Start Date: October, 2012 End Date: June 2017

Description: The project is a multi-phased study of the Guild Canyon Watershed, just north of the Pinal/Pima County Boundary. Working with Pinal County Flood Control Section, JE Fuller used a two-dimensional floodplain modeling program (FLO-2D) to calculate the storm water runoff potential for the entire watershed and simultaneously determine the flood depths. To complete the hydrologic assessment, JE Fuller conducted an extensive fluvial analysis that determined the study area would not be considered as an active alluvial fan. The results of the requisite analyses were compiled into a single document for FEMA review and approval. Upon completion of the project new Annotated FIRMS and Workmaps were made available for Pinal County to use to regulate development within area of anticipated growth.

Magma FRS Dam Rehabilitation

Description: JE Fuller performed hydrologic and hydraulic analysis and engineering design in support of the investigation and design of dam and channel rehabilitation measures for the Magma FRS and Magma Channel in Pinal County, Arizona. Rehabilitation of the dam was needed because of emergency unsafe designation from the Arizona Department of Water Resources. The designation was the result of geotechnical concerns with the dam, potential earth fissuring hazards in the area and increased development in the region downstream. Three segments of the Magma Channel – the Upper, Middle, and Lower – were also analyzed. Rehabilitation measures were designed and constructed for the Upper Magma Channel as part of the dam rehabilitation. Evaluation and potential flood control alternatives were presented for the Middle Magma Channel segment. The Lower Magma Channel is initiating a construction-manager at-risk contract for the construction of the rehabilitation measures designed by JE Fuller. These projects included the development of HEC-1 models to compute inflow hydrology to the dam as well as flows along the Magma Channel downstream to the Gila River and extensive HEC-RAS modeling of the channel segments to evaluate channel deficiencies and design rehabilitation measures including erosion protection. FLO-2D models were used as part of the economic analysis prepared to justify federal funding of the dam rehabilitation.

Description: JE Fuller has worked with the Pinal County Flood Control District every year since 2007 on an on-going basis to plan, design, build, maintain and operate the Pinal County ALERT Flood Detection System. In 2007, JE Fuller worked with the County to develop the initial ALERT 5-year plan and concept design. In 2008, with the approved plan in place, JE Fuller completed the design and installation work of the first elements of the system, including a base station and four ALERT sensor precipitation/stream stage stations. Concurrently, JE Fuller coordinated with other agencies on behalf of Pinal County, including the National Weather Service, the National Oceanic and Atmospheric Administration’s (NOAA) Inter-department Radio Advisory Committee (IRAC), the US Federal Communications Commission (FCC), The Bureau of Land Management, The Arizona Department of Water Resources, The Central Arizona Project, the Arizona State Land Department, the Arizona Department of Transportation, the Town of Superior and the Nature Conservancy. As of 2017, the system has been built out to include an automated real-time collection of precipitation, stream stage/discharge and meteorological data from 40 ALERT sensor stations located in Pinal, Pima, and Graham counties.

Lynx Lake Principle Outlet Valve Replacement Company: Arizona Game and Fish Department Contact: Mr. Gordon Bleyl (602) 244-8947

Description: JE Fuller successfully replaced the principle outlet valve and works for Lynx Lake Dam without draining the lake or constructing a coffer dam. To accomplish this task, a pipe plug was deployed into the principal outlet, and Rubicon Applied Divers was employed to remove the old valve and install a new valve. As part of the project, JE Fuller field constructed a new valve extension and extension box, the foundation for the new actuator and installed the hydraulic controls for the new system. Considerable cost to the Department was saved while creating a functional principle outlet. JE Fuller also installed two telemetry stations that monitor seepage and flow at the principal outlet. Plans are being made to install cellular telemetry to remotely control the principal outlet and an IP camera within the upcoming fiscal cycle.

