EXECUTIVE SUMMARY The Plumosa Elementary School Project is a Construction Management at Risk Project and the design is by Tercilla Courtemanche Architects, Inc. The new GMP documents show 103,605 SF of new construction. The new campus will now have five buildings consisting of new Administration, Reading Room, Media Center, CCTV Studio, Kitchen, Classroom and Art/Music rooms. In addition, the project also includes renovations to the existing Cafeteria, and existing Auditorium; as well as a new chiller building, shared parking facilities with the City of Delray, and a new PE Area. The project is seeking to achieve certification under the LEED for Schools rating system. For the purposes of LEED, the Cafeteria and Auditorium will not count towards the certification process. The Phase II GMP includes the currently designed systems and materials included within the Specifications and Construction Documents working towards LEED certification. The introduction of the LEED standards and goals significantly changed the design from the Design Development drawings. Some of the significant changes were the efficient roofing system; cistern and pumps; mechanical revisions to accommodate a water cooled system including added cooling tower structure which increased concrete, masonry, and finishes; an emphasis on recycled and regional materials which limited the competition for standard products; mold resistant drywall thru out, low VOC materials, sound attenuation materials to meet minimum LEED sound criteria, and certified wood products for items such as wood doors and casework. The combined affect of all of the above added in the range of $5 million dollars to the scope of work. However, due to the economic slow down we are facing throughout the industry, we have obtained outstanding subcontractor coverage in all areas of the project with very competitive pricing both from a materials and labor standpoint. Current market conditions has resulted in overcoming the differences between the Design Development drawings and Construction Documents, and after considering accepted value engineering this GMP is $129,226 under the SDPBC budget. The overall duration of the project to substantial completion is now estimated to be closer to 15 months as compared to the original 13 months shown in the RFP. The primary cause is as outlined in the scope additions detailed above, plus added time needed for the LEED credit for Enhanced Commissioning and air quality testing. This credit extends the overall duration as the air quality must be maintained for test sampling and commissioning activities. During this time, no construction activities can be performed that would entail dust or fumes including any type of added work or punch out work.

DELIVERABLES Multiple phased GMP was required due to additional information received after the dissemination of Construction Document Phase primarily resulting from LEED requirements and the added renovations to the cafeteria and auditorium. MARKET ANALYSIS Strong interest in the project has confirmed the difficult market conditions we are facing with excellent and competitive subcontractor coverage achieved across all areas of the work. ISSUES PENDING Building Department comments issued after receipt of GMP documents are still under review by the team. As indicated above, we have included an allowance in the Phase II GMP to address these potential costs. Additionally, several RFI responses received after receipt of GMP documents are still under review by subcontractors and costs, if any, are also included in this GMP proposal but included as an allowance through RFI#33. ACCOUNTING NARRATIVE Five billings for schematic and DD estimates have been issued to the SDPBC for Preconstruction Services, as well as, for demolition work associated with Phase I GMP. Our final preconstruction billing for the Phase II GMP proposal will be submitted in January 2009.

structural drawings. The primary reason to proceed with the sizes per the schedule is that the drawn sizes when scaled, conflict with the schedule.
6. We have included the elevator pit/slab to be constructed as per the structural drawings in lieu of the architectural drawings.
7. We have provided 8” hollow core plank in lieu of 6” for the structural roof of Building #2. 8. Specification Section 03341 Fibrous Reinforcing is not included, as all slab on grade reinforcing
is shown as welded wire fabric on the structural plans which are more specific than the specification and is what the structural plans dictate as reinforcing.
9. We are providing precast concrete joist in accordance with the accepted Value Engineering item #1 under Structure.
04200 - MASONRY 1. We have included 12" CMU at the dumpster enclosures per the structurals drawings in lieu of the
architecturals. 2. We have included the layout for the dumpster enclosures per the architecturals drawings in lieu of
the structurals. 3. We have included the arches at Bldg. 1 to be constructed of stair-stepped CMU and an 8"x16"
concrete rake beam. 4. We have included all CMU wall around mechanical or electrical rooms to be filled with Core-fill
500 Foam or equal in lieu of sand filled. 5. We have included split face block at partition type W13 shown on the elevations in lieu of stucco
on CMU shown on the section drawings.

6. We have included the site retaining wall to 12” CMU with filled cell 16”on center as per accepted Value Engineering item #5 under Exterior Construction. These walls are also included as an 8’ tall average wall height from top of footing to top of wall.
05500 - METAL FABRICATIONS 1. We have included a 4' X 4' Stainless Steel Panel as noted on A1.7 in the cafeteria. There is no
detail provided for this. 2. We have included a single line stainless steel handrail in the cafeteria since the existing rail is
shown as being demolished. We have assumed that the single line shown on the floor plan on A1.7 in the serving area represents a new rail.
3. We have included a new wall mounted handrail at the auditorium seating per the note on the cover of the drawings. We have included new wall mounted handrails at the stair next to the wheelchair lift. All other railing at this building is assumed to be existing.
4. There is no Metal Grating and Floor Plates (spec section 05531) or Expansion Joint Cover Assemblies (spec section 05805) included in this proposal. None were identified on the drawings.
5. The railings shown on the exterior of building #3 on Elevation A3.4 are assumed to be existing to remain.
06410 - CUSTOM CASEWORK 1. Suffolk Construction Co. has included the 6 each instrument storage cabinets by Wenger. This is a
custom built model type 12 with 5 shelves in lieu of 3. We have provided an allowance for this item at $2,000.00 each for a total allowance of, $12,000.00. [See Exhibit B Allowance Section]
2. The folio storage cabinets as detailed and scheduled on A7.10, are not included. There are none identified or shown on the floor plans.
3. Excluded is the casework in building five. There are none identified or shown. 4. Excluded is the library shelving. These are Owner furnished and installed. 07181 WATER REPELLENT PENETRANT 1. Specification Section 07181 Water Repellent Penetrant is not included, as none was indicated on
the building elevations. 07536 - ROOFING 1. Re-roofing of building #3 is included with a complete removal of the existing roofing system and
removal of the existing insulation over the existing tectum deck at the low roof areas. The high roof area is lightweight insulating concrete that will remain. The new system will consist of rigid tapered insulation over a mechanically fasten base sheet to the tectum deck, with an approved roof system being applied over the both the rigid insulation and the existing lightweight concrete.
2. A 3 ply roof system, Soprema or equal, is included as per accepted Value Engineering item #3 under Exterior Construction.
07620 – FLASHING, GUTTERS, DOWNSPOUTS, & OTHER ACCESSORIES 1. All sheet metal flashing, coping caps, scuppers, and downspouts are included as stainless steel as indicated in the specs, in lieu of aluminum as shown on the plans. 08100 - DOORS, FRAMES & HARDWARE 1. We have provided a one year warranty only for the hollow metal doors and frames materials.
The manufacturers will not provide a five year warranty per the specifications 2. Door #4-181-1 will not have product approval as shown because the door swings to the interior
of the building. 3. Hollow Metal Borrowed Lites A1 & D are not included as they are not shown on the drawings.

