EXECUTIVE SUMMARY:
The Department of Public Safety, in cooperation with the Office of Procurement, is requesting your
approval to purchase twenty-two (22) Iron Horse Ergonomic Office Chairs from the United Group, Inc. in
the amount of $38,812.48. These chairs will be purchased from GSA (General Services Administration)
Contract #GS-28FOO47V. This contract includes a Cooperative Purchasing clause for local
governments.
The Maryland 9-1-1 Board has approved our request to fund the full cost of this expense, should you
approve/accept. Thus, no additional funds will be needed.
Staff Recommended Motion:
I move that the Board of Commissioners accept the funding offered by the MD 9-1-1 Board and award
the purchase of twenty-two (22) Ergonomic Office Chairs to United Group, Inc. in the amount of

Topic: Chapter 51 Sewer and Water, Code of Public Laws and Ordinances
Water and Sewer Rate schedule
Background: The Bureau of Utilities has reviewed the referenced topics and is recommending
administrative and language changes throughout. These recommendations will enhance the bureau’s
operation and allow staff to move forward with updating policies. The recommended changes were
presented to a committee consisting of business owners, commercial property operators and citizens.
Additional feedback was given by the group with specific items being incorporated in the final document.
The goal was also to ensure accuracy and fairness throughout the code. In doing, so the committee took a
balanced approach when reviewing the chapter and making recommendations.
Action: Authorize the proposed amendments to proceed to public hearing
Staff Recommended Motion: I move that the Board direct staff to proceed to public hearing on the
proposed amendments to Chapter 51 and the Water and Sewer rate schedule.

Executive Summary:
The Office of Procurement, in cooperation with the Bureau of Utilities, requests your approval to
award a contract for water sampling, laboratory testing and reporting services for the Freedom
District Water Treatment Plant to Maryland Environmental Service (MES) of Millersville, MD
in the amount of $25,839.50. The proposal for this work is within the adopted budget and no
additional funds will be necessary.
Background:
MES provides similar sampling, testing and reporting services for other jurisdictions and
numerous water and wastewater treatment plants throughout the State of Maryland. This work
will be a continuation of services for the Freedom water plant. MES will provide close

Executive Summary:
The Office of Procurement, in cooperation with the Bureau of Utilities, requests your approval to
award a contract for effluent sampling, laboratory testing and reporting services for the
Hampstead Wastewater Treatment Plant to Maryland Environmental Service (MES) of
Millersville, MD in the amount of $40,754.00. The proposal for this work is within the adopted
budget and no additional funds will be necessary.
Background:

RE: Replacement of Water Valve Bolts – Johnsville Road Corridor
Executive Summary:
The Office of Procurement, in cooperation with the Bureau of Utilities, requests your approval to
award a contract for the replacement of water valve bolts at twenty-six locations along the
Johnsville Road corridor of the Freedom District service area to HTI Contractors in the amount
of $36,372.00. This award will be made via a competitively bid term contract. These locations
were bid as a collective grouping to generate interest and competitive pricing. Bids were
solicited from four contractors and proposals were received from two of these contractors. The
proposals are summarized below. The bid amount is within the adopted budget and no additional
funds will be necessary.

Background:
The Bureau of Utilities has initiated a programmed valve bolt replacement program to
systematically upgrade aging cast iron bolts to stainless steel bolts. It has been determined that
roughly 1,100 of the estimated 4,300 water valves in the Freedom District were installed with
cast iron bolts during the 1980s and 1990s. Aged cast iron bolts can and have failed without
warning, especially when water valve assemblies are being exercised or utilized. This results in
water service failures and repair challenges for the Bureau. Moving forward with the bolt
replacement program will enhance the overall reliability and level of service of the Freedom
District water system.
Staff Recommended Motion:
I move that the Board of Commissioners award a contract for the replacement of water valve
bolts at twenty-six locations along the Johnsville Road corridor of the Freedom District service
area to HTI Contractors in the amount of $36,372.00.

RE: Electrical Service Extension to Hampstead South Pump Station
Executive Summary:
The Office of Procurement, in cooperation with the Bureau of Utilities, requests your approval to
award a contract for direct electrical service extension for the Hampstead South Pump Station to
BGE in the amount of $62,570.00. The proposal for this work is within the adopted budget and
no additional funds will be necessary.
Background:
The Hampstead South Pump Station is located adjacent to the Joseph A. Bank and BTR
(formerly Black and Decker) properties on the west side of Main Street in Hampstead. When the
pump station was constructed in 2011, indirect electrical service was provided to the facility via
the Joseph A. Bank facility with the understanding that this arrangement would be upgraded as
the contributing service area to the pump station expanded. The scope of work for this project
resolves this matter by providing direct underground electrical service to the pump station from
Main Street.
Staff Recommended Motion:
I move that the Board of Commissioners award a contract for direct electrical service extension
for the Hampstead South Pump Station to BGE in the amount of sixty-two thousand five hundred
seventy dollars and zero cents ($62,570.00).