Dugan Property Floodplain Evaluation

Description: Mr. Wallace was the project manager and engineer for a floodplain evaluation of a rural property where unpermitted improvements had been made. The project utilized 2D floodplain modeling and evaluation of erosion hazards to determine whether the improvements followed County floodplain regulations or whether improvements had to be made. The project utilized both conventional photogrammetry and Unmanned Aerial Vehicle (UAV) mapping to assist in identification of improvements and preparation of topographic mapping to assist in the evaluation. Mapping products, including topography and color-coded 2D floodplain mapping and erosion setback mapping, were prepared and submitted to Pinal County along with recommendations for mitigation. The improvements were later permitted after recommended improvements were made.

Upper Santa Cruz River RiskMAP Project Agency: Pima County RFCD Contact: Mr. Terry Hendricks, 520-724-4632

Start Date: 2015-2018 End Date: Spring 2018 Description: This FEMA CTP project was performed to provide surface and hydraulic modeling of the Santa Cruz River from Pima Mine Road to the Santa Cruz County line. The work included 1D and 2D modeling of the entire study reach. Because the project was kicked off around the same time that Army Corps of Engineers released HEC-RAS 2D (Version 5.0), this software was utilized as the modeling platform. Given the complexity of the riverine system, JE Fuller became quite familiar with all aspects and nuances of the RAS-2D. This model effort resulted in the identification of flood hazards that local floodplain managers had suspected but were not able to quantify and allowed Pima County a means to update the hydraulic modeling previously done in the 1990’s. Deliverables included the development of FEMA Risk Map products for risk assessment along the river and potential future updates to flood insurance mapping (LOMR, CLOMR, FIS).

Coffee Pot Drainage Basin Improvements

Description: A neighborhood within the Coffee Pot Subdivision area was built in the 1960s with little regard for the existing flooding and erosion hazards. Numerous homes within the area have suffered flooding and significant property damage prompting the City of Sedona to mitigate the drainage issues that have long been ignored. JE Fuller was tasked with revising the hydrology model from the SWMP to determine the 25-year and 100-year inflow to the system. The storm drain system was analyzed using xpStorm2D software. The software couples a one-dimensional Storm Drain pipe network (xpSWMM) hydraulic analysis with two-dimensional overland flow routing (xp2D). The analysis determined the system had capacity for the 25-year event, but inlets to the system did not have capacity to accept that calculated amount. Following the analysis, JE Fuller designed improvements to approximately 3,300 feet of drainage channel and stormdrains within the neighborhood such that they could accommodate at a minimum, the 25-year event flood event. Description: JE Fuller performed a detailed assessment of proposed improvements to an existing storm drain line located within the City of Tucson. As a part of the data gathering effort, JE Fuller utilized drone camera technology along with conventional bluestake and record drawings research in a novel manner, producing accurate maps of existing surface and subsurface features in a cost-effective and rapid manner.

Location: Douglas County, Nevada Consulting Fee: $380,000 Start Date: April 2017 End Date: On-Going Description: The Johnson Lane Area Drainage Master Plan (ADMP) study area is 27 square miles in size and is located on the eastern slopes above the Carson River valley between Minden and Carson City, Nevada. Flooding and sediment hazard sources for the study area are the Hot Springs Mountains to the north and the Pine Nut Mountains to the east. The Johnson Lane community was primarily developed via lot-splitting without comprehensive offsite drainage infrastructure. Additionally, much of the upper watersheds are overlain by thick accumulations of unconsolidated, fine to medium eolian sand which is easily transported in large volumes during flooding events. The goal of the ADMP was to First – evaluate and identify flooding and sedimentation hazards within the Johnson Lane community by gathering historical flooding accounts from public agencies and local residents, and conducting geomorphic, hydrologic and hydraulic modeling assessments; Second – develop a series of alternatives to either partially or wholly mitigate the hazards identified in the first objective; Third – provide public outreach of the project through a series of public meetings to inform the public of the existing hazards and to present the mitigation alternatives

Mohave County MS4 Training

Description: In 2017, Ms. Moore served as the training lead for JE Fuller’s MS4 Assistance project with Mohave County. As part of this task, Ms. Moore took her knowledge of ADEQ’s MS4 Permit (2016) combined it with the specifics of Mohave County’s Stormwater Management Program to form a comprehensive and cohesive training agenda for Mohave County staff. In the end, a total of seven separate courses were created, complete with hands-on exercises, real-world case studies, and lessons learned from implementing and administering a similar program for Pinal County. Upon completion of the training plans, Ms. Moore and others of the JE Fuller staff conducted, over a period of two days, seven, ninety-minute training sessions for twenty-five of Mohave County’s staff. Departments and Sectors represented included Mohave County Board of Supervisors, Mohave County Public Works, Mohave County Development Services, Mohave County Information Technology and Mohave County Flood Control Sector.

