FOREWORD

Founded in 1992, Philippine Nikkei Jin Kai International School (formerly

Philippine Nikkei-Jin Kai Educational Center/Philippine Nikkei- Jin Kai School of

Davao) went through 20 years of learning and growth to be an educational institution that

it is today. The men and women who invested money, effort, time and talents went

through troubled times but emerged benefiting from experience of managing resources

and keeping the school together.

This handbook expresses the collated experiences managing the school from its

infancy to its present condition. Efforts have been made by the administrators to be

consistent with policies, rules, and procedures observed by the school in its academic,

administrative and community concerns. Basically, the school is unique in its

administrative structure. Nonetheless its uniqueness is derived from the nature of its

founding men and women, the half-blooded Japanese descendants.

In principle, the handbook underscores the need for vision and mission statement

to serve as binding force to bring together in unity all efforts of the institution. It tries to

clearly delineate the various positions and their relationships.

Policies and the rules, regulations and procedure that emanate from these are

expressed for ready reference in the day-to-day activities of the school.

A. BRIEF HISTORY

The Philippine Nikkei Jin Kai International School was then called Philippine Nikkei-Jin Kai Educational Center under the management of its mother association, Philippine Nikkei-Jin Kai, Inc. It was registered as an educational institution with the Securities and Exchange Commission in 1992 and became operational in June 1992-1993.

The school started its Pre-School Department with barely Ten (10) pupils in Kinder 1 and Fourteen (14) pupils from the Kinder 2 or a total of Twenty Four (24) pupils. The school’s first principal was Mrs. Atenodora Mori (deceased) she was replaced by a descendant, Mrs. Aurora B. Jao (Ritsuko Honda). The first appointed School Administrator was Mr. Vicente Mori and the managing President of the School was the late Mr. Rodolfo Abe Tutor.

Having graduated pupils in the Preschool Department, Grade I was offered in the year 1993 and the institution grew to become a complete elementary school in the year 1996. Japanese Language was offered as an elective subject. Retired Japanese businessmen and educators came as volunteers and assisted in strengthening the Japanese Language curriculum. At present, Nihongo is a required subject from preschool up to the secondary level and is incorporated in the curriculum.

In 1999, the school administration decided to open a High School Department to meet the increasing demand for a Secondary Level of educational institution. The name of the school was then changed to Philippine Nikkei-Jin Kai School of Davao, Inc. duly registered with the Securities and Exchange Commission. SEC. Reg. No. D199900952 dated 18 th of October, 1999 and the Department of Education (DepEd) on the 20th of October, 1999. The duly elected President of the school is Judge Antonina B. Escovilla (Emiko Oshita). The school operated as an educational institution with permit to operate from the Department Education.

On June 16, 2003, the Elementary Department was granted the Government Recognition by the Department of Education (No. 002, S., 2003) and on March 21, 2005, the High School Department was likewise given the Government Recognition (002, s., 2005). With the government recognition at hand, the school started to operate without having to ask for a yearly approval from the Department of Education.

The Accreditation by the Bureau of Immigration to be able to accept foreign students was granted to Philippine Nikkei Jin Kai School last September 23, 2005. With the accreditation, the name of the school was thereafter amended and has become PHILIPPINE NIKKEI JIN KAI INTERNATIONAL SCHOOL since October 17, 2005.

In the year 2006, the school passed the applicant status of the Philippine Association of Accrediting Schools, Colleges and Universities (PAASCU).

At present, the Elementary Department Head is Mr. Rodrigo B. Velasco Jr, The High School Department Head is Mrs. Lucia D. Josol, Administrative Department Head is Mr. Pepito C. Silvan and the PNJKIS Principal/School Administrator is Mrs. Ines P. Mallari.

Philippine Nikkei Jin Kai International School is being run by the following Board of Trustees: President, Judge Antonina B. Escovilla; Vice-President, Rev. Bernardo N. Fernandez, Sr.; Secretary, Mrs. Nelma N. Adachi; Treasurer, Mrs. Ines P. Mallari; Auditor, Mrs. Aurora B. Jao; Mrs. Adelaida S. Panaguiton, Mr. Juseven S. Austero, Mrs. Carmen C. Apigo, and Mr. Felipe Hiquial Jr., members of the board.

The school continues to grow manned by competent personnel, qualified teachers and efficient staff, and with students and pupils coming from the community.

B. VISION

The Philippine Nikkei Jin Kai International School is a leading educational

institution that produces leaders who are versatile, disciplined, time-conscious, proficient

in Nihongo, and value the Filipino and Japanese cultures.

C. MISSION

As a Filipino School, it seeks to mold its students to be patriotic and nationalistic,

well-rounded individuals and excellent leaders in the community who take good care of

the environment; and

As an International and Filipino-Japanese institution, it aims to develop and

adopt multi-cultural awareness and sensitivity, endeavors to achieve global

competitiveness, recognizes and respects the value of time, strives to achieve proficiency

in Nihongo, and manifests love for the Filipino and Japanese ways, cultures and

traditions.

D. GOALS

The school will produce graduates who:

1. Acquire excellent knowledge, talent, and leadership skills through quality education and exposures to curricular and co-curricular activities;

E. OBJECTIVES

To impart to the students quality education including Japanese Language and

culture, and personality development by adopting positive Filipino and Japanese values,

and become responsible leaders and assets of the community.

THE HIGH SCHOOL DEPARTMENT

Guided by the Vision, Mission Statement, Goals and the Secondary objectives of the Department of Education, the High School Department of the Philippine Nikkei Jin Kai International School expects that at the end of four years, its students will be able to:

1. understand, appreciate and live in the context of present day situations;2. learn to search for meaning in their activities and develop a philosophy

of life;3. set the goals in life and plan for their attainment through the assistance

of an organized guidance program;4. develop their intellect and acquire knowledge in the various academic

fields of study in preparation for higher learning;5. become self- directed citizens who can assume responsibility for their

own needs;6. contribute to the social, cultural, and civic affairs of school and

community;7. exercise democratic rights in accordance with personal conscience;8. engage in wholesome means of recreation and health habits;9. expose themselves to various forms of communication techniques and

the media;10. keep themselves physically fit by joining different physical fitness

activities in school and community.

We hope to accomplish these objectives by providing the students with a balance program of activities in character formation, the arts and sciences, practical arts and to develop physical, civic and aesthetic values.

VALUES EDUCATION PROGRAM

This program gives the students the doctrinal, moral liturgical, experiential, spiritual and social formation to enable them to:

1. grow continuously into integrated, mature and responsible persons;2. perform their duties as committed Christians;3. assume responsibilities as involved citizens in the community.

COMMUNICATION ARTS PROGRAM(English, Filipino & Nihongo)

To enable the students to use Filipino, English and Nihongo as effective tool for communication and develop in them skills in critical thinking, the program provides its students an opportunity to:

1. develop and sharpen thinking skills and reasoning ability through the listening process;2. demonstrate ability to react intelligently and creatively to classroom experiences, audio-visuals and other real – life situations;3. demonstrate ability to express one’s thoughts, needs, opinions, feelings and attitudes verbally;4. understand the content of written texts which include narrative, descriptive and expository prose, instructions and other printed forms;5. read to develop one’s command of the language;6. understand and appreciate the form and function of different literary types (ballads, poems, short stories, plays, etc.);7. demonstrate imagination and creativity in written form.8. be able to pass the level N5 or N4 of Japanese Language Proficiency Test (for Nihongo)

MATHEMATICS PROGRAM

This program expects the students to:

1. demonstrate skill in:a. performing systematic counting, estimating, calculating, and approximating;b. reading and interpreting tables, charts and other graphic representations;c. handling and manipulating measuring and calculating devices, and;d. performing geometric constructions and graphing.

2. manifest ability to:a. use with facility and precision basic mathematical ideas, symbols and

notations;b. recognize patterns and relationships for making generalization, predictions

and inferences; andc. apply problem solving to daily life situations.

3. demonstrate logical reasoning: inductive, deductive, statistical and spatial reasoning.

4. demonstrate decision- making skills in dealing with plausible and reasonable mathematical data.

5. demonstrate ability to:a. apply mathematics in other fields such as engineering, science, b. use mathematical skills in obtaining employment and in pursuing further

studies

SCIENCE AND TECHNOLOGY PROGRAM

This program enables the students to:

1. be more responsive to the needs of Philippine society and to contribute to the attainment of national development goals; strengthen the scientific knowledge, process and values acquired in the earlier grades for scientific literacy and the improvement of the quality of life;

2. communicate the excitement of scientific endeavors and stimulate students with aptitude in scientific tasks and allied fields for the development of high level scientific manpower in the country.

