the project “Setting up Wi -Fi Hotspots at various locations in Pimpri Chinchwad Municipal

Bidder agencies are advised to study this EoI document carefully before submitting

1. Introduction and Background

1.1 About Pimpri Chinchwad

Pimpri Chinchwad, its a modern twin city situated South-East of Mumbai, in the North -

West quadrant of Pune. Pimpri Chinchwad also happens to be the fifth-most populated

city of Maharashtra and has long been famous for being one of the most prominent

industrial destinations outside Mumbai. The twin cities of Pimpri-Chinchwad, governed

by the Pimpri Chinchwad Municipal Corporation (PCMC), are located 15 km from the

Pune city centre. They form a continuous urban stretch, adding to the overall Pune Urban

Agglomeration, and contain a thriving industrial belt that primarily consists of

engineering and automobile industries. In fact, PCMC and Pune, when viewed as a

unified geographical unit, make up one of India's largest industrial areas. Pimpri-

Chinchwad has contributed a lot to the fact that Pune is the second-largest industrial city

in Maharashtra after Mumbai. That fact alone has already spelt gold in terms of the Pune

property market - but there's a lot more.

Pimpri-Chinchwad is situated on the Deccan Plateau and is surrounded by hills. It rises

530 meters above the mean sea level, near the confluence of Mula and Mutha rivers.

Moreover, the Pavna River traverses the city, with the Indrayani River cutting through it

on the north-western outskirts. Accessibility by road is excellent, to say the least. Pimpri

Chinchwad is situated on the confluence of NH-4 (the Mumbai-Bangalore highway) and

NH-50 (the Pune-Nasik highway). In fact, the PCMC area boasts of an extensive network

of national highways to major cities like Mumbai (163 km), Nasik (202 km), Nagpur (880

km), Bangalore (835 km), Chennai (1166 km) and Hyderabad (548 km). Railways are an

important ingredient of economic growth, and Pimpri Chinchwad is located on the

Mumbai-Pune mail line. It has broad-gauge, direct connectivity to Mumbai, Bangalore,

Chennai and Hyderabad. The Pune airport, which is just 20 km away, has regular direct

flights to New Delhi, Mumbai, Bangalore, Kolkata, Chennai and Hyderabad and direct

flights to Dubai and Singapore.

The industrial development of Pimpri Chinchwad was started with the established of

Hindustan Antibiotic the first pharmaceutical company in the year 1954. On 4 March

1970 late Annasaheb Magar put the founding stone of PCMC. The twin towns of Pimpri-

Chinchwad have long held the reputation of being a prominent industrial region in

Maharashtra. What has now caught everyone's attention is the rapid growth the area is

registering. A number of international brands - especially from automobile and auto

component sectors - are making a beeline to set up their production units here. The

region is registering 15 percent growth annually, according to government officials. At

present, the region has more than 4,000 industrial units, including small and medium-

scale enterprises (SMEs) as well as multinational companies (MNCs) such as Tata Motors

Kinetic Engineering, Force Motors, Bajaj Auto, SKF Bearing India Ltd., Thermax, Forbes

Marshall etc. IT majors - such as Infosys, Wipro, IBM India, KPIT Cummins etc. - also set

up their bases here with the establishment of the Rajiv Gandhi Infotech Park in

Hinjewadi and Talawade.



1.2 About Pimpri Chinchwd Municipal Corporation

The Pimpri Chinchwad city is managed and governed by the Pimpri Chinchwad Municipal

Corporation (PCMC), established in the year 1982. The Maharashtra Municipal Corporation

Act, 1949 bestows the responsibility of providing basic infrastructure and services viz. water

supply, drainage, sewerage, roads and services such as conservancy, firefighting, street

lighting, education and primary health upon the PCMC.

1.3 About Project

Pimpri Chinchwad Municipal Corporation is one of the advanced city with the goal to

participate in Smart City for next round of revision by Government of Maharashtra, Govt.

of India. As is own initiative, PCMC is committed for making governance citizen-friendly

and cost effective by delivering services electronically to ensure accountability and

transparency, especially using mobiles to reduce cost of services and providing services to

its stakeholders without having to go to municipal offices; and by facilitating e-groups to

listen to citizens and obtain feedback and use online monitoring of programs and activities

with the aid of cyber tour of worksites. PCMC is committed for applying Smart Solutions

to infrastructure and services in area-based development in order to make them better.

PCMC plans to extend the identity to the Pimpri Chinchwad city based on its main

economic activity, such as health, education, arts and craft, culture, sports goods,

furniture, hosiery, textile, dairy, etc. to attract tourists, businesses and investors.

As part of the Smart Solutions, PCMC wants to setup a Hot Spot Wireless Network (Wi-Fi

Hotspot) in Pimpri Chinchwad city. The main idea is to provide wireless access of the

internet to citizens. It will be done by providing Wi-Fi Hotspot to large parts of the

municipal area. The wireless network will help the citizens to access various

government related services available online on their mobile/tablets/laptops or

any other Wi-Fi Hotspot enabled gadgets. This will also help citizens to know the city

better through various free websites providing information on the city and its various

aspects. PCMC also wants to use this Wi-Fi Hotspot as a means to provide internet

connectivity to common citizens.

1.4 Project Objectives

The broad level project objectives are as follows:

• To lay the foundation for making Pimpri Chinchwad as a Smart and Vibrant city.

• To provide easily accessible and cost effective Internet connectivity to all residents /

tourists of Pimpri Chinchwad.

• To setup public Wi-Fi Hotspot network aimed at providing electronic platform to

various stakeholders to empower a citizen-centric interactive model of governance

• To inform & catalyze the use of existing services as well as paving way for new

electronic services

• To open up information channels for more citizen engagement and increased

transparency.

• To build a brand and image that ensures acceptance and trust of citizens.

• To reap the benefits of economic effects arising out of provision of such facility

3. Instructions to the Bidder

The Commissioner, Pimpri Chinchwad Municipal Corporation, invites reputed firms to

submit their technical proposals for the project “Setting up Wi-Fi Hotspots at

various locations in Pimpri Chinchwad”, in accordance with conditions and

manner prescribed in this Expression of Interest (EOI) document.

3.1 Completeness of the EOI Response

Bidders are advised to study all instructions, forms, terms, requirements and other

information in the EOI documents carefully. Submission of bid shall be deemed to have

been done after careful study and examination of the EoI document with full

understanding of its implications. The response to this EoI should be full and complete

in all respects. Failure to furnish all information required by the EoI documents or

submission of a proposal not substantially responsive to the EoI documents in every

respect will be at the bidder's risk and may result in rejection of their

proposal.

3.2 Proposal Preparation Cost

The bidder is responsible for all costs incurred in connection with participation in this

process, including, but not limited to, costs incurred in conduct of informative and

other diligence activities, participation in meetings/discussions/presentations,

preparation of proposal, in providing any additional information required by PCMC to

facilitate the evaluation process. PCMC will in no case be responsible or liable for those

costs, regardless of the conduct or outcome of the bidding process. All materials submitted

by the bidder shall become the property of the PCMC and may be returned at its sole

discretion.

3.3 Amendment of EoI Document

At any time before the deadline for submission of bids, the PCMC, may, for any reason,

whether at its own initiative or in response to a clarification requested by a prospective

bidder, modify the EoI Document by an amendment. All the amendments made in the

document would be informed to all the participating agencies through mail or through

written post.

The bidders are advised to visit the website (http://www.pcmcindia.gov.in) on regular

basis for checking necessary updates. PCMC also reserves the rights to amend the dates

mentioned in this EoI for bid process.

In order to afford prospective bidders reasonable time in which to take the amendment

into account in preparing their bids, the PCMC may, at its discretion, extend the last date

for the receipt of Bids.




3.4 PCMCs' rights to terminate the Process

PCMC may terminate the EoI process at any time and without assigning any reason.

PCMC makes no commitments, express or implied, that this process will result in a

business transaction with anyone. This EoI does not constitute an offer by PCMC.

3.5 Submissions of EoI Proposal

Bidder should submit the bid proposal by Registered Post or physically. The bids

submitted should have 2 distinct folders - a. Pre-qualification criteria related documents b. Technical Proposal related documents

PCMC will not accept submission of a proposal in any manner other than that specified in

the EoI Document. Proposals submitted in any other manner shall be treated as

defective, invalid and rejected.

Pre-qualification and technical proposal should be signed by an authorized person of the

bidder. The pre-qualification proposal should be submitted along with a certified true

copy of a board resolution/power of attorney empowering authorized signatory to

sign/act/execute documents binding the bidder organisation to the terms and conditions

detailed in this proposal.

Proposals must be direct, concise, and complete. PCMC will evaluate bidder’s proposal

based on its clarity and completeness of its response to the requirements of the

project as outlined in this EoI. The Commissioner, Pimpri Chinchwad Municipal

Corporation, reserves the right to accept or reject any or all the proposals without

assigning any reason.

3.7 Language of EoI Proposal

The responses prepared by the bidder and all correspondence and documents relating to

the bids exchanged by the bidder and PCMC, shall be written in English language, provided

that any printed literature furnished by the bidder in another language shall be

accompanied by an English translation in which case, for purposes of interpretation of

the bid, the English translation shall govern.

If any supporting documents submitted are in any language other than English, translation

of the same in English language is to be duly attested by the bidder.



3.8 EoI Proposal Submission Format

The entire proposal shall be strictly as per the format specified in this Expression of

Interest. Bids with deviation from this format shall be liable for rejection.

3.9 Documents to be submitted

Following list is provided as the guideline for submitting various important documents

along with the bid.

Technical Proposal

Bidders shall furnish the required information on proposals in the enclosed formats only. Any deviations in format may make the EOI liable for rejection.

3.10 Evaluation Process

The bidder must possess the technical know-how and the financial wherewithal that

would be required to successfully provide the services sought by PCMC.

The bidder’s bid must be complete in all respect, conform to all the requirements, terms

and conditions and specifications as stipulated in the EoI document. The evaluation process

of the EoI proposed to be adopted by PCMC is indicated under this clause. The purpose of

this clause is only to provide the bidder an idea of the evaluation process that PCMC

may adopt. However, PCMC reserves the right to modify the evaluation process at any

time during the EoI Evaluation process, without assigning any reason, whatsoever, and

without any requirement of intimating the bidder of any such change.

PCMC shall appoint a EoI Evaluation Committee (EEC) to scrutinize and evaluate bids

received. The EEC will examine the bids to determine whether they are complete,

response and whether the bid format confirms to the EoI requirements. PCMC may

waive any informality or nonconformity in a Bid which does not constitute a material

deviation according to PCMC. There should be no mention of bid prices in any

part of the bid.



3.11 Evaluation of Bids

The Technical Evaluation would be done for only those bidders, who comply with

the prequalification criteria mentioned in Section 2. The EoI Evaluation Committee

may invite only such qualified bidders to make a presentation as part of the technical

evaluation.

The EEC may require verbal/written clarifications from the bidders to clarify

ambiguities and uncertainties arising out of the evaluation of the bid documents. In

order to qualify technically, a Bidder must secure a minimum of 70% of total marks.

Only those bids which have a minimum score of 70% of total marks will be considered

qualified. However, the Commissioner reserves the right to lower the minimum

required marks if none of the bidders achieves 70% of the total marks. Technical Evaluation of the bids would be carried out on following parameters as given below:

3.12 Selection Criteria for the next level

PCMC will consider the bidders, who have technically qualified, for the next round of

RFP. But, PCMC reserves the right to issue an open RFP, not restricting only EoI

short-listed bidders to participate.

3.13 PCMC's Rights to Accept/Reject any or all Proposals

PCMC reserves the right to accept or reject any proposal, and to annul the bidding

process and reject all bids at any time prior to award of Contract, without thereby

incurring any liability to the affected bidder or bidders or any obligation to inform

the affected bidder or bidders of the grounds for PCMCs' action.

3.14 Notifications of consideration for next level

Prior to the expiration of the period of proposal validity, the bidder will be notified in

writing or by fax or email that it has been considered for the next round.

3.15 Failure to agree with the Terms & Conditions of the EOI

Failure of the bidder to agree with the Terms & Conditions of the EOI shall constitute

sufficient grounds for the annulment of selection.

4. Scope of Work

The broad scope of work for the Wi-Fi Hotspot Service Provider (WSP) would include

providing Internet Connectivity to public through Wi-Fi Hotspot network at selected

locations within the city of Pimpri Chinchwad. This includes Supply, Installation,

Commissioning and Maintenance of software, hardware and networks components

required for providing Wi-Fi Hotspot in these areas. WSP shall be required to

undertake following activities for the same:

• Site survey to assess and confirm the exact requirement for each of the sites (in

order to adhere to the QoS requirements).

• Take necessary approvals from PCMC for the digging requirements for provisioning

of fiber / cable to the last mile Wi-Fi Hotspot Devices. • Supply of necessary hardware / software and their installation, configuration. • Implementation of the Wi-Fi Hotspot access portal, co-branded with PCMC. • Implementation of NOC, necessary tools to monitor and manage the entire system • Testing and commissioning of the Wi-Fi Hotspot Network.

• Monitoring of the usage, comprehensive maintenance for the period of 3 years

post

successful Go Live -WSP shall maintain the sufficient spares to ensure 24 x 7 uptime.

• Maintaining cyber security measures as per Information and technology Act 2000. • Security permissions and verifications from cyber branch of Police Department and



Commissioner of Police.

• Online 24 X 7 manpower support.