4. We have provided new cylinder locks for the doors that do not receive new hardware sets at buildings #3 and #5 in order to meet the re-keying requirements as stated in the specifications.
5. We have included an allowance of $175,000 for the 50 additional card readers as stated in specifications. This includes conduit, pulls, power, power transfer, and electrified hardware for a standard hollow metal door and lockset. The card readers and low voltage wiring are considered to be part of the security package that is by owner. [See Exhibit B Allowance Section]
08300 - OVERHEAD DOORS 1. Curtain guides, as specified, are not available on wind rated doors. We have included curtain
guides to meet the hurricane code. 2. We have included an overhead coiling shutter per the specifications and door schedule at the
cafeteria. This door is not shown on the drawings. We have not included connecting this door to any Life Safety Systems.
08520 - ALUMINUM WINDOWS & GLAZING 1. The aluminum windows are included with a clear anodized finish. 2. We are excluding the wicket screens for the windows as per accepted Value Engineering item #1
under Exterior Construction. 3. We are providing 2 vent windows at Mark type A as per accepted Value Engineering item #2
under Exterior Construction. 09215 – VENEER PLASTER 1. We have included 100% acrylic knockdown finish as per accepted Value Engineering item #1
under Interior Construction & Finishes. 09250 - GYPSUM BOARD SYSTEM 2. We have included mold resistant drywall, which is not specified, but is required to obtain LEED
for Schools Certification. 09300 - CERAMIC & QUARRY TILE 1. Suffolk Construction Co. has excluded all specifications for any quarry tile flooring and base. 09650 - RESILIENT FLOORING 1. Suffolk Construction Co. has excluded any pre molded (inside /outside) corners for the rubber
base materials. 2. A $15,000 allowance has been included for wood athletic flooring in Room 1-125. [See Exhibit B
Allowance Section] 09660 – EPOXY FLOORING 1. Suffolk Construction Co. has included an Allowance of $52,400 for the repair and resurfacing of
the existing epoxy flooring in the kitchen area of Building #3, per the Finish Schedule and Notes. No specifications were included in the current Project Manual for this section of work. [See Exhibit B Allowance Section]
09900 - PAINTING 1. Suffolk Construction Co. has excluded any urethane coating systems as indicated in the specs.
There are none identified or shown on the documents. 2. Suffolk Construction Co. has excluded any intumescent paint. There are none identified or shown
on the documents. There are no areas indicating fireproofing of structural steel members or items.

11480 – ATHLETIC AND RECREATIONAL EQUIPMENT 1. An allowance of, $120,000, has been included for the playground equipment. [See Exhibit B
Allowance Section] 13120 - PRE-ENGINEERED METAL BUILDING 1. The pre-engineered metal building is to be manufactured by Varco Pruden. The price includes VP
standard rigid frame, three plate tapered rafters and columns, non-expandable end frames, and 8 ½” secondary members. The roof is included as 24 GA zinc coated (Galvalume) steel panels, panel rib corrugated, with 36” coverage, and standard 26GA trim, fasteners, and fasteners.
2. No insulation or liner panels are included on the pre-engineered building. 3. We have included stainless steel gutters and downspouts as indicated on the drawings. 4. Pre-engineered metal building is to be field painted as indicated on the drawings. 5. The pre-engineered building reactions will be provided to the owner’s engineer for final design of
the building foundations. Foundations as shown on the structural plans are currently included. 15420 - PLUMBING 1. Civil utilities C-11.0 and sanitary sewer in drawing P1.02 does not match. We have included an
allowance of $7,500 for re-routing utility lines inclusive of purchase and delivery for a complete system. [See Exhibit B Allowance Section]
2. L.P. Fuel tank & piping to the building #4 is excluded. 3. Can wash is excluded, it is shown as existing. 4. The grease trap at Building #3 is shown as existing, and providing a new grease trap is excluded. 5. We are providing black iron piping as per accepted Value Engineering item #1 under
Mechanical/Fire Protection/Plumbing.

15500 - FIRE PROTECTION 1. Fire protection for building #5 is excluded. That includes the stage, the auditorium and orchestra
pit. 2. We have included an allowance of $13,000.00 for all of the fire protection work within Building
#3. As it relates to design deficiencies in FP1.04, full extent of work in the existing building will be determined after selective demolition is performed and status and routing of pipes as well as hydraulic calculations are run. [See Exhibit B Allowance Section]
