Facility Advisory Process Involvement Involvement The preliminary plans for the Pine Crest Elementary School addition project were developed based on the educational specifications prepared by Montgomery County Public Schools (MCPS). Through a series of public work sessions, the proposed plans presented herein were reviewed and subsequently modified in accordance with recommendations and suggestions received during the schematic design meetings. Total 53,778 square feet Site Size: 5.64 acres Current school capacity and student enrollment: Program Capacity 404 Number of Relocatable Classrooms: 5 Current Parking Spaces: 56 Pine Crest Elementary School was built in 1941 and modernized in 1992. An addition project with associated core improvements was approved for Pine Crest Elementary School with a completion date of September 2020. The addition will help alleviate overcrowding at neighboring Forest Knolls Elementary School. Core improvements will include expanding the Multipurpose room.

Project Information (continued) Educational Program Objectives The addition project for Pine Crest Elementary School will increase the school capacity to 588 students by adding eight standard classrooms, one instrumental music room and one dual purpose room. The addition will also include multiple support spaces and an expansion of the Multipurpose room. The expansion of the Multipurpose room will bring the core capacity up to 640 students. .

Project Information (continued) Educational Program Objectives The objective of this project is to construct an addition to Pine Crest Elementary School that addresses space deficiencies and provides additional program, core and support spaces. The eight teaching stations will increase the school’s capacity to 588 students. The project is scheduled to be completed by September 2020.

The following are key requirements of the project design:

• Construct an addition with the desired functional spatial relationships

• Provide an addition that will allow supervision of students

• Provide an addition that will compliment and improve the existing circulation

• Provide a two-story addition with a compact footprint to limit impact to site play areas

• Enlarge the Multipurpose room to bring the core capacity up to 640 students

• Place the addition on the site to minimize impact to school operations

Project Information (continued) Site Design Site Features: Pine Crest Elementary School is situated on a 5.64 acre site at 201 Woodmoor Drive in Silver Spring, Maryland. The school property is bounded on the south by Woodmoor Drive, on the north by Pinecrest Park, on the east by St. Lawrence Drive and on the west by single-family homes. The student drop-off, service, bus loop and parking areas are located on the south side (front) of the site. The service drive is accessed through the west side parking area. Additional parking spaces, located off of the existing parent drop off loop will be reclaimed after the removal of the portable classrooms. The bus loop will remain separated from all parking areas. Site design goals include minimizing impacts to current site amenities and preserving as many trees on the site as possible. The student hard play surface will be relocated to an area adjacent to the two-story addition.

Project Information (continued) Building Design General Description: The proposed addition is a two-story, steel-framed structure with brick veneer over concrete masonry block exterior walls. The addition is located on the back (north side) of the building and has two corridor connections at the first and second floor that create a circulation loop around a newly created courtyard. The addition contains four classrooms, a dual purpose classroom and an instrumental music room on the first floor, and four classrooms on the second floor. The Multipurpose room will be expanded towards the back (north side). Classroom Technology: The classrooms will be designed to support interactive educational technology that includes controlled wireless computer access and interactive whiteboard systems. Individual classrooms are designed to allow flexible student seating arrangements that can be organized into small groups for project oriented learning or students can face the teacher for a more traditional teaching approach.

Sustainability The project will be designed and constructed with an emphasis on environmental sustainability. The architecture and engineering systems will align with MCPS facility management sustainability principles to ensure long-term operational effectiveness. The project will be in compliance with Leadership in Energy and Environmental Design (LEED) standards through the United States Green Building Council, but LEED certification will not be pursued. The addition will comply with the 2012 International Green Construction Code (IgCC). Key project features related to sustainability include the following:

• Encouraging alternative transportation to the facility by providing bike racks • Managing stormwater on site to reduce surface runoff and improve quality • Using highly reflective roof surfaces to reduce heat gain inside the building • Installing water conserving and low-flow plumbing fixtures • Optimizing the energy performance of the building by providing a highly energy efficient building envelope, lighting, and heating,

ventilation, and air conditioning systems (HVAC) • Optimizing the energy performance of the new HVAC equipment through the selection process and during the commissioning of the

systems • Adhering to construction indoor air quality management plans and using low VOC emitting building materials to safeguard occupant

health • Providing a high level of occupant control over individual lighting and thermal comfort to promote an enhanced indoor environment

in the new building • Using regionally manufactured construction materials that contain recycled content • Maximizing daylight • Minimizing background noise from HVAC systems in classrooms and controlling reverberation time with sufficient sound attenuation