3. prepare individual to utilize science to improve their lives and coping with an increasingly technological world;

4. prepare the citizens to utilize science to deal responsibly with science-related concerns and societal issues;

5. insure the continued development and application of scientific knowledge by maintaining a “critical mass” of fundamental scientific understanding.

SOCIAL STUDIES PROGRAM

The secondary students who have completed the course are expected to:

1. demonstrate understanding of basic concepts and methods in history and other social disciplines;

2. develop and cherish desirable Filipino heritage;

3. accept and perform his responsibilities as member of a family, community, nation and the world;

4. show concern for others by helping in the solution of the problem of his family, community and nation through gainful and productive activities;

5. demonstrate the true essence of valuing one’s self- worth and the right and dignity of the human person; and

6. demonstrate nationalism and be proud of being a Filipino.

TECHNOLOGICAL & HOME ECONOMICS PROGRAM

This program prepares the students to:

1. develop an individual who will be able to carry on effective personal and social life to contribute to the well – being of the society;

2. acquire and understand the underlying functions and interrelationship of industry, agriculture, fishing, business and the homes and their significant contributions to community and national development;

3. acquire fundamentals skills in using common tools and processes and in conserving human natural resources in the environment;

4. gain knowledge of the economic and social opportunities offered by the various occupations and determine interest and aptitude in some particular activities;

5. acquire desirable personal traits, attitudes and work that is essential to effective personal, family and community living.

PEHM/ CAT PROGRAM

This program provides the students the opportunity to:

1. practice good health habits;

2. develop optimum physical fitness and health of the individuals so that he is capable of living the “good life” and of contributing to his maximum capacity in the attainment of the goals of the society;

3. instill love and pride for our rich cultural heritage, develop an understanding of other culture and strive for their preservation and inculcate the feeling of international brotherhood and unity;

4. acquire basic military training and instructions;

5. discover creative potentialities through singing, listening, playing, drawing and reading;

6. develop nationalistic spirit in promoting Philippine music;

7. participate actively in community related activities; and

8. involve in the community and in school activities for a harmonious school community relationship.

This program provides the students services that will enable them to:

OBJECTIVES OF THE GRADE SCHOOL & PRE-SCHOOL DEPARTMENT

In consonance with the institutional philosophy of Philippine Nikkei Jin Kai International School, the Grade School & Pre- School proposes in particular the following goals:

In keeping with the spirit and the mission of PNJK International School objectives for its programs:

C. PHILOSOPHY AND GOALS

The Philippine Nikkei Jin Kai International School’s philosophy is based on DECS Order 1983 Enclosure No.1 which provides that children, during their critical age of development, should be given careful attention in school. Of course, the parents have the vital role in improving the child’s training at home in preparation for his/her child’s life. While the child is in school, the school and parents should help each other in attaining the development of the child’s potentialities.

General information is designed to serve our school and the public in their desire to know more about the educational programs of the Philippine Nikkei Jin Kai International School.

1. The Board of Trustees

The Board of Trustees is the highest management body of the school that maintains its life and image as an institution of learning. It is ultimately responsible and accountable for administering and managing the entire educational system. The corporate powers of the association shall be exercised, its business conducted and its property controlled by the Board of Trustees. As such it shall be concerned that:

1. the Vision/Mission of the School remain relevant to the public to which the mission is directed;

2. all activities guided by appropriate policies flow from the vision/mission of the institution.

3. the vision/mission of the institution are communicated to and understood by its various publics.

4. the institution is competently managed, staffed and adequately supported.

At present, the Board of Trustees is composed of 9 members and from among the members, officers were elected as follows: the President, Vice President, Secretary, Treasurer and Auditor.

2. The President

The highest ranking officer of Philippine Nikkei Jin Kai International School

He/She is elected by the Board of Trustees. He/She presides during meetings of the Board of Trustees and the chief public relations officer dealing internally within the school community and externally with the public.

3. The School Administrator/Principal

The School Administrator is the Chief Executive Officer of the School appointed/hired by the Board of Trustees. He/She is charged with the management of the academic, financial, physical and non-physical resources of the institution to provide the necessary support to operating units. He/She is responsible for the total functioning of the whole educational system. She is concerned with the effectiveness and efficiency of every staff member in relation to the school’s basic function-that of providing educational services.

He/She is the chief coordinator of all aspect of management of the school and shall see to it that the institutional mission and goals are efficiently and effectively promoted and pursued.

4. The Elementary and High School Department Head

The Department Head is an empowered leader who is in charge of implementing the Department of Education Curriculum, Memorandum Orders, School Objectives and policies within the purview of existing laws, rules and regulations and turning Philippine Nikkei Jin Kai International School into a quality learning center.

The Department Head should serve as the nerve for the school-for coordination, leadership and for influencing the climate of the organization. He/She supervises the academic personnel of the department.

He/She is responsible for the overall supervision of the department and exercises the necessary educational leadership to promote effective and efficient teaching in the department.

5. Subject Coordinator

a. Spearheads programs in the learning area where he/she is coordinating.b. Assists the Department Heads in all matters affecting the policies, functions,

and goals of the department for the learning area coordinated.c. Assists the Department Heads in the assignment of faculty load and in the

process of hiring, evaluating and retaining of faculty.d. Evaluates course offerings with the assistance of other faculty and recommends

curriculum changes or revisions, when necessary.e. Conducts research to improve teaching-learning process.f. Presides over and conducts periodic consultative meetings with teachers under

his/her subject area regarding problems met and/or new teaching trends for implementation.

g. Works hand in hand with the club/organization moderators in their respective area of concern.

h. Seeks available materials in the library which could be used as supplementary materials for instruction.

i. Conducts scheduled observation of classes in coordination with the Department Heads.

j. Coordinates with teachers regarding the learning area activities before such program is brought to the Office of the Student Affairs and their respective Department Heads.

k. Signs communications relative to club/organization’s action plan under his/her concern.

l. Checks questionnaire or table of specifications of subject teachers under his/her concern.

m. Assigns substitute teachers or act as a substitute for the absent teacher(s) in the subject area coordinated.

n. Performs other functions, which may be assigned by School Principal/ School Administrator from time to time.

6. Head – Finance Department

The Finance Officer is the head of the accounting department and is responsible for the monitoring and checking of the daily, monthly and annual financial transactions of the school.

He/She is directly responsible to the Administrator

7. School Building and Grounds Supervisor

The School Building and Grounds Supervisor is charged with the following responsibilities:

a. Takes charge of the maintenance and cleanliness of the school campus;b. Monitors the physical condition of the school buildings, the gymnasium, sports

complex including the facilities and equipments found thereof;c. Sees to it that electrical and plumbing services/connections are always in order

to avoid any incidence of electrical hazard and wasteful consumption of water due to leakage;

d. Recommends to the school management whatever repairs and renovations needed;

e. Recommends to the school management to construct additional facilities should they become necessary;

f. Supervises the flow of the vehicular traffic within the school campus;g. Supervises the disposal of waste materials in accordance with the Solid Waste

Management program of the city government; andh. Performs other duties as may be directed by the immediate supervisor from

time to time.

8. The Registrar

The Registrar is charged with the responsibility for the development, care and utilization of academic records. Given this role, the Registrar must be concerned that:

a) academic information required by various external and internal agencies and offices are identified and complied with;

b) provisions are made for the generation of such academic information in an efficient and effective manner as possible;

c) provisions are made safe for the proper storage, care, confidentiality, and retrieval of information; and

d) provisions are made for the prompt processing of this information into the required summary reports format periodically and/or upon demand of said external and internal agencies.

9. The Bookkeeper/Budget Officer

The bookkeeper is responsible for the financial resources and other properties of the school.

As a Bookkeeper, he/she is also charged of posting financial record of receipts and disbursements of the school.

He/She also acts as the Budget Officer directly under the Finance Officer. As such he/she is concerned with the accurate preparation of the budget and the strict observance of funds from the budget.

10. The Cashier/Disbursing Officer

The Cashier is in-charge of posting financial records and receiving payments of student’s tuition fees and other accounts and issuing the school’s official receipt for every amount received as payment.

The Cashier must report the daily cash flow to the Treasurer or Administrator of the school on a daily basis.

The Cashier is tasked to issue assessment of student’s school obligation at least two weeks before the examination date.

The Cashier also acts as the Disbursing Officer who will make payments and issues checks for requisition slips and cash vouchers duly approved by the School Administrator.

