This Annual Health Bulletin provides comprehensive information of Teaching

Hospital, Kandy, Sri Lanka. It is expected that the information needs of policy

makers, health planners, researchers and others interested in the field of health

development as well as information for monitoring and evaluation purposes are met

by this publication.

The bulletin contains information of four major areas, namely, morbidity, mortality,

resource availability and provision of services. In addition details and performance

of health and health related programs, activities, achievements and development are

included.

About us

Teaching Hospital Kandy is the second largest tertiary care medical institution in the Island

established and administered under the purview of the Ministry of Health Care and Nutrition.

Specialized health care services to the

Central Province and to all other provinces

except Western and Southern. People

come from all other 7 provinces to seek

expert care from Teaching Hospital

Kandy.

As a Post Graduate Training Center

Teaching Hospital Kandy with strong

links to the University of

Peradeniya, conducts undergraduate

training programs for the university

students studying at the

Medicine and Postgraduate Institute of

Medicine(PGIM) which is a national

institute attached to the University of

Colombo. PGIM appoints post-graduate

trainees, registrars and senior registrars

to this hospital on a regular basis as

this is one of the oldest Hospitals

which provides the entire range of medical

and surgical specialties under the

administration of a single institution.

It also provides teaching facilities for

foreign students who seek exposure on

tropical diseases.

As a Training center for Nursing

Students

Teaching Hospital Kandy is a training

center for the student Nurses who are

coming from the nurses’ training school

in the Hospital.

MRO Department

Medical Records unit of Teaching Hospital, Kandy has progressed considerably over the past

few years to become a well-organized unit, as a result of the guidance and the encouragement

provided by the Director of the hospital, for better performance.

In this advancing world, information technology plays a major role in producing timely and

accurate information. They are extremely important for the clinicians and the administrators

to improve the quality of their clinical work. We are fortunate to develop a printed document

as our Annual Bulletin 2017.

1 Message from director

I am pleased to take this opportunity to present our Annual Bulletin for year 2017, providing you with

an overview of our services, performances and accomplishments we have gained in the year.

Being second largest government hospital in the island we have served more than 225000 admissions

during 2017 with our best possible care.

It is my pleasure to reveal that we have already initiated number of larger scale projects with the aim of

further strengthening of healthcare services rendered to a large volume of patients draining from 7

districts. This consists of projects not only covering wide range of medical specialties like Oncology,

Accident & Emergency care but also constructions to provide residential facilities for staff.

I would also like to take advantage of this occasion to thank all those who helped to make 2017 a

successful year for TH Kandy.

I remain ever appreciative of the guidance, encouragement and support received from Hon Minister

of Health, the Secretary of Ministry of Health, the Director General of Health Services, Deputy

Director General and other officials of the ministry of health.

I also appreciate all the hospital staff for their untiring commitment which enable us to gain reputation

among people with reinforcing the community confidence in our hospital.

Vision

To be the safest tertiary care hospital in Sri Lanka.

Mission

Our mission is to elevate the status of the hospital to a modern, leading health care

facility and training center by developing and sustaining the infrastructure and human

resources and by creating a patient friendly environment where patient care needs will be

of highest priority.

At TH Kandy, people are of primary importance. That is why the value of caring is at the

3.1 Hospital Admissions over past 13 years

Total number of patients’ admission has increased over past 13 years by 60532.

In 2017 total admissions to the hospital were 224617. It is an increment by 6% comparing to

2016. Majority was under direct admissions while the rest had been transferred from other

hospitals.

4.1 Out Patient Services (OPS)

OPS – Out Patient services are done mainly in OPD and ETU.

In 2017, 379401 total numbers of patients were treated in OPD

while 36794 patients were treated in ETU.

6 Obstetrics and Gynecology Department

144 Antenatal Clinics were conducted during 2017 and 21504 women were treated. This has

been done by 3 clinics.

5983 women had participated as their 1st visit while 15521 women as their 2nd visit.

6.1 Gynecology clinics

10976 patients were treated by 3 clinics during 2017.

