With more than 1000 participants engaged in a rich program of 9 conferences, 14topical days, 11 workshops, and a rich student forum with 9 sessions, IFIP WCC-2004was truly a large success. With excellent support from the French government,authorities and a wide range of sponsors, embedded into the well-known Frenchhospitality, enriched with cultural events and culminating in an impressive evening inthe beautiful court and park of the chateau de Pibrac, the World Computer Congress2004 instantiated “the spirit of Toulouse” in WCCs participants and accompanyingpersons. We offer our thanks to the organisers and supporters, esp. Jean-ClaudeLaprie, Marie Dervillers and Alain Costes, Reino Kurki-Suonio and the InternationalProgram Committee, as well as Leon Strous and Kluwer Academic Publishers and theirYana Lambert for having prepared an event which will be long remembered (besidesthe material products as 21 books and their electronic images) in IFIP and in theparticipants memories as one of the best organised IFIP World Computer Congressesever.

Annex 1

Dawning of theubiquitous computing era

The 18th World Computer Congress (WCC2004) was held in Toulouse, France, from 22 to 27August 2004, following Beijing in 2000 and Montreal in 2002. WCC2004 was organised by SEE(Society for Electricity, Electronics, Information and Communications Technologies) and by LAAS-CNRS under the sponsorship of IFIP.

It is now commonplace to acknowledge the revolution induced by computers in the way wework, learn, play, live. Everyone can perceive the effects and consequences in his or hereveryday’s life. The usual perception is a personal computer connected to the Internet. Behind thatperception, the revolution continues and is even expanding, via the so-called embedded systems,i.e. non directly visible, but present. This is already the reality of many objects that we use daily,such as household appliances, cars, broadcasting technology, cellular phones. Tomorrow will seea general spread in domains that are still at an experimental stage or confined to specialised niches,from clothing to medication, including the monitoring of our environment, creating a world wherecomputing and communications will be ubiquitous.

All the ingredients of ubiquitous computing have been central in the WCC 2004 presentationsand discussions. The 1000+ attendees coming from 62 countries have been presented more than600 communications, under various formats: plenary keynote addresses, co-located conferencesfor accomplished results, topical days for high-level surveys, workshops for on-going research,student forum for doctoral research. The presentations included the most recent advances inembedded systems, smart cards, virtual reality, mobile computing, artificial intelligence, human-system interaction, etc. The promises carried by the convergence of bio-, nano- and info-technologies, or by social robots have also been discussed. The transformations that theseadvances will induce on the organisation of the society were not ignored, with e-commerce, e-business and the virtual enterprises, e-government, as well as the associated ethical questions.The potential hazards that will inevitably go with ubiquitous computing have also been largelydiscussed, be they due to malicious actions, to the dependency of the essential infrastructures(electricity, transportation, health, etc.) on computing and communications, without forgetting theAchilles’ tendon that software engineering is, and more generally the failures originating from allcauses. Finally, a significant space has been devoted to education, be it to computing andcommunications, or via them.

WCC 2004 has thus been a forum where realities, promises, hopes, risks and dangers ofubiquitous computing have been presented and discussed. In addition, special conditions have beengranted to students in order to favour their attendance, and 30 exhibitors, mostly SMEs, weredisplaying their latest developments and services.

Everyone concurred WCC 2004 was a scientific and organisational success, and allfeedbacks have been extremely positive.

This success is a collective achievement of WCC 2004 organisation, that can be bestsummarised by the keyword interaction:• scientific interactions favoured by the thematic coverage of co-located conferences, and by the

presence of topical days orthogonally to conferences,• social interactions via the various receptions that were offered to all attendees.

The success of WCC 2004 has been largely favoured by the hard work of hundreds ofvolunteers for building up an attractive programme and an efficient organisation, and has beenfacilitated by the generous support received from the French local and national authorities, as wellas from industry.
