Concentrated Development Vision
Review
The goal of the Going Places initiative has been to work with the public to build
a collective vision for the future of land development in the Miami Valley Region
Rumor MVRPC staff is trying to direct where future land development should or should not occur.
Fact MVRPC has no legal authority over local land use decisions nor does it have any intention of superseding any local authority on this issue - using the information from the Going Places is voluntary.
Rumor The Going Places outcome will be tied to the federal transportation funding.
Fact Neither Staff nor the Committee has made any recommendation on this matter. If and when the recommendation is made, the MVRPC Board of Directors will have the final say.
Rumor The 2040 Growth Framework map has been finalized.
Fact The current version is a draft. Staff plans to send a formal request to local communities for their review and comments over the next several months. We will then incorporate all the input and address any concerns.
We heard several things from you at our last meeting
You needed more time
You wanted to know the
implementation plans
We can’t plan the trip unless we have
decided where to go…
Vision : Plan Concentrated Development
Vision : 2040 Growth
Framework
The 2040 Growth Framework will be a package of tools for our
local communities to use as they adopt their own future land use policies and implement their
own land development efforts
We don’t have an implementation plan yet.
We will need your help
to develop it.
We are asking for your endorsement of the
Concentrated Development Vision
The Concentrated Development Vision is a
conceptual representation of the results of the
Phase II workshops and the Phase III voting
process
These three scenarios received 82% of the votes
The Concentrated Development Vision is NOT a land use
plan
The Vision Map
Four Principles
Building on the Region’s many assets
Troy
Making use of the Region’s existing infrastructure
Preserving the Region’s agricultural land and other open spaces
Encouraging more cooperation between the Region’s communities
Support for these four principles was also evident in the CUPA
phone survey conducted last spring
How is this different from what is
already planned for future development
in the Region?
Many people will choose to live closer together
Near University of Dayton
More people will live closer to things like schools, libraries, shopping centers and parks
Oakwood
Land uses like housing and shops will be mixed together
The Cannery – Dayton
More people may choose to take transit
Main St. – Dayton
If we can all work towards a
common vision…
We can… Reduce
vacancies
Brookville
We can… Reduce costs
We can… Create a more vibrant region
Riverscape – Dayton
With your endorsement, we would like to ask the
MVRPC Technical Advisory Committee and
Board of Directors for their endorsement of the
Vision
In order to make this vision a reality, we
need help…
We need your leadership
The investment does not have to be
huge…
Working with you, we would like to develop a package of tools we are
calling the 2040 Regional Growth Framework
The tools would include: • MVRPC Staff
• Four Questions
• The 2040 Regional Growth Framework map
• A list of potential policies
• A list of existing funding opportunities
MVRPC staff is a partner
and a resource
Four Questions • Do the plans take advantage of the
community’s assets? • Do the plans make use of existing
infrastructure? • Does this plan preserve farmland and
other open spaces? • Has the community or the developers
cooperated with other communities in the Region in developing this plan?
The 2040 Growth Framework Map –
a long-term land development strategy
The 2040 Regional Growth Framework map is intended to serve as a guide and reference for
our local communities
Six resources were used in developing the map:
• 2005 Open Space Inventory • An inventory of developed land • Land Development Suitability
Assessment • Zoning maps • The Concentrated Development Vision • The 2000 Urban Area
This map is only a draft
Staff plans to send a formal request to our local
communities for their review and comments over the next several months. We will then incorporate all the input and
address any concerns.
Staff is developing a list of potential policies and
existing funding opportunities
for our communities to take advantage of
We will be asking for your help in
developing this list
What’s Next • Sharing the Concentrated Development
Vision and asking for endorsements
• Presenting and refining the draft 2040 Regional Growth Framework map
• Developing a list of potential policies and existing funding opportunities
We plan to present the 2040 Regional Growth Framework to the MVRPC Technical Advisory
Committee and Board of Directors in March/April 2012
