Page Title PILI Program or EventPILI’s mission is to cultivate a lifelong commitment to public interest law and pro bono service within the Illinois legal community to expand the availability of legal services for people, families and communities in need.
We envision a legal community with a deeply rooted culture of service, where law students, lawyers and legal professionals at all stages of their careers engage in public interest law or pro bono work, and remain committed to addressing the unmet legal needs of the poor and underrepresented.

There is certainly a lot that’s new at PILI these days. In the last year, PILI created our first ever Law Student Internship positions at Illinois legal service agencies outside of Chicago. New law firms started offering our Graduate Fellowship Program to their incoming associates. Our Alumni Network Leadership Council initiated new projects to engage Alumni in service and fundraising. Our Pro Bono Initiative launched four new pro bono committees at the judicial circuit level across the state. PILI also welcomed a new staff member and our largest class of new board members ever. And, as you have perhaps noticed, PILI now has a new logo, and we recently launched a new website at a new domain: www.pili.org. If you haven’t already, visit us today!
But for everything that’s new at PILI, there are some things that will always stay the same. Our mission is to cultivate a lifelong commitment to public interest law and pro bono service within the Illinois legal community to expand the availability of legal services for people, families and communities in need. Through all four of our programs – our Law Student Internships, Graduate Fellowships, Alumni Network, and Pro Bono Initiative – we are always striving to create a culture of service in the legal profession, with law students, lawyers and legal professionals at all stages of their careers engaged in public interest law or pro bono work, and committed to addressing the unmet legal needs of the poor and underrepresented.
We would not be able to pursue this mission without our many law firm, corporate, law school, foundation, and individual supporters. We especially wish to thank Foley & Lardner LLP for their in-kind donation of office space, and DePaul University College of Law for again providing classroom space for our summer programming. PILI’s brand new website was also designed and developed on a pro bono basis, and we are grateful to Heller-Ogden LLC for their work and ongoing assistance.
Thank you for your support of PILI, and for all you to do promote public interest law and pro bono service. We hope you enjoy our 2013 Annual Report and the glimpse it offers of PILI’s most recently completed year.

Law Student Internship Program

PILI’s Law Student Internship Program places law students at legal service agencies in Illinois. Interns work 400 hours during the summer or 200 hours during the school year, with PILI funding their stipends, ensuring quality supervision by experienced attorneys and providing supplemental educational, networking and mentoring opportunities. The result is an increase in the capacity of these legal service agencies to meet the needs of their low-income clients and an increase in the number of emerging lawyers connected and committed to public interest law.
In 2013, 47 summer Interns and 10
school-year Interns served 20,800 hours
at 25 participating agencies across
the state of Illinois. They provided direct
services to 1,005 clients and brief
services to 1,540 clients for a total of 2,545 clients served by this class of PILI
Interns.
PILI Interns work on a wide range of tasks. Here is a sample of the work they did in 2013:
• Conducting in-person intakes in English, Spanish, and Russian
• Compiling U-visa applications for a group of undocumented workers not being paid by their employer
• Providing self-advocacy assistance to parents and guardians of students with mental and physical disabilities
• Conducting plea negotiations with Assistant State’s Attorneys
• Staffing pro se help desks at the Daley Center
• Researching issues around the rights of homeless people during Chicago street sweeps
• Presenting “Know Your Rights” information for youth in immigration detention centers
• Submitting FOIA requests and analyzing FOIA responses
• Researching and presenting on the Affordable Care Act and exchanges across Illinois

My PILI Internship provided me with an incredible opportunity to learn how some of the most recognized public interest organizations in the country are able to address enormous public problems. I came into the summer with a deep desire to help distressed homeowners fight foreclosures to save their homes. I left this summer with a greater depth of the legal remedies available to homeowners going through foreclosure. I would not have been able to make this summer such an amazing learning experience without PILI.”

Chicago - one at Land of Lincoln Legal Assistance Foundation’s Champaign office, and one at Prairie State Legal Services’ Peoria office. Stay tuned: we hope to keep adding more Internship placements across the state in the coming years.