11. The Property Custodian

The Property Custodian is in-charge of all the school properties and equipment. He/She takes charge in the maintenance as well as inventories and filing of all properties acquired by the school. He/She makes recommendation as to the repairs or purchases of needed facilities.

12. The Purchasing Officer

The Purchasing Officer is tasked to make the necessary purchases after conducting bidding and canvassing of prices. Every purchase must be done after accomplishing the proposal form duly signed by the person making the requisition, Principal/School Head and the School Administrator.

13. The Audio-Visual Room In-Charge

The Audio-Visual Center In-Charge is appointed by the Administrator and is responsible for the use and safekeeping of all the materials and equipment inside the AVR.

14. The Science and Computer Laboratory In-charge

The Laboratory in-charge is the custodian of all the materials of the Laboratory its apparatus, charts, models, chemicals and specimens, as well as inventories and files. In cooperation with the faculty, he/she shall formulate and administer such policies, rules and regulations necessary to insure the maximum use of the laboratory facilities and supplies in a clean and orderly manner.

15. The Speech Laboratory In-charge

The Speech Laboratory In-charge is appointed by the Administrator and is responsible for all the materials and equipment inside the Speech Laboratory

16. The Guidance Counselor

The Guidance Counselor caters counseling services to all employees and students of the School. The Guidance Counselor is responsible for the growth and development of pupil’s/student’s formation of good values. His/her main concern is the welfare of the students, providing them assistance and direction in their personal and interpersonal relationships.

The guidance counselor works closely with the teacher in understanding students. He/She also arranges case conference with parents on matters concerning problems of their children. He/She keeps the records of pupils/students.

17. The Head of Student Affairs

The Head of Student Affairs develops and administers special cultural programs to meet the students’ needs, incorporates special activities in the student calendar of events, serves as advisor to the SSC; supervises SSC officers and activities, and supervises all school organizations by providing oversight and direction.

18. The Prefect of Discipline

The prefect of Discipline is charged with the following responsibilities:

a. Responsible in the implementation of rules, regulations and policies of the school vis-à-vis students’ behavior;

b. Responsible in the development of self-discipline among students;c. Takes charge in the monitoring of tardiness of the students and other infractions

that any student may commit while inside the school campus;d. Recommends to higher school authorities any disciplinary measures that will be

imposed on student(s) especially the penalty of suspension and or expulsion;e. In coordination with the Guidance Counselor and the Heads of the Elementary

and Secondary Department could request for a conference/meetings with the parents/guardians of the student who is subject to disciplinary action; and

f. Renders other duties as may be required by the immediate supervisor from time to time.

19. The Librarian

The Librarian assists the readers in selecting books and guides them in the use of Library materials and acts as reference consultant. He/she orients the students in the use of card catalog, facilities and services offered.

The Librarian is charged with the responsibility of making the library supportive of the teaching-learning program of the institution.

20. The School Nurse

The School Nurse is in charge of giving first-aid help to ailing or injured students, teachers and staff who has ailment during school days.

He/She checks on the proper and healthful living condition of the school and maintains a functional school clinic.

He/She is responsible for every medicine received and released. He/She makes a monthly inventory report of the medicines received or released and submits it to the School Administrator.

The Nurse should keep a daily record of patients inside the clinic, the medicine and attention given. The nurse must make a monthly report of Clinic activities.

21. Physician (retainer)

The School Physician diagnoses diseases and injuries, administer treatment, and advise patients on good diet and other ways to stay healthy.

22. Dentist

The School Dentist provides dental care to pupils and students, records patient medical histories, such as blood pressure and pulse, and teaches patients sound oral hygiene practices.

23. The Driver

Drives the school vehicle, performs preventive maintenance and makes minor repairs. He also assists other school employees in hauling things to and from the school. He also serves as the school messenger.

24. The Utility Personnel

The Utility Personnel takes charge in the maintenance and cleanliness of the offices, restrooms, school ground and does related work.

25. The Security Guard

The Security Guard is hired to safeguard the school properties as well as the lives of the students and employees of the institution 24 hours a day. They are directly under their principal employer, the Security Agency but they are primarily liable to the school for the duties and responsibilities assigned to them.

The Teaching Staff

1. The Class Adviser

The class adviser is in charge of the class assigned to him/her. He/she is responsible for the studies and discipline of the class, establishes routine for class activities and participation, conducts homeroom sessions and implements directive from the superior.

2. The Subject Teachers

The subject teachers are teachers assigned to teach one or more subjects in the school.

3. The Club Moderators

The Club moderators are appointed to organize, supervise and initiate activities that will develop leadership, cooperation, responsibility, initiative and devotion to duty in the students.

4. The Teacher Aides/Assistants

The teacher aides are assigned to the Preschool Department to assist the teachers in the day-to-day needs and activities of the preschool pupils. Teacher assistants are tasked to help the office where they are assigned.

Effective School Year 2006-2007, no graduating student (Grade Six or Fourth Year) shall be allowed to transfer to Philippine Nikkei Jin Kai International School except if he/she is a returning student or for a justifiable reason.

The school reserves the right to refuse admission to students who failed the entrance examination and interview or those who have committed serious disciplinary offenses. Moreover, the school reserves the right to place foreign students in the level where he/she is fit despite his/her age upon the recommendation of the admission committee.

B.) Enrollment Procedures

For us to have a smooth enrolment process, kindly follow the following:

1. Fill out ALL the necessary information clearly.2. Prepare COMPLETE enrolment requirements. Enrolment will not be processed for incomplete requirements.3. FOLLOW the Enrolment Procedure.4. For those who have no ID pictures yet, please proceed to ID Section at the Gym for ID picture taking. Ask a picture slip, fill it out and attach it to your enrolment form.

C.) Authorized Fees and other Fees

SCHOOL FEES

1. Entrance Examination Fee is paid before taking the entrance test. This is one-time, non-refundable fee.

2. Registration and other fees are charged/collected upon enrollment.

3. Monthly tuition fee is paid before the exams. Failure to pay the said account will forfeit the student’s right to take the exams. Exam permits will be issued after paying the tuition fee at the cashier’s office.

4. Special Exam Fee is charged for taking the examination on a date other than that set by the school.

Promissory Notes

If a student will not be able to pay the tuition in full, partial payments may be accepted with a promissory note signed by parents. Provided, that a promissory note may be availed only for a One (1) month tuition and shall be paid on the date promised, before the next examination date.

The promissory note shall be secured from the Cashier and approved by the Department Head, before but not during the examination date. No promissory notes shall be released by the Cashier during the examination day.

Check payments and promissory notes are allowed up to the month of February only.

D.) Policy on Refund, Withdrawal of Enrollment and Dropping Out

Enrolled students who shall withdraw or drop out from the school for a justifiable reason shall be issued the necessary clearance and certification provided the student has no pending obligation with the school.

Withdrawal of Enrolment

Tuition and other school fees will be refunded and will be given by the school back to the student who is officially withdrawing or transferring from the school as follows:

a. If the withdrawal is made before the start or within the first week of classes in the corresponding school year, 90% of the payment shall be given back as refund, the remaining 10% shall be charged from the total amount paid;

b. If the withdrawal is made within the second week of classes of the particular school year, only 80% of the payment shall be given back as refund, the remaining 20% shall be charged from the total amount paid;

c. If the withdrawal is done any week thereafter, the student could not avail any refund of payments made.

However, if the transfer or withdrawal is due to a justifiable reason, the student shall be charged the pertinent tuition fees only up to and including the last month of attendance.

Provided further, that withdrawal is made on or before the month of October of the current school year otherwise, no refund shall be given.

As to Late Enrollees

For those who shall enroll after the month of June and within the 1 st Grading Period, payment of tuition fees shall start from the month of June whether or not the student who shall enroll late is able to attend the classes in the month/s prior to enrollment.

If the registration will be done in the succeeding grading periods, tuition fees for the months covering the applicable grading period shall be paid whether or not the student who shall enroll late is able to attend the classes in the month/s prior to enrollment. In any case, registration and miscellaneous fees shall be paid in full.

In case of withdrawal of enrollment for late enrollees, no refund on registration and miscellaneous shall be given.

As to Students on Visitor’s Status

Those who seek enrollment on a visitor’s status shall pay the pertinent tuition fee, registration and miscellaneous. For those who shall stay for 5 months and below shall pay the registration fee in full and half of the miscellaneous fees. Those who shall study for six months and more shall pay the registration and miscellaneous fees in full. Tuition fees shall be paid accordingly. No refund on fees shall be made in case of withdrawal on enrolment.

