Pierce County Criminal Justice Coordinating Council Meeting Minutes December 3, 2014 Call to Order: Co-Chair Judge Joseph D. Boles called the meeting to order at 3:00 p.m. in the County Board Room at the Pierce County Court House. A membership quorum was present. Motion by J. Dubois, seconded by E. Ladwig to approve the minutes from the October 2014 meeting. Motion carried. Committee Members Present: Co-Chair Joseph D. Motion carried. TAD Grant Report: Treatment Alternative and Diversion Grant. Court services worker hired in April 2014. Policies and procedures have been developed. COMPAS evaluation 15 referrals, Diversion Program 18 referrals, IDI, Intoxicated Driver Improvement Program 26 referrals. Total in all programs is 59 referrals, 39 COMPAS evaluations completed, Crisis Intervention Class for Law Enforcement: Announcement to PCCJCC membership to make sure that officers are being registered to attend the Crisis Intervention Training. Follow-up Discussion from the Eau Claire CJCC Presentation: Re-educating PCCJCC members on Evidence Based Decision Making was discussed. There will be on-going discussion for future training for all CJCC members. Discussion on best meeting times for CJCC meeting: PCCJCC Coordinator Tammy Fluger will create a survey for possible meeting times through Doodle.com. Survey will be emailed out to all members. Public Comment Not Related to Agenda Items: None Presentation: Presenters were Dan Bresina and Tiana Glenna. Both are Eau Claire County CJCC members. They presented on implementing Evidence-based Practice with the Eau Claire County Sheriff’s Department and Police Department. Eau Claire County CJCC has been in existence for 10 years. Insight from the EC CJCC members is that it takes time and commitment by all members to implement Evidence-based programming consistently. In the short run it does not save money. After 10 years EBDM is taking hold in Eau Claire County and they are beginning to see the benefits. By-Laws: Motion made by R. Schmidt, seconded by L. Nelson to add the Court Commissioner to the CJCC voting membership. Motion carried. TAD Grant Report: Agenda item moved to December meeting. Future Agenda Items: Discussion about best time of day to schedule CJCC meetings, revisit strategic goals, follow-up discussion from today’s presentation, elect chair/vice chair for CJCC. Others Present: None Public Comment Not Related to Agenda Items: None Discuss and Take Action on By-Laws: There is a division of opinion on how to proceed on whether to increase the number of proposed voting members, including community members. Motion by J. Gavic, seconded by B. Lawrence to approve the By-Laws as presented. After discussion, motion by R. Schmidt, seconded by J. Dollahon to amend the By-Laws to change the language for community membership at large to “up to 2 members” and the local criminal justice related advocacy groups to “up to 3” members as appointed by the CJCC Chair. Motion, and the second were withdrawn. Motion by L. Nelson, seconded by J. Aubart to amend the By-Laws regarding the CJCC Membership as follows: Voting Non-Voting Judge Up to 3 Community Members County Board Supervisor UW River Falls Member Sheriff 3 Advocacy Group Members District Attorney Drug Court Coordinator DHS Director Ministry Juvenile Justice Medical Examiner Probation and Parole Victim Witness Court Services Pierce County Administrator State Public Defender Local Bar Association Member 3 of the 6 Police Chiefs, UW River Falls Police Corporation Council Motion passed. Discuss and Take Action on EBDM: This discussion will be moved to the October 2014 meeting. Will be looking for a motion for the PCJCC to commit and support using EBDM in the criminal justice system in Pierce County. Arts in the Community Award to PCCJCC: : Judge Boles received a letter from Sheila Harsdorf regarding the Arts in the Community Award that was given to the PCCJCC for the Crisis Response and De-

