Assessment, Rent-Sangla Modus RA No.10883 “New-Anti-Carnapping Act of 2016, and the PNP’s Campaign Against Illegal Drugs “Double Barrel Reloaded”. Joint Anti-Bank Robbery and Cybercrime Coordinating Committee (JABRACC). Two meetings were held to fortify measures against bank robbery, fraud and other related crimes, to include cybercrime and bank fraud due to evolving strategies of fraudsters. Discussed were the Rent-Sangla Scam and result of the meeting between HPG and Bank Security Managers Association (BSMA) on the turn-over of recovered motor vehicles to bank-lessors; update on cybercrime and bank fraud cases; protocol transfer of cybercrime cases from the local police to the Anti-Cybercrime Group (ACG); inclusion of Chamber of Pawnbrokers of the Philippines, Inc. (CCPI) to JABRACC; and pawnshop security. The PNP entered into memoranda of agreement with other agencies strengthen cooperation. These agreements include the Memorandum of Understanding (MOU) between the PNP represented by the Chief, PNP and the Movie and Television Review and Classification Board (MTRCB) represented by Chairperson Maria Rachel Arenas signed on March 27, 2017 in Camp Crame, Quezon City to strengthen the cooperation between the two organizations and to support relative public information and education campaign aimed at raising public awareness on the importance of the different ratings for movie and television programs, film and media literacy, audience empowerment and the proper depiction of police efforts. On Community Safety and Protection Public Safety. The PNP enhanced the capabilities of the 1,978 Tourist Assistance Desks it maintains nationwide. This is in addition to the 558 Tourist

Assistance Centers (TACs) established by the Department of Tourism (DOT) and Local Government Units (LGUs).There were 284 Tourist Police trained under the National Tourist Oriented Police for Community Order and Protection (NTOPCOP) Project in coordination with the DOT. Also, there were 5,092 Tourist Police deployed in the 28 Priority Tourist Destination Areas.

On security coverage and foreign visits, the major event security framework was the basis for the crafting security and contingency plans in the 19,879 security operations on special events where the PNP rendered 6,232,363 man-hours. There were also 22,664 VIP security operations conducted with 2,862,234 man-hours spent. ASEAN Summit 2017. The PNP Security Task Force for ASEAN 2017 based its concept of operation on the ASEAN Standards and PNP Major Event Security Framework (MESF) advocated by ASEAN member-states security strategies, applying the “Whole-of-Government-Approach” in planning major events. Prior to the launching and holding of ASEAN-related meetings, the PNP STF for ASEAN 2017 conducted Simulation Exercises, Table-Top Exercises, ocular inspection to the venues, and contingency planning. Other activities included orientation and deployment of personnel; functional exercises; joint trainings with AFP and other stakeholders; and establishment of the Multi-Agency Coordinating Center (MACC), Regional Joint Operations Center (RJOC) and Advance Command Posts (ACP). Security plans were reinforced through series of walkthrough convoy runs, route familiarization and critique session within the PNP, and daily inter-agency critique sessions.

Aside from illegal drugs, relentless police operations were conducted against other forms of criminality and terrorism. Cooperation with law enforcement agencies was likewise strengthened through various agreements. Public safety services were also provided by the PNP during major events.

Hereunder are the operational accomplishments of the PNP: On Anti-Criminality

Patrolling remains to be the backbone of the campaign against criminals and

criminality. Personnel who were downloaded to the police stations – though still insufficient in number – provided the manpower to patrol the streets.

Impact and Results In order to better appreciate the efficiency and effectiveness of the PNP's

operational strategies, statistical tools are used.

On Law Enforcement

Campaign against Illegal Drugs From July 1 to December 31, 2016, a total of 1,143,896 illegal drug

personalities have surrendered to police stations nationwide; 47,922were arrested and 2,363 killed in police operations. Out of this number, the following were the number of HVTs included: 388 surrendered, 126arrested, and 25 killed. Meanwhile, the internal cleansing efforts of the PNP against personnel allegedly involved in illegal drug activities resulted in the following: 1,130 were put under the Directorate for Intelligence Watch List, 17 were administratively charged and 13 were criminally charged, 21were killed, 50 were arrested, 43 surrendered under President Rodrigo Roa Duterte’s pronouncement, and 17 voluntarily surrendered. Discovery of shabu laboratory in Purok 4 Brgy. Palta Small Virac,

Catanduanes on November 26, 2016 and the arrest of Lawrence Pinera y Flores. Seized were 31,376 grams of shabu and several laboratory equipment;

Discovery of shabu laboratory at 1117 Banawe St., Brgy. Manresa, Quezon City on November 15, 2016 and the arrests of Eduardo Dario Y Fernando; Rhea May Libira y Silva; Gemma Rose Codera y Apendido; and John Rey Bungcasan;

