The date you are looking forward to is December 6 th at the Pensacola Yacht Club. Thanks to Dean Kirschner, our First Vice, we have the Pensacola Bay Harmonizers, which were known as the Fiesta Barbershop Chorus, performing all the Christmas songs you want to hear. If you have not heard them, you will not want to miss our Christmas Gala. Good friends, good music, and good food, what a way to kick off the Christmas Season. This is a more formal affair and if you so desire, please wear your uniform or something close. There will not be a speaker in December so don’t let that scare you away. I know I mentioned this last month but one thing we would like for all of you to do for us is to think back over this year about TIME. The TIME we are looking for is that time you spent doing charity work. This is not just what you did for PMOAA but what some of you did for any charity. We are a very giving group and some of us have spent over 500 hours and others even up to or above 2000 hours. Regardless of whether it is 5 HOURS or 500 or more HOURS we would like your total, as these hours count heavily toward our 2018 award submission. Please send your total hours to LCDR Ray Judd at [email protected]. Thanks for your assistance in this matter as it really assists us in reaching our goal as a Five-Star chapter. She spoke about the need for volunteers and how this organization has grown. She did not mention the time she spent in the Middle East personally delivering mail and gifts to our soldiers in harm’s way during “Operation Letters From Home”. Our members certainly asked many questions and she answered every one very clearly with some added humor. Everyone really enjoyed the food and the fellowship. Steve and Karen Hendrix, our newest members, were present and realized they had many friends that are members. Steve is an orthopedic surgeon working at the VA. The 50/50 drawing was won by Sue Varenholt who donated her winnings to the Leaning Post Ranch. Our annual business meeting went off without a hitch thanks to LCDR Brown, LCDR Mills, Iva Prosser, CDR Milheim, Lt Col MacDonald, CAPT Pyle, and CAPT Abel. Items discussed were Treasury and Budget; Recruiting, Dues, and Membership; Scholarships; Survivor Assistance; Legislative Updates and voting in new members and Bylaw Changes. The two new Board Members voted in for two years are BG John Adams, USA (Ret) and COL Walt Sawyer, USA (Ret). We certainly thank our two members leaving the Board, Lt Col Chuck MacDonald, USAF (Ret) and LT Dan Grace, USN (Former). Okay members, now is the time to renew your dues. This needs to be accomplished by the end of January. It is also time for you to look to your friends and neighbors that are Active Duty Officers, Retired Officers, or Former Officers and give them reasons to join PMOAA. I realize $20.00 a year seems expensive, but it is a great deal, less than $2.00/month. It is embarrassing that we do not have more members than we do, especially since this is a strong military town. We are looking forward to another stellar year in PMOAA. Please remember to bring a new, unwrapped toy, or toys, to our Christmas Party for Toys for Tots. Toys for Tots began in Los Angeles in 1947. Major Bill Hendricks, USMCR, was inspired by his wife Diane when she tried to donate a homemade Raggedy Ann doll to a needy child but couldn't find an organization to do so. At her suggestion, he gathered a group of local Marine reservists who coordinated and collected some 5,000 toys for local children that year from collection bins placed outside of Warner Bros. movie theaters. Their efforts were so successful that, in 1948, Toys for Tots was launched as a national campaign. Until 1979, Marine reservists (usually in their dress blue uniforms) and volunteers would collect and refurbish used toys. In 1980, only new toys were accepted, as reservists were no longer able to dedicate drill hours to refurbish toys, as well as legal concerns and the mixed message of giving hand-me-downs as a message of hope. In 1991, the Secretary of Defense authorized the creation and affiliation with the non- profit charity foundation. In 1995, the Secretary of Defense approved Toys for Tots as an official mission of the Marine Corps Reserve. Noting in 1996 that many communities did not have a Marine reservist presence, the commander of the Marine Forces Reserve authorized Marine Corps League detachments and other local organizations to fill the gaps in toy collection and distribution. Over 500 million toys have been distributed since 1947. Our thanks to Maj Rod Miller, USMC (Ret) who will be taking care of all the toys coming in at the December meeting. Remember, our January meeting on the 17 th is our Memorial Service with Color Guard, bell and candle service. It will be an affair to remember those who passed in 2018. We will also have our three new board members sworn in. More information to follow in your January newsletter. Have a Merry Christmas and a Happy New Year. I was struggling to find a plan which included my current

dentist, so I went to their office and was provided a neat

printout that clearly listed and compared various

insurance companies and plans that included their dental

practice.

