  • Abstrakt Transformimi kolosal i Shqipris n dy dekadat e fundit, ka pasur n mnyr t natyrshme edhe dimensionin e vet n fushn e mbrojtjes. Sidomos gjat dekads s fundit, Forcat e Armatosura t RSH, kan ndrruar plotsisht pamje. Kjo duket n aspektin sasior e strukturor, por sidomos n aspektin e cilsis, t aftsis s tyre pr t kryer misione t suksesshme, brenda e jasht vendit, qofshin ato luftarake apo humanitare. Moment kulmor konsiderohet ktu, antarsimi de jure n NATO, n Prill 2009. Pavarsisht nga kjo, pranohet q dika mund t bhej m mir n aspektin e shfrytzimit efektiv t burimeve, pr m shum kapacitete. Pikrisht tek menaxhimi i burimeve t mbrojtjes, autori i ktij punimi pr doktoratur, gjen njherazi nj nga shkaqet e mosarritjeve (aq sa ato ekzistojn) por edhe nj rezerv t konsiderueshme pr realizimin e objektivave t ardhshm. N qendr t punimit sht vn analiza e Sistemit t Planifikim-Programim-Buxhetim-Ekzekutimit (PPBE(S)) q aplikohet n FASH. Analiza sht vendosur n nj kontekst m t gjer t prvojs s NATO-s e disa vendeve t tjera, por edhe t nj pasurie t dhnash konkrete t sjella nga realiteti yn i t shkuars s afrt dhe t sotmes. Duke analizuar e krahasuar n mnyr metodike, konkluzionet e rekomandimet rrjedhin natyrshm, ndrsa pr disa komponent sht par e domosdoshme t zhvillohen n mnyr trsore. Kjo ka qen e pashmangshme, n kushtet kur punime t plota n kt fush, t dedikuara realitetit t FASH mungojn. N trsin e vet, materiali synon t kontribuoj n nj menaxhim t burimeve t mbrojtjes, shum m efektiv se aktualisht, pr t krijuar kapacitete m pran e m n funksion t sfidave, roleve e misioneve t pritshme t FASH, sot e n t ardhmen.

    Abstract The remarkable transformation of Albania during the last two decades, have naturally had its impact in the defense area. Especially, during the last decade, the Albanian Armed Forces (AAF) have totally changed their physiognomy, which more than in their actual structure, is reflected in their quality, their capacity to successfully accomplish their missions, domestically and abroad, ranging from combat to humanitarian ones. Sure, Albanias accession into NATO, in April 2009, is one of the most outstanding achievements. However, it is widely accepted that more could have been done from the perspective of better exploitation of available resources for more capabilities. Particularly, in the defense resource management, the author of this PhD dissertation finds one of the utmost causes of the shortfalls (to the extent they actually exist) but also an important source for further improvements, in the AAFs drive in achieving the future security objectives. This dissertation focuses on the Planning-Programming-Budgeting-Execution System (PPBES) which is being applied by the AAF. Its analysis has been put, on one hand, in a broader context of NATO and some other countries experience, and on the other hand, it is based on a wealth of data and examples of the AAF reality (of today and recent past). Due to a methodology of combining analysis and comparisons, conclusions and recommendations seem to naturally come out. Some of the PPBES components are developed thoroughly, because of the actual lack of fundamental Albanian studies and treaties in this area. In its entirety, this dissertation aims to contribute to a more effective management of the defense resources, in building capabilities, better fit for the predicted roles and missions of the AAF, today and in the future.
