EXAMPLE #1

We are currently preparing an Environmental Impact Report (EIR) for a

15-acre subdivision and annexation into the City of Arcata proposing 157

residential units, including senior cottages and care facilities. Issues include

agricultural conversion, wetlands and stream management, flooding, traffic,

and utilities. As part of this project we will subsequently be preparing the

LAFCo application materials for annexation for this same project.

We teach the upper division Environmental Impact Assessment courses at HSU

for both the Environmental Management & Protection department as well as

the Environmental Engineering department. Our experience preparing CEQA

& NEPA documents for local projects has provided case examples and field trip

opportunities for the classes. We have trained more than 500 students in the

correct way to process environmental documents and we hope these students

will become some of our future regulators.

DANCO BUILDERS

We prepared permit and environmental materials including NEPA & CEQA

documents for a 29-unit mixed use commercial and residential development

in Arcata’s downtown. The project consists of a three-story building on a

22,500 sq ft lot with commercial and residential uses on the first floor and

senior apartment units on the second and third floors. The documentation

provided allowed use of CEQA’s in-fill categorical exemption.

CYPRESS GROVE CHEVRE EXPANSION

Our team prepared application materials and facilitated Planning Commission,

City Council, and Historic & Design Review Commission approval for a 24,387 sq ft

expansion of the Cypress Grove creamery. The expansion received significant

opposition and Streamline played a critical role in addressing citizen concerns

and securing project approvals through innovative solutions. Construction

completed in 2014.

In 2002 our team prepared permit and environmental documents and obtained

Planning Commission approval for the construction of the original 13,000 sq ft

goat cheese manufacturing facility.

Streamline also assisted in stormwater management permitting for Cypress

Grove’s Goat Dairy facility located in Mckinleyville, CA.

FOOTPRINT RECYCLING

We prepared permit and environmental documents and obtained Planning

Commission and City Council approval for relocation and expansion of a

biodiesel processing and sales facility. Streamline worked with the appellant,

the City, and the applicant to develop innovative mitigation measures that averted

a lengthy appeal process and converted the opponents to advocates for the project.

process of securing use permit approval for the first coco pith based soil

Currently Streamline provides contract city planning services to Blue Lake and

Trinidad. In the past we have provided planning and permitting services to

Arcata, Eureka, Mt. Shasta, tribal governments, local community service districts,

and the counties of Humboldt, Mendocino, & Del Norte. We have successfully

In 2012 we acquired a $135K grant from the Strategic Growth Council, on

behalf of City of Blue Lake, to develop a Climate Action Plan and do targeted

updates of the General Plan and Zoning Ordinance. Funding from this grant

will allow Blue Lake to make significant progress in lowering its greenhouse gas

emissions and becoming a more sustainable community by adopting local action

strategies and outcome indicators that can be monitored over time.

WILLOW CREEK CSD

Streamline Planning worked with the Natural Resources Division of the

Public Works Department to conduct property and deed analysis of North

Coast Railroad Authority (NCRA) properties. These

include historical research, GIS mapping, and agency

presentations for the Annie Mary trail and the Bay Trail.

We have also provided digital aerial photography for

various projects in the county in the past.

Watersheds are diverse and interrelated and our team is equipped with

the knowledge and experience necessary to complete a range of complex

projects. Our enthusiastic team has extensive backgrounds in Biology,

Hydrology, and Soil Science. From in-stream surveys to watershed scale

planning studies Streamline is your local watershed expert.

Our staff is highly educated in the study and management of watersheds found

in northern California. We are passionate and equipped to make sure our

WATERSHED

Streamline played the lead role in preparation of the Trinidad-Westhaven Coastal

Watershed Management Plan (TWICWMP), a comprehensive planning document

that identifies problems, solutions and partnerships to address water quality in

the region. The planning area included nine watersheds covering approximately

6,358 acres. The analysis of water quality issues identified three main areas

of concern resulting in specific management strategies and prioritized projects.

This watershed planning effort led to the formation of the Trinidad Bay

Watershed Council and the development of a septic system maintenance

program for the City.

Our team has also been involved in the submittal, administration, and

implementation of $5.5M in grant funding for the City of Trinidad to create

and implement the Trinidad Watershed Action Plan with the overall goal of

identifying pollution sources, prioritizing solutions, and implementing priority

projects to improve watershed health for local streams and Trinidad Bay,

classified as an Area of Special Biological Significance (ASBS).

WATERSHED

Since Strealine’s inception we have provided ongoing permitting, surveying,

reclamation and environmental services for in-stream gravel extraction and hard

rock mining operations throughout northern California. Streamline’s goal is to

help local businesses navigate the complex web of agencies regulating mining

activities while helping our clients manage their resources in a sustainable and

environmentally sensitive manner. We have been instrumental in obtaining

local (SMARA), State, and Federal permits for more than 30 in-stream mining

STREAM RESTORATION GRANTS

We have organized bi-annual aerial photo flights covering 68 miles of streams

and over 100 individual sites in Northwestern California for local agencies and

businesses over the last two decades. These high-quality stereo images are very

affordable and can be orthorectified or geo-referenced to fit your needs.

We designed and caused to be constructed numerous stream and wetland

restoration or enhancement projects in northern California. Projects have been

located adjacent to Humboldt Bay, Mad River, Eel River, Klamath River, Smith

Trever serves as City Planner for the City of Trinidad, which is a lot more work than

you would expect for such a small town. She has the ability to work with a variety of

stakeholders with often differing opinions on complex projects. Trever has 14 years of

experience working on projects in the Coastal Zone and processing coastal development

permits both as an applicant and a regulator. She is also responsible for coordinating

environmental review and permitting for a wide range of projects including mixed use

and infill developments, zoning ordinance and general plan amendments, subdivisions

and restoration projects.She plays a lead role in stream assessments, water quality

monitoring and watershed planning. Her thesis was on source tracking bacterial

pollution from septic systems using a flourometer in the Trinidad-Westhaven area, and

she serves as the City of Trinidad OWTS (septic) Administrator.