escalation training and video that was developed for the law enforcement. An awards ceremony will be held in Madison on October 15 to receive the award at the League of Municipalities Conference. TAD Grant Report: Referrals are continuing to be made to the Diversion and IDIP programs. The COMPAS is being used for Pre-trial so the District Attorney can make informed decisions on diversion. Detailed statistics are being gathered from the clients in the diversion programs and will be reviewed by the PCCJCC on a semi-annual basis. Fourteen counties in Wisconsin are now offering diversion programs through TAD grants. The biggest key is to get the information out to the clients and inform them that they have an option for diversion. Discussion about whether or not to open up the membership to community members or to keep membership as is. No consensus was reached regarding membership. A motion was made by J. Dollahon to table the discussion until the September meeting, seconded by J. Dubois. TAD Grant and Diversion/IDP Program Updates: Samantha Brill reported that there have been a total of 42 referrals to the Diversion and IDP Programs. The DA’s office is using the COMPAS evaluations in court for plea agreements. There are 3 active cases in Diversion Courts. The COMPAS evaluations do not go into the TAD Grant reporting. Presentation: Evidence Based Decision Making (EBDM): Ron Schmidt gave a presentation on EBDM in Pierce County. The power point from the presentation is attached to the minutes. Discuss and take Action on EBDM: Tabled and moved to the agenda for the September meeting. EBDM Sub-Committee meeting scheduled: The EBDM Sub-Committee members will schedule their meeting by email. Discussion to cancel October Meeting: The October PCCJCC meeting will be rescheduled to October 29, 2014 and will be held in the County Board Room at the Pierce County Courthouse. There were no minutes from the May 2014 meeting due to no quorum. The April 2014 meeting minutes were reviewed and approved. Motion made by J. Dollahon, seconded by L. Nelson. Motion carried. Public Comment Not Related to Agenda Items: None Presentations by Bayfield and LaCrosse Counties Domestic Violence Courts: Brenda Spurlock and Sandra Krajewski gave a brief overview of the Domestic Violence Courts in Bayfield and LaCrosse Counties. Average length of time for clients enrolled in both programs is 18 -24 months. Discuss and Take Action amending MOU with the DOC for extended use of the COMPAS and Authorizing Samantha Brill as a COMPAS user: There is no additional cost to the county for COMPAS Programming from TAD grant needs. Motion made by L. Nelson to authorize Samantha Brill as a COMPAS user and to form a sub-committee to develop policy and procedures regarding the COMPAS. Sub-Committee members are Samantha Brill, Mary Kelly, and Ron Schmidt, seconded by N. Hove. Motion carried. Discuss and Take Action on Membership By-Laws: By-laws were reviewed. Membership will be expanded to include members of the public. Designee member is identified to be the member for the term. Victim Witness Coordinator will be added to membership list. No action taken. Action will be taken at the next meeting. Discuss and Take Action on Evidence Based Decision Making (EBDM): No action taken. Presentation will be placed on agenda for next meeting. Summary of status of CIT with Linda Flanders: Law enforcement need to contact Linda Flanders directly to register names of officers who will be attending the training. Report from EBDM Sub-committee: Members have had difficulty finding a time to meet. First meeting is scheduled for April 24 to begin work.

TAD Grant Report: Samantha Brill was hired as the new social worker to case manage and coordinate the programming associated with the TAD grant. She began with Human Services in April 1, 2014. Samantha is reviewing policies and procedures. Next month there will be report on the basic demographics of clients being served in the diversion courts.

Report from Membership By-Laws Sub-Committee: Judge Boles, Brad Lawrence, and Tammy Fluger have met. The committee is working on a draft of by-laws that will include a proposal on membership responsibilities.

Domestic Violence Court Presentation, UWRF Research Project, Carl Ballman, Jordan Kuehl, Samantha Becker: Three students from the UWRF researched three different Domestic Violence Comts and compared policy, procedure, service delivery, and effectiveness of the programs. The three programs that were analyzed were Bayfield County, LaCrosse County, and Stearns County in Minnesota. CJCC members were provided a draft copy of the report. The students will contact the county representatives if each DV program to ask the follow up questions that were posed at the meeting. The answers to the questions will be included as an appendix in the final copy of the paper.

' Meeting Location Change: CJCC members made a request to hold all future meetings in the County Board Room l-~stead of the EOC.