Discovery of shabu laboratory at 101 Prenza Maharlika Highway,

District 1, Cauayan City Isabela on October 23, 2016. Two suspects were killed during police operations namely: Kim Punzalan Uy a.k.a. Kim; and Congbo She, both are Chinese National;

Discovery of the biggest shabu laboratory in the country at the foot

of Mt. Arayat in Brgy. San Juan Baño, Arayat, Pampanga and the arrest of Hong Wenzheng, a Chinese national during police operation on September 22, 2016;

Discovery of a shabu laboratory in San Ildefonso, Magalang, Pampanga on September 7, 2016; arrests of seven chinese nationals namely WASNG Wanlia.k.a Alvin; Chen xinli a.k.a. Ate; Cao Zhen Wang a.k.a. Philip; Xiao Dong Zhang a.k.a. Kenneth; Xiao Dong Zhang; Shi Jun Loang; and Dian Ningshi. Seized were 468 grams of shabu, 20 kilograms of ephedrine and several laboratory equipment with an estimated DDB value of Php100Million;

Discovery of a shabu laboratory at AAC Henson Trading, No. 21 Pinagbayanan Street, Brgy. Lingunan, Valenzuela City; arrest of Xu,Ying Lei a.k.a Henry Co; He, Xiong Bo a.k.a. Jerry Ho; He, Xiao Zheng; He,Hao; and Xu, Ying Mei a.k.a. Bea Payas; and death of a.k.a. Mico Tan on July 22, 2016. Also seized were 5,930.2 grams of shabu with an estimated DDB value of Php29.6Million;

Discovery of a floating shabu laboratory at the sea waters of Brgy. Calapandayan, Subic, Zambales City on July 12, 2016 where four Chinese nationals were arrested, 0.5 kilo of shabu and one set of hydrogenator used for processing shabu were confiscated;

Raid of clandestine laboratory in Las Piñas City on July 5, 2016 by joint operatives of PDEA and National Capital Region Police Office that resulted in the arrest of a Taiwanese national, confiscation of 99 kilograms crystalline granules and 298 kilograms of liquid methamphetamine hydrochloride with estimated DDB value of 1.7 B pesos;

Dismantling of a shabu laboratory and seizure of 443.1 grams of

shabu, 248 liters of liquid shabu, 260,400 grams of chloroephedrine, Controlled Precursors and Essential Chemicals (CPECs), oxygenator, suction pump, laboratory equipment and powdered substances with an estimated DDB value of Php1.372 Billion on May 31,2016 at 2-7 Don Vicente St., Villa Dolores Subd., Brgy. Sto. Domingo, Angeles City;

Commonwealth Ave., Brgy. San Vicente, Philcoa, Quezon City, the PNP arrested Shan Wen Lee a.k.a. Chen and Chun Cheng Chu (Taiwanese nationals), Wei Chang Lee and Henry Go Sy (Chinese nationals) and seized 75 kilograms of shabu with an estimated DDB value of Php375 Million;

Campaign against Carnapping. Carnapping incidents were reduced by28%

from 12,900 in 2015 to 9,323 in 2016. Of the total reported incidents this year, 1,526 vehicles were recovered which translates to a recovery efficiency rating of 16%. In addition, 1,117 suspects were arrested and862 cases were filed in courts.

Campaign against Criminal Gangs. One hundred seventy criminal gangs (CGs) were disbanded with 1,553 leaders and members of which 1,473 were arrested and 80 killed in police operations nationwide. Also, 431 firearms were confiscated/recovered and 881 cases were filed in courts.

Campaign against Kidnapping for Ransom. Twenty-eight kidnapping incidents were reported. Of the total incidents, 25 personalities were neutralized. Seven cases were solved and six were cleared.

Campaign against Other Wanted Persons. The crackdown on the country’s

Other Wanted Persons (OWPs) resulted in the arrests of41,630; surrender of 517 and demise of 37 in police operations.

Campaign against Illegal Gambling. The 8,527 anti-illegal gambling

operations resulted in the confiscation of Php7.6 million worth of bet money and other gambling paraphernalia; the filing of 4,655 criminal cases; and the arrest 10,551 suspects.

Campaign against Smuggling and Piracy. The 1,200 operations resulted in

the arrest of 14 suspects and the confiscation of Php63.5million worth of smuggled and pirated goods. The filing of cases was referred to the Bureau of Customs (BOC).

Campaign against Loose Firearms. The relentless efforts to account loose

firearms resulted in the confiscation, recovery and surrender of 12,084 small arms and light weapons (SALW). The campaign likewise resulted in the arrest of 10,082 suspects and filing of 6,699 criminal cases in court for violations of Republic Act No. 10591. Campaign against Illegal Logging. There were 3,483 operations against illegal logging operations conducted that led to the arrest of 1,240suspects. In these operations, a total of 3,521,982 board feet of logs/ lumber with an estimated worth of Php37.8 million was confiscated. Two hundred fifty-one cases were filed in court.