E.) GRADING SYSTEM

ELEMENTARY DEPARTMENT

The Elementary Department adopts the 60-base grading system. The performance takes into consideration the quizzes, mastery tests, recitation, assignments, reports and projects that are generally indicative of the learner’s mastery of the subject matter. The final grade or rating given to a pupil or student in a subject is based solely on his scholastic performance. The misconduct of a pupil may affect his class or final grade in Character Education.

The grading system follows the AVERAGING SYSTEM. The grade obtained for each grading period is independent from the other grading periods. At the end of the school year, a final grade for each subject is obtained from the average of the ratings of the four grading periods. A general average obtained from the grade of all the subjects determines the retention or promotion of an elementary pupil. A general average of 75% is needed for promotion of the next higher grade level.

Failure in the three (3) major subjects: English, Math and Science, subjects the pupil to remain in the same grade level. The English grade is the average grade of Reading and Language. Failure in any academic subject will compel the student to take summer classes for the subject failed and present a Certificate that he/she already passed the failed subject/s before he/she will be allowed to enroll in the higher level.

The averaging system also aims to develop proper study habits because learners are encouraged to do their best for every grading period.

A student may be given a failing mark if he incurs absences of more than 20% of the prescribed number of class or laboratory periods for the school year. His failure is due to his academic deficiency caused by his absences. However, absences of more than 20% may be excused if incurred because of a justifiable cause to be determined by the school, on a case to case basis.

Requirements for Promotion in the Elementary Department

The final grade or rating to earn school credits and for promotion is 75% or its equivalent.

The system of promotion for Grades I to III in the elementary level shall be flexible so as to allow any pupil to be promoted to the next higher grade when, in the evaluation of the teacher, principal and administrator, the pupil has shown capability to undertake required class work in the higher grade. Such promotion may take place at any time after taking into consideration the emotional and social factor surrounding the child.

In Grades IV, V and VI, the promotion of a pupil may be effected at the end of the school year on the basis of his final average.

In special cases, any pupil in Grades IV to VI may be promoted subject to the following conditions:

a. The promotion shall be effected within the first four months of the school year.

b. No promotion during the school year shall be allowed from the elementary to the secondary level,

c. A report should be submitted to the Regional Office of the Department of Education within three days after the action thereon.

The final general average shall be determined by dividing by the number of subjects the sum of his cumulative ratings in the prescribed subjects of the curriculum provided he passes the major subjects, namely: Science, Mathematics and English.

HIGH SCHOOL DEPARTMENT

In the secondary level, there shall be four (4) grading periods using the averaging method. The numerical system of grading system shall be used and grades shall be expressed in multiples of one. The promotion of students shall be by subject and not curriculum year. To pass any subject, a student should receive a final rating 75% or its equivalent. A student who receives a final rating of less than 75% shall be considered failed and should repeat the subject.

1. Guidelines on Rating System

The numerical system of grading shall be used and grades shall be expressed in multiples of one.

The passing grade in any given subject shall be 75%. The lowest that can be given to a student after transmutation of performance shall be 70 percent.

Promotions shall be by subject and by the number of units. In this case, a student who failed in two units or less is promoted to the next year level. On the other hand, a student who fails in more than 2 units is retained in the year level. Under this circumstance, he will only be required to repeat the subjects that he failed and should be given advance subjects in the next curriculum level.

2. Criteria for Graduating Students Candidates for honors must meet the following:

Criteria for Promotion and/or Graduation :

1. Promotion is determined by the final grade of the subjects. A final grade of 75% is necessary for promotion; if the student fails in one to three subjects, the student shall be required to enroll a summer class for all the subjects failed and should be able to get a passing grade. If a student fails in three or more subjects he/she must repeat the year level.

2. Grade Six students are required to pass all subjects in order to graduate.

3. Honors and Awards

Academic Honors- to be eligible for honors the following should be met:

1. One is qualified to be an honor student if he/she has no grade below 85% in all non-elective subjects, in every grading period. In the final grading period, all grades shall be taken into consideration in the computation of grades for honors and awards.

2. No grade below 80% in elective subjects like Nihongo and Computer.

3. The student should obtain a General Average of 90% and above.

ADDITIONAL REQUIREMENTS:

a. A candidate for graduation vying for honors should take the last two curriculum years of the program or course at Philippine Nikkei Jin Kai International School.

b. A candidate must complete the entire program or course within the prescribed number of curriculum year and with no failing grade in any subject.

c. He/She must possess a good moral character.

d. Must be an active member of two or more student organizations or clubs.

f. The following criteria for the selection of graduating honor pupils in the Elementary level shall be adopted by the Honor Selection Committee composed of all teachers of the graduating class, with the principal as chairman:

i. Top honor pupils graduating from the elementary department shall be designated FIRST HONORS and SECOND HONORS.

ii. All deserving graduating pupils shall be considered in the selection of honors;

iii. The ranking in scholarship will be based on the General Average of the students in the last two curriculum years of the program or

course and the student with the highest average will be considered first in the consequent ranking.

iv. In determining the valedictorian, salutatorian, and honorable mentions in the High School Department, the following shall be considered:

v. To determine the Top Ten (10), pupils/students shall be ranked according to 7 – 3 point scheme (7 points for academic performance and 3 points for co-curricular activities).

vi. In case of a tie, the rank of each pupil shall be the average of the places, which they occupy.

vii. Recognition shall also be given to pupils with special talents, gifts and other type of intelligence.

viii. The report on the results of the selection shall be signed by all members of the committee and certified by the principal.

GENERAL RULES FOR GRADUATING HIGH SCHOOL STUDENTS

A residence of at least two (2) years is required to merit academic honors. Grades are computed as follows:

1. For Scholarship

The general average of the fourth year candidate for academic honor is computed.

The candidates are ranked according to this average; and weight isassigned to the rank by multiplying it by seven (7).

2. For Co-curricular activities

The general average of the combined third and fourth year’s averageof the candidates is computed;

Main objective: To decongest public secondary schools and avert the further migration of private school students to the public schools.

Mechanics

1. The ESC/EVS grant starts at the first year level and represents a 4-year funding commitment by the government.

2. Grants are not awarded at higher year levels.3. No individual beneficiary can enjoy both programs.

Conditions of the ESC/EVS Grant

1. The ESC and EVS grants cover the four (4) years of secondary school from 1st

year to graduation. They can start only at the first year level.2. The grant is deemed renewed for the next school year if the student is

PROMOTED to the next year level and enrolls in the same school. No maintaining grade shall be required for retention in the program.

3. The grant is deemed terminated for any one of the following reasons:a. Grantee fails a year level or is retained in the same year level;b. Grantee drops out for non-health reasons in the middle of the school

year;c. Grantee has not applied for an official leave and does not re-enroll the

following school year;d. Grantee is suspended for more than 2 weeks or dismissed or expelled

by the school for disciplinary violations; ande. Grantee transfers to a non-ESC or non-EVS participating school

4. An application for leave submitted by a grantee for reason of health due to force major events that is approved by the School Committee entitles the grantee to resume enjoying the grant next school year.

5. A grantee may apply for transfer to another ESC or EVS participating school for valid reasons.

6. Due to the grant amount difference between the NCR and other regions (P10,000 and P5,000 respectively,)

a. Transfers from outside the National Capital Region (NCR) into NCR are not allowed

b. Transfers from NCR to participating schools outside the NCR may be allowed but the amount of the grant is reduced accordingly.

Grantee Selection

The School Committee shall screen applicants and select grantees on the basis of the following criteria:

a. The applicant meets the admission requirements of the school.b. A favorable assessment by the SC with regard to the applicant’s

parent’s/guardian’s commitment to support the potential grantee’s completion of high school under the program.

Note: Deadline for application of scholarship and tuition fee discount such as Family Discount and Descendant Discount, Valedictorian and Salutatorian Scholarship is every July 15 of the current school year

4. Report Card

Report card is released four (4) times a year. Parents should come to school to receive the report cards and consult with the teacher-advisers regarding students’ performance. Parents should sign the report card and return the same to the school not later than one week after they are issued.

B. Guidelines for the Scholarship Grant:

The Scholarship Grant aims to help the underprivileged but deserving students of Philippine Nikkei Jin Kai International School. The students who wish to avail of the grant must have the following requirements:

1. The pupil/student must apply for the Scholarship Grant.

2. The pupil/student who wishes to become a scholar shall enroll with the Philippine Nikkei Jin Kai International School.