4.1 Broad Features of the Wi-Fi Hotspot Services

a. Provide secure, easy and metered Internet access to different devices through

the Wi-Fi Hotspot network.

b. Provide the web based portal for users to login/authenticate for the Wi-Fi

Hotspot Access. The Landing Web Page to be co-branded (between PCMC &

WSP).

c. Provisioning the access control and audit trail mechanism as per industry

standard and security norms defined by various regulatory bodies and

Information and technology Act 2000. d. Provide the web based management console to monitor and manage the Wi-Fi

Hotspot access. e. Ensure adherence to the following QoS parameters

• Committed Bandwidth - Minimum 512 Kbps per user (1:1)

throughout the designated area

• 24*7*365 Wireless network availability • Seamless roaming facility within the designated area

f. Facility to define rule based access depending on usage, time duration, etc.

g. Facility to restrict access based on URL, application, category, signature, etc.

Facility to the designated Government agency / agencies to restrict the Wi-Fi

Hotspot access in case of certain circumstances. h. Free Access for the first 30 minutes (or more) in a day (or within max. 23 hours) i. Seamless facility to extend the usage of Wi-Fi Hotspot services (beyond free time)

through multiple payment mechanisms. j. Key Government Websites (max. 10 to be listed by PCMC from time to

time) to be whitelisted on the network for free usage, through-out the day, unlimited use.

k. Provision of customizable reports for Wi-Fi Hotspot Access Logs. Role Based

Access Control to all management and reporting functions. l. Facility to enable/disable specific user/system from Wi-Fi Hotspot Access. m. Provide Customer Care Toll free number, E-mail ID for support

4.2 Standards and Policies

a. WSP shall ensure a secure wireless connectivity and Internet access through user name and password or Mobile OTP based to all the subscribers with centralized authentication mechanism.

b. WSP shall ensure the uniqueness of usernames. Simultaneous multiple logons shall not be allowed.

c. Wireless access points shall be encrypted with cryptographic keys to ensure that only authorized and authenticated users can use the wireless service.

d. Proposed wireless network shall be secure and in compliance Indian Laws and DoT directives.

e. WSP shall suggest and help in deploying required policies at various levels to prevent any intrusion attack in the wireless network.

f. Vendor will not be allowed to use the equipment being installed for this project



for services other than Wi-Fi Hotspot.

g. Physical security of the equipment and relevant accessories should be

the sole responsibility of the Vendor.

h. PCMC will only provide the space for locations. Any infrastructure,

furnishings and hardware at each of the locations will be done by the

vendor /bidder, as part of the proposed service.

4.3 Support from PCMC

a. Necessary digging permissions upon submission of required documentation

will provided as per rules and regulations of PCMC Civil Department. b. Permission to use PCMC Poles / PCMC Structures for erection of Wi-Fi Hotspot

d. All electrical connections and cost, if any, in its installation and subsequent

running the same including electricity charges shall be borne exclusively by the

vendor.

4.4 Proposed Timelines

WSP shall be required to adhere to the following timelines (T is the date of Work Order

from PCMC)

1. Supply, Installation & Configuration of the System T + 8 weeks

2. UAT of the System T + 10 weeks

3. Go Live of the Wi-Fi Hotspot Services T + 12 weeks

4.5 Service Level Agreement

WSP shall be required to ensure adherence to the following Service Levels for each of the

Wi-Fi Hoptspots.

a. Company should attend the site within 24 hours of complaint lodged/infra

down, if not resolved within 48 hours; a penalty of Rs 2500 for each day shall

be imposed.

b. The monthly uptime of each Wi-Fi Hotspot access point should be more

than 95%. In case of breach to this a penalty of Rs. 500/- for every 0.1%

additional downtime/access point shall be imposed. The downtime will

include all network, hardware and power issues causing the internet not

accessible.

c. The monthly uptime of central management and security system should be

more than 99.9%. In case of breach to this a penalty of Rs. 1000/- for every

0.1% additional downtime/access point shall be imposed. The downtime

will include all network, hardware, power issues etc..

d. There will be a penalty of Rs. 500/- for each incident of access not granted to

user due to capacity issue. Capacity includes Bandwidth and Appliance

capacity.



4.6 Revenue Model for WSP

a. WSP shall be allowed to charge the users beyond the free time duration and for

non- whitelisted sites b. WSP to make available different options to the users -

to purchase packages for specific additional time to purchase packages for download of data

5.6 General Instructions for the Technical Proposal

Bidders have to submit a structured and organized technical proposal, which will be

analysed by PCMC for different compliances with regards to the requirements of the

project. Since the cut-off marks for Technical Bid Score is 70, the quality and completeness

of the information submitted by the bidder will be a deciding factor for selection of the

bidders (who meet eligibility criteria as per section 2) for the next bidding process.