Graduate Fellowship Program

In 2013, 63 PILI Fellows sponsored by 11 Chicago law
firms served 18,900 hours at participating agencies in Chicago and across Illinois.
They provided direct services to 352 clients and brief services to 753
clients for a total of 1,105 clients served by this class of PILI
Fellows.
Through the PILI Graduate Fellowship Program, new associates at Chicago law firms spend 300 hours between graduation and joining their firm working at legal service agencies in Illinois. PILI ensures quality supervision by experienced legal aid attorneys and provides supplemental educational, networking and mentoring opportunities. New associates who participate in PILI’s Fellowship Program are connected to pro bono from the very beginning of their careers, and after joining their firms, they often continue to work with their agency on pro bono matters.
PILI Fellows worked on a wide range of tasks and projects this summer, including but not limited to:
• Helping clients facing foreclosure prepare loan modification applications
• Drafting best interest letters for unaccompanied youths from Honduras and China
• Preparing for witness examinations
• Conducting research on the treatment of elderly prisoners in Illinois
• Filing a U Visa application for a Nigerian client who had been a victim of felonious assault
• Drafting amended legislation to shorten the length of time between arrest and a preliminary hearing
• Working with clients to incorporate organizations and obtain 501(c)(3) tax-exempt status
• Representing low-income clients with tax concerns in their disputes with the IRS
• Drafting public comments to submit to the Environmental Protection Agency as part of a rulemaking effort

I was stunned to see the immediate and dramatic effect it had on a person’s ability to protect their rights when I or one of the other attorneys here became involved with a client’s case. PILI Alumni Network

Over 3,500 law students and graduates have participated in PILI’s Internship and Fellowship Programs. These public interest lawyers span the globe and the profession: from firm and corporate attorneys, to members of the government sector and the judiciary, to members of the higher education and public interest law sectors. PILI’s Alumni Network builds and maintains the connection between past PILI Interns and Fellows and the public interest law community through educational, networking, service, and leadership opportunities.
Judge Edmond Chang, US District Court for the Northern District of Illinois, receives the Distinguished PILI Alumni Award from Elizabeth Lewis, current Chair of PILI’s Alumni Network Leadership Council.
PILI Alumni activities are driven by the PILI Alumni Network Leadership Council, a group of Alumni leaders from all different sectors of the legal profession who are committed to staying connected to PILI and to public interest law. The Council plans CLE programs, organizes service opportunities, raises money to support PILI’s programs, and promotes involvement with PILI to the broader legal community.

Pro Bono Initiative

PILI works collaboratively with law firms, corporations, legal service agencies, law schools, and members of the bar and bench to expand the availability of pro bono legal services across Illinois. Through our Pro Bono Initiative, we offer a wide range of pro bono programming and resources, we develop innovative projects and cultivate best practices, and we celebrate ongoing pro bono service to enhance the scope and quantity of pro bono legal assistance in Illinois.
Pro Bono Roundtables and Forums: PILI organizes distinct roundtables for law firms, corporations, law schools, and legal service agencies to share strategies and promote best practices in pro bono. Our annual PILI Illinois Forum on Pro Bono brings all of these groups together to discuss important pro bono issues.
Pro Bono Resources: PILI’s resources offer information and guidance on creating pro bono programs, expanding existing pro bono programs, learning about pro bono opportunities, engaging volunteers, taking advantage of existing relationships within the legal and public interest community, and more.
Judicial Circuit Pro Bono Committees: PILI is working with Prairie State Legal Ser-vices and Land of Lincoln Legal Assistance Foundation to launch judicial circuit-level pro bono committees across Illinois. These committees bring together the judiciary and the local bar to raise awareness of the need for legal services, to recruit more at-torneys to do pro bono, and to recognize each circuit’s pro bono champions.
Celebrating Pro Bono: PILI firmly believes in the importance of honoring the pro bono contributions of law students, lawyers and legal professionals who are making a dif-ference for low-income people with legal needs. Through a variety of awards nomina-tions and recognition events, PILI raises the profile of pro bono across Illinois.