3. The Scholarship grant can only be availed by students who have studied for at least One (1) year at Philippine Nikkei Jin Kai International School.

4. The scholarship grant will be granted only to students who are of Good Moral Character as certified by the class adviser.

5. The scholarship grant will be either in Full tuition or half-tuition scholarship starting school year 2002-2003.

6. Only the First Honor may avail of the Full tuition scholarship, only half-tuition scholarship will be granted to other qualified applicants.

7. The pupil/student must obtain a general average of at least 90% at the end of the school year.

8. The pupil/student must have no individual grade lower than 85%.

9. Upon failure of the pupil/student to maintain the average and grade requirement, he/she will lose his/her scholarship for the next succeeding year.

10. The pupil/student must give a copy of his/her report card with the scholarship committee every grading period within One (1) week after the card is released, to apprise the committee of the standing of the pupil/student in school. Failure to submit within the period prescribed may cause the cancellation of the student scholarship.

11. Affidavit of No Income if no income or a copy of the Parent’s Income Tax Return issued by the BIR shall be submitted to the Scholarship Committee.

13. It will be the Scholarship Committee with the concurrence of the Board of Trustees and the corresponding approval of the Scholarship grant sponsor who will decide who among the applicants will be accepted as a scholar.

14. When accepted as a scholar, the pupil/student must give a Letter of Thanks addressed to:

15. Once a student is accepted as a Scholar, he/she will automatically become a member of the Scholars Club.

16. In order to avail of the continuation of the scholarship, the student who was already accepted as a scholar in the previous year must apply for the continuation of the grant by presenting proof of his/her qualification to the Principal or School Head during application period to be set by the Scholarship Committee.

The scholarship grant is good for one school year only and it may be revoked even if the school year has not yet ended if the Scholarship Committee finds that the grantee has not submitted all the requirements or was found to have committed serious disciplinary offense/s.

As of School year 2008-2009, the Japan – Philippine Industry Council (JPIC) is the recognized sponsor of Philippine Nikkei Jin Kai International School students’ Scholarship Grant.

STANDARD OF CONDUCT

PHILIPPINE NIKKEI JIN KAI INTERNATIONAL SCHOOL considers it important that certain rules of action be followed to facilitate school and learning in individuals search of the truth.

You are now a member of Philippine Nikkei Jin Kai International School, as a member of this school, you have to submit yourself to the course of studies that Philippine Nikkei Jin Kai International School prescribes and cooperate in the molding of your personality and character, thinking, feeling, working, loving like one and becoming a role model at home, school and community.

Discipline is character training in school. It is your duty to know the rules to foster peace and order.

Philippine Nikkei Jin Kai International School prescribes a uniform. The students wear them from Monday to Friday. The prescribed uniform for boys includes the prohibition of wearing earrings and colored or printed undershirts. The prescribed uniform for girls includes the prohibition of wearing make-up and nail polish.

a. Pupil/Student must wear their I.D. upon entering the school premises. No I.D., No Entry.

b. Pupil/Student must wear his/her school I.D. properly within the campus at all times.

c. Pupil/Student who lost his/her I.D. card must secure affidavit of loss, pay replacement fee at the Cashier and should see the Prefect of Discipline.

d. The I.D. is non-transferable. Lending it to others and tampering are strictly prohibited.

DISCIPLINE

Philippine Nikkei Jin Kai international School is not a corrective institution. Therefore, a child should not be enrolled with the idea that we will reform him. We are here to work with the parents but not to take the place of the latter in their parental roles.

All students must at all times conduct themselves in manners worthy of PNJK International School’s standards.

Griping is not tolerated. If your child does come home complaining about a policy or discipline, please follow this procedure:

1. Give the teacher/staff the benefit of the doubt.2. Realize that your child’s reporting is emotionally biased and may not

include all the information.3. Realize that the school has reasons for all rules and that they are

enforced without partiality.4. Present your case to the School Principal/Head Teacher who shall take

the necessary action to settle the problem together with the student, teacher, guidance counselor and parent.

Major Offenses:

1. Stealing, opening bags of others without permission.2. Cheating, dishonesty.3. Fighting, inviting fights or physical assault to another student, teacher or

parent inside or outside the school campus.4. Grave acts of disrespect that consists of any word or deed (personally or by

phone or cellular phone and social networking site) which hold in contempt any teacher, school personnel as well as any other person vested with authority.

5. Throwing or playing with stones, sticks, knives or toy guns to harm others.

6. Carrying of any kind of deadly weapon such as guns, knives, etc.7. Gambling or betting any game involving money inside or near the campus.8. Smoking, possession or passing cigarettes inside the school or within the

All pupils/students are required to take utmost care of all the equipment, facilities and any property of the school.

In case a pupil/student will damage or destroy any property of the school, he/she will be required to repair or replace the thing damaged or destroyed.

In case of conflict, this amendment shall prevail over previous issuances of the school or other provisions written in this handbook that will contradict the abovementioned policies.

SCHOOL RULES AND REGULATIONS:

1. All pupils/students should attend the flag raising ceremony every Monday at 7:30 A.M. They should show respect to the Philippine Flag by standing and singing properly the Philippine National Anthem.

2. A student is considered late in the morning when he/she is not in the classroom at 7:30 A.M.

3. Any student who is absent from the class should present an excuse letter signed by his/her parent/guardian stating the reason for his/her absence, on the day he/she comes to school. This letter should be presented to the Guidance Counselor and should be noted by the teacher-adviser.

4. A student is responsible for whatever is taken up in class during his/her absence.

5. Regular attendance and punctuality in all classes and other activities shall be observed by all students. Excessive absences arising from any reason

whatsoever deprive the student from learning credits since he cannot be given grades for work which has not been done.

6. A student who incurs 10 successive absences in any subject may be dropped from said subject at the recommendation of the teacher concerned and the approval of the principal except if the absence is due to prolonged sickness or other justifiable causes. Tardiness incurred for three (3) times shall be counted as one day absence from the class/subject.

7. A student who incurs absences about 20% of the total number of school days for the school year is automatically dropped from school except if the absence is due to a justifiable reason.

8. In case of sickness or emergency, a student may be given a late examination upon the approval of the principal & upon presentation of medical certification/letter from the parents and payment of late examination fee.

9. Students are required to inform their parents to come to school to get their report cards. These should be signed and returned promptly to the adviser as required.

10. During class hours students should secure permission from the subject-teacher/adviser to be countersigned by the Principal before they will be allowed to leave the campus.

11. The following articles/items are not allowed to be brought to the school:

a. Obscene and/ or pornographic reading materials and pictures, cassette tapes, CD, Music players with demonic sounds.

b. Cellular phones should not be operated inside the classroom during class hours.

c. Deadly weapons (includes sharp bladed instruments, buckles);d. Firecrackers and other explosive materials; ande. Prohibited drugs, including marijuana stick, narcotics, etc.

12. Parents/guardians and visitors who want to see any student should seek a written permission from the adviser, and the principal. No parents are allowed to stay inside and loiter around the campus during these times (7:30 to 11:45 am and 1:00 to 4:30 pm).

13. Students are encouraged to join legitimate organizations of the school.

14. Students are responsible for the maintenance of the cleanliness in the classroom and the school campus. The use of classroom for any form of business is absolutely prohibited.

15. Students are expected to maintain personal neatness.

16. Eating inside the classroom while class is going on is prohibited.

17. Students should conduct himself/herself in accordance with the highest moral tradition of the Filipino to elicit respect for himself/herself and family in whatever time and place.

18. Students should, in exercise of his/her rights and performance of his/her duties, act with respect, show concern for others and observe honesty and good faith.

19. Students should respect the dignity, personality, privacy, and peace of mind of his/ her co-student and other persons.

20. Male students should observe the prescribed 2X3 hair cut. Hair cut inspection is done every first Monday of the month and teachers are allowed to cut long hair of male students who do not comply with this rule. Any male student/pupil who maintains/sports long hair due to health reason(s), the parents must submit medical certification from a competent doctor attesting to the fact that his health is indeed affected by cutting his hair.

21. Students are not allowed to gamble or bet, smoke or drink liquor in and out of the campus.

22. Students should not whistle, shout, scream or loiter along the school premises during class hours as this will disturb the classes.

23. When going to any off- campus activity, leave with your adviser and stay with the group. Observe proper behavior in assemblies.

24. No student is allowed to run along the corridors. No one may talk or make noise while walking along the corridors during class hours.