Call to Order: Co-Chair Judge Joseph D. Boles called the meeting to order at 3:03 p.m. in the EOC Room at the Courthouse Annex, Ellsworth WI. A membership quorum was present. January 2014 and February 2014 meeting minutes were reviewed and approved. Motion made by S. Brill, seconded by J. Dollahon. Motion carried. A sub-committee is needed to explore how EBDM will continue to be implemented in the Pierce County criminal justice system. The Court Services worker hired through the TAD grant in Pierce County will be involved in programming that will identify offenders who are appropriate for low to moderate risk EB treatment and programming. Members expressed the need for continued training for CJCC members regarding EB practice and programming in each of the represented agencies with the intent of incorporating EB practice into the criminal justice system. Motion by J. Dubois to form a sub-committee to look at how EBDM can be used in the Pierce County CJCC. Members appointed are Judge Boles, S. Froelich, R. Schmidt, R. Leque, G. Krutke, and L. Sullivan, and S. Brill, seconded by J. Dollahon. Motion carried. Discuss and take action on committee membership, commitment, participation from public and community entities, establishing by-laws, forming a membership committee. CJCC members believe it is necessary to re-commit membership and establish by-laws. Motion by R. Leque to form a sub-committee to develop by-laws and address membership expectations. Sub-committee members are Judge Boles, B. Lawrence, T. Fluger, seconded by S. Froelich. Motion carried Update on CIT training. Take action on appointing a Liaison from Law Enforcement to work with Linda Flanders during the CIT process. A donation was received from Turning Point and NAMI, in addition to the Pierce Pepin grant to continue with the CIT training. Linda is currently working on the class outline for the class on the de-escalation steps. A law enforcement CJCC member is being requested as a liaison during the process. R. Schmidt made a motion to have R. Leque or his designee as the liaison from the CJCC to work with Linda Flanders during the CIT training process, seconded by Jorv Gavic. Motion carried. Presentation about Positive Alternatives by Kelli Kamholz and Jeremy Hernandez: Positive Alternatives has facilities in River Falls and Menomonie WI. The programming they offer serves at-risk youth. There services entail both prevention and intervention for youth and families. Positive Alternatives staff has been trained in evidence based practice for Juvenile Justice. Some of the services include Juvenile Justice services, day supervision, electronic monitoring, group home for youth, PASS Program which includes case management and mentoring. The overall goal in the intervention program is to support youth and families in their home.

Future Agenda Items: Discuss and take action on Evidence Based Decision Making (EBDM). A sub-committee is needed to explore how EBDM will continue to be implemented in the Pierce County criminal justice system. Call to Order: Co-Chair Judge Joseph D. Boles called the meeting to order at 3:02 PM in the EOC Room of the

Courthouse Annex, Ellsworth, WI. A membership quorum was present. December 18, 2013 minutes were reviewed

and approved. Motion made by J. Dollahon, seconded by N. Hove. Motion carried.

Discussion regarding the application to the University of WI/River Falls for further study of a county

Domestic Violence court. Council members expressed reservations about the conclusions in the preliminary report.

The evidence was anecdotal and would not be able to be used as a basis to determine if Pierce County needs a

Domestic Violence court. A sub-committee was formed to take a look at the Domestic Violence court research and

give the research students direct guidance on the information that the PCCJCC will find helpful in the next phase of

the research project. The sub-committee members are Liesl Nelson, Tammy Fluger, Samantha Brill, Roger Leque,

Ron Schmidt, and Sean Froelich. Motion was made by L. Nelson, seconded by S. Brill. Motion carried.

Presentation on the St. Croix Valley Restorative Justice Program by Kris Minor. A report was provided to the

council members that provided an overview and summary of the past 10 years of work by the St. Croix Valley

Restorative Justice Program (SCVRJP) which is located in River Falls Wisconsin. The SCVRJP is looking to

expand relationships with key criminal justice partner, stakeholders, and invested community members.

Discuss and take action on the Modified Mental Health Crisis Intervention Training for law enforcement in

collaboration with local National Alliance on Mental Illness affiliate and Chippewa Valley Technical College. The council does support continuation of grant applications for purposes of completing the CIT training. The

council did authorize Linda Flanders to move forward with seeking out further funding to complete the CIT training.

Motion by L. Nelson to authorize Linda Flanders to move forward with CIT project, seconded by N. Hove. Motion

carried.

Update on Treatment and Diversion Grant Application: Pierce County was awarded the TAD grant from the

Department of Justice. Budget revisions before final approval.

Change in May Meeting Date: The May 2014 meeting date will be changed to May 21, 2014 due to multiple

council members attending Drug Court training that is scheduled the week of May 28, 2014.

Future Agenda items: The February 2014 meeting will have a presentation from Positive Alternatives, Kelli

Kamholz and Jeremy Hernandez.
