    Dear Friends,

    "When the day of Pentecost had come, they were all together in one place. And

    suddenly from Heaven there came a sound like the rush of a violent wind, and

    it filled the entire house where they were sitting. Divided tongues as of fire,

    appeared among them, and a tongue rested on each of them. And all of them

    were filled with the Holy Spirit and began to speak in other languages, as the

    Spirit gave them ability." Acts 2: 1-4

    Jesus had told his disciples, wait in Jerusalem and you will receive the Holy

    Spirit. One day while the disciples were waiting, a sound like a strong wind

    filled the house. Suddenly, divided flames appeared in the air above each

    disciple's head. The disciples watched in wonder and surprise as these beautiful

    flames flickered over their heads. The sound of wind and the flames announced

    Jesus' gift of the Holy Spirit, a gift for Jesus' church, the Christian church. The

    Holy Spirit helped all the disciples speak other languages. They rushed out into

    the streets of Jerusalem and told everyone about Jesus, each speaking in a

    different language, so that everyone could understand. Three thousand people

    believed and were baptized. With the gift of the Holy Spirit, the church began.

    Pentecost has been called the birthday of the church.

    We will soon be in the Pentecost season, a season that is filled with the Holy

    Spirit. Let us worship God, in spirit and in truth.

    The Congregational Church of Phillipston would like to thank everyone who joined us for our annual Easter’s Great Gathering held at Red Apple Farm on April 4th. This has become a wonderful Easter event for many

    families and the community! Thank you to: Red Apple Farm, Phillipston Police Department, Phillipston Fire Department, Phillipston Lions’ Club for

    the many egg hunts, Gardner Ale House, Gardner Ten Pins, Athol Area YMCA, Wilson Bus Co., Theatre at the Mount, Valley Florist, Agway of Gardner, JK Crossroads, Market Basket of Athol, Price Chopper,

    Hannaford, The King Phillip Restaurant, Corey and Sons, Lyman’s, Whitney Farm, Divoll Farm, Sysco, Boy Scouts, Girl Scouts, Local Business Vendors (Ladies’ Benevolent Society, Youth Group, Sunday

    School, Baldwin Hill Candles, Niemi’s Apiary, Down to Earth, Ann Lyons), Henshaw’s Kitchen Garden, Tim LeBlanc, our MC for the day, and the

    many volunteers for private donations, behind-the-scenes planning, collecting donations, ordering supplies, setting up, preparing food, cleaning up. The long winter and lasting snow made things interesting but

    all were able to pull together to make the day a success with the help from the E H Merrifield Bus Co bus company as well! With all your kindness

    and generosity we were able to carry on an Easter family tradition! In Christian Love, Congregational Church of Phillipston and the Easter’s

    The library will hold a big booksale on Saturday, May 9 from 9am-2pm. There will be

    hardcovers, paperbacks and vhs movies for under $1. Free coffee and pastries!

    Classes will be visiting the library on Tuesday, May 12 . Please hunt for library books that

    may be hiding in your homes!

    Story Hour

    Story Hour will meet on Tuesday mornings at 10:30 through the end of May, and will not

    meet during the months of June, July and August.

    Summer Reading Program

    This year's theme “Every Hero Has a Story” looks to celebrate heros of every kind, and we'd

    love for some local heroes to share their experiences with the children who take part in our

    program. If you'd like to be a part of this, please call or email Jackie.

  • Did You Know

    Only 6% of the registered voters attend the Annual Town Meeting and they will decide how

    all of our taxes and other revenue will be spent.

    This years ATM will be on Wednesday, May 6 at 7:00 PM in the Phillipston Memorial

    School gym.

    If you wish to participate this year, the warrant for the ATM can be reviewed on the town

    website two weeks prior to the meeting.

    Because we live in a small town we have the unique opportunity to participate in this

    process. If you want your vote to count, you need to attend the ATM.

    Phillipston Community Park

    The Phillipston Parks and Recreation Committee is proud to announce the first phase of a

    new Community Park which will be situated adjacent to the new ball field and behind the

    Police Station. With the help of residents from town, the committee will be able to determine

    what activities the park can support. An information session is to be held on Thursday, April

    30, 2015 in the Phillipston School Gymnasium at 7 p.m. Since this park will be open at all

    times to the public, and is intended for use by everyone in town, the committee is hoping for

    a big turnout for this meeting. In addition to asking the public for their input in siting a

    playground, multi-purpose recreational field, rest areas and trails, funding and construction

    costs will be addressed.

