    Treasury management (or treasury operations) includesmanagementof an enterprise's holdings,

    with the ultimate goal of maximizing the firm's liquidity and mitigating its operational, financial and

    reputational risk. Treasury Management includes a firm's collections, disbursements, concentration,

    investment and funding activities. In larger firms, it may also includetradingin bonds,currencies, financialderivatives and the associatedfinancial risk management.

    Most larger banks have whole departments devoted to treasury management and supporting their clients'

    needs in this area. Until recently, larger banks had the stronghold on the provision of treasury management

    products and services. However, smaller banks are increasingly launching and/or expanding their treasury

    management functions and offerings, because of the market opportunity afforded by the recent economic

    environment (with banks of all sizes focusing on the clients they serve best), availability of (recently

    displaced) highly-seasoned treasury management professionals, access to industry standard, third-party

    technology providers' products and services tiered according to the needs of smaller clients, and investment

    in education and other best practices.

    For non-banking entities, the terms Treasury Management and Cash Management are sometimes used

    interchangeably, while, in fact, the scope of treasury management is larger (and includes funding and

    investment activities mentioned above). In general, a company's treasury operations comes under the control

    of the CFO, Vice-President / Director of Finance or Treasurer, and is handled on a day to day basis by the

    organization's treasury staff, controller, or comptroller.

    Bank Treasuries may have the following departments:

    AFixed IncomeorMoney Marketdesk that is devoted to buying and selling interest bearing securities

    AForeign exchangeor "FX" desk that buys and sells currencies

    ACapital MarketsorEquitiesdesk that deals in shares listed on the stock market.

    In addition the Treasury function may also have aProprietary Tradingdesk that conducts trading activities

    for the bank's own account and capital, anAsset liability managementorALMdesk that manages the risk of

    interest rate mismatch and liquidity; and a Transfer pricing or Pooling function that prices liquidity for

    business lines (the liability and asset sales teams) within the bank.

    Banks may or may not disclose the prices they charge for Treasury Management products, however the

    Phoenix Hecht Blue Book of Pricing may be a useful source of regional pricing information by product or

    Function of Treasury Management

    1. To maintain the liquidity of business

    It is the main function of treasury management to maintain the liquidity of business. Without proper

    liquidity, it is risk for business to operate smoothly. By using cash flow analysis and working capital

    management. Treasury officer make good ratio of liquid assets and liquid liability.

    2. To Minimize Currency Risk

    In above example of Google Inc. business, I have already explained that it is the function of treasury

    management to minimize the currency risk. For this, treasury managers touch with currency market of

    world. They analyze the reason of crisis in currency market. Sometime this crisis will be benefited for them

    because they have to pay less to other country for getting their service at cheap rates.

    3. To provide quick finance to Company

    It is also function of treasury department to supply quick finance to company, when it needs the money.

    For this, a good network in financial market is required.

    Treasury management in banks

    Banks have to maintain statutory reserves on their NDTL. For calculating its NDTL, a bankHas to first sum up its total gross liabilities, which include all demand and term deposits.Once the gross demand and time liabilities (DTL) is determined, the bank can deductits Interbank assets (IBA) from this DTL only to the extent of itsInterbank liabilities (IBL). Usually NDTL is calculated with reference to alternate Fridayscalled "Reporting Fridays". The banks are required to maintain their CRR and SLR withreference to the NDTL as of the reporting Friday.

    Treasury Management in India

    India Framework

    India is a geographically large and populous country located between theMiddle East and continental Asia.

    The unit of currency is the Indian Rupee (INR). It is divided into 100 paiseand commonly referred to as the Rupee. Large quantities of Rupee arereferred to as lakh (INR 100,000) and crore (INR 10,000,000). The IndianRupee is freely traded on the foreign exchange market with its valuedetermined by market conditions.

    The Reserve Bank of India (RBI) is the central bank and regulates all

    financial institutions in the country. Central bank and other governmentreporting requirements have a significant impact on cash managementactivity and the regulatory environment is strict but liberalizing.

    There are four check clearing systems and one electronic payment systemin India that relate to cash and treasury management. The systems areevolving rapidly to include electronic payments and an RTGS interbanksystem. Current systems are all essentially net period settlement systems(NPNS).

    For tax purposes, a company is considered resident if it is incorporated in

    India or if management and control of the enterprise is in India. Residentcompanies are taxed on their worldwide income unless exempted by treaty.Non resident companies are taxed on Indian source income only. Thecurrent rate of tax for resident corporations is 35% plus a surcharge of 10%

    (total 38.5%) and for non resident corporations it is 48%. The complexity ofthe Indian tax code and the existence of various offsets make competent taxadvice in India a wise investment.

    Treasury Management

    Indian politics has at times placed a high degree of emphasis on self sufficiency,sometimes as the expense of traditional economic efficiency. Combined with

    restrictions on foreign ownership of assets in India andarmed conflicts with immediate neighbors, development of multilateral trade flowssimilar to those of other Asian countries were slow to develop. As a result Indiaremains a large market but has not developed into a financial or manufacturing hubfor the region.

    Most common treasury management techniques are prohibited in India; specificallymultilateral netting and notional pooling. Leading/lagging is permitted with specificrules on timing and amount. The principal objectiveof treasury management in India is efficient concentration of cash and prudentmanagement of Rupee exposure with the interface to a regional or global accountstructure managed on a manual basis.

    Strict regulation of the Rupee, and until recently its lack of convertibility, limited therole of the Rupee to bilateral trade. Accordingly, traditional currencies of trade suchas the US dollar, Euro, GBP, and Japanese Yen are used in lieu of the Rupee.

    Multiple INR accounts can be held to facilitate accounting objectives or as part of anoverall treasury strategy. Sweeping (zero balancing) and concentration arepermitted and are common business practice.

    Accounts

    The basic INR operating account is referred to as a current account and may beheld by resident or non-resident corporations. Banks are not permitted to payinterest on current accounts maintained by corporations. Deposit accounts whichmay also be held by resident and non-resident corporations are used to earninterest but the minimum tenor is 15 days. Overdrafts are permitted subject tomutual agreement with the bank with rates below INR 200,000 set by the RBI.

    Resident and non-resident corporations registered in India may hold accounts inIndia that are denominated in Rupee, US Dollars, and other currencies subject toapproval by the RBI.

    Overnight interest is not available and deposit accounts have a minimum tenor of

    15 days. Additional short term investment options include government securities,treasury bills, inter company lending and investments in Unit Trust of India units.

    Overdrafts are permitted, with the amount and rate determined by each bank for

    amounts above INR 200,000. Loans against receivables and inventory are a more

    typical form of bank finance which is the principal source of short term credit.