Issue:
Term Contract Use - Pipe Video Inspection Services
Background:
The Department of Public Works, Bureau of Engineering (DPW) is seeking approval to
use an existing term contract with Standard Pipe Services, LLC to perform video
inspections of 14,066 linear feet of storm drain piping.
As part of the development of the FY 22 Pavement Rehabilitation program the Bureau of
Engineering has identified the existing storm drain systems that need further evaluation to
determine if repairs will be required.
The estimated cost for this work is $74,900.00. Funds are available in FY 22 Pavement
Management Program.

Issue:
Request the approval to utilize the current term contract for Construction Inspection Services.
Background:
The Department of Public Works is requesting the continued use of a current term contract for
Construction Inspection services to supplement our existing staff. We have had a staff vacancy
for several months.
The County’s term contractor, Wallace Montgomery, provided a proposal to provide a consultant
inspector for 40 hours per week for a fee of $2,320 per week.
Action:
Discussion/Decision to approve the use of the Term Contract for the Construction Inspection
Services.

purchase is being made through a Sourcewell contract #032515-JDC that was competitively bid. This
amount is in the adopted FY22 budget and no additional funds will be necessary.

RE: Public Safety Training Controls Retrofit
EXECUTIVE SUMMARY:
The Office of Procurement, in cooperation with the Bureau of Facilities, requests your approval
to use term contactor Johnson Controls Inc, to retrofit the Public Safety Training Center with
Metasys Controls. The cost of $45,265.00 includes all material, labor, and equipment to
complete this project. This contract will be awarded through Howard County Public Schools
competitively solicited contract #RFP No. 005.20.B3 to Johnson Controls, Inc.
This cost is within the project budget and no additional funds will be needed.
Background: We are here today for a decision to award Johnson Controls the contract to
remove the existing Carrier controls and replace them with Metasys controls. This will include
replacing the controls on the existing hot water system which entails 2 circulator pumps, 3
boilers and 23 fan powered VAV boxes with zone sensors. The current control system is not
connected to our Building Automation System which provides staff real time data and remote
access. The lack of this capability is causing continual issues with temperature control and
repeated visits to the site to troubleshoot the current carrier controls systems. The new units will
be incorporated into our energy management program for additional cost savings on our energy
consumption. This will provide a more comfortable working environment for staff, reduce sites
visits to troubleshoot and can be managed remotely which adds efficiency to our operation.

I move the Board of Commissioners award these services to Johnson Controls, Inc. to retrofit the
Public Safety Training Center with Metasys Controls in the amount of $45,265.00

Issue: Signatures for Letter of Intent & Petition requested for Carroll Community College –
Systemic Renovations grant application.
Background: This project consists of 2 phases. They are: Fire Alarm removal and replacement
and Boiler/Chiller removal and replacement. We were before you on Thursday, August 5, 2021
to bring to your attention the need for additional funding for these two projects. Previously
planned funds for FY 2023 budget include $1,309,080.00. The current design and construction
drawings project an additional $1,677,920.00 for a total County financial participation in the
amount of $2,987,000.00. The State’s portion will be in the amount of $3,251,000.00.
Desired Action: To sign the Letter of Intent and Petition to the Maryland Higher Education
Commission (MHEC) that the county intends to provide local share of funds to design, construct,
and equip the above referenced project.
Staff Recommended: I move that the Board of County Commissioners sign the Letter of Intent
assuring the State the County intends to provide the local share of funds and the Petition for the
State to participate in the finically assistance in the amount of $3,251,000.00.

Issue:
Briefing/Discussion/Decision – Request Approval to submit Grant Application – Carroll County
Regional Airport
Background:
The FAA has notified the county that a grant for $59,000 in funding for airport expenses has been
made available through the American Rescue Plan Act of 2021 (Public Law 117-2) (ARPA). The grant
money is provided to help support airports for costs related to operations, personnel, cleaning,
sanitization, janitorial services, combating the spread of pathogens at the airport and debt service
payments. Funding is coming directly from the US Treasury general fund and can be used for any
purpose for which airport revenues may be lawfully used.
Action:
Direct staff to submit a grant application to the Federal Aviation Administration for $59,000 in funds
made available to Carroll County Regional Airport by the American Rescue Plan Act of 2021.
Staff Recommended Motion:
I move the Board of County Commissioners approve the submittal of the American Rescue Plan Act
grant application and approve acceptance of the grant for the Carroll County Regional Airport.

