8:45am Introduction and Welcome – NEB Chair/ CEO, Peter Watson

Session 1 – Outreach to Canadians on Pipelines

9:00am What the NEB communicated and what Canadians said about pipeline safety at meetings the Chair held with Canadians.

• Share concerns Canadians identified about pipelines

• Review what a regulator can do to address concerns

• Discuss expectations the NEB has for industry to address these concerns

Session 2 – Keynote Speaker

10:15am: Chris Seifert, Wilson Perumal

The importance of technical excellence working in concert with safety culture and management systems in making a pipeline system safe.

Session 3 – Pipeline Issues in Municipalities

11:00am A Panel discussion on municipal issues and priorities where oil and gas pipelines impact municipal infrastructure and require municipal resources.

• Hear what issues municipalities encounter with regard to oil and gas pipelines

• Identify means of better communication with a municipality and its residents

• Discuss the degree of sharing required on emergency response plans

• Observations on the integration of emergency response resources

Session 4 – Connecting Safety Culture to Technical Outcomes

1:00pm The importance of improving safety culture and its role in achieving safety and environmental protection during technical activities.

• Identify barriers to improving culture at key organizational levels

• Review industry initiatives to assess and improve safety culture

• Identify strategies for improving a culture of safety across industry

• Hear what the NEB can do to advance improvements in safety culture for industry

Session 5 – Using Operational Audits as a Continual Improvement Tool

1:50pm Going beyond the normal regulatory compliance audit to an audit where input on how to improve is gathered for management reviews.

• Discuss the audits role in improving compliance, improving culture and finding opportunities for continual improvement.

• Identify how audits can be integrated with performance indicators into a management review

• Discuss pitfalls in selectively auditing system elements

Session 6 – Right of Way Issues and Solutions

3:00pm The issues private property on Right-of-Ways is exposed to during the lifecycle of a pipeline and what mitigation and solutions are available.

• Discussion on some landowner issues with pipeline operation

• Identify means of avoiding issues on Right-of Ways in the future

• Discuss research needs for mitigating concerns

Session 7 – Western Regulators Forum

4:00pm The Western Canadian provinces and the NEB have agreed to collaborate on regulatory approaches.

• Identify what safety initiatives regulators are working on jointly and individually

• Discuss what and how pipeline safety information should be publicized to the public

• Hear what regulators should be considering for the future

Session 8 – Valves at Water Crossings for Outflow Control

8:30am: The issues with identifying the significant risks under CSA Z662 for valve placement at water crossings. Balancing public fears with practicality.

• Discuss the holistic approach –keep the product in the pipe and minimize any impacts

• Provide outflow modeling approach to support management of risk

• Review an example of how a company addresses risk through valve placement

• Discuss how leak detection, control room operation, and valve placement can be optimized for maximum protection

Session 9 – Emergency Response and Stakeholder Expectations

10:15am Pipeline spills are of concern to everyone; the public, the company and the regulator. The public expects spills to be prevented, minimized if they occur and the environmental consequences must be low. How can public expectations be met in responses to liquid leaks and gas releases?

• Review the importance of emergency preparedness engagement with stakeholders

• Identify what new standards will do to for emergency management

• Explore how efficient spill response should be and what companies can do better

Session 10 – Pipelines and People – Preventing Damage and Harm

11:00am How an effective damage prevention program works in concert with class location in an effective integrity management program.

• Discuss how public awareness programs can be effective in preventing pipeline damage

• Review how pipeline design based on location is necessary for protecting the public

• Discuss how design changes must occur when land use changes

11:45am What we heard and next steps – NEB Chair/ CEO, Peter Watson