Pinal County Multi-Jurisdictional Hazard Mitigation Plan - 2010 Update

Description: JE Fuller worked with Pinal County and the incorporated jurisdictions of Apache Junction, Casa Grande, Coolidge, Eloy, Florence, Kearny, Mammoth, Maricopa and Superior to update the 2005-2006 jurisdictional hazard mitigation plans. The effort included converting the individual jurisdictional plans to a multi-jurisdictional plan. All plan elements were updated including the planning, risk assessment, mitigation strategy and public involvement sections. The risk assessment and mitigation strategy addressed dam failure, drought, fissure, flooding, levee failure, severe wind, subsidence, and wildfire. JE Fuller provided a FEMA approved plan to the jurisdictions for final promulgation. Final FEMA approval was received in early 2011.

SECTION 2.2 – FAMILIARITY WITH MUNICIPAL, LOCAL, AND STATE GOVERNMENT STANDARDS

2.2.1 Pinal County Standards

JE Fuller employees are very familiar with Pinal County, local and state government standards. JE Fuller served as a review contractor for Pinal County and provided technical assistance in the preparation of a future Pinal County Drainage Ordinance and the Pinal County Storm Water Ordinance. JE Fuller employees also prepared the Pinal County Sand and Gravel Floodplain Use Permit Application Guidelines, and were part of the team that produced the Pinal County Area Drainage Master Plans as well as the Multi-Jurisdictional Hazard Mitigation Plan for Pinal County. In addition, JE Fuller has provided technical training for Pinal County staff as part of its Storm Water Program and continues to offer training to Pinal County staff through its “Brown Bag” educational series. Recently JE Fuller assisted in the providing tools to help regulated new development within Arizona City.

2.2.2 State and Federal Standards

JE Fuller employees are actively working with many of Arizona’s agencies including the Arizona State Land Department, the Arizona Department of Water Resources, the Arizona Department of Emergency and Military Affairs, and the Arizona Game and Fish Department. In 2013, JE Fuller completed the update of the Arizona Department of Transportation’s Highway Drainage Design Hydrology and Hydraulics Manuals. As part of the update, JE Fuller introduced the use of two-dimensional modeling (FLO-2D) for analysis within Arizona. With that JE Fuller has worked with the numerous counties to place this software on the list of applications FEMA accepts for hydrology and hydraulic analysis on FEMA-submitted studies (LOMR CLOMR etc). JE Fuller has also assisted in the creation of analysis and review methodologies associated with the software.

2.2.3 Local Agency Standards

Outside Pinal County, JE Fuller staff have served as members of and consultants to the ADWR and have written or helped write engineering and development policies used by ADOT, Pima, Maricopa, Navajo, and Yavapai Counties, and the Cities of Tucson, Phoenix, Flagstaff and Safford. In addition, JE Fuller employees have written the levee and floodwall policies for the Arizona County Insurance Pool that were adopted by most of the small counties in Arizona.

SECTION 2.3 – QUALIFICATIONS AND EDUCATION OF KEY PERSONNEL AND SUPPORT STAFF

John Wallace, PE, CFM Project Principal John currently serves as the President of JE Fuller Hydrology and Geomorphology, Inc (JE Fuller). Since his arrival in May 1998, he has been an

invaluable member of the company. With over 30 years of experience, working exclusively in the fields of hydrology, floodplain management, and flood control, John has a reputation as a top-notch engineer in the field. His work history includes four years of service as the manager of the Pima County Regional Flood Control District. John has performed floodplain modeling studies (HEC-RAS & FLO-2D), preparation of basin management studies, and drainage plans for projects in Arizona. John is quite familiar with Pinal County. His recent projects include evaluation of flooding conditions and maintenance needs along the Santa Cruz River through downtown Tucson and 2-D modeling of a 10-square mile urban watershed in the City of Tucson.

His computer and technology expertise includes the application of the U.S. Army Corps of Engineers HEC-RAS and HEC-1 programs, FHWA HY-8, FLO-2D and other hydrologic/hydraulic computer applications. John frequently teaches professional development classes in the fields of hydrology, hydraulics, and drainage design. John is a former member of the ADWR State Standards Work Group and has written several of the State Standards associated with surface water modeling and drainage design.

Education: John has a B.S.E. in Civil Engineering from the University of Arizona and B.S. in Business Administration from the University of Connecticut.

Role: John will serve as Project Principal for engineering services provided by JE Fuller throughout the contract life. John’s expertise in all aspects of water resources engineering and his past experiences as the Flood Control Director for the Pima County Regional Flood Control District make him an ideal candidate to oversee all the potential teams needed to complete the anticipated projects associated with this on-call.

Ted Lehman, PE Project Manager - Tempe Office Ted has been a key member of the JE Fuller team since February 1999. Ted has served as project manager for water resource and flood control

projects throughout Arizona for the past 20 years. He has an extensive professional resume of water resource projects in flood control planning, preparation of LOMRs and CLOMRs, drainage master studies, dam safety, one- and two-dimensional hydrologic and hydraulic modeling, arid region flood control, flood warning, dam failure inundation studies, hydrometeorological data collection, sediment yield, and geographical information systems (GiS). Ted has a great deal of experience in working with Pinal County. He has been involved in flood investigations and storm categorizations contracted by the Pinal County Public Works Department. As a sub-consultant to AMEC on a project authorized by the Magma Dam Flood Control District, he analyzed the risks associated with the Magma Flood Retardant Structure (FRS) and prepared rehabilitation plans that are currently being constructed. He was also the project manager for the planning of SkyView Farms, a master-planned community within the limits of Town of Florence.

His computer and technology expertise includes the application of the U.S. Army Corps of Engineers HEC-RAS, HEC-HMS and HEC-1 programs, FHWA HY-8, FLO-2D, DAMBRK and other hydrologic/hydraulic computer applications.

Education: Ted has a B.A. in Mathematics from Willamette University in Salem, OR and a M.A. degree in Physical Geography from Arizona State University.

Role: As the Tempe Office Project manager, Ted will manage JE Fuller’s Tempe staff. In this role, Ted will be able to ensure the proper work distribution while managing tasks, budgets, and schedules for projects undertaken by the Tempe Office.

Brian Iserman, PE, CFM Project Manager – ALERT System Design/Flood warning/Real Time Data) Brian Iserman has been a hydrologist and civil engineer for JE Fuller since 1996. He

has 30 years of experience as a project engineer and hydrologist for studies and projects in Arizona, New Mexico, Nevada, Utah, Mexico, and California. His expertise includes floodplain delineations, flood insurance studies (e.g. LOMRs, CLOMRs), hydrology and hydraulics analyses, sediment transport analysis, drainage design, and flood warning system development and operations. Currently, Brian works with the Pinal County Public Works Department on the planning, design, installation, and maintenance of the flood warning systems throughout Pinal County. In addition to his instrumental role in the creation of ALERT system for Pinal County, Brian has played the lead role in developing numerous flood warning systems throughout Arizona. His clients include federal, state and local agencies, a few of which include the Arizona Game and Fish Department, the Arizona Department of Water Resources, Cochise County, Mohave County, Santa Cruz County and the City of Phoenix.

Brian has extensive experience using HEC-1, HEC-2, HEC-HMS, HEC-RAS, and HY-8 computer models, as well as CAD/GIS software including AutoCAD and ArcMap GIS. In addition to these, Brian’s data collection and dissemination software expertise extends to JEFDAQ, DataWise, SQL, PHP, Apache, IIS and HTML to integrate and display real-time point and gridded data collected from diverse networks and databases.

Education: Brian has a B.S. in Hydrology from the University of Arizona (1986).

Role: Brian will serve as the project manager for the design, installation, and maintenance of the Pinal County ALERT/Flood Warning System for this On-call

Contract. Brian’s success in the design and installation of these systems has made him the regional authority on this technology.