    The Town was awarded a Partnership Grant for $70,000 by the Commonwealth for the

    purpose of creating a park on Town owned land. This should bring the property up to finish

    grade. There will be an article on the Town Meeting warrant to accept funding this project

    which will be reimbursed by the State as stipulated contractually. To bring the project to

    completion, the Parks and Recreation Committee has requested an additional $70,000 from

    the Community Preservation Fund. Another article will be on the warrant for this amount.

    The Town does not need to raise any funds for this park. The space and the funds are

    available. It is time that our young children have a safe playground, that there is a multi-

    purpose field and public space for families to have a picnic, or go for a walk on a fully

    accessible trail.

    My name is Rebecca Martin and I am running for reelection on the Board of Assessors,

    Clerk position. I have lived in Phillipston for over 20 years. I am married and have children

    that attend the Narragansett school system. I have experience in a variety of job duties

    associated with this position and have enjoyed serving Phillipston residents. I am active in

    school and civic programs in the town and also served on the Historical Commission. I am

    asking for your vote on May 4th.

  • Trail Dedication 10 a.m. on May 16th

    The North Quabbin Trails Associaltion (NQTA) is planning a celebration of the completion

    of the 16.3 mile Red Apple Trail system on Saturday, May 16, 2015. Local officials will join

    the NQTA members, the Rose family, and all who enjoy hiking and nature at 10 a.m. in the

    upper parking lot near the wind turbine for a brief program before heading out on the trail.

    There are several trail heads for access for shorter hikes along this trail system. With the

    assistance of funding from L.A.N.D. grants, the Phillipston Community Preservation Fund,

    and our neighbors, Selectman Tom Brouillet, Reggie and Mel Haughton, Massachusetts

    Division of Fisheries and Wildlife, and Mount Grace Land Conservation Trust, and the

    generous voluntary efforts of the North Quabbin Trails Association, it is now possible to

    hike from Phillipston to Bearsden Woods Conservation Area in Athol and up to Millers

    Crossing in South Royalston.

    Plan on a beautiful, sunny spring day for a great hike on a wonderful trail system. It is

    possible to spot a car at different locations for those who prefer a shorter walk. Check in

    Ninth Annual Plant Sale

    Saturday, May 16, 2015

    8 a.m. - 1 p.m.

    Millers River Environmental Center

    For some, Spring means gardening. The members of the North Quabbin Garden Club have

    been patiently waiting for the snowbanks to recede, and the ground to warm up so that they

    can dig and pot plants for their annual sale. Perennials come from members' gardens, so the

    weather plays a crutial part in the success of the sale. All proceeds from the sale go to

    supporting the grounds around the Millers River Environmental Center and guest speakers'

    honoraria. This is a great time to replenish plants you may have lost this past winter, create

    new gardens, and pick up new plants for your garden. Stop by the Millers River

    Environmental Center, rain or shine, on Saturday 8 a.m. to 1 p.m. to pick up your plants and

    meet members of the garden club who will be happy to answer any questions about your

    gardens. And please bring some warm, spring weather with you.

    The Transfer Station will open for its Summer Hours beginning

    Wednesday April 1, 2015.

    and one half, so called, the amounts required to pay for the bond issued in order to pay for

    the following equipment for the Fire Department: self-contained breathing apparatus,

    firefighting protective clothing, and Fire hoses?