It was my goal for this first year as your Legislative Affairs

Chair to add value to the PMOAA Beacon. It was

immediately apparent to me that National MOAA has a

wide array of communication resources with which they

keep the membership informed. Each month I have

recommended, and continue to recommend, that

members sign up for the weekly MOAA Newsletter which

comes via email. This concise document always has 4-7

brief articles with links to additional information and

resources to help members keep up with issues of

concern. I find it very easy to scan the list of articles and

then click on those that particularly interest me. Please

give it a try.

Although the election results are a mixed bag at best, the

facts are that the Congress and President achieved many

significant goals this year with respect to increased

funding of the Armed Forces to improve mission

readiness and a significant pay raise for active duty

personnel. They did so largely under "regular order" not

requiring the mammoth "Continuing Resolutions" (CRs) of

the past 10 years that prevented many needed

adjustments to funding streams for DoD and the individual

Services. We love to bash the Congress and the

members, but this year they largely did their jobs and

displayed an amazing amount of bipartisan spirit in getting

these bills passed and signed into law. From your reading

of headlines and watching cable news it is not easy to

believe this to be true, but it is and the coming Congress

might just get more done than we could ever expect. I am

hopeful and will be praying for the future of our blessed

country.

Significant items on the legislative agenda for 2019 are:

1. Commander-in-chief wants to cut 5 percent from all federal departments, including defense.

2. Immigration Reform and Funding for the Southern Border Wall

3. Healthcare Reform 4. Criminal Justice Reform 5. Continuing Emphasis on Addressing Veterans

Healthcare Needs I have enjoyed my time as your Legislative Affairs Chair.

I look forward to 2019 and would welcome any and all

Three Tips for a Smoother FEDVIP Transition (Adapted from a MOAA article by Captain Kathryn M. Beasley,

USN (Ret))

MOAA recently received a briefing on FEDVIP's Open Season from Office of Personnel Management (OPM) officials, who said that overall, they are happy with the FEDVIP enrollment response.

They had 102,000 dental plan enrollments and 42,000 vision plan enrollments in the first two days of Open Season, officials said, with 90 percent being electronic enrollments. OPM reports the Benefeds platform is working well, with no capacity issues.

However, OPM is not satisfied with the increased wait times beneficiaries are experiencing to get plan information and to enroll by phone. Currently, OPM says, average wait times are 20-25 minutes -- a wait consistent with what MOAA members have reported. OPM has indicated this is not acceptable, and they are working on bringing more capacity into the phone centers.

[RELATED: FEDVIP: Choosing the right dental plan] In the meantime, what can you do to mitigate long phone wait times?

1. Try the new call-in number: (877) 888-FEDS (3337).

2. Call before 10 a.m. or after 4 p.m. Eastern time. Regular hours for Benefeds are 8 a.m. to 9 p.m. Eastern.

3. Call anytime during Thanksgiving week. Historically, this is a lull time. Beneficiaries can request to have paper information mailed to them and get rate quotes by phone. So far, only 1 percent have requested paper details.

An important note for beneficiaries in California, the GULF COAST, and elsewhere: If you have experienced a natural disaster (fires or a hurricane, for example) and cannot enroll or miss the open season, you will be exempted and can be enrolled outside of the open season time period. Essentially, the disaster will be treated as a qualifying life event. [RELATED: Register to receive a free PDF with more FEDVIP details] As changes to the TRICARE program are implemented, MOAA will continue to monitor Open Season and FEDVIP enrollment, in support of our members and all TRICARE beneficiaries.

Midterm Election Review: More Vets Elected, but Congress Divided

While a handful of races could remain undecided for days, or longer, the membership of the 116th Congress took shape Tuesday night - and it could include more than 100 military veterans.