Christopher Rod, PE Project Manager – Tucson Office Chris is a registered engineer with over 23 years of technical and managerial experience, including 11 years with JE Fuller. Over the course of his career,

Chris has successfully completed a variety of water resource related projects within Arizona, Texas, and Nevada for local, state and federal agencies. Chris’ work experience for Pinal County Public Works Department extends back to 2006. In 2017, Chris, as a partner with Pinal County, has completed numerous drainage reviews, assisted in the mapping of a regulatory floodplain for Arizona City, obtained a Letter of Map Revision for Guild Canyon, Derrio Canyon and Cottonwood Canyon Washes and helped maintain compliance with ADEQ’s MS4 Permit by providing storm water sampling for a PCDOT yard in Riverside. Within Arizona, apart from working with Pinal County, Chris has experience working for and in Mohave County, Maricopa County, Cochise County, and Coconino County.

Chris’ expertise includes application of numerous procedures and/or software packages including: HEC-1, HEC-HMS, HEC-2, HEC-RAS, FLO-2D, HY8, and Haestad applications (CulvertMaster, FlowMaster). Chris also has experience using Civil Design 3D, and ArcView.

Jeff Despain, PE CFM Team Lead – Dam/Levee Analysis and Inspections Jeff has been a project manager and design engineer for JE Fuller since 2002. With 20 plus years in the field, Jeff has a great deal

of experience and combines that with a zest to go out and tackle some of the most innovative projects within the State of Arizona ‐ the rehabilitation of the critical infrastructure located within various man‐made lakes and dams. Under an as needed contract with the Arizona Game and Fish Department, Jeff is tasked with coming up with unique design solutions for the removal and replacement of dilapidated hydraulic infrastructure such that it is once again operational. Aside from his work with Game and Fish, Jeff is an accomplished engineer with extensive experience in hydrologic and hydraulic analysis and modeling. Currently, Jeff has been selected by Yavapai County to work with Atkins on the Non-Regulatory Products for Oak Creek. This project, in conjunction with a Non-Regulatory Product project that provided these products for older County projects, provides the backbone for the Yavapai County Flood Control District’s web-based maps.

Jeff is experienced in the use of HEC-1, HEC-HMS, HEC-2, HEC-RAS, TR-20, TR-55, HY-8, KYPIPE, StormCAD, FLO-2D, Flowmaster, Civil 3D, and ArcView computer software.

Education: Jeff has a B.S.E. in Civil Engineering from Northern Arizona University and an Associates in Applied Science from Mesa Community College.

Role: Jeff will serve as the lead for the Dam/Levee Analysis and Inspections team. In this role, Jeff will manage a team of qualified engineers in the evaluation of dam, levees and flood retardant structures. Ian Sharp, PE Team Lead – Hydrology and Hydraulics Ian has 17 years of professional experience and has been part of the JE Fuller team since March 2006. He has extensive experience in hydrologic and

hydraulic modeling, FLO‐2D and HEC‐RAS 2D modeling, and the subsequent preparation of CLOMR/LOMR applications. Ian is currently leading the preparation of construction plans for a 2‐mile long soil cement levee on the Salt River as well as finalizing the Upper Santa Cruz River RiskMAP project.

In addition to his extensive modeling resume, Ian is an accomplished designer, completing projects within Pinal County and throughout the State of Arizona. His work in Pinal County includes obtaining local agency approval for FLO‐2D, the preparation of the design plans for the rehabilitation of the Lower Magma Channel and preliminary plans (30% Level) used to solve a flooding issue in the Bella Vista Ranch Subdivision. Outside of Pinal County, Ian has prepared plans for the construction of flood mitigation measures (Mohave County, AZ), channel bank protection (Maricopa County, AZ) and levee rehabilitation (Pima County).