Issue: Request to approve BCC Resolution No. 1109-2021, Budget Resolution No. O-22.05,
a budget transfer from the Reserve for Contingencies to Facilities – North Carroll High, to
provide unbudgeted building maintenance cost incurred for September 2021 due to a
settlement delay.
Background:
The county entered into a purchase agreement for the former North Carrol High School building
to be sold on or before June 30, 2021. However, the settlement date is now anticipated to be on
September 30, 2021 resulting in additional building maintenance costs not included in the FY 22
budget. The Department of Public Works requests funds from The Reserve for Contingencies to
be transferred to the Bureau of Facilities in order to provide unbudgeted building maintenance
cost for September 2021.
Estimated cost of utilities, mowing and repairs is $40,000 per month, based on historical
expenses. Any further delay in the sale of the building will require additional transfer of funds of
approximately $40,000/month.

I move the Board of Commissioners approve RESOLUTION No. O-22.05, a budget transfer of
$40,000.00 from the Reserve for Contingencies to the Department of Public Works Bureau of

ISSUE:
Request for Public Hearing – Amendments to Carroll County Pension Plan and Carroll County
Certified Law Officers Plan (to become “Carroll County Public Safety Pension Plan”),
incorporated by reference in Code of Public Local Laws and Ordinances of Carroll County,
Chapter 35, Personnel: Pensions and Retirement Sections 35.30 – 35.31.
BACKGROUND:
With the anticipated hire of County Fire/EMS employees, having one Pension Plan and one
actuarial valuation for all Police & Fire employees will better assist the County in gauging the
cost of providing benefits for those employee groups.
• Carroll County Certified Law Officers Pension Plan (future Public Safety Plan):
o Rename to “Carroll County Public Safety Pension Plan,” effective September 30,
2021. Plan members would be comprised of Law Enforcement, Correctional
Officers, Firefighters, and Emergency Medical personnel.
o Members with prior service as a Correctional Officer and those with Academy
training time would now have that service credited toward their Eligibility
Service.
Human Resources periodically reviews its retirement plan documents to ensure that they comply
with changes in federal law. The County’s Pension Committee has also agreed to implement
recommended changes proposed by the County’s actuary.
• Carroll County Pension Plan:
o Change vesting period from 3 years to 7 years, effective for individuals with an
initial hire date on or after 1/1/2022. Normal Retirement Date = the earlier of: 30
years of service, or Age 62 with 7 years of Eligibility Service.
o Provide future members of the Board of County Commissioners an irrevocable
option of participating in the Plan.
Both Plans:
o For former employees that are non-vested, eliminate annual interest credit accrual
after 12 months has passed from the time one has terminated CCG employment.
o Per recommendation of our actuary, update “Actuarial Equivalent” to be more in
line with current mortality experience.
o For retirements effective 1/1/2022, those electing a Joint & Survivor Option will
no longer be able to substitute a beneficiary upon divorce or the contingent
annuitant’s death. This also aligns with the rules for retiree insurance.
o Keep Plans in compliance with federal law by updating Required Minimum
Distribution (RMD) age (Age 72).
STAFF RECOMMENDED MOTION: I move that the Board authorize this item to move to
Public Hearing.

Discussion on RFP 56-F1-20/21
Harrison Leishear Property
Issue:
Carroll County Government issued a Request for Proposals for the sale/development of the
Harrison Leishear Property in Mt. Airy. The County received two responses which are before the
Board for consideration.
Background:
The RFP stated the following in considering proposals:
“The proximity of the property to I-70 makes this property extremely valuable and lends itself to
unique industrial, business park and/or other commercial or mixed-use development
opportunities. Currently the site is zoned R-40 and Conservation. Any changes in zoning will
require the approval of the Carroll County Planning Commission and the Carroll County
Commissioners.
The vision for the development of the property is still evolving. With that in mind, the County will
examine proposals and evaluate them based on highest economic and financial benefit to the
County. The County’s intention is to select a developer with the necessary experience and
credentials to result in the highest quality plan.”
Frall Developers and St. John Properties submitted proposals. Frall Developers concept is
exclusively residential. St. John Properties is proposing a mixed-use plan that would include
residential, flex and commercial space.
Staff recommended motion:
Based upon the County’s commitment to evaluate and select a developer based on the highest
economic and financial benefit, I recommend the Commissioners select the proposal submitted
by St. John Properties and authorize the County to proceed in more detailed
discussions/negotiations with this developer.