Here's a quick look at some of the races involving servicemembers of all stripes, and what else MOAA members (and others following military and veterans’ issues) should know about the fallout from the 2018 midterms:

1. The numbers game. With 77 veterans winning House or Senate elections Tuesday night, per Military Times, the next Congress will boast at least 92 former servicemembers and as many as 102, depending on some races that remained deadlocked as the sun came up. The current Congress began its session with 102 veterans, the Times reported, pointing toward another likely downturn in overall representation. 2. Awardees in Arizona. A recipient of MOAA's 2018 Colonel Arthur T. Marix Congressional Leadership Award will represent Arizona in the Senate … it's just not clear who it'll be. Air Force veteran Rep. Martha McSally holds a slim lead over Rep. Kyrsten Sinema, and both were honored by MOAA earlier this year for their efforts in the House on behalf of veterans. Learn more about the award here. 3. Senators in service. McSally would join fellow veteran Rick Scott (Navy) as narrow victors in Tuesday night's

Senate sweepstakes. Other veterans had easier times retaining their Senate posts, with big wins by Thomas Carper (D-Del., Navy Reserve) and Roger Wicker (R-Miss., Air Force). 4. So … now what? A handful of media outlets fired up their crystal balls when it comes to the election's impact on military and/or veterans policy: Defense News outlines how a divided Congress likely means a tougher time agreeing on a defense budget, let alone passing one. The future could bring more government shutdowns, this report speculates. Stars and Stripes discusses the new, Democratic leadership of key military and veteran-related committees: Armed Services, Veterans Affairs, and Appropriations, to name a few. Defense One looks at some early steps those new leaders might take: The House could try to derail plans for a Space Force, for instance, or pull out of Yemen or cut defense spending, Defense One News Editor Ben Watson predicts. 5. Stay tuned in. Follow MOAA on Twitter to stay updated on late and too-close-to-call races, and on Facebook for links to the latest election-related news affecting servicemembers, veterans, and military families. And while this video featuring MOAA President and CEO Lt. Gen. Dana Atkins, USAF (Ret), encourages members to vote, don't miss its other, critical message: “No matter the outcome, MOAA fights for you.”

Budget Submissions by Services Include Trump Budget Cuts

The services are expected this week to deliver their preliminary draft of the fiscal 2020 defense budget to the Defense Secretary. They will have to navigate the challenge of complying with President Donald Trump's request of slashing $33 billion from the defense budget request.

Potential savings could come from troop levels, new or

substantially higher health care fees, or caps to military

pay.

MOAA is already on record urging Defense Secretary Jim

Mattis to protect military pay and health care in the FY20

budget.

Mattis and the White House are expected to receive the

budget proposals sometime after Thanksgiving.

The services will likely provide the Defense Secretary with

a budget at multiple spending levels. This will highlight the

potential tradeoffs that will be needed if the administration

follows through with its newly proposed $700 billion top

line, or if Congress fails to reach a new budget deal for

2020.

October Minutes: CAPT Abel presented the October

minutes. A motion was made by LCDR Brown, seconded

by Col Kinego, to approve the minutes. Motion carried.

Treasurer Report: LCDR Brown detailed the PMOAA

report as reflected in the NFCU Statement from 23Oct18-

20Nov18. A motion was made by CPT Kirschner,

seconded by CAPT Abel, to approve the treasurer report.

Motion carried.

COMMITTEE REPORTS

Recruiting, Dues and Membership: LCDR Mills –

Nothing new to report.

Survivor Assistance Update: Lt Col MacDonald stated

that there are no new updates.

UNFINISHED BUSINESS

Christmas Banquet Update: CPT Kirschner – The

Christmas Banquet will include a carving station with Beef

Tenderloin and Roasted Turkey. This special meal will be

$32 per person. Entertainment provided by the Pensacola

Bay Harmonizers. Remember to bring a new, unwrapped

gift to donate to the Toys-For-Tots program. Dress

Uniform, Mess Dress Uniform, or a Suit and appropriate

evening attire are encouraged.

Annual General Membership Meeting Report: CPT

Clark reported that the meeting went smoothly with a

short presentation by the Director of the NWFL USO,

Dana Cervantes. The election was conducted with

unanimous approval of the two new Directors, BG Adams

and COL Sawyer, as well as the adoption of the Bylaws

amendments.

NEW BUSINESS

Leadership Awards: CPT Clark is soliciting nominations

for the Florida Council of Chapters (FCoC) Leadership

Award. He can submit up to two nomination packages. If

you think someone in our Chapter is worthy of such an

award, please submit to CPT Clark by 15 Dec. Include:

Name; Rank (or indicate Spouse, Surviving Spouse);

Chapter; Short Paragraph (3-5 sentences) delineating the

substance of the individual’s contribution to advancing the

Chapter/MOAA mission.