Campaign against Illegal Fishing. A total of 8,589 suspects were arrested for illegal fishing and 609 cases were filed in court. The operations also resulted in the confiscation of Php144 million worth of fish and fishing paraphernalia. On Internal Security and Counter-Terrorism

An Operational Review and Performance Audit of Public Safety Forces, and

Assessment and Cascading of Double Barrel ALPHA were conducted in PROs 13, 10, 11, 12, 9, 8, 7, 18 and 6 from November 15 to December15, 2016. The Operational Review determined the effectiveness incapacitating the Public Safety Forces (PSFs) to enable them to better perform their duties in ISO. PNP Anti-Illegal Drugs Campaign Plan Double Barrel ALPHA was cascaded to the PROs to emphasize accounting and arrest of High Value Target (HVT) personalities involved in illegal drugs; clearing of all drug-affected barangays nationwide; and update them on the Barangay Drug Clearing Operations Strategy of the PNP.

Joint Peace and Security Coordinating Center (JPSCC).There were 105

regional, 285 provincial and 64 chartered city meetings held to further strengthen coordination and interoperability between PNP-AFP security forces.

Campaign against CPP-NPA-NDF (CNN).The PNP figured in 15government-initiated encounters that resulted in four killed in police operations (KIPO) and one wounded in police operations (WIPO).Nine light weapons and small arms (SALW) were confiscated. Campaign against Southern Philippines Terrorist Groups (SPTGs).The

PNP figured in four government-initiated encounters that resulted in four SPTGs killed in action and two wounded, two SALW were confiscated. PNP MC No. 2016-059 “Police Operational Procedure in the Conduct

of Condition Situation Response System” prescribing an intelligence-driven system in employing predetermined specific courses of action by the PNP in tandem with the AFP, dated August 30,2016. On Strengthening Linkages with Other Law Enforcement Agencies

National Law Enforcement Coordinating Committee (NALECC).The Chief, PNP chairs the NALECC that has 66 member agencies. Three regular meetings were conducted to strengthen linkages with other law enforcement agencies and discussed the role of the Philippine Information Agency (PIA) in information dissemination regarding the PNP’s campaign against illegal drugs.

Joint Anti-Bank Robbery Action Committee (JABRAC). The JABRAC held four meetings during the year to fortify measures against bank robbery, fraud, and other related crimes.

The creation and activation of the PNP Anti-Bank Robbery Special Operation

Task Force (ABR SOTF) (LOI 32/2004) serves as the main task force of the PNP in the campaign against organized crime groups involved in bank robbery and related crimes. The JABRAC, composed of the PNP, other government agencies and stakeholders from the banking sector, holds meetings to further strengthen coordination among members in addressing bank robbery and other related crimes.

In consideration of technological advancements, JABRAC was strengthen to

cover cybercrimes and bank fraud through the signing of two Memoranda of Agreement on November 22, 2016

The first Memorandum of Agreement (MOA) renamed JABRAC to Joint Anti-

Bank Robbery Action Committee and Cybercrime Coordinating Committee (JABRACC) to include cybercrime and bank fraud due to evolving strategies of fraudsters. The second MOA expanded the membership of the Committee with the inclusion of the Bureau of Immigration (BI) to monitor foreigners who are alleged perpetrators of cybercrimes and bank fraud; and the Information Security Officers’ Group (ISOG) to build an effective and systematic information exchange that will result in an established and strengthen information security programs among financial institutions. Also, JABRACC will revise the guidelines and procedures embodied in the “Project BantayBangko” to include procedures and cover the prevention, detection, response to and investigation of cybercrimes and bank fraud, as well as indicate the tasks of the BI and ISOG within 90 days from the adoption of the MOA. On Community Safety and Protection Public Safety. The PNP enhanced the capabilities of the 1,978 Tourist Assistance Desks it maintains nationwide. This is in addition to the 558Tourist Assistance Centers (TACs) established by the Department of Tourism (DOT) and Local Government Units (LGUs).There were 1,187 Tourist Police trained under the National Tourist Oriented Police for Community Order and Protection (NTOPCOP) Project in coordination with the DOT. Also, there were 4,804 Tourist Police deployed in the 28 Priority Tourist Destination Areas.

Security Coverage and Foreign Visits. There were 60,554 VIP security operations conducted with 9,542,507 man-hours spent. There were 67,898 security operations on special events wherein the PNP rendered 19,161,254 man-hours. EVENT DAT The May 2016 National and Local Elections

In preparation for the May 9, 2016 National and Local Elections and to ensure the safety and security of the citizenry, 48 election-related, agency level conferences were participated in or initiated by the PNP by the end of March. Six of these conferences were presided over by the COMELEC Chairman, including the multi-agency Electoral Reform summit as far back as May 10, 2015, while 19 others were with the Chairman of the Committee on the Ban on Firearms and Security Personnel (CBFSP).Internally, the PNP initiated 11 coordinative meetings, which underscored by the workshop with the PRO and NSU Directors, the COMELEC and the AFP.

The Command Memorandum Circular (CMC) No. 28-2015 was issued to provide strategic guidelines to be undertaken by PNP units in the performance of its mandate as a deputized agency of the COMELEC. The PNP National Task Force (NTF) SAFE 2016 headed by The Deputy Chief, PNP for Operations (TDCO) as its Commander was created to provide strategic direction and supervision to all police

operations and create provisional units from the national down to the provincial levels to foster coordination and address high-profile targets.

National Task Force (NTF) SAFE had undertaken activities to fulfill its

mandate as follows: • Organized a dedicated PNP Liaison Team to the COMELEC to process

applications for Certificates of Authority that were issued by the CBFSP relative to COMELEC Resolution No.10015 as amended by COMELEC Resolution No. 10047;

• Activated the Regional Special Operations Task Groups(RSOTGs) in the

nine identified priority provinces – Abra, Pangasinan, Nueva Ecija, Masbate, Samar, Negros Oriental, Lanao del Norte, Lanao del Sur and Maguindanao to intensify intelligence-driven operations aimed at addressing all factors affecting the elections;

• Activated the National Election Monitoring Action Center(NEMAC), Regional

Election Monitoring Action Center(REMAC) and the City/Municipal Election Monitoring Action Center (CEMAC/MEMAC) to monitor the operations and accomplishments of the PNP, and the security situation; and

• Created the NTF SAFE 2016 Secretariat to serve as the hub for coordination

among the COMELEC, PNP, AFP, Department of Education (DepEd) and other concerned agencies.

In terms of accomplishments, the NEMAC has recorded a total of467,182

checkpoints, police responses, service of search warrants and warrants of arrest that resulted in the arrests of 3,776 persons and the confiscation/seizure/recovery/surrender of 3,495 firearms.

As to Private Armed Groups (PAGs), the campaign to dismantle or neutralize the PAGs resulted in a total of 35 (five active and 30 potential) PAGs members arrested. A total of 47 firearms were seized.

On the other hand, Task Group Legal Offensive continues to investigate and

file cases against suspects involved in Election Related Incidents (ERIs). For the period January 10 to June 8, 2016, a total of 310 incidents of election concern (IECs) were recorded. Out of the 310 incidents, 92were validated ERIs while 116 were non-ERIs and 102 were suspected ERIs. Seventy-one cases were referred to the Prosecutor’s Office and/or filed in Court while 239 are still under investigation.

The PNP, in response to the directive of President Rodrigo R Duterte to

address the worsening problem of illegal drugs in the country, implemented the Anti-Illegal Drugs Campaign Plan: “Double Barrel” with two approaches: the Project

Tokhang and Project High-Value Target (HVT) on July 1, 2016. The relentless operations against illegal drug personalities and dismantling of drug syndicates aim to clear all drug affected barangays in the country. The campaign yielded a considerable number of personalities in illegal drugs in the first three months. However, the President realized the severity of the problem that he deemed the need to extend his self-imposed deadline of three months to six months to solve crime and the illegal drugs problem.

For the police to further improve and strengthen the campaign against illegal drugs, the PNP National Oversight Committee on Anti-Illegal Drugs evaluated and validated the accomplishments of PNP lower units in implementing the campaign plan. The results showed the respective peculiarities and conditions in the areas of operation, as well as the aspects that require further attention.

Considering the findings of the Oversight Committee and the President’s six-month extension to rid crime and illegal drugs, the PNP concurrent with its mandate to support the Philippine Drug Enforcement Agency (PDEA) pursuant to Republic Act No. 9165, expanded the Anti-Illegal Drugs Campaign Plan “Double Barrel” to Anti-Illegal Drugs Campaign Plan “Double Barrel” ALPHA. The Anti-Illegal Drugs Campaign Plan “Double Barrel” ALPHA focused more on the accounting of HVT Personalities involved in illegal drugs and progressing towards the Government’s

ultimate objective of clearing all drug-affected barangays nationwide.

On January 29, 2017, the President directed the PNP to temporarily stop all anti-illegal drug operations following an unfortunate incident that involved some anti-narcotics operatives. Thus, the Chief, PNP dissolved the Anti-Illegal Drugs Group (AIDG), all anti-illegal drug units, from the national, local to the police station level effective January 30, 2017. In the meantime, the PNP will go after rogue policemen and will form a counter-intelligence task force against rogue cops.

