Dear Mr. Scheueman:

I am Maria Aguilera, president of the duly-elected Board of Directors ("The Board") of Pioneers Memorial Healthcare District, a Local Healthcare District organized and existing pursuant the California Local Healthcare District Law (California Health and Safety Code §§ 32000 et ~ ("District").

This letter is written pursuant to authorizing action taken by the District Board of Directors at a duly called Supplemental Meeting of the Board on August 21, 2019 ("The Action") and is provided in response to a letter directed to the District from the Office of Statewide Health Planning and Development ("OSHPD") dated July 23, 2019. A document showing The Action, certified by the Clerk of the Board, Board is attached as Exhibit A. A copy of the OSHPD letter is attached as Exhibit B.

Be advised that the District Board of Directors is aware, has undertaken, and will continue to take the requisite steps, to seek financing for and initiate construction or demolition activities, as appropriate, which will comport with the requirements of the Hospital Facilities Seismic Safety Act ("The Act"), as promulgated by OSHPD or other agencies with jurisdiction of such matters, so that those District-owned inpatient facilities which are not currently compliant with seismic safety regulations currently in place, as enacted or adopted pursuant to The Act, and which are required to become substantially compliant on or before January 15