25. In case of accidents, the parents will be notified immediately, but the school cannot be held responsible in any way because in life, accidents as such are not totally preventable. All students are insured for any unavoidable accidents in and outside the school as long as the activities are sanctioned by the school.

26. Should a student find any lost article, he/she is to give it to the Department Head/Principal or Administrator. If anyone should lose anything of value, he/she ought to report the loss to the office immediately.

27. All school properties (buildings, classrooms, furniture, playground equipment, library books, benches, etc.) must be well taken cared when borrowed or used by the students. Students will be held responsible for any damage thereof.

1. Classroom Behavior

a. Cleanliness is next to Godliness. Students should share in the responsibility of keeping classrooms and blackboards/whiteboards clean. Keep your classroom clean and orderly at all times. The trash cans are provided for waste papers and other waste materials. Keep your desk neat and free from any carvings or

writings. Deliberate destruction of school property will subject the offender to a fine and the case will be dealt with accordingly.

b. Behave properly at all times. Showing respect and courtesy towards your schoolmates, teachers and things belonging to them in all circumstances is the hallmark of a good personality.

c. Stand when a teacher or an administrator or a visitor enters and greets your class.

d. Students are not allowed to enter other classrooms other their own without permission.

e. During the class, no student is allowed to post any notice on the board unless with permission from the teacher. You may use the blackboard when asked by the teacher.

f. To help promote a study atmosphere in the classroom, you should keep silence. If you wish to ask or answer questions you should raise your hand and wait until called upon.

g. When someone is reciting, do not disturb by saying, “Sir” or “Miss”. Coaching is not allowed.

h. Assignments, reports and experiments should be made and submitted on time as part of your education.

i. Inside the classroom, you must occupy the seat given by your adviser. However, for better instruction purposes, seating arrangement is within the discretion of the teacher

j. When seated, maintain a good seating position; reclining on or rocking the chairs and placing one’s feet on the back of the seat in front of him are unbecoming and showing disrespect often causing disturbance and distraction.

k. Leave the classroom only after obtaining permission from your teacher. Students will be allowed to go out only one at a time.

l. Chewing gum is not allowed in the classroom.

m. Playing in the classroom or making unnecessary jokes should be avoided so as not to disturb others.

n. Name calling hurts other people’s feelings. You should not ridicule nor mock your companions. Laughing at others’ mistake is a conduct unbecoming of a lady and a gentleman.

o. If you are aware of a situation which may lead to a serious fight or quarrel, you should report the matter immediately to the teacher present.

• Everybody is expected to be in school every school day except for some valid reasons.

• Any student who have been absent from classes must present a letter from parents/ guardian explaining the reason for his/her absence. A medical certificate for absences beyond 3 days will be required from those who are sick.

2. Punctuality

Every student must be in school on or before 7:30 A.M. or before the bell rings.

3. Line Formation

One should report promptly to his permanent place and observe silence while maintaining a straight line during flag ceremony or during school programs.

Form your lines in the following areas:

a. While waiting for your turn to drink from the fountain.b. While buying food at the canteen.c. While waiting to be attended at the registrar, cashier, clinic, guidance office and other offices.d. When borrowing books at the library.

4. Prayer

Each class should begin and end with a short prayer. A prayer must be said when everybody is standing and in proper attention and when complete silence is attained.

5. School Materials

All school materials necessary for classes should be brought to school. Sharpen pencils before class hours or make it a habit to sharpen pencils at home, to bring and prepare cut paper sheets for use in school and to arrange things neatly under the chair or shelf before classes will start to avoid delay.

6. Respect for Teachers and School Authorities

Students are allowed to stand, speak or leave their seats only after the teacher has acknowledged their request/s.

Greet teachers and all the school personnel courteously.

All school personnel shall be addressed “Sensei” e.g. Cruz Sensei.

Observe silence during faculty, staff or Parent’s meetings.

7. Behavior During Program or any Academic functions:

a. Students shall follow instructions as directed by the teacher or

other person in authority at the time.b. Students shall refrain from making unnecessary noise.c. Students shall not leave the hall/gym while the program is

ongoingd. Students shall keep the line and occupy the farther most

emptyseats so that others will not be disturbed.

e. Under no circumstance should students show dislike or disapproval

of a speaker or performance.f. Students should not applaud too long or scream

boisterously.g. Students shall observe silence during any performance.

8. Etiquette in going to an office:

a. Knock at the door gentlyb. When allowed to get in, a wholesome greeting should be given to the office personnel.c. Do not take a seat unless invited to do sod. Transact business in a cordial mannere. When leaving the office, observe due respect to whoever is inside the office.

9. Certain areas of the building are off limits to students. These are offices and the faculty room. No pupil/student is allowed to enter except for official business.

10. Undesirable behaviors such as necking/petting and dating and secluding themselves in a room, toilet or other private places in the school is not allowed and shall be dealt with accordingly.

E) CAMPUS GENERAL RULES

As NIKKEISIAN, the Philippine Nikkei Jin Kai International School campus is yours. Keep it clean at all times. Trash cans are provided for trash, papers, peelings, etc. Use them properly. Don’t spit on the trash cans.

All games (basketball, volleyball, etc.) should be played during P.E. time and General Practices only. No game should be played between 11:30- 1:00; recess time and after 5:00 p.m. unless sanctioned by the school and supervised by a teacher.

Observe the following:

a) Be orderly, courteous and respectful at all times.

b) Settle differences with reason and never engage in loud exchange of words.c) Always keep the school grounds clean.d) Laboratories and Comfort rooms must be kept tidy and clean at all times. Make

special effort to keep them so.- In the Comfort Room -Flush the toilet at all times. Never throw food or

wrapper and the like in the wash bowls. These can cause clogging.- Turn off faucets well after using them.- Keep the doors and walls clean. Do not vandalize/write anything on them.

1. Language Rule

When inside the campus all students should speak only Filipino, English or Nihongo.

2. Corridors

During class hours, students should not gather or loiter in groups along thecorridors so as not to disturb others.

3. Bulletin Boards

Bulletin boards are for official notices. Make it a point to read notices on bulletin board regularly. Nobody can place notices/information on the board unless the notice/information is signed and approved by the Head of Student Affairs, Principal/Head or School Administrator. Posting notices without permission or tampering with notices is a serious offense. Students who are summoned through notices should respond as soon as possible. All students must listen attentively and read carefully all announcements and notices. They should relay to their parents immediately when they reach home all announcements that concern them. Any particular circular letter with return slips should immediately be sent back to the class adviser.

4. Recess Time/ Lunch Time

There is a ten (10) to fifteen (15) minutes recess in the morning and afternoon. Lunch time is set from 11:30 noon to 12:00 in the afternoon.

Fall in line at the canteen. Wash hands before eating. Eat your snacks orlunch at the designated area. Throw your garbage properly in the trash can.

5. Physical Education

Physical education is designed for the physical development of the students. It provides adequate activities to develop the spirit of sportsmanship and teamwork. No one is exempted from P.E. except those who are physically unfit and the same should secure medical certificate from their school or family physician. Students are required to wear P.E. uniforms during P.E. uniform day.

F) MAKE-UP EXAMS

No make-up exams will be given to students absent on the scheduled date of examination except for those with valid reasons. A letter from the parents explaining for their children’s absence should be submitted to the principal/school head in order for the student to take the special exam upon payment of the special exam fee.

G) PROMPTNESS

Promptness in all classes, programs and activities is a must. Heavy traffic is not a valid reason for tardiness as this problem should be foreseen in advance. Late comers will not be admitted to the class for a particular class period. A student who has been late for the third time shall be considered one day absent and will be required to bring his/her parents to school for a conference with the class adviser/guidance counselor.

VI- DISCIPLINARY PROCEDURES

1. General Procedures- The teacher calls the attention of the pupil/student.- A warning is given. - The parent/s or guardian of the erring student/s are called for a conference- A written decision warning or reprimanding the pupil/student or for suspension or expulsion is given, signed by the students, parents and the school authority.

2. Probation A definite period of time is given to the student to improve. If a student on

probation violates the terms set according to standard of conduct, he/she can be subjected to disciplinary action leading to either suspension or dismissal.

3. Suspension

a. From class- suspension from class of erring student in a period of time is given during which/she does a particular assignment in the school on any task designated by the proper authority.

b. From school- exclusion from school, school activities, function and privileges for a definite period of time.

If a student on suspension 3 (a) or 3 (b) violates a term set forth on standards of conduct, he/she shall be subjected to disciplinary action which after due investigation may lead to dismissal.