During the suspension of the PNP’s anti-illegal drugs operations however, a number of local government units and the public reported that illegal drug personalities had resurfaced and continued their illegal drug trade. Crimes, particularly murder, rape, theft and robbery likewise increased during the period. Fearing that the situation may worsen and adversely affect peace and order in communities, local government executives and concerned groups clamored for the return of the anti-illegal drug operations to the PNP.

Hence, the PNP resumed its anti-illegal illegal drug operations in close coordination with the Philippine Drug Enforcement Agency (PDEA), as ordered by the President through “Project Tokhang: Revisited and “Project HVT: Revalidated”.

This vigorous, unrelenting and deliberate campaign against illegal drugs focuses on clearing operations of drug affected barangays.

Enhanced Managing Police Operations The PNP, in improving crime prevention, sustains the Managing Police

Operations (MPO) approach, the anti-criminality campaign plan that addresses the eight focus crimes. This campaign plan was further expanded through the Enhanced MPO that is targeted towards reducing prevalent crimes and improving public safety in communities nationwide. The eight focus crimes consist of physical injury, robbery, theft, carnapping of motor vehicles, carnapping of motorcycles, rape, homicide and murder. Prevalent crimes are those that hit the top of the crime list or far outweighing any other crime in a particular area such as drug trafficking and illegal gambling.

The Enhanced MPO included operational concepts on target setting, clustering of

Municipal Police Stations, creating a Special Response Team (SRT), establishing border control, and enforcing accountability of unit commanders.

Campaign against Carnapping. Carnapping incidents were reduced by 22%

from 1,999 in 2016 to 1,564 in 2017. Of the total reported incidents, 386 vehicles were recovered which translates to a recovery which translates to a recovery efficiency rating of 25% in addition, 295 suspects were arrested and 216 cases filed in courts. Notable among the accomplishments in this campaign was the police intervention by the PNP Highway Patrol Group that led to the busting of a syndicate engaged in a multi-million peso scheme involving loans secured fro unsuspecting individuals and financial firms using rented motor vehicles as collateral. One hundred seven motor vehicles were recovered by HPG from the 457 “rented” cars, and several suspects were arrested.

Campaign against Criminal Gangs. Fifteen criminal gangs (CGs) were disbanded with 438 leaders and members, of which 416 were arrested and 22 killed in police operations nationwide. Also, 241 firearms were confiscated/recovered and 204 cases were filed in courts.

Campaign against Kidnapping-for-Ransom. Fourteen kidnapping incidents

Campaign against Illegal Fishing. A total of 3,194 suspects were arrested for

illegal fishing and 344 cases were filed in court. The operations also resulted in the confiscation of Php51.5 Million worth of fish and fishing paraphernalia.

Internal Security Operations and Counter-Terrorism Community Anti-Terrorism Awareness (CATA) Seminars for Chiefs of

Police (COPs)

Drawing lessons from terrorist-related incidents that transpired during the year, the PNP trained its COPs, Battalion and Company Commanders, and City Directors to further engage the citizenry in the government’s overall effort against terrorism. There were 833 COPs and Mobile Force Commanders who participated in the nine CATA and Enhanced Managing Police Operations (E-MPO) seminars conducted in PROs 1, 7, 8, 9. 10, 11, 12, ARMM and NCR, while 546 had undertaken the six seminars on Knowing the Enemy (KTE) in PROs 7, 8, 9, 10, 11 and 12. These seminars were conducted from August 23 to October 31, 2017.

PNP Internal Security Operations Campaign Plan ‘KATATAGAN” 2017-2022

The PNP developed ISO Campaign Plan “KATATAGAN” 2017-2022 to complement the AFP Development Support and Security Plan “Kapayapaan” 2017-2022. As the AFP gradually refocuses its efforts from internal security operations to territorial defense, the PNP’s role in internal security is expected to increase. Under this campaign plan, the PNP implements enhanced security measures to abate the problem of insurgency and local threat groups. Revitalized, sustained and proactive internal security operations are being undertaken in coordination and collaboration with the AFP to address internal security threats to maintain peace and order and ensure public safety with the active support of the community.

The ISO Campaign Plan “KATATAGAN” intends to develop the capability of field

units to fully operationalize ISO campaign plan in support of the PNP; enhance intelligence activities against threat groups; enhance legal offensive against insurgents; reduce the capabilities of threat groups; promote public safety and order based on the National Security Police 2016; and adhere to the rule of law, human rights and social justice.

Campaign against CPP-NPA-NDF (CNN). The PNP figured in ten government-

initiated encounters wherein 10 firearms were recovered and one CNN captured, six were wounded and three killed in police operations. In other operations conducted against CNN, 12 were arrested/killed, 21 surrendered and two small and light weapons (SALW) were confiscated.

Campaign against Southern Philippines Terrorist Groups (SPTGs). No government-initiated encounters was reported for the period.. In other operations against SPTGs, two were arrested, two surrendered.