6.2 Subfertility clinic- SFC

Fertility clinics are medical clinics that assist couples, and sometimes individuals, who want

to become parents but for medical reasons have been unable to achieve this goal via the

natural course. Clinics apply a number of diagnosis tests and sometimes very advanced

medical treatments to achieve conceptions and pregnancies.

In 2017, 109 clinics were held under three consultants treating 1081 women and 10 males.

6.3 In-patient services – Obstetrics and Gynecology unit

Obstetric unit is composed of 3 wards, having 204 beds strength. Total number of labor room

beds is 31. Gynecology unit has 3 wards having 72 beds.

treated by 295 medical clinics conducted in TH-

Kandy.

during 2016 by 4 surgical clinics.

Average number of patients per day was 157.

246 clinics were held during 2016 treating 10668

children. This department consists of 2 units headed

by 2 consultants.

During 201, 7076 patients were admitted to Section A and sections B pediatric units. Total

bed strength was 110.

10.3 Premature Babies Unit – PBU

PBU has 30 beds.

11 Lactation Management Centre – (LMC)

Background: A Lactation Management Centre (LMC) was established in July 2006 at

General Hospital, Kandy to handle problems with breast feeding in neonates and young

infants. Prior to that, babies with feeding problems needed to be admitted to the special care

baby unit (SCBU) even if the problem was a minor one needing few hours of attention.

Common reasons for referrals to LMC.

1. Difficult attachment

2. Feeling of not enough milk flow

3. Inadequate suckling

4. Poor weight gain etc.

Following assessment of above conditions and more LMC can solve most of the issues, like

in-correct positioning and attachment, post-partum maternal mental conditions etc.

12 Injections and Immunization

Total numbers of 25811 vaccines were delivered to patients

during 2017 mainly in OPD, Ante-natal and well-baby

clinics.

13 STD Unit

STD / AIDS control program

STD / AIDS control program helps to screen various types of

Sexually transmitted diseases and help to improve the knowledge

as preventive measures.

Over 20228 ANC mothers have been screened during 2017.

Around 26704 participants have been participated for awareness

programs.

Various investigations have been performed to identify

HIV and 17 patients found to be having HIV positive.

14 Sports Medicine Unit – (SPU)

In 2017, 5584 cases were treated and consulted by SPU

in TH Kandy.

258 clinics were held.

15 Orthoptic unit

Orthoptics is a profession allied to eye care profession whose primary emphasis is the

diagnosis and non-surgical management of strabismus (wandering eye), amblyopia (lazy eye)

and eye movement disorders. The treatment or the art of treating defective visual habits,

defects of binocular vision, and muscle imbalance (as strabismus) by reeducation of

visual habits, exercise, and visual training.

16 Physiotherapy Department

Physiotherapy is one of the allied health professions

that, by using mechanical force and movements [Bio-

mechanics or Kinesiology], Manual therapy, exercise

therapy, and electrotherapy, remediates impairments

and promotes mobility and function. Physical therapy

is used to improve a patient's quality of life through

examination, diagnosis, prognosis, and physical

intervention

18 Speech and Language Therapy Unit

The practice of speech-language therapy includes prevention,

diagnosis, habilitation, and rehabilitation of communication,

swallowing, or other upper aero digestive disorders, elective

modification of communication behaviors, and enhancement

of communication.

20 Health Education

Health education is one strategy of health promotion and is focused on helping

individuals learn and use health-enhancing skills. Health education is often very visible

and tangible (i.e., it’s what most health education programs are “known for”), and it may

often include educational programs, activities and skill-building group or individual

sessions. Health education is part of health promotion, but health promotion is more than

health education.

23 Cytotoxic Drugs Reconstitution Unit- (CRU)

The CRU was established on 30th May 2013 under the department of Pharmacy. The prime

responsibility of the unit is to supply of reconstituted cytotoxic drugs to the in- ward patients

who are on chemotherapy for their malignancies. At the beginning, the CRU had provided

their service only for the Oncology unit and it has been expanded for –

INTRODUCTION

Cancer treatments are one of the rapidly expanding areas in medicine and therefore cytotoxic

therapies have become a major part of these developments. Cytotoxic agents are given to the

patients who are immune compromised and therefore cytotoxic agents should be aseptically

prepared. As cytotoxic therapies can be hazardous both to patients and staff, it is essential that

they are administered in a safe environment.