4. Expulsion

Dismissal of student from the school due to the commission of major offenses after due process have been observed/conducted by the school management shall be enforced after the parents have been notified. Due process must be conducted with the presence of the parent and the student.

Student power is a reality. Students when properly directed can use student organization to optimize growth. Otherwise, they would turn out to be non- committed, inactive and worst, destructive citizens.

In order that the student power may be enhanced and channeled to productive results, students, parents and faculty should work as one towards constructive directions.

The “PNJK International School Gazette” is the official publication of the Philippine Nikkei-Jin Kai School of Davao, published twice a year. It is managed by a student staff and assisted by competent teacher-moderators.

The school paper has the following objectives:

1. Uphold the freedom of expression and serve as a forum where students could freely express themselves on significant issues and on matters of general concerns;

2. Serve as a vehicle of ideas among students, faculty and the administration.

C. The Achievers

The Achievers is the official Yearbook of Philippine Nikkei Jin Kai International School. It helps in bringing our school closer to the community and the community to the school.

The yearbook has captured the feelings of being NIKKEISIAN –being a student, an observer, initiator, a responsive agent of change, and a responsible participant in the on going local and global competitiveness.

Parents of the graduating class shall decide during a meeting called for that purpose, whether their graduating children shall publish a yearbook or not. If majority of the parents shall agree for the publication, the rest of the parents shall be compelled to abide by the voice of the majority.

The solicitation papers for the Yearbook shall be issued within the month of September and shall be returned to the school on or before the month of December. A quota shall be fixed and the graduating student will not be issued clearance unless all solicitation forms are returned. In case of loss, a corresponding penalty shall be imposed.

D. Extra-Curricular Activities

These include all student activities in the different school clubs and organizations which aim to develop independence, initiative, and leadership qualities through the challenge of work and group cooperation in the following areas; social action, games and sports, cultural life and special projects.

E. Student Supreme Council

The Student Supreme Council is the highest governing body of the students. It provides a venue for the exercise of students’ political rights, duties and responsibilities.

VIII-STUDENT SERVICES AND FACILITES

A. Guidance and Counseling

Formal and informal guidance counseling are provided to our students through frequent, cordial and stimulating contacts between them and the faculty in and out of the classrooms. Test scores giving indication of ability in correlation with performance and personal and faculty background information are available to all faculty members and extended counseling staff.

B. School Clinic

The clinic is maintained by one (1) fulltime nurse whose service is available to the students, faculty and employees with complaints of common aches or pains. Free medicines and first aid treatments are provided for in the clinic.

Retainer basis doctor & dentist also provide medical service to the students on a yearly basis.

C. Canteen Services

The canteen inside the campus is managed by a concessionaire to serve food and refreshment to students, faculty and employees. The school through the medical/dental units shall oversee the canteen in the observance of proper sanitation subject to regulations herein prescribed. D. School Library

The Philippine Nikkei-Jin Kai School Library is open daily, from Monday to Friday, at 8:00 A.M. to 5:00 PM., to cater services to students, teachers and school administrators.

LIBRARY RULES & REGULATIONS:

LIBRARY HOURS The Library is open for service daily except Saturdays, Sundays and Holidays.

The Library schedule is:Monday to Friday – 8:00 am– 5:00 pm

Notice shall be posted in case of changes in the Library schedule.

LIBRARY DECORUM

a.) Silence is a fundamental rule in every library. The library is a learning center; therefore it should have a quiet surrounding conducive to learning activities. Talking should be kept to a minimum, CELLPHONES MUST BE SWITCHED OFF.

b.) Observe courtesy and orderliness at all times. Chairs should be returned properly after using them.

c.) Eating, littering, making noise and unnecessary discussion in the library is prohibited.

d.) Books should be handled properly. Marking books, periodicals and any library equipment is strictly prohibited. This act constitutes vandalism which is a major offense.

e.) Students must clip their ID card on their shirt or blouse while in the Library. The policy: NO ID-NO ENTRY will be strictly enforced.

f.) Outgoing Library users must submit their things for inspection. This is to make sure that books are properly charged out and that they have not been brought out of the Library mistakenly.

g.) Reservation for the Library for classroom use must be made 2 days before actual use.

h.) Only students and teachers who will study or do research work are allowed to stay inside the library.

BORROWING PROCEDURE

a.) Present your Library card when borrowing materials in the Library.

b.) Reserved books can be borrowed for one (1) hour, renewable for another hour if there is no demand from other students. Reserved books with more than one copy can be borrowed for overnight use. Overnight loan period is from 4:30 to 7:30 the following day. However during examination days, reserved books cannot be lent out for overnight use.

c.) Books for GENERAL CIRCULATION maybe BORROWED FOR TWO (2) DAYS, RENEWABLE FOR ANOTHER TWO (2) DAYS. A student is allowed one (1) renewal only.

d.) Fiction books maybe borrowed for one (1) week, renewable for another week.e.) The number of titles a student can borrow at one time for home is limited to two

(2) titles from either the General Circulation or from the Fiction Collection.f.) Filipiniana and General Reference books are restricted to Library use.g.) Periodicals are to be read inside the Library.

FINE AND PENALTY

a.) A fine is imposed on overdue books.b.) For a lost book, a replacement with the same title or the payment of the book at

the value determined by the Library.c.) Tearing out pages of Library materials will be dealt with disciplinary measures.d.) Habitual violation of any of these rules may forfeit the student’s privilege to use

the Library and its facilities.

Theft, defacement, mutilation or destruction of Library property is subject to disciplinary action.

E. INFORMATION TECHNOLOGY

A.I. T. Policies:Educational Purpose of Internet:

1. Internet access has been established for educational purposes (classroom activities, career development & high quality self discovery activities).

2. Internet access has not been established as a public access service or a public forum. The school has the right to place reasonable restrictions on the materials you access or post through the system. You are expected to follow the rules & regulations, set by the school, in the use of the Internet.

3. You may not use the Internet for commercial purposes. This means you may not offer, provide or purchase products or services through the net.

4. All students will have access to the Internet World Wide Web information resources through the Computer research Laboratory.

Student Computer Research Laboratory Use:

1. The Computer laboratories are open from 8:00am - 5:00pm2. The Students are given 20 hours free computer/ Internet access per semester.

This is aside from the laboratory use of the class.3. The library assistant will assign the student to a computer.4. Check the assigned unit to be in proper condition. Any hardware or software

problem encountered should be reported to the Library Assistant right away.

5. Students are NOT ALLOWED to change the configurations/ settings of the unit assigned to them.

6. Bringing of diskettes of CD’s in the laboratory is NOT ALLOWED. If downloading & saving in a diskette is required, kindly inform the Library Assistant.

7. Downloading of programs/files from the Internet or installing programs is NOT ALLOWED.

8. Chatting, playing games, viewing & downloading pornographic sites are NOT ALLOWED in the Computer Laboratory.

9. EATING and DRINKING inside the computer laboratory is strictly prohibited.

10. Abide the netiquette (guidelines) for Internet use.

B. Technical Services Provided

1. Email: This will allow the user to communicate with people from different parts of the world. Users can also subscribe to mail list to engage in discussion groups related to educational subjects.

2. World Wide Web: The Web serves as a valuable research tool, which provides access to a wide range of information.

3. Internet Relay Chat (IRC): This will provide the capability to engage in “real time” discussions. IRC will only be used specifically for educational activities.

4. File transfer Protocol (FTP): This allows user to download large files and computer software. This should be done with the supervision of your teacher or anybody from the department.

C. Netiquette

1. Personal Safetya. Do not give personal information (this includes your address,

telephone, school address, work address, etc.) about yourself or other people.

b. Meeting with someone you met online (eyeball) is not advisable.c. Chatting will only be allowed as a class activity (related to subject

area). Therefore, chatting shall be done with the supervision of your teacher.

d. You will promptly disclose to your teacher or computer laboratory assistant of any message you receive that is inappropriate or makes you feel uncomfortable.

2. Illegal Activitiesa. Attempting to gain access to our server (hacking, cracking etc.) or to

any other computer system is an illegal act. (even if only for the purpose of browsing). You should not attempt to log in through another person’s account or access another person’s files.

b. You will not make deliberate attempts to disrupt the computer system or destroy data by spreading computer viruses or by any other means.

have identified a possible security problem. Do not go looking for security problem, because this may mean as an illegal attempt to gain access.