Joint Peace and Security Coordinating Center (JPSCC). There were 79 regional, 462 provincial and 84 chartered city meetings held to further strengthen coordination and interoperability between PNP-AFP security forces.

PNP Support to the AFP in the Marawi Incident

Following the encounter between the government troops and the armed members of the Maute group that transpired on May 23, 2017, the PNP activated its crisis management committee at the national and regional headquarters. The committee monitors the situation and provides strategic direction to the security forces on the ground. As the PNP declared full alert status nationwide, all unit commanders remain vigilant as they strengthen their respective target hardening measures on all vital installations, economic key points as well as places of convergence. Likewise, the high state of operational readiness is being ensured to thwart any hostile action that may be launched by terror groups.

National Law Enforcement Coordinating Committee (NALECC). The Chief, PNP chairs the NALECC that has 66 member-agencies. One regular meeting was conducted to strengthen linkages with other law enforcement agencies on Anti-Money Laundering/Combating the Financing of Terrorism (AML/CFT) National Risk

Assessment, Rent-Sangla Modus R.A. No. 10883 “New Anti-Carnapping Act of 2016”, and the PNP’s Campaign Against Illegal Drugs “Double Barrel Reloaded”. Joint Anti-Bank Robbery and Cybercrime Coordinating Committee (JABRACC). One meeting was held to fortify measures against bank robbery, fraud and other related crimes, to include cybercrime and bank fraud due to evolving strategies of fraudsters. Discussed were the Rent-Sangla Scam and result of the meeting between HPG and Bank Security Managers Association (BSMA) on the turn-over of recovered motor vehicles to bank-lessors; update on cybercrime and bank fraud cases, protocol transfer of cybercrime cases from the local police to the Anti-Cybercrime Group (ACG); inclusion of Chamber of Pawnbrokers of the Philippines, Inc. (CCPI) to JABRACC; and pawnshop security.

Community Safety and Protection

Publc Safety. The PNP enhanced the capabilities of the 1,978 Tourist Assistance Desks (TADs) it maintains nationwide. This is in addition to the 558 Tourist Assistance Centers (TACs) established by the Department of Tourist (DOT) and Local Government Units (LGUs). There were 284 Tourist Police trained under the National Tourist Oriented Police for Community Order and Protection (NTOPCOP) Project in coordination with the DOT. Also, there were 5,092 Tourist Police deployed in the 28 Priority Tourist Destination Areas.

On security coverage and foreign visits, the major event security framework was the basis for crafting security and contingency plans in the 9,507 security operations on special events where the PNP rendered 2,324,756 man-hours. There were also 14,141 VIP security operations conducted with 2,056,644 man-hours spent. ASEAN Summit 2017. The PNP Security Task Force for ASEAN 2017 based its concept of operation on the ASEAN Standards and PNP Major Event Security Framework (MESF) advocated by ASEAN member-states security strategies, applying the “Whole-of-Government-Approach” in planning major events. Prior to the launching and holding of ASEAN-related meetings, the PNP STF for ASEAN 2017 conducted Simulation Exercises, Table-Top Exercises, ocular inspection of the venues, and contingency planning. Other activities included orientation and deployment of personnel; functional exercises; joint trainings with the AFP and other stakeholders; and establishment of the Multi-Agency Coordinating Center (MACC), Regional Joint Operations Center (RJOC) and Advance Command Posts (ACP). Security plans were reinforced through series of walkthrough convoy runs, route familiarization and critique session within the PNP, and daily inter-agency critique sessions.

On the campaign against criminality, the PNP further expanded its program through the Enhanced Managing Police Operations aimed towards reducing prevalent crimes and improving public safety in communities nationwide. This intensified anti-crime program.

Enhanced Managing Police Operations

The PNP, in improving crime prevention, sustains the Managing Police

Operations (MPO) approach, the anti-criminality campaign plan that addresses the eight focus crimes. This campaign plan was further expanded through the Enhanced MPO that is targeted towards reducing prevalent crimes and improving public safety in communities nationwide. The eight focus crimes consist of physical injury, robbery, theft, carnapping of motor vehicles, carnapping of motorcycles, rape, homicide and murder. Prevalent crimes are those that hit the top of the crime list or far outweighing any other crime in a particular area such as drug trafficking and illegal gambling.

The Enhanced MPO widened the anti-criminality operational plan on regular law

enforcement activities through police presence and focused law enforcement operations; security measures through target hardening, border control, social investigation, community partnership, proper deployment of resources; information operations through maximum use of quad media in intensifying public awareness; contingency planning through regular conduct of SIMEX, CEREX, COMMEX. Organization of red teams to challenge security preparations; feedback mechanism; and offensive stance through tactical operations and legal offensive are likewise included in the EMPO.

Eight Focus Crimes

Comparing the data for the 4th Quarter of 2016 vs 4th Quarter of 2017, the total volume of eight focus crimes decreased by 28% from 31,870 to 22,851, the following were noted:

• Murder decreased by 45% from 3,204 to 1,760; • Homicide increased by 1% from 658 to 665; • Physical injury decreased by 25% from 9,194 to 6,907 • Rape decreased by 21% from 2,117 to 1,668 • Robbery decreased by 23% from 4,518 to 3,475 • Theft decreased by 34% from 10,348 to 6,836 • Carnapping – Motor Vehicle decreased by 25% from 141 to 106; and • Carnapping- Motorcycle decreased by 15% from 1,690 to 1,434

Regular Law Enforcement

Police Presence. Patrol operations were beefed-up with the 33% increase, from 2,496,553 in 2016 to 3,318,546 in 2017, on manhours spent to improve crime prevention efforts of the PNP. A total of 63,899,1221 manhours of foot patrols and 31,206,239 manhours of mobile patrols were spent to sustain police presence on the streets. Police presence was felt as evident by the reduction of the eight focus crimes, street crimes and other prevalent crimes. Focused Law Enforcement.

Aggressive police operations and other police interventions led to the arrest of lawless elements that somehow reduced the number of crimes that they may commit.

Campaign against Illegal Drugs. For 4th Quarter of 2017, the 7,627 PNP anti-illegal drugs operations resulted to the arrest/surrendered/killed of 3,099 drug personalities; and the confiscation of drugs with an estimated DDB value of Php185 Million. Campaign against Carnapping. Carnapping incidents were reduced by 16%

from 1,829 in 2016 to 1,540 in 2017, broken down as follows: 25% for motor vehicles from 141 in 2016 to 106 in 2017 while 15% decreased for motorcycle from 1,690 in 2016 to 1,434 in 2017. Of the total reported incidents, 33 motor vehicles and 317 motorcycles were recovered which translates to a recovery efficiency rating of 28%. In addition, 312 suspects were arrested and 200 cases filed in courts.

Campaign against Kidnapping-for-Ransom (KFR). Fifteen KFR incidents were reported. Of the total incidents, 14 personalities were arrested, one surrendered and nine were killed in police operations. Nine cases were solved

The campaign also yielded the rescue of Lee Jung Dae, a Korean national who was forcibly taken from his home in Balibago, Angeles City, Pampanga on November 24, 2017. The three abductors namely: Cha Jae Young, Cha Dae Sun, both Korean National and Raymond Flores, Filipino were apprehended while guarding the victim inside a car parked near Bureau of Immigration (BI) in Intramuros on November 25,2017 while the fourth suspect identified as Kim Min Kwan @ Michael Lim, a Korean National was arrested in a follow-up operation at Robinson Tower 1, Ermita, Manila. According to PNP-AKG, the suspects initially demanded a ransom amounting to Php12 Million.

Campaign against Illegal Gambling. The 2,661 anti-illegal gambling

operations resulted in the confiscation of Php2.2 Million worth of bet money and other gambling paraphernalia; arrest of 6,555 suspects, and the filing of 2,539 criminal cases in courts.

Campaign against Loose Firearms. The relentless efforts to account loose

firearms resulted in the confiscation, recovery and surrender of 2,367 small arms and light weapons (SALW). The campaign likewise resulted in the arrest of 1,974 suspects and filing of 1,380 criminal cases in court for violations of Republic Act No. 10591.

Campaign against Smuggling and Piracy. PNP operations resulted in the arrest of seven suspects and the confiscation of Php1.8 Million worth of smuggled and pirated goods. One case was filed in court while other cases were referred to the Bureau of Customs (BOC).

Campaign against Illegal Logging. There were 681 operations against

illegal logging that led to the arrest of 469 suspects. In these operations, a total of 284,228 board feet of logs/lumber with an estimated worth of Php9.5 Million was confiscated. One hundred forty-four cases were filed in court.

Campaign against Illegal Fishing. A total of 2,418 suspects were arrested

for illegal fishing and 296 cases were filed in court. The operations also resulted in the confiscation of Php61 Million worth of fish and fishing paraphernalia.

Campaign against Criminal Gangs (CGs). Twenty CGs were disbanded

with 1,421 leaders and members, of which 390 were arrested and 15 killed in police operations nationwide. Also, 95 firearms were confiscated/recovered and 81 cases

were filed in courts. Notable accomplishment on this campaign was the arrest of Reynaldo Tabuyo Jr, leader of Tabuyo Group engaged in drug pushing and gun-for-hire activities in Ilocos Norte. Subject was arrested in Brgy. 7-B, Sta Cruz, Badoc, Ilocos Norte on December 19, 2017.

Campaign against Wanted Persons with Reward. The crackdown on the

country’s Top Most Wanted Persons (TMWPs) with monetary rewards for their capture, resulted in the arrest of three in police operations which are covered by DILG Memorandum Circulars with a total reward of Php390,000.00.