The range of cytotoxic agents available has greatly increased and the complexity of treatment

regimens has also increased in recent years. Therefore it is evident that complex treatment

procedure such as these should be in expert hands. Also these types of activities should be

carried out in an environment free from undue pressure and safety checks should be done at

every critical stage. Exposure of personnel to cytotoxic agents is potentially hazardous.

Proper procedures must be put in to avoid exposure

oncology pharmacy association)

Patient counseling (according to Drugs)

To improve Undergo training on cytotoxic drugs handling and cytotxic waste

management methods for intern pharmacists and other interested parties who are

attached to the health care institution.

Establish most voluble injection reconstitution Central unit.

To establish a ward Pharmacist to close to patient, Doctors & Nurses to improve

quality safety efficacy service.

27.1 Planning unit

ROLE AND FUNCTIONS

The planning Unit was recently established to

assume the role of planning and implementation of

programs and projects funded locally and

externally; and promote research, new programs

and projects to improve service delivery offered by

the Ministry of Health. This unit is headed by the

Chief Planner.

1. Preparation of the Hospital Health Strategic Plan 2. Development of Annual Corporation Plans

3. Planning and design 4. Tendering and preparation of contracts for small Projects

5. Responsible for implementation, monitoring and supervision of projects

6. Responsible for project evaluation and reporting

Quality management is a current requirement

OVERVIEW

Quality management unit was established a few years back at Teaching Hospital Kandy with the

aim of enhancing patient safety and providing high quality patientcare services to the patients

through implementation and evaluation of recommended healthcare quality & safety initiatives

across all units of the institution. We are committed to create and sustain a culture where quality

is embedded from the grass root level.

WHAT WE DO

Promote employee participation in management of quality by establishing Work Improvement

Teams (WIT)

Conduct training of Work Improvement Teams

Maintain a database in staff training and conduct a planned In-service Training Programme

Conduct programs and workshops on quality improvement and patient safety

Initiate a quality culture in health institutions by introducing 5S concepts leading towards Total

Quality Improvement

Assist in preparing strategic plans for the institutions with focus on reduction of waiting times,

instituting a smooth patient flow, infection control and waste disposal

Implementation of standards, guidelines and protocols relevant to customer/ patient care

Maintain a computer based data system by collecting and analyzing data related to quality

improvement of services

Promote an environment friendly healthcare institution

Conduct customer satisfaction surveys, and employee satisfaction surveys, maintain and take

corrective action for public complaints



Encourage suggestion scheme in healthcare institutions

Facilitate assessment and improvement of performance through regular monitoring of the

programme using quality measurement indicators

Conduction of appraisal system

recognize and reward the staff for their valuable contributions, dedication, and commitment

towards delivering high quality healthcare.

27.3 Health Information and Research Unit - (HIRU)

graduate qualification in Health

Informatics under the guidance of the

Director, TH-Kandy. There are many

projects that would benefit the care

recipients, care givers and the general

public under this plan. This is aimed at

short term, medium term and long term

projects aimed at improving the

infrastructure, knowledge and attitude

Role and Functions

1. To build on the information management capacity of the hospital.

2. Establishing or collaborating with already established Resource center on Health

Information will be done to provide the required resources for staff training on ICT.

3. In-service Training on Health Information & ICT for the staff by Identification of

training needs, Curriculum development and Training Activities will be done which

will enhance the knowledge of the staff and change the attitude towards IT.

4. To Improve Electronic Communication, a high speed wide area network (WAN)

backbone was designed and implemented designed and constructed covering all

buildings of the hospital enabling expansion of the hospital network as required using

Fiber Optics.

5. Further, electronic communication will be promoted by issuing email addresses to all

relevant stakeholders.

6. Implementation and guarantee the sustainability of HIMS (Hospital Information

Management System) and more.