PILI has a wealth of resources for law firms and corporations looking to launch or grow their pro bono programs. PILI developed and regularly updates Pro Bono Reference Guides to provide Illinois law firms and corporate legal departments with direction, best practices and relevant examples to help them in developing or enhancing their pro bono program. Working with our law firm and corporate pro bono partners, we also created the Pro Bono Prospectus to aid attorneys who are trying to encourage their law firm or corporate legal department to develop a formal pro bono program, and to encourage fellow attorneys to participate in pro bono activities.

Each year PILI hosts our Annual Awards Luncheon to celebrate the best aspects of the legal profession: the skill, commitment, and generosity of the lawyers, law students, law firms and corporations dedicating countless hours each year to public interest work. Our FY 2013 Annual Awards Luncheon, held on November 29, was extra special for PILI as we also celebrated our 35th Anniversary. With nearly 500 people in attendance from law firms, corporations, law schools, and our partner legal service agencies across the state, we were pleased to recognize our four award recipients, whose remarkable service has inspired us and made us proud.

In addition to the dozens of Law Student Interns that PILI is able to fund out of our general fundraising efforts with law firms, foundations, individuals, and corporations, PILI also is able to designate a number of Named and Honorary Interns each year, thanks to special funding commitments made by individual and organizational champions for public interest law.
The Alfred C. Tisdahl Memorial Internship Fund sponsored Patrick Beisell at BPI (Business and Professional People for the Public Interest). The Alfred C. Tisdahl Memorial Internship is funded by the Francis Beidler Foundation to honor the memory of prominent Chicago litigator Alfred C. Tisdahl, who died in 2000.
The Chicago Bar Foundation sponsored Nicholas Yannias at Access Living, Emily Coffey at Lawyers’ Committee for Better Housing, and Seth Kennedy at the Center for Conflict Resolution in the summer of 2013. In the fall of 2012, the CBF sponsored Vanessa Hooker at CARPLS and Michael Wood at LAF. The Florence Miller Endowment Fund sponsored Lisa Murphy at Chicago Volunteer Legal Services and Sarah Hess at the Sargent Shriver National Center on Poverty Law. Florence Miller, who passed away in 2008, was a well-known attorney and a strong advocate for women in the legal profession. Her memorial gift to PILI established an endowment which provides much-needed funding for Interns.
The Illinois State Bar Association Young Lawyers Division sponsored Leigh Ann Root at Equip for Equality. This Named Internship provides direct legal services to, or on behalf of poor, disenfranchised and underepresented children.
The Jerome Gilson Honorary Internship was awarded to Emily Hardy at Equip for Equality. This Internship is generously funded by the law firm of Brinks Gilson & Lione in honor of one of the firm’s named partners and longstanding member of PILI’s Board of Directors, Jerome Gilson.
Kimball & Karen Anderson sponsored Prya Murad at the AIDS Legal Council of Chicago. Recognizing the important work of the AIDS Legal Council of Chicago, the Andersons generously provide annual Internship funding at this agency.

The Nikki Will Stein Honorary Internship was awarded to Jessica Ratner at The Law Project. This Internship was generously funded by the Polk Bros. Foundation in honor of its long-serving immediate past Executive Director and member of PILI’s Board of Directors, Nikki Will Stein.
This year’s PILI Alumni Named Intern was Robin Wagner at the ACLU of Illinois. Now in its third year, the PILI Alumni Named Internship is funded by the joint efforts of PILI’s Alumni across the country.
The Polk Bros. Foundation Honorary Internship was awarded to Victoria Carmona at the Chicago Legal Clinic. This Internship was sponsored by the Polk Bros. Foundation, the largest supporter of PILI’s Law Student Internship Program.
The Roslyn C. Lieb Honorary Internship Fund sponsored Ginger Tanton at the Chicago Lawyers’ Committee for Civil Rights Under Law. Funded by individual donors as well as PILI board members, the Roslyn C. Lieb Honorary Internship Fund honors the work and career of Roslyn C. Lieb, a former PILI Executive Director.
