PUBLIC NOTICE (04-16) All interested parties are notified that the Commander, Seventh Coast Guard District has received an application from the Florida Department of Transportation, requesting approval of the location and plans for a proposed replacement bridge over a navigable waterway of the United States. WATERWAY AND LOCATION: Gulf Intracoastal Waterway (GICW), mile 113.0, also known as Boca Ciega Bay at Tierra Verde, Pinellas County, FL. The proposed fixed bridge will replace a bascule lift bridge on Pinellas Bayway South (SR679) (aka Bayway structure E) between Isla Del Sol and Tierra Verde, FL, Lat 27.693775, Long -82.717781. CHARACTER OF WORK: The proposed project involves replacement of the existing two- lane, double-leaf bascule bridge, with a two-lane, high-level fixed bridge structure. The new bridge will be essentially along the same alignment 10 feet east of the existing bridge structure. The proposed typical section of the bridge includes two 12-foot vehicle lanes (one in each direction) with 10-foot shoulders. A 5-foot sidewalk is included on the west side of the bridge which is separated by a concrete barrier wall. A 12-foot sidewalk is provided on the east side to accommodate Pinellas County’s planned multi-use path. The out-to-out width of the proposed bridge is approximately 67 feet and the overall length is approximately 2890 feet. MINIMUM NAVIGATIONAL CLEARANCES: Existing Proposed Horizontal: 89 ft between face of fenders Horizontal: 100 ft between face of fenders Vertical: Vertical: 25 ft above Mean High Water (bascule closed) 65ft above Mean High Water Unlimited vertical clearance (bascule open) ENVIRONMENTAL CONSIDERATIONS: The Coast Guard, as lead Federal agency, has made a tentative determination that the bridge replacement is a categorical exclusion for the purposes of the National Environmental Policy Act (NEPA) because it satisfies criteria for such actions listed in Coast Guard NEPA Implementing Instructions. The documents are available for review at the above address, Monday through Friday, 7:30 a.m. to 4:00 p.m. The bridge is located in the floodplain. The 100-year flood elevation is 14 feet. The low member elevation of the bridge over the channel is proposed at 66.30 feet and the low member of the entire bridge is 16.38 feet, located over the seawall at the south abutment of the bridge; all elevations are reference to NGVD 29 datum. the construction of the bridge and approaches. The project will result in impacts to 0.05 acres of wetlands to include mangrove and salt marsh. Wetland impacts have been offset by the purchase of mitigation credits from Desoto Park Mitigation Site. This notice initiates the Essential Fish Habitat (EFH) consultation requirements of the Magnuson-Stevens Fishery Conservation and Management Act. The proposed project would affect approximately 0.05 acres of wetland (marsh and mangrove), 0.07 acres of seagrass and 0.19 acres of surface water used by various life stages of managed species including brown, pink and, white shrimp, red drum, black and gag grouper, gray snapper, gray triggerfish, and spiny lobster. EFH impacts have been offset by the purchase of mitigation credits from the Desoto Mitigation Site. NMFS has concurred with a MANLAA determination for the Green, Kemps ridley, and loggerhead sea turtles and for the gulf sturgeon and small tooth sawfish. USFWS has concurred with a MANLAA determination for the west Indian manatee. The Coast Guard’s initial determination is that the proposed action would not have a substantial adverse impact on EFH or federally managed fisheries. Our final determination relative to project impacts and the need for additional mitigation measures is subject to review by and coordination with the National Marine Fisheries Service. Water Quality Certification (WQC) pursuant to public law 92-500, 33 USC Section 1341, as amended was initial issued by the Southwest Florida Water Management District (SWFWMD) in an Environmental Resource Permit (ERP) # 43023803.002 dated 31 March 2009 and extended in ERP permit # 43023803.003 dated 3 September 2014. No parklands, wildlife refuges, or historic properties will be affected by the project. Temporary impacts to navigation during construction are anticipated. Navigational impacts include crane barges working in and around the navigation channel and intermittent reoccurring blockage of the navigation channel. Mariners will be notified of the details of in-water construction activities which will impact the navigation channel at and around the bridge site. Details of navigational impacts include dates and durations of full and partial channel blockage will be disseminated to mariners via the Coast Guard’s Local Notice to Mariners (LNM). SOLICITATION OF COMMENTS: Mariners are requested to comment on the proposed vertical and horizontal navigational clearances and other navigational safety issues, including but not limited to impacts due to construction activities. Interested parties are requested to express their views, in writing, on the proposed bridge project including its possible impact on minority and/or low income population, if any, giving sufficient detail to establish a clear understanding of their reasons for support of, or opposition to, the proposed work. Comments will be received for the record at the office of: Commander (dpb), Seventh Coast Guard District, 909 SE 1st Ave., Ste 432, Miami, Florida 33131-3028, for a 30-day period from the date of this public notice.