Two MWPs with reward affiliated with ASG and cohorts covered by DND-DILG Joint Orders were killed during operation with a total reward of Php12,400,000.00.

Campaign against Other Wanted Persons. The crackdown on the country’s Other Wanted Persons (OWPs) resulted in the arrests of 9,199; the surrender of 43 and death of two police operations. Security Measures • Target Hardening is the next line of defense when prevention through intelligence fails. A total of 221,442 target hardening activities were conducted such as preventive patrols, inspection of motor repair shops, inspection of vital installations, police route security assistance among others.

PNP Internal Security Operations Campaign Plan ‘KATATAGAN” 2017-2022 was developed to complement the AFP Development Support and Security Plan “KAPAYAPAAN” 2017-2022. This intends to develop the capability of field units to fully operationalize ISO campaign plan in support of the PNP enhance intelligence activities against threat groups as well as reduce the capabilities of these threat groups; enhance legal offensive against insurgents; promote public safety and order based on the National Security Police 2016; and adhere to the rule of law, human rights and social justice.

Campaign against CPP-NPA-NDF (CNN). The PNP figured in 11 government-initiated encounters that resulted in the death of two CNN wherein 10 firearms were recovered. In other operations conducted against CNN, eight were arrested/killed, 49 surrendered and 32 small and light weapons (SALW) were confiscated..

Campaign against Southern Philippines Terrorist Groups (SPTGs). Two

government-initiated encounters were reported that resulted in the death of two SPTGs and confiscation of one firearm. In other operations against SPTGs, five were arrested/killed and three SALWs were confiscated.

Community Anti-Terrorism Awareness (CATA) Seminars for Chiefs of Police (COPs). Drawing lessons from terrorist-related incidents that transpired during the year, the PNP trained its COPs, Battalion and Company Commanders, and City Directors to further engage the citizenry in the government’s overall effort

against terrorism. There were 974 COPs and Mobile Force Commanders who participated in the CATA and Enhanced Managing Police Operations (E-MPO), and 974 on Knowing the Enemy KTE) nationwide.

Lectures on IED Awareness and Bomb Threat Management Seminar were conducted to various stakeholders/agencies nationwide as well as distribution of public safety kits such as Bomb Threat Checklists, Brochure on Bomb Threats and Advisory Posters on Suspected Items as part of its advocacy to enhance the public security measures.

Public Safety. The PNP enhanced the capabilities of the 1,978 Tourist

Conduct of SIMEX/CEREX/COMMEX

The conduct of Simulation Exercises (SIMEX), Crisis Emergency Response Exercises (CEREX), and Communication Exercises (COMMEX) in coordination with other government agencies and stakeholders established interoperability among participating agencies. These activities contributed to the successful conduct of major events with “zero” untoward incidents during the year.

Simulation exercises (SIMEX) were conducted to assess, enhance and evaluate preparedness of PNP units. A total of 8,970 SIMEX/CEREX/COMMEX were undertaken such as earthquake drills, fire drills, camp defense, hostage taking among others. During the preparation for the ASEAN-related activities, 14 SIMEX/CEREX/COMEX were conducted.

Red Teaming

Red Teaming aims to expose the vulnerabilities within the organization so that these can be properly addressed. The PNP, as a major security provider, has institutionalized red teaming. Local Red Teams were organized in all sites of major events. Also, a National Red Team (NRT) was organized and deployed composed of 20 members: 13 PNP and 7 others from DOH, BFP, PCG, NICA, AFP, DFA and NSC.

The NRT challenged the following: assumptions and visions at the strategic level; plans, mental models, designs and decisions at the operational level; and

operations in training or to examine characteristics of interoperability at the tactical level.

Feedback Mechanism

Various inter-agency committees institutionalized measures in the form of

meetings, resolutions, and review activities as feedback mechanism.

A resolution creating the National Task Force on the “rentsangla scam” and

other similar scheme involving motorized vehicles or other known as the National Task Force on Motorized Vehicle Scheme (NTFMVS) was signed by the NALECC-Subcommittee on Organized Crime (SCOC) on October 26, 2017.

Joint Anti-Bank Robbery and Cybercrime Coordinating Committee (JABRACC). One meeting was held during the period to fortify measures against bank robbery, fraud and other related crimes, to include cybercrime and bank fraud due to evolving strategies of fraudsters. On October 25, 2017, the PNP rendered a heroes’ welcome for the 182 members of the Special Action Force (SAF) at Camp Bagong Diwa, Taguig City who

fiercely fought for the liberation of Marawi City over the hands of Islamic State-inspired Maute Terrorist Group. The SAF members were awarded the “Medalya ng Kadakilaan” while wounded troopers were conferred the “Medalya ng Sugatang Magiting”. The SAF contingent was further assured promotion of one rank higher by the Chief, PNP.