Team Lead – Drainage Design (Analysis and Construction Plans) Rob has 14 years of experience with JE Fuller and has served as project manager and engineer for projects in

Arizona, California, Utah, and Washington since 2000. Mr. Lyons has extensive experience with roadway drainage, cross drainage, and offsite drainage design, flood control design, river mechanics, bridge scour analysis, hydrology, erosion protection, hydraulic modeling, floodplain delineation, and 2-dimensional modeling. Rob is currently leading the scour design and analysis for a new bridge over the Salt River at Gilbert Road for MCDOT. Rob has been leading and conducting offsite and cross drainage design for transportation projects since moving to Arizona in 2001. Transportation project owners Mr. Lyons has worked for include ADOT, MCDOT, and the City of Phoenix. Rob is a member of the Association of State Floodplain Managers, served as the chair of the EWRI Phoenix Chapter, and is the President-Elect of the ASCE Phoenix Branch.

Rob has extensive experience using FLO-2D, HEC-1, HEC-HMS, HEC-RAS, HEC-GeoRAS, ArcGIS, 3D Analyst, AutoCAD, Civil 3D, Microstation, InRoads, FlowMaster, CulvertMaster, and HY8.

Geoff Harris, PE Team Lead - Disaster Response Geoff joined the JE Fuller team in June of 2015 in hopes of applying his unique talents and interests to larger projects in the field of hydrologic

engineering and floodplain management. During the preceding 8 years, Geoff was 50% owner of a small engineering firm, serving as Principal Engineer. As a small business owner, Geoff’s activities extended to all facets of the engineering consulting business, from project management through business accounting. Before becoming an owner, Geoff spent 14 years with a larger engineering company gaining invaluable experience in both the hydrology and site engineering fields. During this period Geoff progressed to Senior Project Manager, becoming an Associate within the 1,000-person company before departing.

Since joining JE Fuller, Geoff has achieved his FAA certification to perform commercial drone operations and has performed a variety of aerial photographic surveys in support of engineering projects. In addition, Geoff has received training as a volunteer disaster relief worker under the State of California Structural Assessment Program, and is a designated “2nd Responder” available for volunteer work in large-scale disaster relief efforts throughout the United States.

Geoff has extensive experience in using FLO-2D, HEC-1, HEC-HMS, HEC-RAS, HEC-GeoRAS, ArcGIS, 3D Analyst, AutoCAD, Civil 3D,

His services will include fast response field inspections and drone camera surveys on an as-needed basis. Mike Kellogg Team Lead – Fluvial Geomorphology Mike is a Project Manager and Geomorphologist with 19 years of experience in fluvial geomorphology, riverine erosion hazards, alluvial fan

flooding hazards, hydrologic and hydraulic modeling (1D/2D), and riparian boundary determination. Working

out of the Tempe Office since 2001, Mike serves as project manager, project geomorphologist, project hydrologist, or GIS analyst for studies and projects domestically in Arizona, California, Utah, Nevada, and New Mexico; and internationally in the United Arab Emirates. In addition to Mike’s work in fluvial geomorphology, Mike also serves as the project manager for JE Fuller’s on-call contract to perform FIS/LOMR/CLOMR reviews on behalf of FEMA. Currently, Mike is serving as the lead geologist for the design team working a channel restoration and natural channel design project in Reno, Nevada.

Mike has experience using the following software applications: HEC-1, HEC-HMS, HEC-RAS, FLO-2D, XP STORM, HY-8, FlowMaster, LAHAR-Z, HEC-6, ArcGIS, and Adobe Illustrator.

H. Elise Moore, PE, CFM, CPM Project Manager - Tempe Office Elise joined the JE Fuller team in March of 2017. Before working in the private sector, Elise has over 15 years of experience as an engineer and project manager for public

agencies within Pinal County. She has served as the Flood Control Section Chief for Pinal County Flood Control District for 12 years. As the manager of a County Flood Control District, her role was to implement countywide programs for FEMA floodplain management, ALERT gauges, Stormwater Quality, watershed and hazard mapping, permitting, inspections, FCD structure operations/management, and new capital projects. Managing these programs often required coordination between affected citizens, local municipalities, federal agencies, utilities, elected officials and stakeholder groups. Ms. Moore was the 2007 recipient of the Robert C. Esterbrooks Award awarded by the Arizona Association of County Engineers, for Engineering/ Design.