    Draft Debt Exclusion Warrant Article – Phillipston Annual Town Meeting,

    May 6, 2015 Article______ To see if the Town will vote to raise and appropriate the total sum of

    $165,000.0 (one hundred and sixty-five thousand dollars) for the purposes and as shown

    amounts below; and as funding therefor, that the Treasurer, with the approval of the Board of

    Selectmen, be authorized to borrow said sum and issue bonds and notes therefor pursuant to

    G.L. c.44, sec. 7, or any other enabling authority; provided, however, that the amounts

    appropriated hereunder shall be expressly contingent upon approval by the voters of a

    Proposition 2 ½, so called, debt exclusion question pursuant to G.L. c.59, sec. 21C (k):

    $78,400.00 (seventy-eight thousand four hundred dollars) for 14 self –contained breathing apparatus, with mask and spare bottles, to be used by the Fire

    Department at a cost of $5,600 (five thousand and six hundred dollars) for each

    unit;

    $73,526.50 (seventy-three thousand five hundred twenty-six dollars and fifty cents) for 30 complete sets of structural firefighting protective clothing to be used by the

    Fire Department at a cost of $2,300.00 (two thousand three hundred collars) for

    each set;

    $13,073.50 (thirteen thousand seventy-three dollars and fifty cents) for the replacement of fire hose in various sizes and lengths.

    The Commission carries out important duties regarding local

    conservation and environmental protection, including permitting

    under the MA Wetland Protection Act, monitoring of Conservation

    Restricted properties, and management of town Conservation

    property.

    An opening on the Commission is anticipated in July. Residents

    interested in serving are urged to submit a letter to the Board of

    Selectmen.

  • Historical Society of Phillipston Potluck Supper and Annual Meeting

    Wednesday, May 20, 2015 at 6:30 P.M.

    Everyone is invited to come to the annual meeting and potluck supper. It is always a time of good food and good fellowship and a time to catch up on the doings of the Society. The Society has moved ahead in many ways, especially with its new location, septic system, well, and acquisition of the Goulding Village Mill Site property. Besides learning about the activities and plans for the future, the meeting will include election of officers for the coming year. Come and be a part of this important organization. Bring a main dish, salad, or dessert. If you can't come for supper, you're welcome to join us at 7:30 for the meeting.

    The fire department is requesting, in total, approximately $480,000 for fiscal 2016.

    We’ve been told that our homeowners insurance will double. Check with your own agent as

    this may not apply to your policy.

    It’s your money! Be sure to vote on May 4, 2015 and go to the Annual Town Meeting on

    May 6, 2015.

    Taxpayers of Phillipston

    I would like to clear up the false rumors that the Fire Chief and Emergency

    Management Director is costing the Town $6,000 by taking the Fire Chief's

    vehicle home on nights, holidays and weekends.

    A rumor is a report passing from one person to another without evidence of

    truth, public gossip and hearsay, or to circulate a report without investigation

    the truth or falseness of it.

    Fact- the Fire Chief gets a salary for 40 hours a week, Monday through

    Friday. If he responds to an emergency in Town on nights, weekends or

    holidays, he does not get any additional compensation.

    FY 13 – 140 hrs for $4,845.40

    FY 14 – 136 hrs for $4,706.96

    FY 15 – 160 hrs for $5,760.00 with 3 months to go

    If the Chief responds to an ambulance call he gets no additional

    compensation. The Town will get compensated for 2 EMTs. The gas cost per

    year is $3,000, which includes the use while on duty. In the last 3 years, the

    Chief has responded to 169 calls for 436 hours or $15,311.90 of no additional

    compensation. The gas for the vehicle is $3,000 per year, totaling $9,000 for 3

    years. So, I guess you could say it is costing someone $6,000, but it is NOT the

    town, it is the Fire Chief and Emergency Management Director himself.

    The vehicle that the Chief takes home is not just a car. It is a mobile

    command center. In an emergency he is able to have contact with dispatch and

    the firefighters responding to the emergency. He can also call for back-up if

    needed while responding to the call.

    If you take the time to look at the ones who have the most complaints, they

    are also the ones who have big tax shelters. This action will benefit only a few,

    but permanently removes money from our tax base.

    Resource Center

    Community Based Peer Recovery and Support!

    The A.E.D. Foundation is a 501(c)(3) non-profit organization which relies on the support of friends and

    donors to fulfill our mission. Please contact us for information on how you can contribute to Alyssa’s

    Place and the other support services we provide.

    The A.E.D. Foundation Inc. does not and shall not discriminate on the basis of race, color, religion

    recovery and resource center that will provide assistance

    activities scheduled will include peer support groups,

    parent/family support and guidance, movie nights,

    karaoke, resume and job skills assistance, yoga, health

    and wellness, Narcan training, clothing exchange, and

    resources.