Issue: Maryland Department of Commerce has issued a Grant Agreement Modification for the Online Sales & Teleworking grant Background: Previously, Maryland Department of Commerce provided $13,915.48 to Carroll County to assist Carroll businesses to set up online sales and employee telework options. Carroll awarded the previous funds to 15 businesses. Maryland Department of Commerce now has additional funds to offer Carroll businesses to set up online sales and employee telework options in the amount of $139,155.00. Staff Recommended Motion: I make a motion to accept the additional $139,155.00 Maryland Department of Commerce funds for distribution by December 1, 2021 to Carroll companies to set up online sales and employee telework options. Issue: Accept grant awards for PY 21 and FY 2022 Workforce Innovation and Opportunity Act
(WIOA) formula grants; PY 21 Summer Youth Connection grant and American Rescue Plan State
and Local Fiscal Relief Funds award.
Background:
Summer Youth: Carroll Workforce Area provides six weeks of employment for 20 local youth
ages 15-18 experiencing potential barriers to employment. Participants are placed with local
employers. During the six-week period they will also learn essential work and life skills,
participate in group and team-building activities. Students may also choose to participate in
online work readiness as an alternative to in-person employment.
WIOA: The U.S. Department of Labor provides federal funding through the Workforce
Innovation and Opportunity Act to the Maryland Labor to the newly formed Carroll Workforce
Development Area (formerly Mid-Maryland Workforce Development Area). This funding serves
low-income adults with employment barriers, dislocated workers, and disconnected youth
through the American Job Center (BERC) as well as providing talent and workforce development
services to local businesses. In FY20 BERC logged 4,485 center and virtual assistance visits and
provided services to 1,213 citizens. Of those 94 received intensive individualized services in the
adult program, 88 in the dislocated worker program and 31 in the youth program. BERC also
provided services to approximately 311 businesses.
American Rescue Plan Act (ARPA) /State and Local Fiscal Recovery Funds (SLFRF): The Maryland
General Assembly has appropriated $75 million dollars of the ARPA (American Rescue Program
Act) funds for the 13 Maryland workforce areas to be dispersed in two equal amounts in PY 21
and PY 22 using WIOA formulas. $75M will come to Maryland via the US Treasury (not USDOL)
over the next two years and must be obligated by December 31, 2024 and expended by June
30, 2025. The focus of deliverables will be developing work and learn opportunities,
occupational training and apprenticeships that benefit both jobseekers and local employers
experiencing economic hardship from COVID-19. With the monetary size and length of the
grant, BERC anticipates hiring several grant contingent positions to ensure oversight, outreach,
and customer services. The grant would fully cover said positions; no matching County funds
are required.

Issue:
Request to approve Resolution No. O-22.04 to transfer funds to Volunteer Emergency Services
Association (0169) from Fire Services Administration (0118) to restore additional funding
previously removed to pay for utilities and special teams expenses.
Background:
During the FY 22 budget process, an agreement was made between County staff and Volunteer
Emergency Services Association members to redirect funding from the VESA budget to the Fire
Services Administration budget for utilities, uniforms and special teams (Hazmat, Advanced
Technical Rescue, etc). However, after the departure of the Director of Fire Services, it was
determined to transfer the funds back to VESA as they will remain the direct custodian of these
expenses for the FY 22 budget year. On 7/15/21, $1,639,640 was transferred via Resolution O-
22.02. This is an additional transfer for a category that was not included in the first transfer.

Discussion/Decision – Agricultural Land Preservation using the lump sum payment option
on the Laura E. Bavetta property, 2001 Tyrone Road, Westminster, District 2.
Background:
A 46.32-acre farm property owned by Laura E. Bavetta was granted preliminary approval to
participate in the County Agricultural Land Preservation Program by the County Agricultural
Land Preservation Advisory Board on August 4, 2021. Subsequently, the Board of County
Commissioners granted preliminary approval on April 22, 2021. Notice of Intent to purchase a
conservation easement on the property has been duly advertised.
The Option signed by the owners provides 120 days for the Commissioners to exercise the
Option thereby converting it to a Contract of Sale. The property owners requested to be
compensated by the lump sum payment option and agreed to the purchase price of $176,029.81.

Issue: FY22 Body Armor (BARM) Grant Award Acceptance
Background: The Carroll County Sheriff's Office Body Armor New & Replacement program
ensures that every sworn deputy newly hired is issued the best protective body armor available,
and deputies that are currently wearing body armor, receive replacement body armor as required
by manufacturers’ specifications recommending body armor be replaced every five years in
order to ensure the wearer's safety.
The State Body Armor grant program supports this effort. The Sheriff’s Office is eligible to
apply every other year and applies for the maximum allowed.