4. Inappropriate Languagea. Do not use obscene, profane, lewd, vulgar, rude, inflammatory,

threatening, or disrespectful language to public messages, private messages, and material posted on the Web pages.

b. Do not engage in personal attacks, including prejudicial or discriminatory attacks.

c. Do not harass another person. Harassment is persistently acting in a manner that distresses or annoys another person. If you are told by a person to stop sending messages, you must stop.

d. You should not knowingly or recklessly post false or defamatory information that could cause damage or danger of disruption about a person or organization.

5. Respect for Privacya. Do not repost a message that was sent to you privately without

permission of the person who sent you the message.b. Do not post private information about another person.

6. Respecting Resource Limitsa. Use the system only for educational and professional or career

developmental activities.b. Do not download files unless absolutely necessary. If necessary, you

should ask the assistance of the person in charge (staff/lab. Assistant, etc.) to download the file for you. Downloading of files should be done at a time when the system is not being heavily used and the downloaded file should immediately be removed from the system and be transferred to your diskette.

c. Do not post chain letters or engage in “spamming”. Spamming is sending an annoying or unnecessary message to a large number of people.

d. Check your e-mail frequently, delete unwanted messages promptly, and stay within your email quota.

e. You will be subscribed only to high quality discussions group mail list that are relevant to your education or professional/career development.

7. Plagiarism and Copyright Infringementa. Do not plagiarize works that they found in the Internet. Plagiarism is

taking the ideas or writings of others and presenting them as if they were yours. Teachers will instruct their students’ citation practices.

OBSCENE (PORNOGRAPHY) that ADVOCATES ILLEGAL ACTS, or that ADVOCATES VIOLENCE or DISCRIMINATION TOWARDS OTHER PEOPLE.

b. If you mistakenly access inappropriate information, you should immediately tell your teacher or anybody from the computer department. This will protect you against a claim that you have intentionally violated this Policy.

Therefore, it is the user’s responsibility to abide by the policies and procedures of these networks. Remember, the fact that you CAN perform a particular action does not imply that you SHOULD take the action. The use of the Internet is a privilege, which may temporarily be revoked anytime for not abiding to our policies. It may feel like you can easily break a rule and not get caught. This is not really true because whenever you do something on a network you leave "electronic footprints”, so the odds of getting caught are really about the same as they are in the real world. Your use of the Internet can be a mirror that will show you what kind of person you are.

The laboratory is designed for both individual and group activities. Auxiliary services are provided by more than adequately supplied stockrooms.

G. Speech Laboratory

Rules while inside the Speech Laboratory

1. No. I.D., No Entry2. Eating, chewing of bubble gums and playing inside the Speech

laboratory are strictly prohibited to avoid damage or hazards3. Writing and bringing of pointed materials are not allowed4. Stick to your assigned seat (You are liable to your assigned

cubicle)5. Do not manipulate gadgets unless you are told to do so6. Mobile phones must be turned off

Teachers/students

1. Teachers/students who intentionally or unintentionally destroy equipment/fixture in the speech lab will be held responsible and should pay the cost of the destroyed item

2. Speech lab equipment should be handled with utmost care3. Abide with the etiquette (guidelines) for speech laboratory use

IX. DUTIES AND RESPONSIBILITIES OF THE STUDENTS

Every student, regardless of circumstances of his birth, sex, religion, social status and other factor shall:

a. Strive to live an upright, virtuous and useful life.b. Love, respect and obey his parents, and cooperate with them to keep the family harmonious and united.c. Exert his utmost to develop his potential for service, particularly by underlying an education suited to his abilities, and in order that he may become an asset to himself and to society.d. Respect the customs and traditions of our people, the duly constituted authorities the law of the country and principles of democracy.e. Participate actively in civic affairs for the promotion of general welfare.f. Help in the observance and exercise of individual and social rights, the strengthening of freedom everywhere, the fostering of cooperation among nations in the pursuit of progress and prosperity and world peace.g. Respect and cooperate with teachers, fellow students and school authorities in the attainment and preservation of order in school and in the society.h. Exercise his rights and responsibility with due regard to the rights of others.

X. STUDENT RIGHTS

Students of the School shall enjoy the following:

1. Students have the right to establish clubs, organizations, alliances, and other associations among themselves based on their general and particular interest, like academic organizations, religious, cultural and political organizations.

2. Students shall not be compelled to join or not to join any particular organization. Each student’s choice should be totally respected and no form of intimidation or harassment shall be tolerated.

3. Students have the right to publish regular student controlled publications. No

individual that is not a member of the Staff shall determine the content of the student publication. The editor shall take responsibility for consequences arising from publication articles. The role of moderator shall be limited only to technical guidance.

4. Students have the right to print, circulate and/or mount leaflets, newsletters, posters, wall news petitions, and similar materials.

5. No student shall be held to answer any offense without due process. Students have the freedom from arbitrary arrest, from arbitrary seizures, and the right to resort to the writ of habeas corpus and to speedy, impartial and public justice.

6. Students have the right to freedom from torture, threats, harassments, manhandling combined with interrogation, acts of terror and other means which vitilate free will.

7. Students have the right to procedural fairness in disciplinary proceedings.

8. Students have the right to accurate information.

9. Students have the right to hear any opinion or any subject of public concern, whether or not related to any subject they believe worthy consideration.

10. Students have the right to access of information on matters of public concerns.

11. Students have the right to free research in connection with academic work, and the publication, discussion, and exchange of findings and recommendations.

12. Students have the right to complete instruction and adequate welfare services and curricular facilities

13. Every student has the right to receive relevant quality education in line with national goals, educational objectives and standards of the School.

14. Every student has the right to guidance and counseling services to enable him to know himself, to make decisions, and to select from the alternative in the fields of work in line with his potentials.

15. Students have the right to receive reasonable protection inside the school premises.

16. Students have the right to be informed of the rules and regulations of the School.

17. Students have the right to participate in curricular and co- curricular activities.

18. Every student is entitled to be respected as a person with human dignity, to full physical, social, moral, and intellectual development, to humane and healthful conditions of learning.

19. Students have the right to academic freedom as provided in the Constitution.

20. Every student has the right of access to his class and other records for the purpose of determining his class standing and the School shall maintain and preserve such records.

21. Every student officially admitted in the School has the right to continue and pursue his study therein up to graduation, except in the cases of academic delinquency and violation of disciplinary regulations.

22. Students shall be entitled to expeditious issuance of certificates, diplomas transcript of records, grades and transfer credentials.

23. Students have the right to receive medical and dental services as well as first-aid services. Students shall be provided with medical supplies for simple medication and have to provide for themselves medicines in cases of major illness.

24. Students shall enjoy other rights not mentioned herein.

GUIDELINES FOR HOMEROOM PTA

1. The PTA Homeroom Presidents, upon written notice of the Principal/Head, shall convene to discuss matters relative to the studies and other activities of their children in school.

2. The Presidents of the Homeroom officers together with the class advisers are authorized to call for a meeting with their officers and members. The meeting should not be done during class hours unless necessary.

3. Proposed homeroom and school projects should be discussed with the teacher-advisers. The Office of the School Administrator, Principal/Head Teacher should be furnished a copy of the project proposal for comments/suggestions and approval before implementation.

4. Classroom-related issues should be discussed first with the teacher concern before elevating the same to the administration.

5. Complaints against the behavior of other pupils should be discussed first with the adviser in the presence of the Guidance Counselor.

6. Parents who wish to have an audience with the teacher should do so during the vacant period after obtaining permission from the Principal/Head.

7. Parents/guardians called upon by the adviser, guidance counselor, prefect of discipline, principal/head should come to discuss matters in connection with the attitude of their children in school.

8. Complaint against the teachers should be in writing, sent to the office of the Principal/Head, to be discussed with the Principal/Head.

9. Permission from the Principal/Head should be obtained first before the parents can talk to their children during class hours or bring them out of the school.

10. Parents/guardians should personally get the Report Cards of their children/wards from the class advisers in order to be updated with regard to their children’s academic performance and behavior in school.

We will help motivate our child to accomplish his/her goals for the school year. We further agree to attend the periodical parents-teacher conference to evaluate our child’s work and progress.

2. We allow or give permission for our child to take part in all school activities including sports and other school activities away from the school premises.

3. We shall endeavor to attend school activities requiring our attendance.

4. We appreciate the standards of the school and will not tolerate profanity, obscenity in word or action and disrespect to the officials and personnel of the school. We hereby agree to support all regulations of the school and to institute disciplinary measures as it deem wise and expedient for the training of our child.

5. We pledge to pay our financial obligations to the school on or before the due date, and that our child cannot be admitted unless the payment is made.
