TEIAMM methodology has been applied along the rivers belonging to Danube basin, that includes two of the most important Romanian rivers: Olt e Jiu. A reference site was selected for each river, using a rapid scoring criteria named MSSC.

The two reference sites selected was:

Background considerations

Environment and health risks connected to hazardous industrial activities are identified as main concern in the 1992 UN/ECE Helsinky Convention on the transboundary effects of industrial accidents.A fast ranking and comparison tool may easier allow transboundary analysis and risk management policies among several Countries.Proposes, implements and tests an integrated approach to environment and health rapid risk assessment for major accidents with potential transboundary effects.Proposed methodology for project implementation is based to REHRA methodology, developed for the Danube river basin during the years 2000-2001.

The application of the tool at national level is aimed to supply the Country with a proactive tool to prevent, monitor and manage risks and related foreseeable emergencies for the protection of the health and the environment.

Objectives

Develop a rapid analysis of the industrial site and the surrounding environment in order to define a first picture of the level of the risk associated to the activity.

The aim of the planning activity is to emphasize the coordination, to optimise the notification and the communication flow, to improve the action on field, to give a response in the shortest time and in the better way.

The EEP is based on the result of the RRA methodology implementation, taking in account the accidents having effect outside the fence of the reference site.

During the development of the project, has been carried out an EEP for the county of Ramnicu Valcea, where the one of the reference sites is placed.

One of the main goals of the project is defining and elaborating criteria and guide lines for the External Emergency Management Plan (EEP)

SIMULATION EXERCISE

• Verify the effectiveness of TEIAMM methodological model in order to plan the emergencies management

• Assess the preparedness of teams involved in the emergency management, both inside and outside the establishment (Authority)

• Test the effectiveness of the informative flow among the functions inside and outside the establishment (Public Bodies) involved in the emergency management

SIMULATION EXERCISE HAS BEEN HELD IN VALCEA COUNTY, IN SEPTEMBER 2004

As final task of the project, a SIMULATION EXERCISE has been carried out, having, as main goals:
