Quality Management System (QMS), as a
management tool, should serve the organization by
promoting quality. QMS does not aim to make the
organization perfect but it should promote a culture of
seeing things in bigger picture.
This is the key takeaway to the PIChE Metro
Manila East (PIChE-MME) Chapter’s second Continuing
Professional Development (CPD) seminar offering for
2017, entitled “Understanding and Appreciating ISO
9001:2015,” held at the Ortigas Foundation Library,
Ortigas Center, Pasig City, last 07 October. Engr.
Ernesto dela Cruz, PhD, the Chapter’s immediate past
president, a Lead Auditor for ISO 9001, and an
experienced Management Representative for the
Integrated Management System (QMS, EMS, and OSHAS),
is the resource speaker to the said seminar which was
attended and well-received by seventy (70) participants.
The CPD seminar provided an extensive
discussion on the new ISO 9001:2015 standard, providing
the participants a solid foundation of the nuts and bolts
of the said standard and equipping especially those
engaged in their respective QMS of their organizations
with an excellent set of tools and strategies in
implementing the requirements of the new standard.
The 8-hour CPD seminar dissected the standard into
clear and detailed segments, starting off with a quick
overview of the need of a quality management system
and the differences between the 2008 provisions and
2015 major revisions of ISO 9001, followed by an in-
depth lecture on risk-based approach, process approach

#ChEnergized, PIChE Bataan Chapter Thrives! #ChEnergize: Boosting the Capabilities of Filipino Chemical Engineers
The Philippine Institute of Chemical Engineers –
Bataan Chapter (PIChE-BC) started from the vision of 40
engineers from different companies across Bataan. They
intended to create an organization centered on
promoting the interests of
chemical engineers, instilling
the importance of education
and environmental awareness,
and providing service to the
community. Now on its 33rd
year, PIChE-BC has now
evolved into an organization
with honor and excellence,
and into a dynamic family
geared towards a common
vision.
In support to PIChE
National’s theme, “Expanding
Chemical Engineering
Competencies for National
Development”, PIChE-BC
Board of Directors (BODs)
formulated the chapter’s
revolving theme:
“ChEnergize: Boosting the
Capabilities of Filipino
Chemical Engineers.”
ChEnergize is the
word play on the terms
“ChE”, which is the short
term for chemical engineers,
and “energize” which is
defined as giving energy.
ChEnergize as a term, calls on
all chemical engineers to
actively improve themselves.
Even if from the start and
until now, PIChE-BC has been
centering its goals to improve
the skills and proficiencies of
its members, it is always
reminded for whom these
efforts are for - the country.
PIChE-BC has
continued to put the center of its objectives to
ChEnergize the community by the organization of
different outreach programs. Starting with activities
such as extending help to the elders of Bahay Puso, to
the fundraising event for Marawi Siege victims, blood
donation drive, and gift giving for the youth of SOS
Children’s Village, PIChE-BC emphasizes the importance
of health and welfare of families in the nearby
communities to its members. PIChE-BC did not stop here
in helping the community, they also continued with
rehabilitation through participation to tree planting,
coastal clean-up and preservation of endangered species
activities, such as Pawikan
species.
Project Bayanihan, on
the other hand, is PIChE-BC’s
way to address the need to
impart knowledge to the youth
of the impact one can carry to
the environment. PIChE-BC has
also shared the importance of
saving and being concerned to
the environment by conveying
to the community of the
importance of proper waste
segregation.
PIChE-BC’s solid 243
memberships are the result of
wisely planned measures aimed
to expand the reach of
different chapter events and
programs to provide holistic
development. The Membership
Drive was launched to
encourage chemical engineers
from different companies in
Bataan to partake in the
upcoming activities of the
chapter. To further explain
and enlighten the programs
PIChE-BC has planned for the
coming year, a personal
meeting with the
representatives of various
companies was set.
The AmbaChEdor
Incentive Program has also
been re-launched to encourage
the members to participate in
the different events of the
chapter. The member who
garners the most number of
AmbaChEdor points is given a
chance to represent the
organization in the upcoming
National Convention for free. Rather than mere
participation, members were also given a chance to
organize and lead different activities through Ad-hoc
committees created for different events of the chapter.
Two of the most outstanding events conducted
this year are the Bataan Peninsula Science and
Engineering Congress (BPSEC) 2017 and the 3rd

PIChE MME brought “MMErry Christmas” to QC kids
Christmas is indeed a magical
time of the year, most especially
when you bring joy and see the smiles
on the children’s faces.
That is why the PIChE Metro
Manila East (PIChE-MME) Chapter
celebrated the “MMErry Christmas”
early through its flagship outreach
program “Caring Hearts of Engineers”
to the children, nuns, and novices of
the Dominican Sisters of Blessed
Imelda, located in Maginhawa St.
Sikatuna Village, Quezon City on 25
November 2017.
PIChE-MME brought a Jollibee
Kids Party on-site to the 23 scholar-
children with ages 4 to 12, who the
Dominican Sisters support through
their elementary education. The party
was followed by PIChE-MME –facilitated activities: an art
session where the kids and novices were tasked to make
Christmas trees out of recycled materials, to bring out
the children’s creativity and care for the environment; a
science workshop which focused on introducing the
concepts of pH and densities through experiments on
getting pH of various household chemicals using pH
strips, and submerging the oranges; and a gift giving
event where each child received a noche buena package
from PIChE MME. The Chapter also gave an in-kind
donation to the Dominican Sisters.
This outreach program is in line with the PIChE-
MME’s initiatives of not only fostering its members'
professional growth thru CPDs, but of encouraging its
members to give back to the community and society at
large.

ChEmposium: Technical Seminar for Chemical
Engineers. BPSEC is a gathering of Junior High School
students of different schools from Bataan which not
only aims to recognize the wisest among them, but also
to promote Chemical Engineering as a profession
through the Quiz Bowl and the Career Orientation. The
ChEmposium this year, on the other hand, centered on
advancing the knowledge of professionals on the
technologies of the oil, gas and energy industries.
These two events were made possible and successful
not only by the guidance of the Board of Directors and
participation of attendees, but also by those members
who stood and took responsibility for various aspects of
the events. The newsletter of PIChE-BC, The Chain, has
also been active on different Social Media sites to
provide information and updates on the activities of
the organization.
PIChE-BC has also participated in the 78th
PIChE National Convention, with some of its members
serving as moderators in some of the technical
sessions, and provision of venue and accommodation
for NBODs Monthly Meeting. PIChE-BC likewise actively
supported the 12th Chemical Engineering Week, even
launching the #ProudPinoyChE promotional contest
during the same week. #ProudPinoyChE is an online
giveaway for PIChE-BC members to declare why they
are proud to be on this field.
Truly, PIChE Bataan Chapter thrives in
upholding the Chemical Engineering profession as it
continues to Prime, Instigate and ChEnergize programs
and activities geared towards benefiting its members,
the community and the environment.

The PIChE President’s Corner
The second half of 2017 has been a blast for
PIChE, providing much for the opportunity for learnings, experiences, recognition, service and having fun for our Chemical Engineers be it on the national level, chapter level or individual membership level. The Distiller is a “living” documented proof of how our chemical engineers tirelessly pursue achieving the realization of their core purpose. I must congratulate our PRO and Managing Editor, Engr. Mariel Ocampo for coming up with a reformatted and comprehensive edition of The Distiller in time for our national convention for the
added reference of our delegates.
Looking inside, see our delegates shine
in their respective fields.
The ChE Week Celebration, the ASEAN Engineering Register conferment for our eight ChEs during the CAFEO 35, the APEC Engineer conferment for our two ChEs and the 1st Lakambining Inhinyera participation became the venues for prestigious
recognitions. On the other hand, the ChE CPD Council, which I am a member, aligns with the active Chapter participation in providing seminars and symposiums relevant to the development of our ChEs. We (in the CPD Council) asses the corresponding CPD units to be assigned to the various learning venues to ensure the appropriate relevance of the programs to Continuing Professional Development. And indeed, learnings flourished at different levels. The Corporate Social Responsibility activities are modes of giving back to our society as exemplified by the National PIChE’s participation, together with the Luzon and NCR-based chapters, to the International Coastal Clean Up or ICC held at the Manila Bay in Roxas Blvd, among others. Speaking of fun, activities were never too serious so as not to provide for enjoyment. The way the ChE Week opening ceremony was designed will speak for itself and capped in the afternoon with a bowling tournament for
the chapter members.
There is so much potential to this organization and what it can still contribute collectively to national development. That is why professional development is a major focus area that PIChE is centering to whenever we formulate strategies and decisions at the National Board
of Directors’ level.
Young people or better yet our young chemical
engineers want to hear success stories to emulate with. And our professional population is now being filled with young millennial chemical engineers. It is with this realization that PIChE will always use our voice to share our values and be able to reach out to the young and
help them develop themselves.
As your national leader in the organization, it is my primary responsibility to ensure that leadership at the national level will flow, hence, to create for more opportunity for upcoming leaders and not merely followers. Having said that, we have to be prepared. Values will always be challenged amidst technological advancement. It will therefore be a matter of valuing more PIChE values just like INTEGRITY will always be far more precious than any fame or
recognitions.

PUBLIC SERVICEPUBLIC SERVICEPUBLIC SERVICE The formula is simple—commitment plus accountability multiplied by hard
work—shares this silent achiever
F ortunato “Boy” Tanseco de la Peña is a perfect example of effortless public service. Being in the
field of science since his 20s during the 1970s, his biggest break wouldn’t come until his mid-60s. He was already retired from government service when his greatest challenge presented itself. At 66, he did not know he would be returning to the Department of Science & Technology, no longer as undersecretary as he had been for 13 years, but now as secretary. Yes, an engineer by profession but public servant at heart has been chosen as the country’s latest science and technology champion to lead Filipinos into the
future.
Despite having Chemical Engineering and Industrial Engineering degrees from the University of the Philippines Diliman, de
la Peña has been known more for his managerial skills, considered his greatest strength. Finding solutions by first identifying the problem had been the foundation of his work ethic. De la Peña had always been supportive of research and development as a formidable
first-step tool to success.
In one of his first interviews as DOST secretary, de la Peña shared that “solving a problem requires concrete decisions and relevant solutions.” He belongs to the rare breed of public servants who consider quality as benchmark when delivering change for the benefit of
the public.
Local and international trainings have further
contributed to de la Peña’s expertise in his field. He was
able to get international training in the following areas
which he was able to put to good use in his teaching and
government career: Operations Research at the
Polytechnic Institute of New York; Industrial Quality
Control (Diploma with Distinction) at the Bouwcentrum
International Education in Rotterdam, Netherlands;
Small Enterprise Policy in ILO Turin, Italy; and Public
Sector Corporate Management at Curtin University of
Technology in Perth, Australia.
Secretary de la Peña’s commitment to science and technology has strongly been proven by his tireless service to professional organizations as the president
through the years. These are the Philippine Institute of
Chemical Engineers, the
Association of Management & Industrial Engineers of the Philippines, the National Research
Council of the Philippines, and the Philippine Association for the Advancement of Science &
Technology.
He has received numerous awards recognizing his commitment and excellence in service. Prior to his appointment as Secretary of DOST, he was appointed to lead the UN Commission on Science & Technology for Development—a topnotch job that further validated his
competence.
As he enters his 2nd year as Secretary of DOST, he remains optimistic that the country is in a better shape to fully invest more in science and technology.
Among his priority projects for 2018 include artificial intelligence (AI), space technology, and the creation of tech
firms, among many others.
His strategic focus will be the expansion of the Country’s R&D
pool particularly in the different regions of the Country; the acceleration of technology transfer, utilization and commercialization particularly the outputs of publicly funded R&D; the expansion of technology based productivity and innovation enhancement programs for MSMEs; support to technology based start up enterprises; expansion and upgrading of S&T services to the production and service sectors particularly training, testing and design services; the increase in available scholarships for STEM at the MS and PhD levels; the expansion of support services for inventors; and leadership in Disaster Risk Reduction & Climate Change
Adaptation R&D in the ASEAN Region.
Hard work becomes de la Peña as his recent idea of rallying overseas-based Filipino scientists to continue with their practices locally gained ground with his “Balik Scientist” program. As a staunch supporter of Filipino inventors and innovators, he continues to welcome and celebrate new ideas. Indeed, Secretary Fortunato Tanseco de la Pena is an engineer of exceptional work ethic leading DOST and the Filipinos to a better and
brighter future.