January Meeting/Memorial Service 19 January 2019:

RADM Engel, CPT Clark – RADM Engel with be the point

person. CPT Clark to ensure that a Chaplain is available.

Lt Col MacDonald to compile a list of those to be

memorialized and send to RADM Engel by 2 Jan 2019.

2019 Calendar of Events Update: CPT Kirschner will

work on providing dates and time for calendar year 2019

events. Most member meetings/dinners will fall on the 3rd

Thursday of each month, and the following Tuesday is the

PMOAA BoD meeting. Exceptions are: No July meeting;

early August meeting to present Scholarships; and the

early December Christmas Gala.

Level of Excellence Award Package 2018: CPT Clark –

Due 1 May. CAPT Pyle to provide a Legislative Affairs

Summary, Lt Col MacDonald a Survivors Assistance

Summary, All members to provide their Volunteer Hours

to LCDR Judd.

Col Marvin J. Harris Communications Award: CPT

Clark – Contest is for print and E-newsletters and

websites, due 1 Feb 2019. Soliciting volunteer to take on

the award input.

MOAA Florida Council of Chapters 2019 Leadership

Seminar: CPT Clark – The FCoC Seminar will take place

at the Rosen Centre Hotel Orlando January 11 to 13. You

are invited to attend. Room rates are exceptionally low

when registering through FCoC. Registrations accepted

up to 1/1/2019. The Agenda, registration form and other

PMOAA Chapter Secretary: CPT Clark – CAPT Abel is

stepping down from his last year as the Chapter

Secretary. CPT Clark nominated LT Josh Regnaud to

fulfill the remaining year’s term. CAPT Abel moved that

the Board accept the nomination, seconded by Col

Kinego. Motion carried. LT Regnaud will be formally

sworn in at the January member meeting/dinner.

Beacon input is due NLT COB on Wednesday, 21

November. The next board meeting will be held at 1700

hours on Tuesday, 18 December at the Pensacola Yacht

Club. A motion was made by Col Kinego, seconded by LT

Grace, to adjourn at 1735. Motion Carried.

Congress is currently operating under a two-year budget

deal, set to expire at the end of December 2019. If

Congress fails to reach a new spending arrangement,

previously agreed to budget caps will return, DoD will be

forced to take a $71 billion budget cut.

MILITARY SURVIVOR BENEFITS 101 By: Lt. Col. Shane Ostrom, USAF (Ret), CFP®

When a military retiree dies, the flurry of payment activity by two federal bureaucracies, who provide no explanation, can be confusing and frustrating, to say the least. Here's an overview of payments and their timing to a military survivor: Arrears Of Pay (last retired pay deposit after a retiree's death)

• Last month of retired pay removed by Defense Finance and Accounting Service (DFAS)

• Retired pay audited • Recalculated retired pay for the final days of life

in the last pay month redeposited to your account

Survivor Benefit Plan (SBP) • Paid monthly upon application from the time of

death - 90 to 180 days after death; retro pay is applied

Dependency and Indemnity Compensation (DIC)

• Paid upon VA application approval after the member's death; six months to a year

• Retro pay since time of death to point where monthly pay started

• VA notifies DFAS of DIC payments SBP/DIC Offset

• DIC amount subtracted from SBP amount going forward

• Payment of retro DIC means prior SBP payments must be reduced; SBP/DIC offset is applied to past SBP payments due to retro period of DIC payments

• Overpayment of past SBP recovered by DFAS • Refund of SBP premiums paid to survivor due to

reduced SBP benefit; taxable one-time lump-sum • Overpayment of retro SBP is subtracted from

refund of premium amount; could be payment or debt

Special Survivor Indemnity Allowance (SSIA)

• Payment of monthly SSIA added to SBP payment; helps ease pain of SBP/DIC offset

The Retired Officers Wives and Widows Association (ROWWA) will meet for lunch from 11 a.m. to 1 p.m., Thursday, December 13, at the Bonefish Grill, 5025 N. 12th Ave, in Pensacola. Members meet every second Thursday of the month, September through May, for social activities. New members are always welcome. Membership dues are $15 per year, and the luncheon cost is $20.