Her computer and technology expertise includes the application of the U.S. Army Corps of Engineers HEC-RAS and HEC-HMS, FHWA HY-8, FLO-2D, ArcGIS and other hydrologic/hydraulic computer applications.

Education: Elise has a B.S.E. in Civil Engineering and a Master’s degree in Public Administration from Arizona State University. She is also a Certified Public Manager.

Scott Ogden, PE, CFM Team Lead – Standards and Policy (EAP and Technical Manuals) Scott Ogden is a Project Manager/Senior Engineer at JE Fuller. He has over 31 years of flood risk management,

analysis, and design experience for studies and projects throughout the Arid Southwest. Ian is a Project Manager/Engineer/Hydrologist with the Tucson Office with fourteen years of experience in

GEOFFREY W. HARRIS, PE

Team Lead – Emergency Response

Geoff Harris is a Project Manager in the Tucson Office of JE Fuller. He has over 20 years of experience in

the fields of land development engineering and hydrology. He has served as a senior project manager, project

manager, project engineer, hydrologist and designer for commercial, industrial and residential land

development projects, in addition to a variety of public flood control and transportation projects throughout

Arizona. His project experience includes rezoning applications, residential subdivisions, commercial

development, grading and utility design, flood control projects and public roadway improvements. In 2016,

Mr. Harris received his FAA Certification as a Remote Pilot, with a Small Unmanned Aircraft System

Mr. Knoebl is accomplished in the identification and resolution of various environmental problems including; characterization of chemically impacted soil and groundwater specifically in relation to petroleum hydrocarbons, soil and groundwater remedial system design, remedial system installation, and operation and maintenance through site closure. Mr. Knoebl has managed and supervised over 100 full-scale, active, soil and groundwater remediation projects some with up to 350,000 pounds of petroleum hydrocarbon in soil and groundwater. Mr. Knoebl has been directly involved with over 200 site characterization programs and over 100 underground storage tank closure projects in Arizona, Washington, Oregon, New Mexico and California. In addition, Mr. Knoebl has supervised and trained up to 15 environmental professionals. Mr. Knoebl’s combined background in the geological, engineering and environmental fields has been instrumental in an interdisciplinary approach to managing and abating large soil and groundwater characterization and remediation projects.

PROJECT EXPERIENCE In tenure as a Principal Geologist, Mr. Knoebl’s responsibilities include: project management, site characterization drilling and sampling, well installation and sampling, remediation design, permitting, installation and operation through site closure. Specific remedial experience includes Phase I Environmental Site Assessment preparation, Phase II site characterization, corrective action design, bid preparation, equipment sizing, equipment layout, remedial system installation and oversight, system start-up and operation and maintenance procedures for full scale soil and groundwater remediation programs. Remedial system designs for LNAPL, DNAPL, dissolved phase constituents and VOC recovery have been completed for impacted sites in Arizona and the United States west coast. Current projects and responsibilities include senior project management on several active remediation sites. In addition, Mr. Knoebl has assisted in management and installation of a municipal groundwater production well, groundwater quality sampling and pump testing for municipal drinking water applications, SWPPP sampling and coordination, and SPCC preparation. Mr. Knoebl is responsible for the research, development and implementation of cost effective cutting edge remediation technologies. Proposed technologies have included risk based corrective action (RBCA), monitored natural attenuation, phytoremediation, recirculatory aeration, low flow “biosparge” oxygenation, dual phase extraction (bioslurping), biologic enzyme applications and bioremediation programs and radio frequency and six-phase soil heating enhancements research for appropriate sites. Mr. Knoebl has been actively involved with the development of the new Arizona Department of Environmental Quality Guidance Document for leaking underground storage tanks and is actively involved with regulatory and policy development for the underground storage tank program in Arizona. In addition, former Arizona State Governor Jane Hull appointed Mr. Knoebl to a three-year term on the Arizona Advisory Council of Environmental Education, and Mr. Knoebl currently serves Governor Janet Brewer on the Technical Appeals Panel. Mr. Knoebl has completed multiple Phase I ESAs and transaction screens and has been involved with several real estate divestiture programs involving multiple sites and tight deadlines.
